With the increasing severity of climate change, intense torrential rains are occurring more frequently globally. Flooding due to torrential rain not only causes substantial damage directly, but also via secondary events such as landslides. Therefore, accurate and prompt flood detection is required. Because it is difficult to directly access flooded areas, previous studies have largely used satellite images. Traditionally, water indices such asthe normalized difference water index (NDWI) and modified normalized difference water index (MNDWI) which are based on different optical bands acquired by satellites, are used to detect floods. In addition, as flooding likelihood is greatly influenced by the weather, synthetic aperture radar (SAR) images have also been used, because these are less influenced by weather conditions. In this study, we compared flood areas calculated from SAR images and water indices derived from Landsat-8 images, where the images were acquired at similar times. The flooded area was calculated from Landsat-8 and Sentinel-1 images taken between the end of May and August 2019 at Lijiazhou Island, China, which is located in the Changjiang (Yangtze) River basin and experiences annual floods. As a result, the flooded area calculated using the MNDWI was approximately 21% larger on average than that calculated using the NDWI. In a comparison of flood areas calculated using water indices and SAR intensity images, the flood areas calculated using SAR images tended to be smaller, regardless of the order in which the images were acquired. Because the images were acquired by the two satellites on different dates, we could not directly compare the accuracy of the water-index and SAR data. Nevertheless, this study demonstrates that floods can be detected using both optical and SAR satellite data.
Torrential rain and drought are repeated due to the increase in the unpredictable fluctuating of rainfall patterns. It is time for stabilize water resource management in terms of disaster prevention. Distributed control from sources is needed to minimize damages caused by torrential rains and droughts. Rain barrel can be used to reduce the runoff as they collect and store rainwater. In response to this situation, Seoul Metropolitan Government and other local governments implemented a project to support the installation of rain barrel and provided 90% of the cost of installing it in private areas. However, with limited budget, it is difficult to distribute rainwater to the city which is mostly covered by private areas. In this study, Samho-dong, Ulsan, where pilot projects of water cycle leading city are underway, analyzed the effects of reducing the runoff with respect to the amount of rainwater that can be used, and analyzed the economics of recoverable investment cost when installed. From the analysis, it was established that it is possible to show sufficient efficiency with a small capacity without the need to install large rain barrel effectively in the private sector, and to support the installation cost of less than 70 percent of the rainwater can be recovered.

In recent years, the occurrence of abnormal weather has increased rapidly, increasing the frequency of torrential rain. As a result, stable water resource management is difficult, and human and material damage is increasing. Various measures are being established to reduce damage caused by torrential rains, but small-scale mountain catchments are relatively difficult to manage due to lack of basic plan. In this study, the risk of flooding was evaluated using the rainfall-flow model in the Yeonhwa-dong catchment national park among national parks in Korea. The Yeonhwa-dong catchment of Mt. Sobaeksan was simulated to cause flooding when rainfall of more than 50 years occurred, and it was confirmed that there was a high risk of water resource structures, safety facilities, and trails.

Recently, flood damage has been increasing in Korea due to frequent local torrential rains caused by abnormal weather conditions. According to the calculation of the recurrence period of torrential rain that occurred in North Chungcheong Province on July 16, 2017, it was estimated that the rainfall frequency in the upper are of Goessan Dam was around 1,524 years, and the highest level of Goesan Dam rose to EL.137.60 meters, leaving only 5 cm of margin until the height of the dam floor (EL.137.65 meters). The Goesan Dam, which operated for 62 years since 1957, needs to be prepared to cope with the increase of floodgate volume in the basin, the development of a single purpose dam for power generation only, and there are no measurement facilities for flood control, so efficient operation methods are needed to secure the safety of residents in upper and lower regions. In this study, a method of dam operation was proposed by constructing a rain matrix for quick decision making in flood prediction, calculating the highest level of dam for each condition in advance, and preparing a survey table, and quickly finding the level corresponding to the conditions in case of a situation.

