Railway is facing a new era by the remarkable technology-intensive development of railways in the rolling stock and track, trains and infrastructure facilities. But the relevant provisions of the regulations for the various driving speed limit accept most of the past rules and it is desperately needed to realize the efficiency of the train operation. In addition, because the rules that drive too many treats of redundancy(the same information is duplicated in the other company policy provisions), they can cause confusion among employees, and also because of the contents of the detailed provisions dealing with almost same regulations, they can cause probable failure and big accident. In this study, the relevant provisions of the current rules are analyzed and overcome problems to improve efficiency and duplicated contents of relevant provisions to drive trains are merged. Also by reorganization of complex speed limits, we can understand easily when even the unusual situation and make a simple decision to prevent accidents. As a result, we can establish the system by doing subsequent actions quickly and accurately.

Today, one of the major pressures that libraries have been facing is the rapid growth of publications. Due to the rapid growth of publications, libraries have been faced the shortage of stack as well as quality deterioration of library collections. Naturally, these disa n.0, ppointed the users and made the present library activities weak and inadequate. One of the desirable actions in remedying these problems is to weed library collections properly and regularly. Weeding methods used in libraries are derived from the judgement by subject specialists, from the examining the imprint date and the past use patterns of a volume. Among these methods, the past use patterns are highly predictive of the future use, and can be used to create meaningful weeding criteria. Since the libraries in Korea have emphasized on numbers of library collection in the past, the libraries have neglected weeding library collections. Now, we must turn our concern toward the weeding library collections, and the attitude of the library services to the users must change from passive to active.

In order to promote the IT business efficiently, the Preliminary Feasibility Study has been conducted since 2004. It is to verify the feasibility of a large-scale IT project in advance and to determine whether to reflect the budget. It is more difficult to analyze the benefits of the IT project than other projects, because the IT project is carried out by combining tangible and intangible assets and human resources. For this reason, the Standard Guideline for Preliminary Feasibility Study in the IT field suggests a framework to support in estimating the benefits of the IT project. However, it includes the following problems : 1) level discrepancy among the benefit categories, 2) lack of types of benefit items, 3) no consideration of benefit inducing factors. So the framework is facing a low utilization. This study develops a new framework through a three-step research process. The new framework can be used not only for preliminary feasibility studies but also for estimating the benefits of general IT projects.

The university organization is getting more and more complicated both in function and size these days, and the particularity of university organization inherently has quite a few element of internal conflict. To cope with the rapidly changing university society, together with the all-out effort of university CEO, it is necessary to pay attention to the administrative employees who can really contribute to the organizational competitiveness a lot. The Service Quality Management provides the action guidelines to every individual members of organization and alternatives to the problems the organization is facing. According only Service Quality Management can improve the efficiency of the organizational management and the job efficiency of individual members. Thus, in actual proof researching, we conduct and analyze how the university industries do Service Quality Management such as 6 sigma through survey researching.

Because of the massive development of nuclear power plants in China in recent years, China is facing the challenge of radioactive waste disposal. China has established complete regulatory requirements for radioactive waste disposal, but it also has encountered problems and challenges in low-level radioactive waste disposal in terms of management, selection of disposal facility sites, and implementation of a site selection plan. Three low-level radioactive waste disposal facilities that have been operated in China are described, and their activity limits, locations, and capacities are also outlined. The connotations of "regional" and "centralized" disposal policies are discussed in light of the characteristics of the radioactive waste. The characteristics and advantages of the regional and centralized disposal policies are compared. It is concluded that the regional disposal policy adopted in 1992 can no longer meet the current disposal needs, and China should adopt a combination of the two disposal policies to solve the problem of radioactive waste disposal.

The use of digital signage in the public and commercial communication areas has been increasing in recent years. By integrating cutting-edge information technologies such as 5G, artificial intelligence, and the Internet of Things, digital signage continues to break apart from traditional outdoor advertising media. This study identified the problems facing the domestic digital signage industry by exploring and analyzing major issues related to digital signage and derived future development measures. Specifically, online documents were collected based on the digital signage-related keywords created over the past 12 years to conduct big data network analysis, and key topics were derived through visualization of the results. This study has great policy implications in that it excluded biased interpretations based on the viewpoints of companies or the government and, more objectively, suggested the direction of the digital signage industry's development in the domestic media market.

As one of the major activities of the International Atomic Energy Agency (IAEA), a Coordinated Research Program (CRP) has been implemented with the aim of solving many of the problems facing the Member States by integrating various different levels of each country's technical capabilities in the areas which the Agency needs further technology development. To establish the strategy for an active participation In the CRP and its effective implementation, general features of the current IAEA programs and a prospect of the future program for 2006-2007 are described.(omitted)

'JOBLESS GROWTH' is a word to explain the world's common problem of unemployment. But, 'highly educated youth unemployment' is the unique condition that Korea society is facing. In this paper, we determine the cause of the problem with causal loop diagram and reach the conclusion. It is the paradigm to be highly educated person and that paradigm became permanent after the Korean War. People think that only highly educated person can bring wealth and honor, so they spend much money for their children's private education to enter university. Though young people receive bachelor's degree, they spend much money to get job. To solve these problems, this paper suggest three solutions. The first is to shift the paradigm to be highly educated person. The second is to expand the opportunities of public education as education system of Finland. And the third is to support the youth aptitude.

The city environment construction of China is facing many difficulties and challenges. Through the concerted exploration in the recent years to find the way of improving city environment that is suitable to Chinese situation, the result is to plan and construct a complete green space system, supplement the defective conditions by the system's superiority and produce the integrated effectiveness. The article dissertates on the composition of green space system, some important issues in the planning and construction and corresponding measures. The fact illustrates the effectiveness of city green space system in solving the city environment problems. However it needs some research and continues improving.

Busan North port is facing crisis due to the opening of the New port. The North Port and NewPort are competing for a limited volume of cargoes and this competition is leading after all to price competition, lowering cargo work fee that may result in the failure of both This paper proposed the balanced development plans, which are the strategies of business tie-up and activation between the North Port and NewPort by introducing the strategy of "co-opetition" and the analysis for the success factor of co-opetition: to solve this operational problems on Busan port. It is found out that activation strategy is more successful co-opetition strategy than business tie-up strategy. The execution for the two co-opetition strategies will lead Busan Port to the balanced development as well as the enhanced competitiveness and will leap Busan port into global hub port as well.
