This examination of vegetation is conducted from June to Oct. 1999 through on the spot survey, centering on the habitat of Abies koreana around Imgeolryeong, Jangteomok, and Jeseokbong in Mt Jiri and Yeongsil path and Seongpanak path in Mt. Halla. Species composition tables of the Abies koreana community by altitude and slope in Mt. Jiri and Mt. Halla are made based on the community composition tables examined in quadrat. The Abies koreana-Saso quelpaertensis community in a west slope of Mt. Halla is found that Abies koreana of 4-6m in height forms subtree layer and that of 8-9m in height the tree layer and it reflects a difference between community structure by slope and main composition species. While the tree layer of Abies koreana community is 12-14 in height around the area of 1,290-1,560m above the sea of Imgeolryong and path from Baekmudong to Jangteomok, it is 8-12m in height in the area of 1,680-1,780m above the sea of path from Jangteomok to Jeseokbong. It means that community structure depends on area and attitude. This study finds out that commonly appearing composition species similar to coverage and presence are Lepisorus thunberianus, Quercus mongolica, Solidago virga-aurea var. asiatica, Ligularia fischeri, Carex lanceolata, Clintonia udensis, Magnolia sieboldii, Betula ermani, Acer pseudo-sieboldianum. As soil environment of surveyed area, pH of surveyed spots is similar in Mt. Jiri and Mt. Halla, electrical conductivity is higher in Mt Jiri, and contents of organic matter is relatively higher in a west slope of Mt. Jiri and Mt. Halla and lower in their south and west slopes. Contents of organic matter and total nitrogen show that the area of 1,550m above the sea in a west slope of Mt. Halla is some higher. For pH and contents of total nitrogen and organic matter, Mt. Halla is higher than Mt. Jiri but for electrical conductivity, Mt. Jiri is relatively higher than Mt. Halla.
The purpose of this study is to analyze the institutional factors and the political environment in which the influence of the president is limited in South Korea's decision making process of the policy toward North Korea. Although the president has the highest decision-making power over policy toward North Korea as a head of state, the president's influence is not always absolute. Many reasons, such as bureaucratic government through the separation of power, the political environment such as divided government or the remaining term of the president, and the specificity of policy act as factors limiting the president's influence on policy toward North Korea. This study analyzed the dynamics of the decision making process of the 'Special Zone for Peace and Cooperation in the West Sea' which was planned by the agreement between the two Koreas in 2007, and examined the influence of the president, limited by the institutional environment and political conditions in the process.
As the concern with the creation of environmental problems and regulations about them becomes internationally growing, environmental cooperations with countries concerned are emerging as the first item on the political agenda. In case of South Korea, cooperations with countries in the Asian region is needed urgently. In particular, cooperations with North Korea will be an important factor to reunify the Korean peninsula as well as to solve environmental problems in South Korea. Accordingly, it is necessary to seek feasible alternatives and possibilities of coping with international environment in South and North Korea. This study is limited to literature study based on collecting materials and the testimony of former residents in North Korea. The period of study ranges from May to December in 1992. The research findings show the following environmental problems and alternatives : It is recognized in South Korea that the creation of environmental problems is product of economic development. Currently, the Korean government makes an effort to revise environmental administration and law, to encourage environmental education, and to proceed with environmental technology policies by establishing environmental policies together with economic development plans. North Korea ascribes the cause of environmental problems to colonial exploitation by Japan and the U.S. Environmental pollutants in North Korea is relatively less than South Korea, provisions such as environmental conservation movement, environmental education, and environmental administration and law are not well organized in the country. However, North korea will speed up its economic development to solve economic crises. Therefore, it is expected that industrial wastes, corrosion of nature, and water pollution will result in serious environmental problems. The fields expected to cooperate with South and North Korea are in the following : South Korea may adopt the model of the former East and West Germany and proceed to cooperate with North Korea in public sector as well as private sector. The possible programs are such as academic exchange to conserve environment, joint research in the area of the Demilitarized Zone, conservation of ecosystems around Imjin and Pukhan Rivers, South Korea's support of advanced environmental technology and industrial and financial aid to North Korea. Conflicts between countries concerned in the North East Asian region will be caused by the responsibilities of pollutions because of the seashore development of the Yellow Sea by South Korea and increasing seashore industrial complexes around the Yellow Sea in China, Therefore, it is desirable that the two countries will participate in organizations related to environment. Joint projects between South and North Korea will be as follows : 1. Construction of long-range monitoring system : 2. Investigation of the state of pollutions around the Yellow Sea and alternatives : 3. Construction of joint monitoring system to regulate the movement of pollutants : 4. Cooperation of environmental technology and exchange of information ; and 5. Support of Cooperation of environment in private sector. Efforts to cooperate with North korea is expected to overcome differences between the two countries as well as to encourage unification of the korean peninsula, which will lead to reducing the cost of environmental recovery. These efforts will also contribute to the maintenance for peace and stability on the korean peninsula as well as in the North East Asian region.
