In The Structure of Empire, Karatani Kojin discovers cosmopolitanism as an element of exchange mode D, and according to this, argues that the World Republic needs to sublate(aufheben) sovereign state and this sublation is to recover Empire at higher dimension from a different way of viewpoint. On the strength of this theoretical advance, Karatani Kojin's exchange mode D can embrace reciprocity of freedom, reciprocity of donation and cosmopolitanism as it's elements. But on the way to the World Republic which Karatani Kojin suggests, there still exists a theoretical missing link. This paper argues the missing link is no more than democracy.
It is a commons sense that the Republic of Korea is a maritime state that depends its survival on International Trade and International Economy. Since the early 1990s, immediately after the Cold War was over, South Koreans began to recognize the importance of Sea Routes and thus began to build a navy that can handle with the new problems of the post Cold War era. However, the maritime security environments of the Republic of Korea today is shaky and dangerous. Almost every water near the Korean peninsula, some kind of international confrontations are going on. Territorial disputes on Dok do, Senkaku, Scarbrough, Shisha, Nansha and Eodo between and among Korea, Japan, China, Taiwan, Phillipines, Indonesia and Vietnam are the examples. In this essay, the author argues that the S. Korean efforts and capabilities to deal with these challenges are not enough and exhorts more efforts and more powerful navy for the Korean people.

The wetland ecosystem has a key role in climate change and can capture and store carbon long-term as blue carbon. Currently, the Republic of Korea and People's Republic of China are preparing for the UNESCO World Natural Heritage Phase II inscription, and cross-border cooperation among the two Koreas and the People's Republic of China is expected in term of the coastal wetland in the Yellow Sea region. However, there is a lack of research on the importance of coastal wetland in the Yellow Sea region for migratory bird habitats, roosting sites, feeding grounds, and stop-over sites. Thus, this study focused on the coastal wetland of the Yellow Sea region, including the southwestern coastal wetlands in the Republic of Korea, the Yancheng National Nature Reserve in the People's Republic of China designated as UNESCO World Natural Heritage, and the Mundok Migratory Bird Reserve in the Democratic People's Republic of Korea, which is listed on the Tentative List. The cooperation for ecosystem conservation between the two Koreas and China was analyzed. The importance of coastal wetlands in the Yellow Sea region as habitats for migratory birds, roosting sites, feeding grounds, and stop-over sites, significant characteristics of Yellow Sea coastal wetlands, and conditions for cooperation among three countries, were analyzed. The direction of ecosystem conservation cooperation for coastal wetlands in the Yellow Sea region in this study will be developed into Pan-Yellow Sea conservation.

The article sets forth a problem on international exchange and cooperation In the field of library and information science in the People's Republic of China from engles of academic and publication's exchange, It points out international exchange and cooperation between China and Korea should be developed from international exchange of publications and interlibrary loan to openning up standard, authority and current database on publications step by step. China and Korea should supply the database to all of the world, In order to come up to shared resources, the author has compared the Descriptive Cataloguing Rules for Western Language Materials, and the Bibliographical Description for Monographes with the Korean Cataloguing Rules for Description, and analyzed their different. In the end, the article presents the result that the documentation standardzation is the only way of accomplishing shared resources in the world from indentity of description for publications and materials, and unity of cataloguing rules.

Nowadays kimchi is exported to 80 countries and can be easily found overseas, but the name "Korean Kimchi" has not been protected internationally. Korean kimchi need to be registered as a geographical indication and receive international protection in order to establish its status as the country of origin. With the revision of the Kimchi Industry Promotion Act in 2020, geographical indications were introduced for kimchi and a legal basis was in place to enable the geographical indication as "Korean Kimchi" or "Republic of Korea Kimchi." Although there are issues remaining between the current system and producers' associations, we should prioritize the geographical indication as a means of protecting the country's agricultural products. In addition, efforts should be made to improve the quality and product value of Korean kimchi so that it is also recognized as a global brand.
Since the end of the $19^{th}$ century, Korean English-language newspapers have been published in Korea to inform readers about Korea and Korean people's point of view concerning world problems. Among them was the Korean Republic (KR), the former name of the Korea Herald, founded on August $15^{th}$, 1953 (Korean Liberation Day from Japanese colonial rule). This newspaper was started especially to report on international affairs, just after the Armistice agreement was signed on July $27^{th}$, 1953, at the initiative of the first president of the Republic of Korea, Syngman Rhee. He vehemently expressed his and the Korean people's opinion about Korean problems in world politics where big powers were dominating and deciding small countries' destinies. This paper is written to show that Korean English-language newspapers were used as tool of public diplomacy not only for the readers of target countries but also for Korean readers, well before the media diplomacy theory became popular several decades later. In the deplorable world situation where Korea was colonized and divided into halves by the wills of the super powers, the Korean media participated actively via dialogue in English to solve the Korean problem. This paper studies the editorials of the KR for one year, the year just after its foundation. Vis-a-vis the United States, the KR defended its political system of free democracy by insisting on the Korean people's hopes, the reunification of the peninsula and acquiring American assistance in economic and military areas. Regarding Japan, Korea had doubt about its expansionist policy by way of rearmament. First, the Korean government tried to defend its territorial waters, including Dokdo Island. As for multi-lateral relationships, Korea was concerned about the spread of communism to its territory in the world where socialism was dominating.
