노인장기요양보험제도에서 요양보호사의 근로조건이 서비스 질에 미치는 효과에 관한 연구 (The Working Conditions for Care Workers and Care Quality in Long-Term Care Services)

  • 본 연구는 한국의 장기요양서비스 제도적 맥락 속에서 발생한 시장화와 공존하고 있는 공공성의 관점에서 요양보호사의 근로조건이 서비스 질에 미치는 효과를 실증분석 하였다. 기존 연구들은 사회서비스의 낮은 생산성과 시장화로 가중된 저임금노동시장의 문제가 서비스 질 저하를 가져온다고 추론한 것이지, 근로조건과 서비스 질의 두 변수간의 인과관계를 규명한 것이 아니다. 본 연구의 노인장기요양서비스 제도적 맥락에서 본 요양보호사의 근로조건과 서비스 질과의 이론적 관련성은 Daly와 Lewis(2000)의 돌봄의 통합적 접근을 통해 조망하였다. 자료는 전국에 있는 노인장기요양시설을 소유권을 중심으로 비비례층화표집하여 248개 조직에 대한 설문조사를 통해 수집하였고, 이를 다시 인터넷 자료와 병합하였다. 분석결과, 요양보호사의 근로조건 가운데 3개 영역에서 임금수준이 높을수록, 부가급여가 존재할수록, 교육 및 훈련을 지원할수록 서비스 질이 높은 것으로 나타났다. 이는 정부가 규제하는 노동시장정책과 평가제도상의 최소기준을 넘어서는 조직의 규범적 차원에서의 근로조건과 보상체계가 장기요양서비스 질에 긍정적인 영향을 미치고 있다는 것을 보여준다.

셀기반 지하수 개발가능량 산정기법 (A Method to Estimate the Cell Based Sustainable Development Yield of Groundwater)

  • 현재 우리나라의 지하수 개발가능량은 10년빈도 갈수시 함양량으로 결정되며 일정면적 이상의 수문학적 유역 또는 행정구역별로 넓게 구분되어 있어 소규모 유역의 지하수 영향평가에 적용하기가 어려운 면이 있다. 이에 본 연구에서는 셀기반의 지하수 개발가능량을 추정하는 새로운 기법을 경주지역에 대해 제시하였다. 이를 위해 지표수-지하수 통합 수문해석 모형인 SWAT-MODFLOW를 이용하여 셀기반 지하수 함양량을 산정하였다. 지하수 개발가능량을 결정하는 기준은 10년빈도 갈수시 강수량에 함양계수를 곱하여 추정하는 기존방식을 준용했다. 격자별 개발가능량을 산정한 후에는 목적에 따라 경주지역에서 143개로 세분화된 소유역별, 읍면리등 행정구역별로 개발가능량을 제시할 수 있었다. 지하수 이용량과 개발가능량을 연계하여 분석한 결과 경주시 전체 이용율은 평균 24%의 비교적 양호한 이용률을 보였으나 지역적으로는 7.1~108.8%까지 편차가 큰 이용현황을 보이는 것을 쉽게 확인할 수 있었다. 또한 임의의 시군구에서 지역별 추가 개발가능량도 평가할 수 있어 그 활용성이 기대된다.

Estimation of methane emissions from local and crossbreed beef cattle in Daklak province of Vietnam

  • Objective: This study was aimed at evaluating effects of cattle breed resources and alternative mixed-feeding practices on meat productivity and emission intensities from household farming systems (HFS) in Daklak Province, Vietnam. Methods: Records from Local $Yellow{\time}Red$ Sindhi (Bos indicus; Lai Sind) and 1/2 Limousin, 1/2 Drought Master, and 1/2 Red Angus cattle during the growth (0 to 21 months) and fattening (22 to 25 months) periods were used to better understand variations on meat productivity and enteric methane emissions. Parameters were determined by the ruminant model. Four scenarios were developed: (HFS1) grazing from birth to slaughter on native grasses for approximately 10 h plus 1.5 kg dry matter/d (0.8% live weight [LW]) of a mixture of guinea grass (19%), cassava (43%) powder, cotton (23%) seed, and rice (15%) straw; (HFS2) growth period fed with elephant grass (1% of LW) plus supplementation (1.5% of LW) of rice bran (36%), maize (33%), and cassava (31%) meals; and HFS3 and HFS4 computed elephant grass, but concentrate supplementation reaching 2% and 1% of LW, respectively. Results: Results show that compared to HFS1, emissions ($72.3{\pm}0.96kg\;CH_4/animal/life$; least squares $means{\pm}standard$ error of the mean) were 15%, 6%, and 23% lower (p<0.01) for the HFS2, HFS3, and HFS4, respectively. The predicted methane efficiencies ($CO_2eq$) per kg of LW at slaughter ($4.3{\pm}0.15$), carcass weight ($8.8{\pm}0.25kg$) and kg of edible protein ($44.1{\pm}1.29$) were also lower (p<0.05) in the HFS4. In particular, irrespective of the HSF, feed supply and ratio changes had a more positive impact on emission intensities when crossbred 1/2 Red Angus cattle were fed than in their crossbred counterparts. Conclusion: Modest improvements on feeding practices and integrated modelling frameworks may offer potential trade-offs to respond to climate change in Vietnam.

