A Study on the Improvement and Networking for the Natural leisure areas in Gyeonggi-do (경기도 내 자연 휴식공간의 네트워크화 및 개선방안 연구)

  • This study is to enhance the provincial leisure plans through various programs and infrastructure facilities and to establish a network of natural leisure areas in Gyeonggi-do. According to the result, first, in terms of analyzing the locations of natural leisure areas by types, the rest of urban parks is formed in the Capital area outside Seoul as centering around the central area. Moreover, with regard to the rest of forest and the rest of natural ecology learning, the area of the detention exceeds the total area of Gyeonggi-do. The rest of valleys and swamps showed a dotted pattern of the detention area while the rest of tideland and fishing village experience indicated a distribution of the detention area along the West Coast as an axis. Second, according to result of analyzing the accessibility of natural leisure areas by types, the rest of valleys and swamps showed the highest accessibility among the natural leisure areas : the rest of natural ecology learning had the medium level of accessibility; the rest of forest indicated the lowest accessibility. Therefore, it is necessary to create more leisure areas concerning the futures demands. In addition, they should be constructed in the places adjacent to the urban district area exhibiting higher usability and accessibility. In the places where there are many natural leisure area with higher utility, management plans should be deliberated as well. Based on the result of analyzing the rest of valleys and swamps and the rest of tideland and fishing village experience, it was found that the natural leisure area should improve the quality of water intensively and hydrophile property and create hydrophilic spaces. The development of natural leisure areas need to be carried out under the principle of environmental protection while considering historic sites and nearby rivers and lakes. Moreover, water leisure programs should be developed actively as well with further utilization of water resources in order to enhance the usability of natural leisure.

  • The purpose of this study is to suggest web accessibility improvement direction through web accessibility evaluation of 16 local government education and training institutions. For this purpose, we evaluated the websites of 14 education and training institutions excluding some websites. The evaluation was conducted through automatic evaluation by Open-WAX and manual evaluation by three experts. As a result of the analysis, although the web accessibility compliance rate improved, problems such as alternate text, skip link, and markup error prevention were found. This study suggests the future direction of research and adherence to web accessibility of local governments.

  • In this study, we propose a method to improve the guideline for accessibility of mobile applications based on the results of manual evaluation of 8 mobile online shopping applications which are widely used in Korea. 13 items of mobile online shopping application were found to have low compliance rate, and 5 items such as response time control were observed and there was no corresponding items. In the current mobile application accessibility guidelines, it is necessary to delete the check items that are not relevant or meaningless, and to provide additional logical items such as logical ordering and form creation, and to improve the accessibility of mobile applications, The government should make efforts to develop and disseminate the development guide, and to resolve the digital devides.

Railway Investment and Operation combined with Accessibility and Transfer Systems (연계환승 교통체계를 감안한 철도투자 및 운영방안)

  • This paper insists that the accessibility and transfer facility has also to be included in railway investment because railway mode can not be, what is called, a door to door service. At present those facility are not included in the railway investment with them in negligence. Since those facility is not treated with railway system there is no room to get a budget from the central government. This paper suggests that all the measurements have to be implemented, based on the LOS (Level of Service) of accessibility and transfer at railway stations. The LOS has to be as low as reasonably practical (ALARP) which can be derived from the consensus between government and citizens. Also, a couple of procurement methods are suggested for accessibility and transfer facility separately. Finally, improvement of regulations are also suggested.

Development and Application of LOS (Level of Service) for Accessibility to Railway Stations (철도역 연계서비스수준(LOS) 평가지표 설정 및 적용방안)

  • This paper presents how LOS (Level of Service) of connectivity at railway stations is developed. Based on interview surveys to railway users at 56 railway stations, the catchment areas for railway is defined and MOE (Measures of Effectiveness) is also developed. The MOE is determined to be the weighted access time (min) and LOS "D" was set up between 45 mins and 60 mins. The 56 railway stations is evaluated based on this MOE and most of them is found to be below LOS "E". Finally some guideline for improving the LOS of accessibility. They are an expansions of accessibility facility, an expansion of bus route, an improvement of congestion roads, and expansions of parking lots for automobile users.

The Impact of Public Transit Accessibility on the Car-sharing Use Demand (대중교통 접근성이 카셰어링 이용수요에 미치는 영향)

  • The purpose of this study is to analyze the effect of public transit accessibility on the Carsharing use demand. By utilizing the rental historical DB of Greencar which is operated in Suwon city and public transit GIS DB, the use demand models for Carsharing by rental offices are built and analyzed in accordance with public transit accessibility. The result indicates 73% of walking as a majority, 3% cycling, and 20% using buses and urban railways to access Carsharing rental offices. The goodness of fit of Carsharing use models reflecting accessibility to buses and railways is verified as 0.818 which proves that public transit accessibility is a significant variable. Therefore, it is verified that installing Carsharing rental offices where public transit transfer is convenient can possibly increase the use demand. Especially, while accessibility to buses is verified as a significant variable out of other public transit means, the accessibility to urban railways is verified as not significant. This suggests that a variety of complementary policies such as transfer discount policy and one-way transfer return policy are necessary in between urban railways and Carsharing in order to promote mutual use demand in accordance with the other public transit means. This study result is yet the basic research on Carsharing, however it is expected to contribute to improvement of transfer demand in between different public transit means.