Based on the monthly weather report of Korea Meteorological Administration (KMA) and daily sea surface temperature (SST) data from National Fisheries Research and Development Institute (NFRDl) (1991-2001), mean heat fluxes were estimated at the Gunsan harbor Net heat flux was transported from the air to the sea surface during March to early September, and it amounts to $125\;Wm^{-2}$ in average daily during May to June. During the middle of September to February, the transfer of net heat flux was conversed from the sea surface to the air with $-125\;Wm^{-2}$ in mininum value in October. Short wave radiation was ranged from 50 to $248\;Wm^{-2}$ showing maxima in April to June. Long wave radiation was ranged from 25 to $92\;Wm^{-2}$ with mininum value in June to July. Sensible heat flux denoting negative values in April to August was ranged from -30 to $72\;Wm^{-2}.$ Latent heat flux was ranged from 15 to $82\;Wm^{-2}$ with maxima in August to September. The phase of heat exchange was changed from cooling to heating in the end of February, and from heating to cooling In the beginning of September. The advective term of heat flux showed minima in April to June and maxima in November. The ratio of temperature variations was 1.37 in the sea surface process and the horizontal process by advection. This indicates that the main factor in variation of temperature at Gunsan harbor is the heat exchange process through the sea surface from the air.
The kriging model, one of the geostatistical models, has been used to evaluate the deep-sea manganese nodule deposits until now. The distribution of the manganese nodule deposits estimated by the model shows the smooth surface as well as much difference from the actual distribution. Subsequently, it estimates the deposit distribution roughly in terms of the limited data of surveyed zone. Therefore, this paper presents the interpretation methodology of the deep-sea manganese nodule deposit distribution by using the fractal model to overcome the problems caused by the geostatistical model. Also, the manganese nodule distributions are interpreted by using the manganese nodule data sampled in the GH82-4 zone, west longitude $165^{\circ}40^{\prime}-169^{\circ}00^{\prime}$, and south latitude $0^{\circ}00^{\prime}-2^{\circ}40^{\prime}$ neighboring Nova-Canton Trough in the Pacific Ocean which was surveyed by the Geological Survey of Japan in 1982.
Since 2000 fry releasing programs in Korea have significantly expanded in order to support the commercial fishing industry through recruitment enhancement of targeted species. Here we investigate the economic effectiveness of the Olive flounder (Paralichthys olivaceus) fry releasing program in Korean waters. The market survey method was used in our analyses. Results show that the B/C ratio, as an indicator of economic evaluation, is 2.56 in the East Sea region, 9.45 in the South Sea region, and 1.34 in the West Sea region, which indicates that the fry releasing program is economically feasible but the economic effectiveness varies from region to region.

Monthly distributions of fishing boats at night in the East Sea are described, using defense meteorological satellite program (DMSP)/operational linescan system (OLS) images and common squid (Todarodes pacificus) catches data. We also estimated temperature in 50m, which is main catch depth of the squid, by MCSST (multi-channel sea surface temperature). We examined DMSP/OLS, MCSST and other observation data from 1993 to 2000. We assumed that squid were caught in areas where fishing boats were located. Fishing boats at night appeared only near the Korea/Tsushima Strait from January to March. Fishing boats moved to the northward from April to Jun, distribution of fishing boats in spring appeared greater than those in winter. In summer (July-September), center of fishing grounds was formed near the Uleung Island in the south east coast of Korea. The north-south distribution range of fishing boats in October appeared to be greater than that in other months. In particular, we estimated main season of squid catches based on distribution range reflecting the number of fishing boats of north-south and east-west directions from September to December. Relationship between satellite estimate SST and in situ SST showed high correlation (0.91). The correlation between the SST and 50m depth temperature, estimated based on the satellite SST, was relatively high in February, April and October.