BRM 정비를 통한 기록관리기준표 개선사례 서울시 BRM 및 기록관리기준표 정비사례를 중심으로 (A Case Study on Improvement of Records Management Reference Table by Reorganizing BRM : The case of Reorganization of Seoul's BRM and Records Management Reference Table)

  • 서울시는 다른 기관과 달리 기능분류시스템 구축과 업무관리시스템 도입 사이에 3년의 시간차가 발생하여 기능분류체계의 현행관리가 되지 못했고, 이것은 기록관리기준표를 수립하지 못하는 문제로 이어졌다. 2012년 9월 서울시는 기록관리와 정보공개를 전담하는 정보공개정책과의 신설을 통해 기능분류시스템과 기록관리기준표의 운영부서를 통합하였다. 이를 계기로 2013~2014년 2년에 걸쳐 'BRM 및 기록관리기준표 정비사업(이하 BRM 정비사업)'을 추진하게 되었다. 본 연구는 서울시 사례를 중심으로 BRM 정비를 통한 기록관리기준표 개선사례를 소개하고자 한다. 서울시 BRM 정비사업은 업무담당자의 부담과 업무관리시스템의 운영공백을 최소화하기 위한 정비방법론을 수립하였다. 업무관리시스템 도입 후 분류체계를 정비하는 선례가 없는 상황에서 관련부서와의 긴밀한 협의를 통해 독자적인 절차를 개발하고 정비결과를 시스템에 탑재하였다. 또한 BRM 정비사업을 성공적으로 수행하고 향후 안정적인 운영을 위해 BRM 부서관리자를 대상으로 정비 전 후 2차례에 걸쳐 교육을 진행하였고, 정비사업 기간 동안 뉴스레터를 배포하여 전 직원들의 적극적인 참여를 유도하고 기록관리 인식을 높이기 위해 노력하였다. 뿐만 아니라 정비성과를 유지하고 향후 BRM의 체계적인 관리를 위해 기록관리시스템에 단위과제 현황기능 개발, 업무관리시스템에 과제관리 기능 보완, BRM 목적별 분류체계를 서울시 정보소통광장의 서비스에 적용하는 등 여러 개선사항을 마련하였다. 본 연구가 새롭게 BRM을 도입하려는 기관 또는 분류체계 정비사업을 준비하는 기관에서 시행착오를 줄이는데 참고사례가 될 수 있기를 바란다.

생태공원의 조성과 운영 내실화를 위한 법제적 개선 방향 (Directions for Legislative Improvement for the Creation and Operation of Ecological Parks)

