The TOEIC has widely used to evaluate business English proficiency in Korea, but those who achieved high scores still often face difficulties in performing their duties in English at work. This implies that the test may not evaluate business English proficiency effectively enough. With an ultimate goal of proposing an effective way of assessing business English proficiency, therefore, his study analyzed the predictive validity of the TOEIC. A correlation analysis was conducted between TOEIC scores of 64 office workers of multinational companies and their working skills in English evaluated by themselves, and their colleagues and seniors. Its results illustrated a significant correlation between their listening and reading scores and their working skills measured by all the groups, but not between their scores and their working skills in speaking and writing. In addition, the study did a delphi study to identify working skills in English to be assessed in business English tests and a contents analysis of the TOEIC. The results suggest business English tests should be able to assess working skills by work types and more direct testing of working skills in speaking and writing is needed.

Starting with textile products in the middle of 1990, environmental requirements on prohibition of hazardous substances in products have been led by EU member countries and expanded to electrical and electronic equipment with implementaion of RoHS (Restriction of the use of certain hazardous substances in electrical and electronic equipment) in 2006. Under EU REACH (Registration, Evaluation and Authorization of CHemicals), the concept of SVHC (Substances of Very High Concern) and resulting regulatory duties regarding it have been introduced to the supply chain of almost all industry sectors. In this technical review, kinds of hazardous substances, reasons for restrictions and related directives and regulations are reviewed with its influence on the international market. Suggestions are made how to cope with environmental regulations as well as mid-to-long term market strategy to secure global market competitiveness.

The Marine Environment QA/QC management system has been operated since 2010 to secure the reliability of data and improve the analysis capabilities of measurement and analysis institutions. From 2010 to 2020, the cumulative number of measurement and analysis institutions participated in the QA/QC management system was 266. And the number of certificates issued by the ministry of oceans and fisheries is 182. A total of 32 reference materials for proficiency testing and interlaboratory comparisons have been developed. They were first developed focusing on items (Nutrients, COD) commonly analyzed in marine environmental measuring network, marine pollution impact surveys, sea area utilization impact assessment, deepsea water surveys, and information network on fishing ground environments. In addition, it is time to expand the filed of the QA/QC management system, such as seawater temperature, salinity, PCBs and PAHs in sediments, which are mainly analyzed in most monitoring programs. On-site assessment has been conducted for 162 laboratories according to ISO/IEC 17025 to evaluate their conformity of the quality management system and deficiency. In terms of management and technology requirements, about 4.2% of organizations showed insufficient division of duties among employees 8.7% of them revealed the lack of employee training. By test item, about 6.3% of organizations showed the lack of standard substance management and the state of the cleaning glassware was pointed out in about 5.4% of them. The QA/QC management system should be continuously supplemented by identifying the causes of nonconformities and area for improvement.
As a result of a close review focusing on the case of obstruction of epidemiological investigation by a religious group A in Daegu, which was a problem when the pandemic of Covid-19 infection began in Korea around February 2, 2020, when an epidemiological investigator requested a specific group to submit a list, While there have been cases where an act of not responding or submitting an edited omission list was sentenced to the effect that the act did not fall under an epidemiological investigation, in the case of non-submission of the visitor list for the B Center, even though a 'list of visitors' was requested. Regarding the fact of refusal without a justifiable reason, 'providing a list of persons entering the building is a key factual act that forms a link between epidemiological investigations accompanying an epidemiological investigation, and refusing to do so is also an act of refusal and obstruction of an epidemiological investigation. There are cases where it is possible to demand criminal punishment. Regardless of whether the request for submission of the membership list falls under the epidemiological investigation, there are cases in which the someones' actions correspond to the refusal or obstruction of the epidemiological investigation. A lower court ruling that if an epidemiological investigation is rejected or obstructed as a result of interfering with factual acts accompanying an epidemiological investigation, comprehensively considering whether or not the list has been diverted for purposes other than epidemiological investigation, the logic is persuasive. Epidemiological investigations such as surveys and human specimen collection and testing are conducted for each infectious disease patient or contact confirmed as a result of the epidemiological investigation, but epidemiological investigations conducted on individual individuals cannot exist independently of each other, and the This is because the process of identification and tracking is essential to an epidemiological investigation, and if someone intentionally interferes with or rejects the process of confirming this link, it will result in direct, realistic, and widespread interference with the epidemiological investigation. In this article, ① there are differences between an epidemiological investigation and a request for information provision under the Infectious Disease Control and Prevention Act, but there are areas that fall under the epidemiological investigation even in the case of a request for information, ② Considering the medical characteristics of COVID-19 and the continuity of the epidemiological investigation, the epidemiological investigator the fact that the act of requesting a list may fall under the epidemiological investigation, ③ that the offense of obstructing the epidemiological investigation in certain cases may constitute 'obstruction of Performance of Official Duties by Fraudulent Means', and ④ rejecting the request for information provision under the Infectious Disease Control and Prevention Act from September 29, 2020 In this case, it is intended to be helpful in the application of the Infectious Disease control and Prevention Act and the practical operation of epidemiological investigations in the future by pointing out the fact that a new punishment regulation of imprisonment or fine is being implemented.

