A study on the Legislations and Amendments of the Medical and Pharmaceutical Laws and Regulations - Focusing on the Duties of Korean (Oriental) Medicine Doctors and Korean (Oriental) Pharmacists as well as the Public Health System - (한의사·한약사 임무 및 공공제도 중심의 의약법규 제·개정 고찰)

  • Purpose : The current Medical Law and the Pharmaceutical Affairs Act, which are incapable of utilizing the research results and the advanced academic, clinical, and pharmaceutical system of the present-day Korean (Oriental) medicine, have limitations and create a paradox by provoking social conflict among the professionals in the field. The aim of this study was to find out the legal and systematic problems that contributed to a complicated conflict amongst Korean (Oriental) medicine doctors, doctors, pharmacists, and Korean (Oriental) pharmacists regarding the classification of their functions. Methods : We reviewed the history and characteristics of the legislation regarding the duties of Korean (Oriental) medicine doctors and Korean (Oriental) pharmacists as well as the relevant and important public health policies since the enactment of the National Medical Services Law in 1951. We focused on the laws and regulations that are made in the process of the separating functions of physicians and pharmacists and the dispute between the Korean (Oriental) medicine doctors and the Korean (Oriental) pharmacists in the 1990s and 2000s. Results : The legislations and amendments of the medical and pharmaceutical laws and regulations that reflect the modern academic, clinical, and pharmaceutical system of the Korean (Oriental) medicine and the research results could be summarized as follows: 1) A partial amendment of the Medical Law in 1987, which added the provision of "Oriental health guidance" as one of the duties of Korean (Oriental) medicine doctors, assured a place for Korean (Oriental) medicine doctors in the field of public health. 2) A partial revision of Pharmaceutical Affairs Act in 1994 established a new system for Korean (Oriental) pharmacists, bringing about the creation of dualistic pharmaceutical system that complements the dualistic medical system. 3) The Promotion of the Research and Development of Wonder Drugs by Using Natural Substances Act was legislated in 2000 in order to stimulate research and development of Korean (Oriental) medicine and its industrialization. 4) Oriental Medicine Promotion Act in 2003 was enacted to lay foundation to specify and promote technology and industry that are related to Korean (Oriental) medicine. Discussions and conclusions : Although the dualistic medical and pharmaceutical system is set up by the Medical Law and Pharmaceutical Affairs Act, it is shown that the relevant regulations have been developed from a perspective of the western medicine.

A Study on Development Strategy of Green Health Industry Specialized fields in Gangwon-do Privince (강원도형 녹색건강산업 특화분야의 발전 방안)

  • As Gangwon-do Province needs an environmental-friendly alternative tourism according to low carbon green growth, this study analyzes specialized fields in green health industry, selects seven specialized fields in green health industry that is fit to Gangwon-do Province, and suggests a development strategy by conducting recognition surveys on preference and impotence of the specialized fields. Surveys and interviews are conducted of 106 students at Green Health Industry Education Center which is operating by Kwandong University and 84 persons who work at medical institutions and tourism related companies in Ganwondo. The surveys and interviews were completed from November 5 to November 19 in 2010, determined factors through a factor analysis when they have many questions, and analyzed by using SPSS 14.0. Out of the seven specialized fields, rest & recuperation field is highly recognized. In order to have competitive edge compared to other self-governing provinces, Ganwon-do Province should prioritize rest and recuperation field. A healthcare program in the green health industry specific to Ganwon-do Province includes hot springs and spa programs as a priority. Gangwon-do's hot springs are deemed to be competitive resources as global medical tourists prefer spa and sauna healthcare programs, while the province promotes its spring resources and builds medical tourism infrastructures. Gangwon-do Province can promote a medical tourism industry that is well suitable for the strength and characteristics of the province. It might pursue oriental medicine therapy tourism, which is related to a recuperating medical service that uses both oriental and western medicine. It can also run such programs as forest bathing (oxygen road), spring and spa, and sea water treatment, which are the specialized fields in green health industry with respect to recreation and healthcare.