  • 기후위기가 심각해지는 현 시점에 서식처 보호 및 복원과 생물다양성 보전 등 도시공원의 생태적 기능의 중요성이 증가하고 있다. 생태공원은 「도시공원 및 녹지 등에 관한 법률」과 「자연공원법」이 정한 공원의 유형에 해당하지 않아 전국적으로 조성되는 수많은 생태공원의 법적 근거 역시 다양하고 관리주체도 상이하여 체계적으로 지정·관리되지 못하고 있는 현실이다. 도시공원 패러다임의 생태적 전환과 국토 생태계의 총체적, 통합적 관리를 위한 자연공원 체계의 개선을 위해 생태공원의 법적 지위를 명확히 하는 것은 중요하다. 이를 위해 관련 법령을 분석하여 문제점과 법제적 개선 방향을 도출하였다. 첫째, 국토교통부와 환경부 법률의 연계성이 떨어지고 이원화된 공원 체계 속에 생태공원의 법적 지위는 모호한 것으로 나타나, 공원 관련 법제의 개정을 통해 생태공원을 명확히 규정해야 한다. 둘째, 생태공원은 생태계의 보호와 복원, 생물다양성의 보전과 증진, 자연관찰과 생태학습 및 여가활동의 균형을 도모하며 생태적 방법으로 조성·관리되는 지속가능한 공원으로 정의할 수 있으며 지속적인 논의를 통해 다듬어가야 할 것이다. 셋째, 공원 관련 행정 협력 체계에서 국가와 지방자치단체의 역할을 체계화하고 거버넌스 구축을 통해 새로운 공원조성·관리 모형을 수립해야한다. 넷째, 생태공원 서식처의 특성은 개별법의 영향을 받으므로 시설 중복결정의 가능성을 열어둘 필요가 있다. 다섯째, 생태공원의 목표, 원칙, 시설물의 조성 기준을 갖추도록 세부 지침과 표준 조례가 필요하다. 여섯째, 법률의 개정과 더불어 지자체의 조례 역시 구체화되어야 한다. 이 연구는 생태공원을 제도적으로 명확히 규정해야 한다는 문제의식을 기반으로 현재 생태공원과 관련된 다양한 법적 현실을 추적한 문헌 연구이다. 다양한 이해관계자들의 의견을 실증적으로 반영하지 못한 한계를 가지나, 이러한 법적 고찰은 생태공원 조성 기반을 체계화하여 도시의 생태계를 보전하며 시민들에게 자연체험과 학습의 기회를 제공할 수 있는 정책 방향을 제시하는데 기여할 수 있다.

인문계와 가사.실업 전문계 고등학생의 '성공적인 노후생활 준비교육'을 위한 가정과 수업의 적용과 효과 -실천적 문제 중심 수업과 강의식 수업을 중심으로- (The Effect of Home economic education teaching plans for students in academic and those in vocational high schools' 'Preparation for Successful aging' in the 'Family life in old age' unit -A comparative study between practical problem-teaching lesson plans and instructor-led teaching and learning plans-)

  • 본 연구는 고령화사회에 대비하기 위하여 인문계와 가사 실업 전문계 고등학생을 대상으로 기술 가정, 가정과학, 인간발달 수업 시간에 자신의 노후를 성공적으로 준비하기 위한 실천적 문제 중심 수업과 강의식 수업을 적용하고, 그 효과를 알아보는데 목적이 있다. 이를 위해 인문계 고등학교와 가사 실업 전문계 고등학교의 정규 교과목 수업 시간에 실험집단은 실천적 문제 중심으로 총 5차시의 수업을 실시하고, 비교집단에는 강의식으로 총 5차시의 수업을 실시하였다. 그리고 실험집단과 비교집단의 사전-사후검사를 분석하여 교수법의 차이, 학교계열의 차이를 알아보았으며, 교수법과 학교계열에 따라 노인에 대한 이해 변인과 노후생활 준비 변인에 차이가 있는지를 알아보았다. 이러한 연구 목적을 달성하기 위해 인문계 고등학교 4개교, 가사 실업 전문계 고등학교 2개교를 임의표집 하여 총 41학급, 1,263명을 대상으로 하였으며, 2009년 10월부터~2010년 11월까지 총 9명의 교사가 실험집단과 비교집단에 각각 수업을 실시하였다. 자료분석과 통계처리는 SPSS 12.0프로그램을 이용하여 평균과 표준편차, t-검증, 공분산분석을 실시하였다. 인문계와 가사 실업 전문계 고등학생을 대상으로 노후 준비를 위한 가정과 수업을 적용한 결과, 가사 실업 전문계 보다는 인문계에서, 강의식 수업보다는 실천적 문제 중심 수업이 고등학생들의 노인에 대한 이미지, 노인에 대한 지식, 자녀로부터의 부양의식, 노후생활준비도, 노인복지서비스 필요도를 향상시키는데 더 효과가 있는 것으로 나타났다. 이에 따라 실천적 문제 중심 노후 준비 교육의 후속연구로서, 고등학생의 노후준비교육을 일반화 할 수 있도록 보다 많은 학교에서 기술 가정, 가정과학, 인간발달의 정규 교과목 수업에 적용하고 그 효과를 검증하는 연구가 실시되기를 바라며, 고령화 사회에 대한 교육적 대응으로 노후생활 준비교육은 새로운 교육과정에서도 지속적으로 반영되어야 할 것을 제언하였다.