Damage of the road flooding has recently increased because of torrential rains. However, its prevention is in poor situation. In this study, we propose system expressing an information of flood risk for announcing to drivers to prevent damage of flooding or traffic jams. Our system implements on GUI enviroment that users can easily know the danger of road flooding using C# Language and ArcObjects API. If users use this system, they can know how dangerous of flooding.

Stormwater reduction plays an important role in the safety and resilience to flooding in urban areas. Due to rapid climate change, the world is experiencing abnormal climate phenomena, and sudden floods and concentrated torrential rains are frequently occurring in urban basins and the amount of outflow due to stormwater increases. In addition, the damage caused by urban flooding and inundation due to extreme rainfall exceeding the events that occurred in the past increases. To solve this problem, water supply, drainage, and water supply for sustainable urban development, the water management paradigm is shifting from sewage maintenance to water circulation and water-sensitive cities. So, in this study, The purpose of this study is to examine measures to increase the resilience of urban ecosystem systems for urban excellence reduction by analyzing the effects of green infra structures and LID techniques and evaluating changes in resilience. In this study, for simulating and analysis of runoff for various stormwater patterns and LID applications, Storm Water Management Model (SWMM) was used.
In this study, not only the increase in rainfall for a short period of time but also the increase in rainfall for a longer duration is frequently occurring according to climate change. Changes in rainfall patterns due to climate change are increasing damage to steep slopes. The Ministry of Public Administration and Security has been operating the criteria for evacuation of residents in steep slopes since 2015. However, the damage to steep slopes due to torrential rains in 2020 has been increasing. In this study, rainfall data from areas affected by steep slopes from 1999 to 2020 were collected and compared with the existing criteria(2015) for evacuation of residents at steep slopes of the Ministry of Public Administration and Security, and the status of the issuance of resident evacuation forecast was compared. Through this study, the rainfall criteria for each region were calculated and presented by reflecting the rainfall characteristics of the steep slope destruction area due to climate change, and it is believed that it can be used as a standard rainfall to reduce human casualties in the steep slope area in the future.

In general, domestic streams and rivers are composed of alluvial rivers consisting of sand and gravel beds. These rivers can cause erosion and riverbed changes due to sudden changes in flow rates, such as floods, torrential rains, and heavy rains. In particular, there are various types of erosion, such as contraction erosion caused by changes in river shape, or local erosion occurring around obstacles such as piers, abutments or embankments. In addition, river changes can occur in various forms, such as static or dynamic periods, due to limitations such as flow rate, velocity, and shear stress. This study focused on the erosions of embankments directly related to human casualties among various river structures, and evaluated limit velocities and critical shear stress in order to identify changes in strength of natural materials by identifying the characteristics of natural hoan materials and resistance to erosions. In particular, the limitations of materials according to the type of materials in the river, characteristics of particles, and size of particles were studied using Soil loss, which is a change in the volume of the revetment material, and it is intended to be used as basic data for river design and restoration.

Flooding caused by torrential rains and landslide causes the deaths of people and property damage as well as traffic congestion and isolation. Driver enters the dangerous area when driver doesn't recognize disaster information on the road and the damage is spread over time. In this paper, we will develop a smart phone application to collect dangerous disaster area information and a system based on C/S to manage the data received from the smart phone application. This system can analyze dangerous disaster areas using the data received from the smart phone application and the spatial database analyzed dangerous disaster areas is displayed in the smart phone application using a map server. We think that the suggested system provides more efficient information to user.
Old national Road No. 59 that connects Danyang and Gagok has 35 dangerous cut slopes. It is relatively narrow and has a poor alignment. The torrential rains in 2002 and 2006 has caused numerous slope collapses, landslides and road settlements in this area. The old road's high risk level lead to the planning and construction of a new national road. During the construction of the new road in December 2006, the right side of Dugcheon Tunnel entrance has collapsed and tension cracks were observed on the district road above the tunnel. In order to determine the cause of failure, intensive field investigation and monitoring cracks were performed together with Lower Hemisphere Projection Analysis, Limit Equilibrium Analysis and Finite Difference Analysis.
