  • It hasn't been long time since English language was introduced in Korea. At the end of the 18th century the importance of the way of using English properly started to be recognized as Chosun (former country in Korean peninsula) began to conclude a treaty with foreign countries. A lot of Koreans could learn the western culture by the acquired knowledge of English. One of the main factors opening the secluded nation to the world was the member of missionary from outside of Korea. As the number of missionaries increased those who already came to Korea found the necessity of wiring a sort of guidebook of Korean language for the newly dispatched missionaries. The book $\ulcorner$Korean English Grammar$\lrcorner$(written by Horace Grant Underwood in 1890), was the first one that linguistically compared the part of speech and the clausal structures of Korean and English. The revised one of the same book was written by the son, Horace Horton Underwood, in 1914. The revised one newly included the phonetic aspect of Korean language. In this paper the phonetic part of the book will be considered carefully in order to find how recent phonetic methodology has been applied to account for the Korean phonetic features.

  • The Republic of Korea (Korea) and the Russian Federation (Russia) are actualizing the cooperation in the Arctic area. As a result, Korean companies have begun to enjoy real economic benefits. However, since there are some troublesome aspects associated with this cooperation, measures that can lead to sustainable development through the supplementation of relevant norms are critical. Russia is also aware of these problems in obtaining economic benefits in the future; cooperation between the two countries should be extended to sufficiently cover this point. The laws related to the region are vague and do not encompass every field. In addition, when it comes to national interests, many situations arise from areas where international and national laws are not clearly harmonized. Therefore, efforts should be made to reflect the interests of both sides and to maintain economic benefits, in case Korea participates in Russia's development of the area, as well as for the legal foundation to reduce negative issues. The Korea-Russia Free Trade Agreement (FTA) negotiation is on the track for the purpose. The two governments should consider various tasks, such as harmonizing with the former FTAs and dealing with the domestic law in accordance with the new FTA. The two countries also have to conduct researches on the efficient use of the FTA and for the 'Sustainable Arctic Development'.

  • Children team about their roles through literature, receive the information about the roles of family members and come to accept them. Especially, father's roles in biographies are so diverse, not consistent, compared to mother's roles, that it world be judged to be difficult for the children who had read to form the concept of the father's roles. As the father's roles in the fairy tales have important effect upon the formation of the children's role concept toward their fathers, the purpose of this study is to investigate the father' role appeared in Korean biographies. The method used for this study is the content analysis of the context related with fathering in Korean biographies. It is found that the most frequent father' role appeared in Korean biographies was a friend and companion such as to talk with child about the child's future. And the second frequent father's role in Korean biographies was a family ancestor, such as, to pray for a son's birth, to name the child, to arrange the child's marriage. The third role was that of a loaming helper. These results have been discussed in the light of former studies, and the limits of study method also have been discussed.

  • The minimum royalty should have two objectives. One is to guarantee the minimum license payment and the other is to screen the eligible licensee to prevent the licensee`s strategic behavior. In the licensing contract for public-to-private technology transfer, the latter plays more important role than the former in viewpoint of the successful technology transfer and commercialization. However, the minimum royalty falls into a dilemma to increasing the risk on the part of licensee in case of failure in technology transfer and commercialization. In our study, ex-post option contract will be suggested as a risk sharing mechanism to overcome above dilemma. The ex-post option contract means the contract which the licensee has the option whether to go or not at the time of manufacturing stage. To proof the usefulness of ex-post option contract, it is shown in the study that expected utility of a licensor and a licensee can increase with a certain constraint, which depends on degree of uncertainty and licensee`s risk aversion, after introducing the ex-post option contract. In spite of this constraint, the usefulness of ex-post option contract may be highly appreciated because its constraint is quite normal case in the real world.

  • IM Won-jun(任元濬, 1423~1500) was an Confucianism Doctor in the former period of Joseon Dynasty. Through IM Won-jun's historical trace we could know the range of Uiseoseubdoggwan(Medical Learning Officer)'s duty not limited to study medical books at that time but extended to medical treat, educate, recommend medical policy, personnel manage, carry out administrative work, carry out all the works concerned with medical books, make new medicines at different official period. Among these after learning duties the Royal Family of the Joseon Dynasty awarded high grades to medical treatment for king and king's mother, but from the viewpoint of advancement of medicine controling the top of medical policy as a chief of Jeonuigam had important meaning. The system of Uiseoseubdoggwan(Medical Learning Officer) in the Joseon Dynasty played the role of cultivating widely the man of ability who leaded medical development by sharing the man of ability between medicine and confucianism which was dominant learning at that time, so the knowledge and professional skill of medicine, Yin-Yang and the Five Elements theory, the spirit of relief of the world were spreaded across to national administration, education, publication culture, putting philosophy of filial piety into practice in the Joseon Dynasty.

