The policy of the United States is a Korean Peninsula free of all nuclear weapons. The United States government was considering the possibility of military action to eliminate the North Korean nuclear threat. Talk of military action peaked from mid-1993 through mid-1994. Such an attack might have led directly to a Korean war. At that time the nuclear crisis solutioned by North Korea-United States negotiation and ROK-United States alliance. PSI's purpose is to prevent or at least inhibit the spread of weapons of mass destruction, their delivery systems, and related materials to and from states and non-state actors whose possession would be a serious threat to global or regional security. The most controversial activity of PSI is interdiction. North Korea has expressed grave concern over the initiative, stating that it has a sovereign right to develop, deploy, and export weapons, and that it would view any interdiction of its ships as a declaration of war. If South Korea is to execute interdiction North Korean ships expect tensions to increase dramatically on the peninsula with North Korea doing something quite provacative in response. South Korea cannot help approaching PSI with great caution, since it has to consider the ROK-United States alliance, and inter-Korean relations.
This study analyzes the military and political factors that influenced the Participatory Government's resolution in Wartime Operational Control (OPCON) Transition. The research on key factors in OPCON transition firstly implemented literature research and then increased feasibility through additional use of AHP. The analysis results showed that there was a negative effect for Korean Peninsular Defense in the 'ROK-US Alliance Asymmetry' area, a positive effect to increase ROK-led Capability of Theater Operation in the 'ROK and U.S. Alliance Interdependence' area and a positive effect for Invocation of ROK Self-Defense Power in the 'Interests of Participatory Government's Liberal Regime' area respectively. After applying AHP, "ROK exercise of Self-defense" in the 'Interests of Participatory Government's Liberal Regime' area received the highest assessment, while the "Increasement of North Korea's Threat" in the 'ROK-US Alliance Asymmetry' area received the lowest assessment. This study is meaningful in that it analyzed the key military and political factors in the Participatory Government's resolution of Wartime OPCON Transition using AHP.
Paperless trade is a new trade paradigm that has innovated on traditional trade procedures, which relied on manual work in the past, and applied an IT-based e-document standard. To realize paperless trade in Korea, a lot of efforts have been made. Korea has overcome many difficulties, a lack of awareness, trials and errors, etc. at the initial introduction stage and strived to establish a stable infrastructure through the government's policy support and active cooperation with the trade business communities and related organizations. Now, Korea became a well-known leader in IT industry, especially in the paperless trade infrastructure and strategic policies. The one-stop trading system named 'uTradeHub' is operated by a paperless trade service provider, Korea Trade Network(KTNET). uTradeHub includes trade finance and settlement, customs clearance and export and import logistics, improving trading procedures and reducing related expenses. Private-Public joint efforts from Korean government and private sectors which have respectively fulfilled their role and function with market-oriented practical policies and strategies has lead Korea a world leading country in paperless trade. Moreover, Korea expended its efforts to the global areas. Korea has started to activate multi-national paperless trade alliances such as PAA(Pan-Asia e-Commerce Alliance), ASEAL(Asia Europe Alliance for Paperless Trading) as well as established the bilateral cooperative networks with China and Taiwan. The one-stop trading system, uTradeHub should keep close cooperations between nations since trade itself is implemented in a cross-border ways. In the near future, it is expected uTradeHub can achieve best results in the simplification of procedures and cost savings when an international linkage is completely established with international cooperations.
Purpose - The purpose of the paper is to examine shipping markets exposed on severe competition after Lehman Brothers crisis in 2008, and look for some alternatives to get it over. Research design, data, and methodology - The research method to be applied is first to look into world economic situations, and then to investigate supply and demand of shipping markets, and strategic alliances as alternatives, which lead to some implication and lessons. Results - After the fierce world economic situations after Lehman Brothers crisis in U.S, it has shown that world economic output and growth is not like that of previous years. It is periods of new normal. Then, shipping has been influenced by less trade volumes and, however, shipping capacity has reached to overcapacity in supply terms. Therefore rates down is clear, and it should be needed new way of getting it over market situations. In this sense, strategic alliance is answer for overcoming difficult markets. Conclusions - From the careful look at all situations, such as world economic situation, supply and demand of shipping market, deep understanding for strategic alliances of shipping, it has reached to conclusion that strategic alliance is only answer for difficult shipping markets.
The point of Bush administraion’s foreign policy is to support the promotion and stability of Democracy in Iraq and counter terrorism and spread of WMD with his strong propulsive force caused by his reelection. In such an environment, there are his leadership, his team, himself, Kim Jung Il, and a new understanding of North Korea after September 11 as the effective factors of Bush administration’s policy toward Pyongyang. Bush administration’s foreign policy of North Korea also shows the process of North Korea’s nuclear weapon program and the future scenario of the Korean Peninsula with "the persistence of solving North Korea’s nuclear weapon program such as the method having done in Lybia", "the holding unconditional talks with Pyongyang, and "the continual concerns with human rights in North Korea." The purpose of Bush administration’s foreign policy of North Korea is to make North Korea do not support terrorism rather than remove the nuclear weapon in North Korea. The process of outlining South Korea’s policy toward North Korea must be considered for "national interest" with reasonable analyses not just hopes For this, South Korea must access systematically human rights of North Korea, prepare projects for a daring approach on North Korea, and strengthen South Korea’s defense ability toward North Korea with deep alliance with U.S and systematize the mutual understanding channel between U.S and South Korea. In conclusion, South Korea must try to get specific methods and practices about Bush administration’s foreign policy of North Korea with national wisdom
This study examines the effects of the acquirer's experience on cross-border mergers and acquisitions(CB M&A) performance. We posit that various types of experience on M&A, including heterogeneity of experience, strategic alliance experience, first CB M&A, domestic and CB M&A experience may have an influence on the performance of CB M&A. The hypotheses are tested with multiple regression on global M&As made by Korean firms over the period of more than fifteen years. The empirical results indicate that firms with domestic M&A experience and the ones with CB M&A experience improve firm performance. Specifically, CB M&A experience more strongly and positively affects CB M&A performance. It also reveals that M&A experience and first CB M&A positively affect CB M&A performance. However, heterogeneity of experience negatively affects CB M&A performance and it has found no significant relationship between strategic alliance and firm performance. In addition, data show that the better explanation is an overall U-shaped relationship than a linear one between CB M&A experience and Performance. Overall, this study contributes to the literature on CB M&A by examining the effect of various types of experience such as heterogeneity of experience and alliance experience and offering a different explanation based on experience, more specifically, addressing the negative relationship between heterogeneity of experience and M&A performance.