Report on the Crosstabulation Analysis about Bone Mineral Density Test of Workers (건강검진을 받은 근로자들의 골밀도검사에 대한 교차분석 보고)

  • This study was designed to analyze the results of bone mineral density test in oriental medical examination. The subjects were workers in the automobile manufacturing industry. The subjects consisted of 3,206 industrial workers who had received oriental medical examination by oriental medicine and they submitted questionnaires about drinking history and smoking history, during 9 months from March to November. They were categorized by sex, age, job class, drinking history, smoking history and exercise history. The T-scores were measured by using OSTEOPRO(BMTECH, Seoul, Korea). We analyzed the relationship between sex, age, job class, drinking history, smoking history, exercise history and the results of bone mineral density using X2-test of the SPSS Ver. 14.0. There was a positive correlation between age and osteoporosis prevalence. In job class, sales personnel were apt to have a higher prevalence of osteoporosis than factory workers and office workers. Osteoporosis rates of the drinker group showed a higher level than the non-drinker group. Bone mineral densities of non-smoker group were higher than the Smoker group. And bone mineral densities of exerciser group were higher than the non-exerciser group. They have to encourage exercise and educate the workers to quit smoking for their health promotion. Furthermore, continuous health check up needs to be done connectedly.

Transtherapy for moderate to severe acne scar: a study of 2 cases

  • Objectives: The purpose of this study is to present effect of transtherapy which is treatment of Korean Medicine to acne scar patients. Methods: We used transtherapy to moderate and severe acne scar patients and evaluated by a Photo evaluation with 10-point score and Qualitative Global Acne Scarring Grading System. Results: After transtherapy treatment, mean of Qualitative Global Acne Scarring Grading System of patients changed from $3.5{\pm}0.71$ to $1.5{\pm}0.71$. Acne scar showed an improvement at least 8 up to 9 and mean of their acne scar improvement scores was $8.33{\pm}0.52$ on photo evaluation with 10-point score. Conclusions: This paper shows that transtherapy in the treatment of moderate to severe acne scars is beneficial for promoting skin regeneration.

Clinical Trial to Evaluate the Efficacy of Extract of Citri Pericarpium on Serum Lipid Profiles in Subjects: a Randomized, Double-blind (혈중지질에 대한 진피추출물의 유효성 평가를 위한 인체적용시험 : 무작위배정, 이중맹검)

  • Objectives : This study was performed to evaluate the efficacy of extract from Citri Pericarpium (CP) on lipid-lowering effect in semi-healthy subjects with increased serum levels of total cholesterol and triglyceride. Methods : A experimental group (n=45) and placebo group (n=46) were randomly established based on the plasma lipid profiles (triglyceride, total cholesterol etc.) in the semi-healthy subjects, then all subjects randomly took experimental or placebo capsules, which contain 1,200 mg of CP or the same dose of soluble starch per day with regular meals for 8 weeks by double-blind method. Results : One-hundred forty (140) subjects were screened, then 91 subjects enrolled in the study. No serious adverse events were reported for trial period. The CP treatment showed statistically significant decrease in serum levels of triglyceride both at 4-weeks (p<0.01) and at 8-weeks (p=0.0001). Futhermore, there was significant difference in the triglyceride levels between CP-treated and placebo group. The CP-treated but not placebo group, experienced decrease in serum levels of total cholesterol at 8-weeks. Then there was no significant difference in the total cholesterol levels between the two groups. In addition, statistically significant difference of AST, ALT, ${\gamma}$-GT serum levels wasn't shown before and after trial in two groups. Conclusion : These results demonstrate that CP can significantly suppress the elevated triglyceride but not total cholesterol level. Therefore, CP may play a role in the improvement of blood lipid levels, as an effective functional food.