근적외선분광법을 이용한 동계사료작물 풀 사료의 수분함량 및 사료가치 평가 (Evaluation of Moisture and Feed Values for Winter Annual Forage Crops Using Near Infrared Reflectance Spectroscopy)

  • 본 연구는 근적외선분광법을 이용한 조사료품질 검사의 현장 이용성을 확대하기 위하여 기존 사일리지 중심의 근적외선 DB에 저 수분 함량의 근적외선 DB를 추가하여 저 수분 조사료의 품질평가 가능성을 검토하고 통합된 동계사료작물 단일의 근적외선 검량식을 개발하기 위하여 전국에서 동계사료작물 조사료 2454점을 수집하였다. 각각의 시료는 근적외선 분광기를 이용하여 스펙트럼을 측정한 후 측정된 스펙트럼과 실험실 분석값간에 상관관계를 이용한 다변량회귀분석법을 통하여 동계사료작물 초종별로 검량식을 유도한 다음 각 성분별로 예측 정확성을 평가하였다. 초종별 동계사료작물의 수분함량 예측에 대한 검량식 작성 결과는 검량식 작성시 표준오차(SEC)와 상호검증표준오차(SECV)는 이탈리안 라이그라스가 각각 1.16%($R^2=0.99$)와 1.27%($R^2=0.99$)로 가장 우수한 예측능력을 보였으며 통합된 동계사료작물은 1.53%($R^2=0.99$)와 1.59%($R^2=0.99$)로 매우 양호한 예측능력을 나타냈다. ADF와 NDF함량 평가를 위해 개발된 검량식의 초종별 상호검증(SECV) 결과는 청보리가 각각 1.47%($R^2=0.75$)와 2.07%($R^2=0.52$)로 가장 낮게 나타났다. 조단백질 함량은 청보리(SECV=0.64%, $R^2=0.61$)를 제외하고는 모든 초종에서 양호한 예측능력을 보였으며 특히 통합된 동계사료작물(SECV=0.61%, $R^2=0.93$)이 가장 높은 예측결과를 나타냈다. 조회분 함량 평가에 대한 검량식 검증결과는 청보리(SECV=0.75%, $R^2=0.61$)와 호밀(SECV=0.81%, $R^2=0.68$)이 다소 낮은 예측 정확성을 나타냈으며 통합된 동계사료작물(SECV=0.45%, $R^2=0.90$)이 가장 높은 예측결과를 나타냈다.

데이터세트 기록관리를 위한 생산시스템 기록관리 모듈의 DB 설계 모형연구 (A Study on Database Design Model for Production System Record Management Module in DataSet Record Management)

  • RDBMS는 전 세계적으로 많이 사용하는 데이터베이스 시스템으로, 행정정보 데이터세트(이하 데이터세트)는 RDBMS를 이용하여 행정정보시스템에서 생산되는 방대한 규모의 데이터를 의미한다. 행정적인 문서 위주로 생산되는 업무시스템과는 달리 행정정보시스템은 기관의 고유한 업무 중심으로 기록들이 생산되고 있다. 이러한 기록들은 기존의 결재문서류와 메타데이터 등이 달라 표준기록관리시스템으로 이관이 쉽지 않다. 2022년 「공공기록물법 시행령」 개정으로 기록물의 관리권한만 이전하는 유형에 데이터세트가 포함되었고, 개정의 핵심 내용은 행정정보시스템에서 기록의 생애주기를 관리해야 하는 것으로 볼 수 있다. 그러나 현재까지는 행정정보시스템에서 데이터세트를 어떻게 관리해야 하는지 모색된 바는 없었다. 이에 본 연구에서는 기록의 생애주기를 관리하기 위해 행정정보시스템에 탑재해야 하는 기록관리 모듈의 DB를 설계하고자 한다. ISO 16175-1:2020의 예시를 수정·보완하여 "인사관리시스템"을 설계하고, 인사관리 데이터세트를 식별 및 평가함으로써 행정정보시스템에서의 기록관리를 위한 구체적인 실행 예시를 보여주고자 한다. 본 연구에서 설계한 프로토타입 시스템이 실제 기관에서 사용하고 있는 시스템에 비해 데이터의 양이 적고, 기록관리 모듈의 DB가 헹정정보시스템에 적용 가능한지 현업에 계신 기록연구사분들과 IT 개발자들에게 검증을 받지 못한 한계점은 있다. 그러나, 예시를 통해서 데이터세트가 무엇인지 실체를 파악할 수 있었고, 행정정보시스템에서 데이터세트를 어떻게 관리해야 하는지 알 수 있었다. 그리고 행정정보시스템에서 기록관리 모듈의 필요성을 확인할 수 있었다. 향후 완전한 기록관리 모듈이 완성되고 국가기록원에서 기록관리 모듈에 대한 표준이 만들어진다면, 관련 기관에서 데이터세트를 관리하는데 필요한 모듈이 될 수 있을 것이라 기대한다.

