  • The Republic of Korea has made major strides in Information and Communication Technology (ICT) over the last five decades. After going through continuous efforts in e-Government and national informatization, Korea has become one of the global E-government leaders. Korea's E-government Development Index ranking assessed by the United Nations improved from 15th in 2001 to the top in 2010 and 2012 out of 192 countries worldwide, and its E-participation Index ranking was also ranked 1st in 2010& 2012. In addition, many of Korea's E-government practices until now have been introduced to the world as the best cases and received worldwide acknowledgement. The importance of official development aid/assistance (ODA) through informatization is especially gaining attention as Korea has joined the OECD Development Assistance Committee (DAC) and its status has significantly improved within international organizations. The Korean government has selected countries that have high potential in trade, economic, and E-government cooperation or those that are selected as ODA priority countries by the international community and has carried out various activities including ICT consultation, ICT Cooperation Center operation, and ICT learning programs. With joining the OECD DAC, Korea's overseas aid projects are expected to increase and be carried out in a more systematic manner. Also in the area of informatization, the importance of not only the overseas aid 'in ICT' itself but also the overseas aid 'through ICT' is increasing along with the expanding scale for more efficient and influential support. The Korean government's comprehensive reach of international projects in the ICT arena, aims to foster the global partnership for development by sharing and expanding the benefits of ICTs. The Korean government recognizes its advances and has endeavored to share them with others through participation in international forums and hosting of workshops.

  • The purpose of this study is to examine how corporate names are treated in the OPACs in Korea, and to find out how well the authority control is implemented. A corporate body often has different names and different forms of names which should be properly linked in the OPACs. Without the help of either references or internal links among such names and forms of names in the OPACs, users are likely to fail in getting the right results, In this study, the OPACs from the five major libraries, the National Assembly Library, KISTI, Yonsei University, the National Central Library, and the KERIS were examined. Major common findings include (1) the lack of consistency in applying cataloging rules, (2) the lack of proper authority control in treating corporate names, and (3) the lack of references or links among names and variant forms of names. Because of the small scale of this study, more comprehensive and thorough study seems to be needed. However, the overall improvement of cataloging practices and application of authority control is strongly suggested, based upon the findings.

  • The structural strain plays a significant role in structural condition assessment of in-service bridges in terms of structural bearing capacity, structural reliability level and entire safety redundancy. Therefore, it has been one of the most important parameters concerned by researchers and engineers engaged in structural health monitoring (SHM) practices. In this paper, an SHM system instrumented on the Jiubao Bridge located in Hangzhou, China is firstly introduced. This system involves nine subsystems and has been continuously operated for five years since 2012. As part of the SHM system, a total of 166 fiber Bragg grating (FBG) strain sensors are installed on the bridge to measure the dynamic strain responses of key structural components. Based on the strain monitoring data acquired in recent two years, the strain-based structural condition assessment of the Jiubao Bridge is carried out. The wavelet multi-resolution algorithm is applied to separate the temperature effect from the raw strain data. The obtained strain data under the normal traffic and wind condition and under the typhoon condition are examined for structural safety evaluation. The structural condition rating of the bridge in accordance with the AASHTO specification for condition evaluation and load and resistance factor rating of highway bridges is performed by use of the processed strain data in combination with finite element analysis. The analysis framework presented in this study can be used as a reference for facilitating the assessment, inspection and maintenance activities of in-service bridges instrumented with long-term SHM system.

  • This study examined awareness and information acquisition behavior regarding food hygiene and safety of university students to improve safe dietary practices and to get basic information to develop educational materials for food safety. It was conducted among 276 university students of Qingdao University and Liaocheng University in Shandong province, China through a self-administered questionnaire. Data were analyzed by SPSS Windows V.19.0. To describe characteristics of the respondents, frequency distributions were used. In addition, t test, one-way analysis of variance and Duncan's multiple range tests were conducted. The results were as follows: The respondents were generally interested in food hygiene and safety. However, the level of awareness regarding the food hygiene and safety system in China was not high. Almost forty-five percent of the respondents did not think that foods produced and distributed in China were safe. For the reasons for their distrust, most of the students replied that they did not trust the safety 'because of distrust for hygiene of the food process', followed by 'because of distrust for food distribution' and 'because of excess or illegal use of food additives on food process'. The respondents answered for the concern level toward food hygiene and safety foodborne disease threatened food safety the most, followed by heavy metal contamination and endocrine disruptors. The respondents acquired most information from electronic media including TV and radio. Most of the students wanted to participate in food hygiene and safety education. Finally, when they found hazardous or foreign materials in food the most frequent reaction was 'paying attention in the next purchase', followed by 'notifying others', and 'letting it go this time but never buying that product in the future'.

  • Rice Quality is considered to the five catagories ; the nutritional value: the characteristics of cooking. eating and processing: grain size, shape and appearance : milling yields: and storage characteristics. Because most rice is processed and consumed in whole-kernel form. the cooking and eating quality is of important and the physical properties of the intact kernel such as size, shape and general appearance are of particular significance in determining marketing quality. Eating Quality which can be directly evaluated by consumer's panel test is so complicate and variable, and thus the objective and simplified method of evaluation is required of using appropriate instruments. Even though many researches have been done to evaluate the eating quality in various aspects such as the texture of cooked rice kernels, amylogram analysis of rice powder, amylose content. gelatinization temperature. moisture absorption of rice kernel, and cooking characteristics, none of them is satisfied for the evaluation of eating quality. The improving eating quality should be also considered to many cultural factors. such as varieties, climatic and soil conditions, cultural method, handling after harvest. milling and storage conditions. In Korea, many researches in grain size. shape and appearance, and eating quality have been done with the varietal improvement mainly by rice breeders, but no effective method of evaluation was established. A few research have been done in the relationship between rice quality and cultural factors. In the future, research in rice quality should emphasize to establish the standard evaluation method in the physicochemical properties of rice kernels for application of varietal selection. and to develop cultural practices for the preserving quality characteristics of the varieties.