A Study on 2040 Technology Forecasting using Delphi Survey in Korean Medicine (한의약 분야의 2040년 델파이 기술예측조사 연구)

  • Objectives : This is a study for technological forecasting, aiming to find out the promising future technologies in KM(Korean Medicine) and deduce implications for the research and development of KM. Methods : The first pool of 145 technological tasks related to KM were composed by reviewing the existing data related to technological forecasting. The steering committee for the research set 99 final technological tasks. With the deduced technological tasks, mini-Delphi(2-round) method was conducted and 6 research items were used-the importance, realization time, urgency, technological competitiveness, the main agent that will push forward the task, and obstacles. Results : As a result on the time when the technology will be realized, 58 out of 99 technologies(59%) were predicted to be realized in the same year domestically and globally. The average of the importance of the 99 technological tasks was 72.9. Among them. As for the main agent to push forward the research and development of future technologies, 'industry-academic cooperation' took the highest portion at 58.7%, and regarding the obstacles to realize technological tasks, the lack of infrastructure(research funds) was the highest at 33.6%. Conclusions : This study shows that the development of basic technologies in the technologies of Korean medicine is insufficient and it is believed that the development of basic technologies is urgent to promote the development of application technologies.

A Study on Amendment of Approval Specifications for Traditional Korean Medicines (한약제제 허가기준 개선방안 연구(I))

  • This study was conducted to improve the current regulation guidelines for developing traditional Korean medicines with effectiveness and productivity, in order to cope with the upcoming ICH on specifications on oriental herbal drugs. Also, major purposes of this study are to motivate R&D and to pioneer foreign markets for domestic herbal drug companies. First, after examining concepts of traditional Korean medicines and comparing the numbers and differentiation of herbal drugs registered on Pharmacopeia among Korea, China, and Japan, the current new drug development requirements for traditional Korean medicines were reviewed in detail, followed by comparison of foreign regulation systems including USA, EU, China, and Japan. Second, empirical cases on failure of development for new traditional Korean medicines under the current regulation system in the domestic companies including Dong-A, Kwangdong, and Samchondang, were collected and analyzed. As a result, hanbangsaengyak, the new category for traditional Korean medicines was newly developed on the basis of scientification of data between saengyak and hanyak, from the perspectives of harmonization between oriental medicine and western medicine and of balance between food and drug, in terms of industrialization, publicity, modernization, and effectiveness of administration. In addition, the new regulation requirements for the new hanbangsaengyak preparations were discussed by establishing principles of reinforcing preclinical test and of simplifying clinical trials in Korea. Finally, the further researches to articulate the complete specifications for pre-clinical and clinical requirements for traditional Korean medicines were strongly suggested.

A Study of the Body Composition, Obesity according to Working Pattern of Working Women (여성 근로자들의 근무형태에 따른 체성분 분석 결과 비만도 지수에 대한 고찰)

  • Purpose: The purpose of this study is to analyze body composition, obesity according to working pattern of working women. The subjects were workers in the automobile manufacturing industry. Methods: The subjects consisted of 514 industrial women workers who had received Korean oriental medicine health examination and submitted questionires about working pattern, during 8 months from April 2005 to November 2005. The body composition was measured by X-scan(Jawon medical, Seoul, Korea). We analyzed the relationship between body composition analysis, obesity and shift pattern with $X^2-test$ using the SPSS Ver. 12.0 Results: Regarding the realationship between body composition and working pattern, shift worker group had a significantly higher level of body weight, ratio of body fat, visceral fat and abdominal fat than normal worker. Conclusion: From this study, we can know that shift work can influence on working women's body composition and obesity.

Preparation of Kyungohkgo Suspension Beverage Containing Cultivated Wild Ginseng (산양삼경옥고 현탁음료의 제조)

  • The development of healthy beverages are increasing by big concerns for well-being. The aim of this study is to develop cultivated wild ginseng-Kyungohkgo (CKOG) beverage using cultivated wild ginseng instead of natural wild ginseng for Kyungohkgo. To examine physiochemical properties of CKOG beverage, pH, degree Brix, acidity, Huntor color, particle size and sedimentation volume were measured. When compared with commercial KOG beverage, CKOG beverage was lower in pH, acidity, particle size and higher in sedimentation volume. In the sensory evaluation of CKOG beverage, the best recipe of healthy CKOG beverage was 20% CKOG, 5.7% honey, 0.2% citric acid and 74.1% of water. In stability testing, pH, degree Brix, acidity, Huntor color of CKOG beverage was not changed, microbes in CKOG beverage was not detected for 60 days. These results suggest that CKOG may have a possibility of development as healthy beverage.
