Analysis of China's Efforts to Protect Medicinal Resources and the Intellectual Property Rights of Traditional Chinese Medicine - in light of the adoption of the Nagoya Protocol - (중국의 약물자원 및 전통의약 지식재산권 보호 동향 분석 -「나고야의정서」 채택과 관련하여-)

  • Objectives : In recent years, the Chinese Government has been providing full support aimed at promoting the excellence of Chinese culture, including Traditional Chinese Medicine (TCM), to the world after recognizing Chinese culture and medicine as elements that can generate national wealth. Methods : In investigating China's awareness of the issues surrounding the intellectual property rights of TCM, as well as its implementation of protective measures, this study analyzed the law and platform policies of the Chinese Government, as well as the designation status of China's intangible cultural heritages and the recent research trend in the TCM field. Results : First, China is taking various protective measures based on laws and institutional devices, including the Patent Act. Second, China is protecting the intellectual property rights of traditional Chinese medicines by registering them as Chinese intangible cultural heritages or UNESCO world heritages. Third, China is seeking to promote TCM throughout the wider world through various research and academic conferences, and by strengthening ties between nations. Conclusions : With the adoption of the international regimes of the WIPO and CBD, and particularly the Nagoya Protocol in 2010, China is seeking to implement measures aimed at maximizing the national interest based on the intellectual property rights of TCM. China began to implement a system of protection of medicinal resources and the related traditional knowledge after recognizing the potential crisis that could occur if Chinese medicine-related patents were taken over by foreign countries. As such, the system now takes various forms.

A Study for Database of Uibang Yuchui (醫方類聚) and Its Value as the Intellectual Property of Traditional Korean Medical Knowledge (지식재산으로서의 의방유취의 가치와 DB구축의 필요성에 관한 소고)

  • Today, knowledge itself has become a resource which must be protected by the pertinent community of its contributors and users, from being manipulated or distorted by third-party players. The preservation of knowledge in relationship to the cultural context of its origins, has been recognized by international organizations intent on maintaining authentic voice and perspective. Globally, the WIPO (World Intellectual Property Organization) organizes the annual IGC (Intergovernmental Committee) meeting to address various issues associated with each country's utilization of intellectual and bio source property. Korean Medicine is the official name for the traditional medicine that has been inherited from the cultures of the Korean Peninsula. It is one of the four practices of East Asian Medicine including Traditional Chinese Medicine (TCM) from China, Kampo Medicine of Japan, and Sino-Vietnamese Medicine in Vietnam. As a cultural treasure representing centuries of evolving knowledge, Korean Medicine is protected under intellectual property rights afforded by WIPO, and must be understood in relationship to, and distinct from, TCM. It is understood that China has a strong political purpose to claim all the traditional medicines of the East Asian region under the name of TCM, including Korean Medicine. In fact TCM was authorized as the representative name for all East Asian medicine by decisions made by the ISO (International Standard Organization) in 2015. This paper proposes a pilot study on how to protect the intellectual property of Korean Medicine from efforts by China to claim it under the umbrella of TCM. Using the Uibang Yuchui (醫方類聚, Classified Collection of Medical Formulas) this paper suggests establishing a Database of UBYC, which was published in 1477 by the Joseon Korea government. UBYC was the reorganized version of contemporary East Asian medical sources, and has already hundreds of year's rich indigenous and culturally specific medical history of Korea, from which Korean Medicine has been built.

  • Current steel makers are trying to develop new manufacturing process to secure price competition and to improve productivity by testing a various kinds of rolling condition of several kinds of steel at TCM. Accordingly, Reverse Mill operation for Stainless steel is changing to TCM operation and furthermore, even general carbon steel and electric steel plate are requested to be worked at TCM simultaneously. By these changing of rolling condition, it become to be necessary to develop new water-soluble cold rolling oil that has a characteristics to be suitable for various working condition and in this report, we would like to mention lubrication condition to fulfill requested characteristics of each steels and development and applying result of multi-purpose water-soluble cold rolling oil which has such an lubrication property.