Objectives: Poisonous substances experts engage in policymaking regarding poisonous substances, whereas poisonous substances managers perform legal duties related to poisonous substances management systems at worksites. To understand and improve poisonous substances designation systems, it is necessary to distinguish the roles of these experts and managers. We further aimed to identify problems with poisonous substances appointment systems and provide basic data for their improvement by investigating the knowledge and recognition of the need for system improvement among managers and experts. Methods: To determine the $subjects^{\circ}{\emptyset}$ awareness of poisonous substances designation systems, a selfadministered questionnaire comprised of items on general characteristics and knowledge and recognition of the need for system improvement was issued. Data were analyzed via t-tests and ANOVA using SPSS v 16.0 Results: Regarding system comprehension, managers (n=213; mean 3.28, SD 0.63) significantly differed from experts (n=35; mean 4.08, SD 0.59) (P<0.001). No differences were found in recognition of need for improvement between managers (mean 3.11, SD 0.34) and experts (mean 3.24, SD 0.31). Significant differences in comprehension were found among managers by education level (P<0.05) and company size (P<0.05). Regarding industry type, comprehension was greater in the electrical/electronic and chemical/environmental industries compared to in other industries (P = 0.066). Comprehension was higher among those with five years or more of experience compared to those with less than five years. Regarding recognition of need for improvement, managers showed significant differences by company size (P<0.05). $Experts^{\circ}{\emptyset}$ comprehension showed no differences by general characteristics, while need for improvement differed according to work experience (P<0.001). Conclusion: The study found that the bigger the company size, the higher the level of comprehension by managers and the experts. In the case of both groups, where a higher comprehension of the poisonous substances designation system was evident, they recognized the necessity of its improvement.

In order to calculate the quality management cost of construction work, the process must conform to relevant laws and regulations. In details, the cost of the various items such as quality test fee and quality control activity cost are required to be calculated. Regarding the quality management costs, the labor cost is applied to the quality examination fee and the calculation unit quantity in the construction quality management duties. The application of the unit price of the labor cost stipulates that Construction Association of Korea and Korea Engineering & Consulting Association apply the unit price which is surveyed and published. However, in the related laws and regulations, the standard of the quality manager and quality tester is not clear. This accounts for the confusion in the cost of construction management and the cost of labor. In the current law, the allocation standard of quality control personnel is specified according to the size of the construction, but the standard of placement of quality testers is not specified. At the construction site, there is no assignment criteria manpower for quality testers except quality managers, or very little work is being done. The quality control personnel conducts the quality test work to be carried out by the quality tester, and this carrying out heavy work. Therefore, it is difficult to maintain quality control activities. In this study, the labor cost of quality management expenses and the allocation criteria of quality managers and quality testers are established and presented for the purpose of securing the quality of the construction work and preventing the construction work. It is stipulated that the standards of the relevant laws and regulations, which are not clear, should be classified into quality control personnel and quality testers according to the size of the construction. Based on the unit price of Korea Engineering & Consulting Association, the personnel expenses of quality managers and quality testers are proposed to apply the unit price of engineer (professional engineer, specialist, advanced, intermediate, beginner) and skilled technicians (advanced, intermediate, beginner).
