The purpose of this study was to present ways and tasks for the successful settlement of community care that the korea government recently aimed to convert the care system of the vulnerable from the center of institutional care to the community-based care system. As a research method, we tried to find out the community care policies for foreign developmental disabilities and explore major issues and problems in the process. As a result of the study, de-institutionalization and maintenance and enactment of laws related to community-based care systems, the division of subjects and tasks in policy implementation, and above all, it is necessary to specify necessary financial estimation, procurement plan, and budget securing method. In addition, sincere deliberation on the form of living space for people with developmental disabilities after de-institution and clarification of the subjectivity of using the services provided Establish reliable statistics on the characteristics and degree of disability of people with developmental disabilities, worry about human rights violation factors that can occur in community residential facilities that will be provided after de-facility, and create consensus in the community was also analyzed as an important factor. I think it is a key factor to secure the success of the community care policy by carrying out the above multiple tasks simultaneously.

This study is conducted with the aim of redefining the university-based lifelong education support system for developmental disabled. The research method consisted of procedures in parallel with literature analysis and expert meetings. As for the contents of the study, a composition system that recognized the problems and solutions of lifelong education for the developmental disabled based on universities was primarily presented. Through this, it was suggested that universities can form an academic foundation for the establishment of a lifelong education support system for the developmental disabled along with the convergence field. In addition, a structural model related to this was presented along with the aspect that universities could develop a curriculum for lifelong education for the developmental disabled according to the school foundation. Also, a composition system was suggested that universities can develop lifelong education curriculum for people with developmental disabilities to lead the cooperation of local related organizations such as welfare centers for the disabled and lifelong education centers for the developmentally disabled. As a result of the study, it was analyzed that leadership in the university-based lifelong education support system for developmental disabled can contribute to fostering professional manpower qualifications and establishing cooperation with local related organizations in an integrated composition system.
Purpose: The purpose of this study was to evaluate the service satisfaction for families who have someone with mental illness, and are using community mental health centers in Gyeonggi Province. Methods: The participants in this study were 796 family members. Data were collected using Family satisfaction survey questionnaire developed by the author (23 items on family service and 15 items on client service). Results: The total satisfaction level for the service with family and client resulted in above average scores. Of the 23 service items, data showed the highest level of satisfaction was with professional skills and attitude, and day rehabilitation programs, and the lowest for professional activities for advocacy and social welfare benefits, emergency & crisis intervention, medical expense subsidies. Of the 15 service items, job and housing related service had the lowest level of satisfaction. Conclusion: It is recommended that psychiatric emergency & crisis intervention programs and system development be accelerated. Also, there is a need to develop medical expense subsidy programs for older family caregivers, job and housing focused rehabilitation programs and community facilities for the client, as well as more active and powerful professional advocate activities for persons who have mental disabilities and their families.

This study purposed to analyse smartphone addiction characteristics of people with disabilities and suggested to establish related prevention policies for them. The analysis of 20-50 aged 494 disabled people resulted, that the smartphone addiction rate of the disabled people was 12.55%. Smartphone use-, mobile messenger-, SNS- and game time were nearly the same or higher than the potential and high risk group from the survey on internet overdependence 2015. In the question about the awareness of smartphone addiction they answered the smartphone addiction is severe in the society, and they are aware of smartphone addiction counseling center. But they will not get a service form the centers. That suggests, that the government should promote the policy of smartphone addiction for the disabled. It should provide institutional strategy and structural change for prevention of smartphone addiction for the disabled.
As the country's elderly people who are 65 years or older recently exceeded 10% of the total population with development of medical technology and improvement of living standards, Korea has turned into an aging society. Especially in Gyeonggi-do, as of late December 2012, elderly people who were 65 years or older were 1,135,242 persons, taking up 18.98% of the region's population and registering the largest number of elderly people in the nation's cities or provinces. Due to such a sharp rise in elderly population, support for the elderly is increasing the burden on families and communities. The study aims to take as its subjects elderly people staying at authorized elderly welfare facilities, who are weak in mind and body and have difficulty in daily life with disabilities, or adult day care facilities that take care of elderly people during the day or at night, examine the concept of adult day care facilities and instances in foreign countries, and study the status of the adult day care facilities located in Gyeonggi-do, their services, and safety by figuring out space arrangement based on program implementation. Spacial arrangement in program operation should satisfy fuction and purpose from the manager and user's perspective, and a desirable program operation should provide separate spaces for the elderly with Alzheimer's and those without Alzheimer's. Compared to residential care facilities, adult day care facilities incur less financial burden and, compared to other authorized services, have many right functions that can upgrade the quality of users and satisfy their desires. Major countries like Japan, the UK, and Sweden recognize the right functions of day and night care services and aggressively support and utilize adult day care facilities. For adult day care facilities, quality services should be developed and use and choices should be enhanced as regards services. Development of special programs for the elderly with dementia and stroke, instead of simple protective functions of a program, must be actively promoted, while manpower training is required for program operation, conveniences, and safety. By developing and providing space arrangement models that focus on efficiency, convenience, and safety of program operation, adult day care operation can be revitalized, while quality of elderly care may be enhanced and welfare budget can be saved.