A Study on Web accessibility situation of Public Institution and Major IT Companies Institutions (공공기관 및 IT 대기업의 웹 접근성 현황에 관한 연구)

  • This paper shows trends in domestic and foreign web accessibility. To disclose the web accessibility observance rate, seven central adminstration institutions and another seven north-eastern cities in Gyeong gi-Do and seven major IT companies were evaluated. KADO-WAH 2.0 was used for showing the observance rate. The evaluation criteria was that of Internet Web contents accessibility Guidelines 1.0. The evaluation was limited to Guideline 1 and Guideline 2 of non-text contents and the restricted frame usage and the keyboard-only operation. The average points for three items are as follows: 65.56% for North-Eastern cities in Gyeong gi-Do and 43.71% for Central adminstration institutions and the average 29.33% for major IT companies. The observance rate was highest by 99.3% in Human-rights committee among the central administration institutions. With the observance rate of 98%, Namyang-ju city came first in Gyeong gi-Do area. Samsung electronics was the highest with 63.66% in observance rate. The Central adminstration got lowered from the average 82.14% in 2006 to the average 54.28% in 2009, with the result of 27.86% down. Accordingly, the urgent improvement for Central adminstration and Local adminstration in web accessibility is asked for. The same is true with major IT companies in web accessibility.

A Study on Improvement Plan of Web Accessibility for the Disabled (장애인 웹 접근성 향상방안 연구)

  • Owing to recent advanced techniques in information and communication technology(ICT), our daily life has been changing very quickly and our life style has also been affected greatly. In the current knowledge and information society, the disabled can have a right to enjoy benefits of advanced ICT technologies. However, there is a barrier called digital divide so that the disabled have some difficulties to communicate to the world with ICT technologies. In this sense, our job is to close digital divide and let the disabled enjoy benefits of ICT technologies. Recently there have been some research works to close digital divide between the disabled and the non-disabled. Among various attempts to close digital divide, improving web accessibility for the disabled is the biggest concern since web is a still representative tool among ICT tools. The purpose of this paper is to propose some practical guidelines for improving web accessibility for the disabled. The proposed improvement guidelines are developed based on the existing web accessibility guidelines and are upgraded for more adaptable to the disabled. Our principles are based on the following philosophy. First, any input transmission must be more confirmed. Second, prevent any instant request. Third, allow the disabled to record or store the contents if necessary. Fourth, reduce physical movement for the disabled. Fifth, provide more interaction tools for the disabled.

Qualitative Exploration of the Changes at the Individual and Environmental Levels among High School Participants of the Breakfast Club (아침밥 클럽 참여 고등학생이 경험한 개인적·환경적 변화에 대한 질적 연구)

  • The Breakfast Club of the Seoul Metropolitan Government aims to provide breakfast and nutrition education to students who require need breakfast. This study was conducted to explore the experience of changes at the individual and environmental levels among high-school participants of the Breakfast Club. The qualitative data were collected from 20 high school students (10 boys and 10 girls) via a focus group interview at each school. Experienced improvement and suggested future tasks from the experience of the Breakfast Club were categorized at three levels (themes): personal factors, school environmental factors, and home environmental factors. The health belief, knowledege, awareness, and perception of effects of the participants showed improvement but the personal barriers need to be improved. At the school level, peer influence and school food policies were improved but some aspects of availability and accessibility for breakfast, and social norms need to be improved. The factors related to the home environment, such as family influence, and availability and accessibility for breakfast were better after the program. The Breakfast Club changed not only personal behaviors but also the family and school environments.

  • This survey was carried out with random sampling from 7 koos in Seoul (Seodaemoonkoo, Mapokoo, Kangdongkoo, Seongdongkoo, Koorokoo, Yongsankoo and Seongbookkoo. in order to evaluate the present health education needs of the aged and to find out the alternative plan for improvement. It used closed questionnaire. The number of the surveyed is 580. The brief results and suggestions of this study are as follows: 1. There is high level of health education needs of the aged in Seoul. 2. There is little activity of health education from the Ministry of Health and Social Affairs. 3. They like lectures and group guidances best of all the ways of health education. 4. They like pavilions of the aged best of all the places of health education. 5. They like to receive health education once a month for about an hour. 6. They need the public relations and education of accident-preventive behaviors as well as the improvement of accident-prone environment and complementary policy measures, especially securing an actually ample budget. 7. Health education for the aged should take convenience and accessibility into account.
