Because the local governments has closet contact for public services compared to central government, their role is important in the age when welfare issue is more important than before. So Local Public Finance being important than ever, but regrettably local financial issues related to the mostly negative. In particular, many local government face problem of local fiscal independence, as a result, they have hard time to secure financial resources. Reliant local finance by central government can be alternative, however, it causes negative effect for autonomous management of local finance and fiscal soundness. In this study, public data by public institutions is suggested as solution to secure financial resources. Although, utilization of public data is initial level, this paper deal with exploratory discussion for public data as self-reliant local finance with validity and suggestions.

Local festival in Korea has developed quantitatively as well qualitatively. Driving force of local festival's development is local governments' active supports. Many Local government support local festival opening actively to accomplish economic activation. Activation of local festivals is good chance to local start-up companies. Local start-up companies don't have well known brand, and wide distribution network. But they can sell their products to visitors in local festival. And if fortune smiles upon them, they can get big buyers in local festivals. If so, what factors can contribute to a increase sales of local start-up companies? Different from existing research that focus on tour industrial outcome, we will focus on effect of festival service quality on increase sales. The survey is using structured questionnaire, we surveyed visitors who visit local start-up companies' booth in festival site. According to survey result, first, each dimensions of festival service quality do not effect on purchase intention directly except empathy dimension. Second, each dimensions of festival service quality effect on purchase intention by a medium of local image indirectly except assurance dimension. And purchase intention have a great effect on purchase action. Through the results, we can confirm festival service quality effect on purchase intention by a medium of local image indirectly. we suggest that improving festival service quality can effect on sales increase of local start-up companies, and for the purpose of sales increase, local government must improve local image at first.

Purpose - There have been local government systems since June 1955. Many local governments have made use of festivals for regional public relations and the achievement of competitiveness. This study analyzes effective components of local festivals. There has been extensive research in relation to variables such as participation motivation, satisfaction level, recall intention, royalty, and recommend purpose. However, as a variable factor, attachment to the participation motivation of a festival has been overlooked along with support level to a festival. This study has added new variables named "attachment to local society" and "support level," which are dependent variables. We will study the relationship of these two variables. Research design, data, and methodology - This study has devised a cause-and-effect relationship model, which deduces that local residents' participation motivation for the festival will have positive influence on the festival support level and satisfaction level. We circulated questionnaires to local residents to get the data required to prove the hypothesis. To analysis the data, we used SPSS 21.0, and accomplished basic analysis through the analysis of frequency as well as descriptive statistical analysis. Further, we verified our measurement tools through reliability analysis, and examined the research hypothesis through multiple regression analysis. Results - With regard to the festival satisfaction level, the variables of local society attachment, festival attraction, escaping from the daily life, and family harmony have influence upon a positive effect (+) in this order. Among them, the variable of local society attachment has the greatest influence. However, in respect of support level for the festival, only the variables of local society attachment and escaping from the daily life have a valid influence on the positive effect (+), and local society attachment has relatively greater influence. In addition, not only does the festival satisfaction level affect the support level for the festival in terms of positive effect, the influence is also far-reaching, which verifies the mediating effect. Conclusions - The result shows that the local residents' satisfaction level with the Yudalsan Mountain Spring Flower Festival is comparatively high, which is due to the local society attachment. It also shows that it is difficult to create support without local residents' attachment with their area. Consequently, this study insists that the Yudalsan Mountain Spring Flower Festival should exceed its limitation as just a village-level party, in order to become a remarkable and outstanding festival, and suggests three operational implications: macro-environmental development, task environment development, and internal operational environmental development. From the macro-environmental perspective, the constant development of local culture and local business is proposed. In the task environment perspective, a new functional development for the festival is proposed. From the internal operational environmental perspective, improvements in festival operation methods are proposed. If these weak points are addressed and resolved through a more detailed approach, it will be very helpful for local government systems to operate the festival.

The purpose of this study is to present the scheme that can enhance the value of native local foods by analyzing the case into which storytelling is incorporated in order to revitalize native local foods. Towards this end, the cases of native local foods throughout the country were recommended through professional survey and one region among them was finally selected through the field study. The survey on the native local foods was conducted through qualitative study. The four stages of storytelling: the findings of storytelling, the production of storytelling, the experience of storytelling, and sharing of storytelling were analyzed by stage and the contents of the survey by stage were developed. In the findings of story, the origins and background of the main family's foods and food-related stories were derived. The production of stories deals with how to convey the stories of surveyed native local foods to consumers and it presented the stories about the place and food menu. In the experience of storytelling, the physical environment and non-physical environment, in which people visit native local eating houses and experience native local foods were analyzed. Finally, in the sharing of story, how the tourists who have experienced the native local foods make stories and disseminate and share them was analyzed. The significance of this study is that through the storytelling technique it presented the findings, production, experience and sharing of native local foods in the level that can apply to practical business. Although the research is in the stage of inquiry, this study is meaningful in that it presented the basic methodology that can induce the revitalization of the native local food industry through examining the tradition and significance of native local foods that can be found in all the regions of the country.