Based on the five-year (October 1992 through September 1997) Topex/Poseidon altimeter measurements, we describe the statistical characteristics of the eddy variability in the East Sea in terms of sea surface height anomaly, slope variability, and eddy kinetic energy (EKE). The sea surface height anomalies in the East Sea are produced with standard corrections from Topex/Poseidon measurements. In order to eliminate the high frequency noise in the sea surface height anomaly data, the alongtrack height anomaly data was filtered by about 40 km low-pass Lanczos filter based on Strub et al. (1997) and Kelly et a1. (1998). We find that there exists a distinct spatial contrast of high eddy variability in the south and low eddy energy in the north, bordering the Polar Front. In the northwestern area $(north\;of\;39^{\circ}N\;and\;west\;of\;133^{\circ}E)$ from the Polar Front where the eddies frequently appear, the EKE is also considerabel. The high kinetic energy in the southern East Sea reveals a close connection with the paths of the Tsushima Warm Current, suggesting that the high variability in the south is mainly generated by the baroclinic instability process of the Tsushima Warm Current. This finding is supported by other studies (Fu and Zlontnicki, 1989; Stammer, 1997) wh.ch have shown the strong eddy energy coupled in the major current system. The monthly variation of the EKE in both areas of high and low eddy variability shows a strong seasonality of a high eddy kinetic energy from October to February and a relatively low one from March to September. The sequential pattern of wind stress curl shows resemblance with those of monthly and seasonal EKE and the two sequences have a correlation of 0.82 and 0.67, respectively, providing an evidence that wind stress curl can be the possible forcing for the monthly and seasonal variation of the EKE in the East Sea. The seasonality of the EKE also seems to correlate with the seasonality of the Tsushima Warm Current. There also exists the large spatial and interannual variabilities in the EKE.

Long-term wave distribution at Jeju sea is investigated by a numerical simulation based on the thirdgeneration wave model SWAN (Simulating WAves Nearshore). The Jeju sea which retains relatively high wave energy density among Korean coastal regions is considered to be a suitable site for wave power generation and the efficiency of wave power generation is closely related to local wave characteristics. The monthly mean of a large-scale long-term wave data from 1979 to 2002, which is provided by Korea Ocean Research & Development Institute. is used as the boundary condition of SWAN model simulation with 1km grid. An analysis of wave distribution concentrates on the seasonal variation and spatial distribution of significant wave heights, mean wave directions and mean wave periods. Significant wave heights are higher in winter and summer and the west sea of Jeju appears relatively higher than east's. The highest significant wave height occurs at the northeast sea in winter and the second highest significant wave height appears at the southeast sea in summer, while the significant wave heights in spring and autumn are relatively low but homogeneous. The distribution of wave directions reveals that except the rear region influenced by wave refraction, the northwest wave direction is dominant in summer and the southeast in winter. Wave periods are longer in summer and winter and the west sea of Jeju appears relatively longer than east's. The longest wave period occurs at the west sea in winter, and in summer it appears relatively homogeneous with a little longer period at the south sea.

Since the "Aquatic life disease control act" was established in 2009, we have monitored OIE notifiable and legally designated diseases which are associated with white shrimp Litopenaeus vannamei but are as yet outbreak in South Korea. We had monitored only two viral diseases of YHD and IMN, but further added IHHN, TS and WTD in an attempt to reinforce monitoring as a countermeasure against the increasing possibility of imported diseases led by continuous growth in global fisheries trade. We also increased the number of monitoring areas, and shrimp farms. In 2013, we examined a total of 2,650 white shrimp from 29 hatcheries and farms to check whether they were infected with any of the 5 diseases (YHD, IMN, IHHN, TS, WTD). The result showed that none of the samples contained the viruses. To regulation of the exotic diseases from landing in our country and to strengthen prevention, management and control of the diseases on a national level, we must continue the surveillance monitoring of the diseases.