As part of the ongoing global process of airlines forming strategic alliances, Korean Air has become a member of the SkyTeam Alliance, while Asiana has joined the Star Alliance. However, as something akin to the Anti-Trust Immunity(ATI) initiative has not been ratified domestically, these two airlines have seen their roles within these strategic alliances significantly reduced. In keeping with its domestic airline liberalization policy the U.S. government has instituted a mechanism through which foreign airlines that join such strategic alliances with their American counterparts can be exempt from the U.S. antimonopoly law. As a result, U.S. airlines have been able to forge wide ranging cooperative relations with foreign airlines, and thus increased their competitiveness within the air transport industry. This study analyzes the applicability of this Anti-Trust Immunity initiative to the domestic environment.
Domestic industries are facing the open era as a result of signing the Korea-U.S. FTA with no exception to the financial industry. The FFA between two countries is expected to produce pros and cons for domestic financial industry. Therefore, it is very important to minimize the shock caused by opening our financial market and to adopt the advanced financial tools actively. Signing the Korea-U.S. FTA and enforcing the Integration Law of Capital Market are leading a big crisis to the Savings Banks which have been shrinking under the dramatically changing domestic financial environment since the financial crisis. To cope with financial globalization, Korean Savings Banks are demanded to build up their concrete identity and reposition their status. This is related to shaping the long-term position of domestic financial industry. Therefore, the Savings Banks must take the growth strategy for their survival, and it is an inescapable choice. Several options are available: big scale operation and diversification of business functions, reinforcement of local-focused mediating function of funds, establishment of strategic alliance with other financial firms, reinforcement of risk management system and core competence, nourishment and employment of professional manpower, and active deregulation and policy support. When the Savings Banks are refurbished as an independent local bank performing the central role of local finance, the bright future can be their destiny under the enormously changing global financial environment. Also, two more conditions need to be satisfied: to establish horizontal networks among local banks directed by cooperative Korea Federation of Savings Banks to reverse the weak scale position, and to satisfy their own peculiar niche market with internal countermeasure to face global financial networks.
On the day of 24 February 2022, Ukraine was invaded by Russia which signed to ensure definitely the Ukraine's national sovereignty, territorial integrity and security under the UN General Assembly Security Council A/49/765, named as the Budapest Agreement. This invasion is the 2nd invasion succeeded in Crimean Peninsula invasion of March 2014 after the Ukraine's national independence in 1991 from the USSR. However this invasion has been continuing for much more than one year. Although Ukraine President appealed the 'peace' toward Russia and claimed also to justify the Budapest Agreement of 1994 toward U.S.A., even any justifications were not appealed. The critical moment of the national abolition could be escaped from the unified desperate spirit of all nations including the president, political-social leaders and military members. Such patriotic and self-help spirits in Ukraine resulted in the active supports from the U.S.A., western and eastern free democratic countries, NATO and EU, and even the neutral countries. Furthermore these supports are increasing much more day-after-day. The lessons which the Ukraine War offers to the Korean national security should be cored with the development of self-reliant national defense capabilities, self-strenuous efforts and unity strengthening of the Korean-U.S. Alliance with the deep confidence.
This thesis is to make an appropriate national defense policy of Republic of Korea through studying the Hegemony Strategy of United States. I searched the theory of hegemony. The hegemony was differently defined by the point of time and region. The strong power nations with the hegemony have been making efforts to maintain their hegemony everytime. I have conclusion that the presence of hegemony once emerged, it brought regional stability in place whether it is coercive or beneficial. The stability and instability of international order IS not exclusively dependent on hegemony. Even if the safety of hegemony cannot guarantee absolute stability of international order, there IS on doubt that the hegemony has enormous impact on that. According to the hegemonic theory, the history of mankind equals to the history of rising and falling hegemony. The international order was changed as the hegemony changes. The United States has been making efforts to maintain her global hegemony during the post cold-war era as well. Taking all these into consideration, relevant military strategy direction able to pursue national interest is that to make up for the relative weakness in the strategic environment. South Korea have to prepare security policy response as following. First, South Korea should build the military force equipped with advanced weapons in military technology sector and solidify military diplomatic relation able to form cooperative relation in wartime. Second, South Korea should make solid Alliance of Korea and U.S. Third, develop and maintain multilateral security cooperation of East Asia. Forth, we could realize that there are means that can neutralize opponent's strong point by seeking one or two and more asymmetry in the aspect of strategy, tactics, and means through asymmetric strategy. Than the military force of South Korea should develop into a force that is able to overcome to the traditional North Korea's threat and new type of conflicts. And the force should have sufficient strength and be deployed to effectively defend the Korean Peninsula. So, we need to establish a denial and defense system against any hostile neighboring country. Therefore, ROK military forces preparing for the future should try to construct a future military power to gradually establish enough strength for self-defense to prepare for a uncertain security environment and when the Korean Peninsula is unified in a future.