High Resolution HC$_3$N Observations toward the Central Region of Sagittarius B2

  • The wall shear stress in the vicinity of end-to end anastomoses under steady flow conditions was measured using a flush-mounted hot-film anemometer(FMHFA) probe. The experimental measurements were in good agreement with numerical results except in flow with low Reynolds numbers. The wall shear stress increased proximal to the anastomosis in flow from the Penrose tubing (simulating an artery) to the PTFE: graft. In flow from the PTFE graft to the Penrose tubing, low wall shear stress was observed distal to the anastomosis. Abnormal distributions of wall shear stress in the vicinity of the anastomosis, resulting from the compliance mismatch between the graft and the host artery, might be an important factor of ANFH formation and the graft failure. The present study suggests a correlation between regions of the low wall shear stress and the development of anastomotic neointimal fibrous hyperplasia(ANPH) in end-to-end anastomoses. 30523 T00401030523 ^x Air pressure decay(APD) rate and ultrafiltration rate(UFR) tests were performed on new and saline rinsed dialyzers as well as those roused in patients several times. C-DAK 4000 (Cordis Dow) and CF IS-11 (Baxter Travenol) reused dialyzers obtained from the dialysis clinic were used in the present study. The new dialyzers exhibited a relatively flat APD, whereas saline rinsed and reused dialyzers showed considerable amount of decay. C-DAH dialyzers had a larger APD(11.70${\pm}$1.32mmHg/min)compared to CF dialyzers(4.32${\pm}$0.55mmHg/min)(p<0.05). However, there was no observable difference in the UFR between the two dialyzers. Neither APD nor UFR showed any significant increase with an increasing number of reuses for up to more than 20reuses. A substantial number of failures observed in APD(larger than 20mmHe/min)on the reused dialyzers(2 out of 40 CP and S out 26 C-DAK) were attributed to the Possible damage on the fibers. The CF 15-11 HFDs which failed APD test did not show changes in the UFR compared to normal dialyzers indicating that APD is a more sensitive test than UFR test to evaluate the integrity of the fibers. 30527 T00401030527 ^x For quantitative measurement of reflected light from a clinical diagnostic strip, a prototype old reflectance photometer was designed. The strip loader and cassette were made to obtain more accurate reflectance parameters. The strip was illuminated at 45˚c through optical fiber and the intensity of reflected light was determined at rectanguLat angle using a photodiode. The kubelka-munk coefficient and reflection optical density were determined ar four different wavelengths(500,550,570 and 610nm) for blood glucose strip. For higher concentration than 300mg/41 about glucose, a saturation state of abforbance was observed at 500,550 and 570nm. The mice were divided into two groups. One group was injected with Photofrin II, intravenously (2.5mg/kg body weight). The other group received no Photofrin II. Mice from both groups were irradialed for approximately 15 minutes at 100,300, or 500 mW/cm2 with the argon (488nm/514.5 nm), dye(628nm) and gold vapor (pulsed 628 nm) laser light. A photosensitizer behaved as an added absorber. Under our experimental conditions, the presence of Photolfrin II increased surface temperature by at least 40% and the temperature rise due to 300 mW/cm2 irradiation exceeded values for hyperthermia. Light and temperature distributions with depth were estimated by a computer model. The model demonstrated the influence of wavelength on the thermal process and proved to be a valuable tool to investigate internal temperature rise. 30536 T00401030536 ^x We investigated the structural geometry of thirty-eight Korean femurs. The purpose of this study is to identify major geometrical differences between Korean femurs 3nd others that we believe belong to Caucasians so that we would be able to get insights into the femoral component design that fits Asians including Koreans. We utilized computerized tomography (CT) images of femurs extracted from cadavers. The CT images were transformed into bitmap data by using a film scanner, and then analyzed by using a commercially available software called Image v.1.0 and a Macintosh