A study of the value of Korean medical text "Uibang Yuchi(醫方類聚)" as a representative Database for developing new diseases treatment skills (『의방유취』를 이용한 한의학 치료기술 개발의 가능성에 대한 모델링 연구)

  • This paper is a study that considers how current scientific medicine could be supported by traditional medicine, and if the scope of this support is expected to gradually widen. This study begins by understanding the process by which Traditional Chinese Medicine (TCM) has developed interventions for COVID-19. We then examine what support is offered by the ancient Korean medical text "Uibang Yuchi". This paper insists that a key database is absolutely necessary to develop treatment techniques for new diseases. The key database should be considered not only from the point of view of knowledge but also from the point of view of intellectual property rights, and for this reason, the text of "Uibang Yuchi" is important. This paper shows the process of how a new treatment technique can be derived from the ancient book "Uibang Yuchi". We expect that the suggested model would play a role as a reference model in the process of pursuing similar strategies in the future.

The effect of red ginseng and ginseng leaves on the substance and energy metabolism in hypothyroidism rats

  • Background: Recent studies have revealed that the properties Traditional Chinese Medicine is mostly associated with are substance and energy metabolism. Our study aimed to compare the effect of red ginseng (RG) (warm property) and ginseng leaves (GL; cold property) on the substance and energy metabolism of rats with hypothyroidism. Materials and methods: Rats were administered propylthiouracil intraperitoneally for 20 d to cause hypothyroidism. The reference group was orally administered Aconiti Lateralis Radix Praeparaia [FZ (Fuzi in Chinese)], while both the RG and GL groups were orally administrated crude drugs. The rectal, tail, toe, and axilla temperature of the rats were assayed every 3 d. Oxygen consumption, carbon dioxide production, heat production, and energy expenditure were measured via TSE phenoMaster/LabMaster animal monitoring system. Adenosine monophosphate-activated protein kinase, $Na^+-K^+$-ATPase, fumarase, pyruvic acid and cyclic adenosine monophosphate/cyclic guanosine monophosphate were determined. Results: The lower levels of triiodothyronine, tetraiodothyronine, and thyrotropin-releasing hormone and the higher level of thyroid stimulating hormone revealed the successful establishment of a hypothyroidism model. Oxygen consumption, carbon dioxide production, heat production, and energy expenditure in the FZ and RG groups were obviously increased. The activity of $Na^+-K^+$-ATPase and fumarase in the FZ and RG groups was significantly increased. The cyclic adenosine monophosphate/cyclic guanosine monophosphate level in the FZ and RG groups was increased, while the GL group showed the opposite. Conclusion: Our research provides a new way to explore the efficiency of Chinese medicine on the basis of the relationship between drug property and effects on substance and energy metabolism.

Acoustical Property Evaluation of Multi-layered Material Using the Standing Wave Method (관내법을 이용한 다층구조의 음향재료 음향성능 평가)

  • The acoustical properties of multi-layered treatments of materials used in applications, such as automotive liners, generally cannot be directly measured by a one-time test in a standing wave duct. Therefore, we have to consider predicting them by the four-pole transfer matrix method. This method requires performing TCM or TLM for measuring the transfer matrix of each layer and calculating the total transfer matrix of the whole multi-layered material. The final predicted absorption ratios and transmission losses of the multi-layered treatments strongly depend on the measured transfer matrix of each layer. All these functions have been included in a new designed acoustical software.

LCD Driver IC Assembly Technologies & Status

  • According the difference of flex substrate, (reel tape), there are three kind assembly types of LCD driver IC is COG, TCP and COF, respectively. The TCP is the maturest in these types for stability of raw material supply and other specification. And TCP is the major assembly type of LCD driver IC and the huge demand from Taiwan's large TFT LCD panel house since this spring. But due to its package structure and the raw material applied in this package, there is some limitation in fine pitch application of this package type, (TCP). So, COF will be very potential in compact and portable application comparison with TCP in the future. There are three kinds assembly methods in COF, one is ACF by using the anisotropic conductive film to connect the copper lead of tape and gold bump of IC, another is eutectic bonding by using the thermo-pressure to joint the copper lead of tape and gold bump of IC, and last is NCP by using non-conductive paste to adhere the copper lead of tape and gold bump of IC. To have a global realization, this paper will briefly review the status of Taiwan's large TFT panel house, the internal driver IC design house, and the back-end assembly house in the beginning. The different material property of raw material, PI tape is also compared in the paper. The more detail of three kinds of COF assembly method will be described and compared in this paper.
