Introduction to International Ethical Standards Related to Genetics and Genomics

  • The rapid advances in genetic knowledge and technology raise various, sometimes unprecedented, ethical dilemmas in the scientific community as well as the public realm. To deal with these dilemmas, the international community has prepared and issued ethical standards in various formats. In this review, seven international standards regarding genetics and genomics will be briefly introduced in chronological order. Critical reflections on them will not be provided in this review, and naturally, they have their own problems and shortcomings. However, a common set of the principles expressed in them will be highlighted here, because they are still relevant, and many of them will be more relevant in the future. Some of the interesting contents will be selected and described. After that, the morality of one recent event related to whole-genome sequencing and person-identifiable genetic data will be explored based on those international standards.

  • COVID-19 has caused extensive human casualties with significant economic impacts around the globe, and has imposed new challenges on health systems worldwide. Over the past decade, SARS, Ebola, and Zika also led to significant concerns among the scientific community. Interestingly, the SARS and Zika epidemics ended before vaccine development; however, the scholarly community and the pharmaceutical companies responded very quickly at that time. Similarly, when the genetic sequence of SARS-CoV-2 was revealed, global vaccine companies and scientists have stepped forward to develop a vaccine, triggering a race toward vaccine development that the whole world is relying on. Similarly, an effective and safe vaccine could play a pivotal role in eradicating COVID-19. However, few important questions regarding SARS-CoV-2 vaccine development are explored in this review.

Content Analysis on Rural Multi-Functionality published in Science Textbooks of Elementary.Middle.High School (초.중.고 과학교과서에 나타난 농업.농촌 다원적 기능 교육 내용 분석)

  • The objective of this study is to promote alternative plans on the prejudiced and distorted contents in school textbooks in the aspect of multi-functionality of agriculture and rural community. This was done through analysis of contents in 47 kinds of textbooks in science (8 of elementary school, 27 of middle school and 12 of high school). This will lead to promote understanding about the multi-functionality and form the proper value system related to agriculture and rural community for children and juveniles using textbooks. A content analysis was employed to examine to what extent the contents on agriculture and rural community were reflected in the textbooks for elementary school, middle school and high school. The content analysis was done in three categories, including presentation form, application method and function view. The followings are results of contents analysis in textbooks. The most frequently used presentation forms related to agriculture and rural community was figures and tables. In analysis of application methods, this research found that the contents related to agriculture and rural community were used to explain scientific facts and phenomena. In the function view, maintenance of local societies was most frequent among the various multi-functionalities in elementary and middle school, and food security in high school. Based on the results of content analysis, findings and recommendations in textbooks for elementary, middle and high school have been drawn, and several examples for contents development to be included in the textbooks were listed.

  • The high TcY1Ba2Cu3Ox superconductor has recently gained widespread interest in the scientific community. The principal problems at the present time are how to densify this material and how to raise the critical current density. To date the majority of samples have had densities of 90%(of theoretical) or less. In this study we report that we obtained density of 96% by Hot-Pressing method.

  • K-GMT Science Group (KGSG) is in charge of overall science operations with an aim to promote scientific activities of Korean Astronomical Community for the GMT era in 2020. KGSG is currently running and/or promoting K-GMT Science Program, K-GMT Science White Paper Initiative, and K-GMT Summer School for Young Researchers. KGSG is also planning to join several international survey projects such as SDSS IV and LSST. We will introduce the current status on various operations and the future plan for KGSG to the community members.

  • The development of accelerator science and technology has been accommodating ever increasing demand from scientific community of the beam energy and intensity of proton beams. The use of high-powered proton beams has extended from the traditional application of nuclear and high-energy physics to other applications, including spallation neutron source replacing nuclear reactor, nuclear actinide transmutation, energy amplification reactors. This article attempts to review development of proton accelerator, both linear and circular, and issues related to the proton beam energy, intensity as well as its output power. For related accelerator physics and technical review, one should refer to the recent article in the Reviews of Modem Physics [1]

  • There are limitations to the manager's investigation of all damage sites and establishment of management plan in terms of manpower and cost. Community mapping can be used to overcome these problems with the information. However, it is difficult to make decisions when multiple information are registered in multiple areas of damage. Because community mapping information are registered only with pictures and simple contents, it is so difficult for the manager to clearly understand the site situation. This study suggests a methodology to support decision-making processes during disaster management through system integration between the community mapping and the drone mapping. By applying the proposed method, decision makers can make a timely judgment effectively on the damage situation. It is expected that the proposed method will save time, manpower, and cost in the recovery phase.

  • Direct-to-consumer (DTC) genetic testing is a controversial issue although Korean Government is considering to expand DTC genetic testing. Preventing the exaggeration and abusing of DTC genetic testing is an important task considering the early history of DTC genetic testing in Korea. And the DTC genetic testing performance or method has been rarely reported to the scientific and/or medical community and reliability of DTC genetic testing needs to be assessed. Law enforcement needs to improve these issues. Also principle of transparency needs to be applied.

  • Atmospheric aerosols play a crucial role for changing climate, resulting in a wide range of uncertainty for future climate prediction. In this paper we review current international research status and trend of climate-related aerosol science. There have been carried out a number of campaigns (including ACE-Asia, TRACE-P, ABC, and so on) and special experiments with some modeling studies over Korea, East Asia, and the Northwestern Pacific to characterize the various properties (physical, chemical, optical, and radiative) of Asian aerosols and evaluate their climate forcing impacts. But some parts of the aerosol research may need to be improved, advanced, or newly launched. Especially, a chemical transport model (CTM) embedded by a general circulation model (GCM) should be developed by the national scientific community with a high research priority, actively collaborating with international community in order to estimate direct and indirect global radiative forcing due to anthropogenic and natural aerosols.
