Exploring the Transformative Regional Innovation Policy and Applying Local Energy Transition: The Case Studies of Gussing, Austria and Esbjerg, Denmark (전환적 지역혁신론의 탐색과 지역에너지 전환의 적용: 오스트리아 귀씽과 덴마크 에스비아르 사례를 중심으로)

  • The regional innovation policies so far have been separated from the social problems facing the local communities. The regional innovation policies, regarding the region as the location of the business, have focused on the invigoration of business innovation activities. However, as the recent emergence of the new paradigm of innovation policy aiming the sustainability, 'transformative innovation policy,' has led to a search for regional innovation policies that begin with solving the local social problems. This research paper deals with regional innovation theory that starts from searching for solutions and system transformation for social problems such as climate crisis and energy problems. The objective is to present a new framework called 'transformative regional innovation policy' and to improve its content through case studies by combining the results of the transformative innovation policy and the regional innovation policy studies. In particular, the contribution of this paper is to analyze and discuss the concept of the transition platform, which aims to solve the local social problems, through the case studies of Gussing, Austria and Esbjerg, Denmark. Lastly, it discusses the derived implications of the cases applied in Korean society.

A Study at Investigating the Climate Change in East Asia with Changing Sea Surface Temperature

  • The unsustainable human activities like increased use of automobiles, heavy industrialization and the use of large volumes of fertilizers, chemicals and pesticides in the agricultural land cause climate change problems in one way or another. Under normal circumstances, the heat radiations from the sun will be reflected back. An excessive volume of GHGs in the atmosphere would prevent these radiations from reflecting back. East Asia is facing severe climate change issues in recent times. A lot of climate change problems such as hurricanes and floods have been reported from this region in the last couple of decades. The study aimed at investigating the climate change in East Asia with changing Sea Surface Temperature (SST). The study adopted a quantitative research method with a case study research design where a deliberate focus was made on the East Asia Region. Secondary data was gathered and analyzed to yield both descriptive and inferential statistics. The study concluded that the impact of East Asia Climate variability was significant mainly for some extreme events. Also, the study concluded that there was a significant link between the change of the East Asia climate variability and that of the sea surface temperature. Further, the study concluded that a linear relationship existed between the sea surface temperature and the climate of East Asia. Hence, a linear regression was a significant predictor of the East Asia Climate (EAC) based on changing sea surface temperature. The model revealed that 37.4% of the variations in the climate change index were explained by the changes in the sea surface temperature. The climate was expected to change with a value of 49.48 for a unit change in the sea surface temperature.

A Study on the Transborder Characteristics of Forms in Baroque Space (바로크공간의 탈경계적 조형 특성에 관한 연구)

  • The visual expression system of space realized in Baroque aesthetics is basically grounded on the philosophical view to the world of the time, that is to say the changes of the thinking system in the Renaissance and ontology based on it. Structural aesthetics in Baroque freed from Plato's system of harmony but grounded on Leibniz's process philosophy formed a crucial background to highlight the formal nature of the whole and build a structure based on the inclusive principle of formativity. Also, to solve problems to realize the order and consistency of forms from the whole, Baroque adopted the nonlinear and nonphysical formative system as the principle of building space in works of art. Combining the order system of nature in the Renaissance with manneristic dynamicity as well as formative principle taking shape geometrically, it did establish a variety of aesthetic concepts based on the results of infiniteness and exaggeration expressed from the two forces, the Renaissance and mannerism. This study has found that such Baroque aesthetics did overcome classical planeness and draw continuous mobility from the structures and forms based on that with the transborder concepts of structures, the components of space, as an ultimate system of formative expression. Moreover, this author has drawn and analyzed with the cases of the 17th-century art and architecture the transborder elements manifesting the nature of diverse formative visual elements produced in artistic expressions with that principle of aesthetics, that is the intangible concept of Baroque. Based on that, this researcher intends to come up with technical solutions to solve a lot of environmental and architectural problems we are severely facing nowadays in terms of environmental, physical, and emotional aspects with the theoretical clues and results acceptable to this contemporary era.