This study aims to examine the screening rate of health screening of the disabled by screening the data of disability and health statistics of the National Health Insurance Corporation, to suggest the problems of health examination and the future improvement measures, and also to review the type of health management of the disabled based on the results of health examination interview. As people with limited daily life or social life for a long time because of their physical/psychological disabilities in accordance with the Article2 of , out of 2,479,080 registered people with disabilities on the basis of December 31st 2015, the research subjects were limited to people with disabilities who participated in the health screening and health type for presenting the opinions about policies. In conclusion, regarding the health screening for the disabled, first, it would be necessary to collect the opinions from people with disabilities in order to prepare the health screening service suitable for them. Second, it would be needed to develop the health screening items for each type of disability and severity. Third, it would be necessary to consider the medical equipments and amenities of health examination for the disabled. Fourth, there should be the securement of manpower and education for service providers. Fifth, the mobility right of the disabled should be secured. Regarding the health type of the disabled, first, the expert consultative group in each area should be composed for the health enhancement of the disabled. Second, it would be necessary to screening the current status of health enhancement programs for the disabled and operating facilities. Third, the Central Health Medical Center for the Disabled, shown in the law on the securement of health rights & medical accessibility of the disabled should develop the standardized health enhancement programs for each disability type and severity. After examining the contents of health examination and health type of the disabled, the opinions about policies were suggested. Thus, in the future, there should be more detailed researches based on the tasks suggested by this study, and also the causal relations between health of the disabled and relevant programs should be continuously revealed.

The purpose of this study is to explore the factors affecting the satisfaction level of the disabled and their families. As a major variable, the mediating effect of the change of the disabled was examined in the relationship between residential facilities satisfaction and family life satisfaction. A total of 810 responses were collected by conducting a questionnaire survey on 856 persons with disabilities and their parents. As a result, the facilities satisfaction for the disabled has a significant influence on the family life satisfaction and the change of the handicapped. In the relationship between facility satisfaction and family life satisfaction, the change of disabled showed partial mediating effect, and it was confirmed that the effect of facility satisfaction on family life satisfaction increased when there was a change in the disabled. The results of this study can be used as the basic data to structure the discussion of living facilities for people with disabilities and their families, as well as can be used to restructure policies and practices for residential support services for the disabled. In particular, it is meaningful as a basic data for proposing various future types of residential facilities required by parents of adults with disabilities.
This study explores effective ways to improve the happiness of the primary caregiver of disabled children based on the comprehensively identification of their influencing factors. Based on the results of a comprehensive review of the relationship between the influencing factors, this study seeks to explore directions and policy alternatives that are effective in improving the happiness of the primary caregiver of disabled children. The effects of social support, parenting stress, family strength, and happiness were examined in this study using data collected from 430 primary caregivers of disabled children in three regions of Jeollabuk-do. The main findings of the analysis are as follows: First, it was discovered that social support has a direct effect on the happiness of the primary caregiver of disabled children, as well as an indirect effect via family strength. Second, the primary caregivers of disabled children's family strength was discovered to have a partial mediating effect on the relationship between social support and happiness. Convergence suggestions were presented based on the research findings to promote social support, family strength, and feelings of happiness for primary caregivers of children with disabilities.
The purpose of this study is to look at the way that speech-to-text (STT) services are used at present, and to explore measures to institutionalize such services for ease of communication for the hearing impaired. The results of this study show the following: 1) 17.8% of those surveyed had experience of using STT services, with younger individuals showing a higher rate of use; and 2) In terms of organizations providing STT services, social welfare organizations followed by civic groups (18.3%) and public organizations (18.3%). The following institutional measures are needed for STT services. First, STT services should be actively promoted as one of the reasonable conveniences defined in the 'Act on the Prohibition of Discrimination Against Disabled Persons, Remedy Against Infringement of Their Rights, etc.' Second, STT services should be additionally listed as one of the clauses of the 'Act on Welfare of Persons with Disabilities'. In particular, establishing a communication system for those with hearing impairments should serve as a catalyst for integration with sign language interpretation and welfare services. If STT services for face-to-face contacts can be improved or further enhanced using ICT, it will not only open the way for a new influx of disabled workers to join vocational rehabilitation, but also help to improve quality of life for the hearing impaired.