The suggestions that follow are about the plan for the cooperation between private security and local government and the enhancement of its service for facing the change of public peace environment. Fist, by a local government collecting funds, the business for revitalization of local economics should be done to enhance local economic independence. Second, the autonomous right of a local government should be reinforced and the center for taking complete charge of local security should be established in the self-governing body. Third, the private security should be connected with the local characteristics, the role of which enlarged as well. For this developing the model of security service for the local area and working together between private security and police should be achieved. Fourth, it is necessary for a local government to entrust the private security with its public security service. For this it should be achieved to set up the range of local security service and inform local residents of the advantage of security service entrusted to private security. Finally, in connection with the new system of local police, it is necessary to have clear grasp of the work related to the private security among local police services and private security business and local police should take partial charge of the public peace service. Through the cooperation between private security and local government, the role of private security will be enlarged and its business revitalized as well.

The notions of pre-local function, semi-local functions and ${\alpha}$-local functions with respect to a topology and an ideal are introduced, and several properties are investigated. Also, the concept of $P-\mathcal{I}$-open sets and $P-\mathcal{I}$-closed sets in ideal topological spaces are discussed. Relations between $\mathcal{I}$-open sets and $P-\mathcal{I}$-open sets are provided, and several properties related to $P-\mathcal{I}$-open sets, pre-local functions, semi-local functions and ${\alpha}$-local functions with respect to a topology and an ideal are investigated.

This study analyzed tourists' intention at Gangcheon Mountain, Sunchang-gun for local tourism. The contents of study included impression, characteristics, specialized resources, development direction, intention of visit and its form, destination prior and post visit, travelling expenses, and development form of tourism. The results were as following. Impression and characteristics showed that gochujang and fermentation industry established a strategic ground of local development. Intention of revisit of tourists was relatively high by 97.1%. Furthermore, tourists were mainly family units and they preferred family-based recreational type for the future local tourism development form. Therefore, a development strategy will be required that involves inexpensive accommodation, unique local food items, agricultural-specialty products and local tour packages. For invigoration of local tourism, recruitment of skilled managers for farm village experience will be necessary as well.

The purpose of this study is to understand what kind of effects a local residents’ participation on a local environmental problem has on the Environmental consciousness of the resident, and on the local community. I (researcher) employed qualitative research methods on the residents' environmental movement, which claimed to preserve the Sung Mi Mountain from the Seoul City Hall's plan of the water reservoir construction. I tried to understand the participation motivation and participating actions, and also the changes and effects the participation brought at both a personal, and community level. The data were gathered by means of in-depth interview with the local residents and unstructured questionnaire. At first, through the residents' environmental movement, the participants acquired a growth in environmental consciousness. For example, they obtained better understanding of the environment, change of attitude to environment, and participation function. Secondly, it is meaningful that a local tie intervened by the environment, enforced self-governing, and shows how community sentiment plays an important role for local community organization. Moreover, the environmental movement contributed to developing a ‘culture for participation’. In conclusion, participating in a local environmental problem can be an integration of learning and practice and also leads to reflective thinking about the relationship not only between human beings and nature, but also among human beings. In addition, it can buildup a systemic cooperation for local problem-solving and the ability to make an alternative culture in the community. These are the significances of the local environmental problem-participation on the environmental education.

As we encounter the global and localized era, the development operations on a regional level are in active promotion. This manuscript has been completed with the purpose of probing for course of action in lifelong learning movement in terms of activating and developing of local communities. For this, the comparative analysis of practiced cases in America's community school movement, Japan's movement for establishing lifelong learning village and Sweden's study circle movement have been made. For the analytical frame of the comparison, the actual results on background of promotion, themes for practice, details of practice, methods for practice of local community centered lifelong learning movement have been applied. As a result of analysis, the local community centered lifelong learning movement has been promoted to break each country's social and economic crisis and to activate the local community. The promotion of each operation has been accomplished with the support of specific organization and the participants were the citizens of the local community. Also, the details of practice are composed of operating the people-centered lifelong learning program, cooperative learning by local citizens and local community realization activity. The details of education is closely related with the life of learners. Therefore, the lifelong movement for the activation of local community hereafter should be promoted based on the coherence of local community, should be able to contain the actual life of the citizens and should be practiced as a process of forming the lifelong learning group at concerned local community through a democratic learning process.

Recently, local foods have drawn significant attention due to their intrinsic merits. Such foods not only have commercial potential, but also cultural value. Therefore, local foods must be well-maintained and fostered, and a comprehensive plan to develop them must be devised. In this aspect, various factors such as dietary attitudes, perceptions and concerns affecting their development should be considered. The present study was designed to investigate via survey the dietary attitudes, perceptions and concerns towards local foods among married women in Jeollabuk-do. The number of subjects was 434. According to the results, the highest frequency for consuming local foods was '1~3 times/month' for all ages. For the number of local foods subjects had ever tried, '7~8' was the highest overall with 36.8%, followed by '5~6', '3~4', '9~10', and '0~2' with 27.4%, 17.9%, 10.3% and 7.6%, respectively. However, there was a statistically significant difference according to age. The higher the person’s age, the higher the number of local foods they had tried. A similar pattern was shown in the number of local foods subjects had ever cooked. For those in their 20s and 30s, the highest number was '0~2', with 70.8% and 53.0%, respectively, while for those in their 40s the highest number was '3~4' with 38.5%, and for those above 50s it was '5~6' with 31.4%. Most of the subjects realized the need to advance the development of local foods. There were differences among the subjects for certain aspects concerning progression and development, opinions on the major drawbacks of local food development items served more often at home, and different views by age on taste modifications according to modern concepts. From this study, it can be concluded that the utilization of local foods increases with age, and the view that local food development should be based on the recovery and/or maintenance of original tastes becomes more prevalent with age.