Effects of Growing Population and Demand for Health Care Services in the Federal Capital City, Abuja (Abuja시의 인구성장이 보건의료서어비스의 수요에 미치는 영향)

  • Ascertaining the actual growth rate of the population is an issue that has generated a lot of arguments amongst various scholars in the process of determining the actual census count. As such, this has had a pronounced effect in the determination of the actual growth rates for different urban populations in the country. But the effect centres much when it comes to accurately determining the major components or the factors contributing to the rapid growth of urban populations. The problem of rapid population growth centres much on its effects on the available basic social services and amenities provided for the people in these areas. Factors such as levels of medical knowledge and services, nutrition, quantity and quality of housing etc. to some extent influence the quality and duration of lives of the people. As such, their importance cannot be overemphasized when dealing with the issue of population growth. The study aims to examine the rate of population growth in the Federal Capital City, Abuja with respect to the available public provision of basic social services among other objectives. The findings from the data obtained from the Population Survey conducted in the city in 1985 show that the health care facilities available in the capital city are grossly inadequate to serve the entire inhabitants of the city. Moreso, the volume of in-migration into the city also compounds the health problems facing the city. The conclusion is that there is need for more resources to be allocated to the health sector to guarantee adequate and functional health care services in the city.

The Rural Experience and Customer Satisfaction of Urban Residents on the Recognition of Return to Farm and Rural Areas (도시민의 농촌체험과 고객만족이 귀농·귀촌의 인식에 미치는 영향)

  • The interest and participation of the rural experience is increasing as an alternative for the problems such as the decrease of the agricultural income facing the agriculture and the rural area, the decrease of the population, and the regional stagnation. The rural experience has recently been transformed into a software dimension such as programs and participation activities in the past. In addition, public awareness also positively evaluates agriculture and rural communities as the basis for supporting society and recognition of multiple functions. Furthermore, the intention of the citizen to the earnest village is increasing. The purpose of this study is to analyze the effect of rural experience and customer satisfaction of urban residents on the recognition of return to farm and rural areas. As a result of the analysis, it was found that the characteristics of rural experience had a positive effect on the farming villages by the program, the experience field and the host, and the customer satisfaction had a positive effect on the farming villages. Therefore, it is considered that a systematic approach to the rural experience is needed in the future because the experience of the rural people in the city has a positive effect on the earliest villages.

The Identification, Diagnosis, Prospective, and Action (IDPA) Method for Facilitating Dialogue between Stakeholders: Application to the Radiological Protection Domain

  • This article reviews the experience of applying the Identification, Diagnosis, Prospective, and Action (IDPA) facilitating method as a means of promoting practices of dialogue between stakeholders in the radiological protection field. After presenting the characteristics of the IDPA method and its ability to promote active listening, participation, and dialogue among stakeholders facing complex situations, as well as the procedural aspects associated with its practical implementation, the article describes three examples of the application of the method in the field of radiological protection. The first one presents how the IDPA method supported a debate among decision-makers, authorities, experts, professionals, and representatives of non-governmental organizations about how to engage stakeholders in radiological protection. The second example presents how the IDPA method was used in a series of dialogue meetings to explore the challenges of the post-nuclear accident situation resulting from the Fukushima Daiichi Nuclear Power Plant accident. The third one presents the application of the method in the context of a training course organized by Nagasaki University in the affected area close to the damaged plant. Experience has shown that the IDPA method makes it possible to develop responses to problems posed in very different contexts and, in many cases, to find compromises regarding their solutions. The IDPA method has the merit of allowing each of the participants to better understand the situation they are faced with, even if such a positive result is not always achieved.