IIci computer.The resulting data were compared with already published data. The major results show that the geometry of the Korean femurs is significantly different from that of Caucasians: (1) the anteversion angle and the canal flare index are greater by the amount of approximately 8˚ and 0.5, respectively, (2) the shape of the isthmus cross section is more round, and (3) the distance between the teaser trochanter and the proximal border of the isthmus is shelter by about 15 mm. The results suggested that the femoral component suitable for Asians should be different from the currently-used components designed and manufactured mostly by European or American companies. 30537 T00401030537 ^x It is well known that nonlinear propagation characteristics of the wave in the tissue may give very useful information for the medical diagnoisis. In this paper, a new method to detect nonlinear propagation characteristics of the internal vibration in the tissue for the low frequency mechanical vibration by using bispectral analysis is proposed. In the method, low frequency vibration of f0( = 100Hz) is applied on the surface of the object, and the waveform of the internal vibration x (t) is measured from Doppler frequency modulation of silmultaneously transmitted probing ultrasonic waves. Then, the bispectra of the signal x (t) at the frequencies (f0, f0) and (f0, 2f0) are calculated to estimate the nonlinear propagation characteristics as their magnitude ratio, w here since bispectrum is free from the gaussian additive noise we can get the value with high S/N. Basic experimental system is constructed by using 3.0 MHz probing ultrasonic waves and the several experiments are carried out for some phantoms.   • The wall shear stress in the vicinity of end-to end anastomoses under steady flow conditions was measured using a flush-mounted hot-film anemometer(FMHFA) probe. The experimental measurements were in good agreement with numerical results except in flow with low Reynolds numbers. The wall shear stress increased proximal to the anastomosis in flow from the Penrose tubing (simulating an artery) to the PTFE: graft. In flow from the PTFE graft to the Penrose tubing, low wall shear stress was observed distal to the anastomosis. Abnormal distributions of wall shear stress in the vicinity of the anastomosis, resulting from the compliance mismatch between the graft and the host artery, might be an important factor of ANFH formation and the graft failure. The present study suggests a correlation between regions of the low wall shear stress and the development of anastomotic neointimal fibrous hyperplasia(ANPH) in end-to-end anastomoses. 30523 T00401030523 ^x Air pressure decay(APD) rate and ultrafiltration rate(UFR) tests were performed on new and saline rinsed dialyzers as well as those roused in patients several times. C-DAK 4000 (Cordis Dow) and CF IS-11 (Baxter Travenol) reused dialyzers obtained from the dialysis clinic were used in the present study. The new dialyzers exhibited a relatively flat APD, whereas saline rinsed and reused dialyzers showed considerable amount of decay. C-DAH dialyzers had a larger APD(11.70$\pm$1.32mmHg/min)compared to CF dialyzers(4.32$\pm$0.55mmHg/min)(p<0.05). However, there was no observable difference in the UFR between the two dialyzers. Neither APD nor UFR showed any significant increase with an increasing number of reuses for up to more than 20reuses. A substantial number of failures observed in APD(larger than 20mmHe/min)on the reused dialyzers(2 out of 40 CP and S out 26 C-DAK) were attributed to the Possible damage on the fibers. The CT images were transformed into bitmap data by using a film scanner, and then analyzed by using a commercially available software called Image v.1.0 and a Macintosh IIci computer.The resulting data were compared with already published data. The major results show that the geometry of the Korean femurs is significantly different from that of Caucasians: (1) the anteversion angle and the canal flare index are greater by the amount of approximately 8˚ and 0.5, respectively, (2) the shape of the isthmus cross section is more round, and (3) the distance between the teaser trochanter and the proximal border of the isthmus is shelter by about 15 mm.