  • Modeling methodology has been widely used for analysis and design of a information system. Specially, under the CALS environments, modeling approach is more important because the enterprise functions are inter-related and information sharing speeds up the business. In this paper, we suggest functional requirements about modeling methodology for CALS by surveying the IDEF0 and ARIS. The former is FIPS 183 and the latter is basic methodology of SAP/R3 which is world-wide ERP system. The proposed functional requirements include all semantics of IDEF0 and adds some features. The first is adding modeling components which are semantic representations. In addition to ICOMs, we add the time and cost component which is required to execute the function. The second is tracing mechanism. When we need some information, we drive the functions related with the information by reverse tracing of the function which produces the information as a output and input. Through the tracing, we find out the bottleneck process or high cost process. This approach guarantees the integrity of data by designating the data ownership. Finally, we suggest the final decomposition level. We call the final decomposed function into unit function which has only one output data. We can combine and reconstruct some of functions such as 'lego block' combination.

  • Charter flight in international air law has, from very beginning, not precisely defined by the International Civil Aviation Organization (lCAO) since 1947 when it came into being. By practice, the operation of charter traffic is, in its very beginning, the subject to the regulations of national rules and bilateral charter agreements (charter annex clause) within the framework of normal bilateral agreement of international air services. Taiwan had signed a series of bilateral air service agreement under the name of the Government of the Republic of China when Taiwan was recognized by the United Nations and major members of international community as the sole legal government representing China before 1971, but that situation was changed since then. Taiwan has only maintained diplomatic relations with 25 States, but maintained semi-official relations with major powers of the world. The former agreements were signed within the framework of the Vienna Convention on the Law of Treaties of 1969 while the latter agreements were signed within the framework of administrative and civil law of two countries which were not in the form of bilateral treaty signed by two sovereign States in its proper sense of international law. The legal regime of charter flights between Taiwan and Mainland China is regulated by special arrangements negotiated by delegated airlines and airlines association or private law institutions.

  • When reactivity insertion such as refueling occurs in CANDU reactors, the power and the water levels are tilted in the upper outer zone of the LZCS (Liquid Zone Control System) and fluctuate unstably for a certain period of time (1-5 days). The instability described above is observed in most CANDU reactors in service around the world, but its root cause is unidentified and no solutions to this problem have been established. Therefore, this study attempted to prove experimentally and analytically that the root cause lies in the hold-up of light water on the top of the TSP (Tube Support Plate) due to the mismatch between net volumetric flow rate of light water and helium crossing the narrowed porous TSP installed within the LZCS compartment. Our method was to perform a hydrodynamic simulation of in/outflow of light water and helium. Two solutions for the aforementioned instability of LZCS are suggested. One is to regulate the compartment for both inflowing helium gas and outflowing light water; the other is to enlarge the flow paths of helium and light water within TSP. The former may be applicable to nuclear reactors in service and the latter to those planned for construction.

  • Medical science is an area of study that focuses on maintaining health and treating disease. However, modern medicine focuses on treating disease and neglects methodology of maintaining health. Although the definition of heal this defined by the World Health Organization (WHO) and as the concept of harmonizing Yin and Yang in Korean medicine, there is no specific details regarding the definition. Thus, the following conclusion was obtained after the concept of health is viewed through Yin-Yang(陰陽), Vital Essence(精), Qi(氣), and Healthy Person(平人). Although Yin and Yang have opposite properties, they work very closely, maintaining the overall balance and harmony. Secondly, Vin and Yang would each function by the effects of one another, and the body could maintain normal physiological activities through this function. Thirdly, it maintains normal physiological state through the ascending Kidney-Water and descending Heart-Yang(水升火降). Fourthly, Vital Essence is divided into the congenital Essence(先天之精) and the acquired Essence(後天之精) in which the former is related with reproduction and the latter, nourishing. Fifthly, Qi is resistant to pathogens and related with the physique so that Qi and physique should be balanced. Sixthly, Healthy Person is the state where the exchange of Qi-Blood is active.

  • The Convention of International Telecommunication, and original law and code on radio communication clearly regulates that the radio communication is a syntheic science compounded organically with various aspects of the humanities, social and natural science respectively. In addition, The Union of International Telecommunication has put into effect legal ideas and legal regulations on the basis of those principles and science for international cooperation. The goal of these international regulations is to pursuit world-wide peace and human welfare. In this regards, these regulations are very similar with the ideal of the charter of United Nations and Universal Declaration of Human Rights. Considering the established history in a sense, we can safely say that the former has a preceding idea than the latter. Accordingly, the principle of science and wide-ranging Caracteristics of the radio communication must be applied to the problems of scientific research and educational training, not to speak of the concerned fields of legislation, executive administration and industry.