  • With the dawn of the 21st century, the corporate business environment started to witness the unprecedented, intense competition on global basis. As a result, the kind of corporate business activity that can respond swiftly to the new changes emerged as one of the most critical factors to increase corporate competitiveness. Being reborn as a strategy-focused organization means seeking innovation. And the strategy not involving innovation is just meaningless. It is this innovation that lies at the heart of the corporate strategy, and that is the only way for continuation of the corporation. The most important pending issue facing companies today is to bolster corporate competencies fit for new business environment, to develop corporate culture required for getting competitiveness edge back, and ultimately to put the company on the continued growth path. Corporate culture, as the very underlying belief and philosophy, is not just woven into the fabric of the corporate management strategy and into the way the company is doing its business. It also, as a regulation and norm for its employees to stick by, affects the way they think and behave. This paper aims at presenting the role of the corporate culture in working out problems encountered by companies today, like corporate innovation, instilling vitality to the organization, beefing up the underlying corporate capabilities, and making transformation required by the changing business environment.

  • The Magnet Methodology is not the recording of knowledge, skills, techniques, and other information from the past, but creating a knowledge base using present issues of problems for students' and teachers' life-span development through the exploration of career choices and development. In short, it is the multi-cooperative information system for commensalism. It is the magnet program that connects various level of educational institutions under a certain theme and enables students to choose on their own. And this magnet program is being adminstered by the magnet school. And some regular schools provide magnet program as vocational educations and extra-curricular activities. Magnet program reflects the concept of desegregation which was proposed by the U.S. Federal Court decision against the racial conflict which had culminated in the 60s and 70s. Magnet program enables students to choose their own programs and schools, and gives teachers and students the opportunities to develop their teaching method and learning method. That's why magnet program is called continuous, future-oriented one. Teachers and students can also get fair judgement on their activities due to the voluntary magnet program. It mainly deals with practical issues, so it is very realistic to establish the multi cooperative information system including companies, homes, communities, or governments under these practical issues. The openness of magnet program is guaranteed not only by the characteristics of the program but also by the physical layout of the magnet schools. There are no doors and walls, and classrooms are facing one another and sharing all the opinions and information. This precisely corresponds to the concept of co-existence of eco-system and the interdisciplinary approach which is essential to solve our problems.

  • The purpose of this paper is to pay attention to the problems of the elderly in our society, which is facing an aged society, to understand the lives of the elderly and to recognize the need for retirement and death preparation. It reviews and analyzes the story of So-young, the main character of the movie "Killing Woman," according to the context of the work. The narrative of the film illustrates the problems of suffering for the elderly, such as poverty, disease, dementia, loneliness, and fear of death. In the face of the ultra-aged era, institutional supplementation measures for underprivileged senior citizens at the national level should be established, and social interest and safety nets should be secured, and specific retirement preparations are needed personally. Furthermore, support for research and education of old age preparation education programs and death education programs to prepare for retirement and death should be continuously provided.

  • The limitations of food production caused by global warming, consumption of soil fertility, and land shortage have demanded the development of alternative foods. Their market has been increasing, and in particular, there is an urgent need for an alternative meat. Among them, the non-slaughtered cell-cultured meat that can be manufactured in the laboratory, that is, cultured meat, is in the spotlight, which can solve the problem of meat consumption while including the advantages of meat. It is classified into minced cultured meat and structured one with a structure similar to that of real meat. The latter is currently facing limitations related scaffolds, cells, and the multiplicative problems, and many attempts are being made to solve them. The complex problem is related to secure texture and taste as well as structural similarity to actual meat. To solve the problems, it is necessary to lay emphasis on cells, there are fat cells and vascular cells, and the most fundamental cells, muscle cells. These are the main cells that control the texture and nutrients of meat, and unlike other cells, they grow in the form of fibers. A myofibril (also known as a muscle fibril) is a basic rod-like organelle of a muscle cell, which is a quantitatively major component of meat, and one of the tissues that maintain the appearance of the body and bones. In this review article, we focused on the growth of muscle cells into long, tubular cells known as muscle fibers using the fabricated fibrous scaffold, and reviewed not only research results for muscle tissue engineering but also various results in the related fields for the last five years.
