  • Ie is popular belief among the authorities concerned and their apologists that media coverage of terrorism promotes terrorism and is used as publicity by terrorists. Generally speaking, however, in reporting terrorism, the media become not terrorists' but state's means of publicity, and condemn terrorism, while rationalizing state's violence against terrorism. Terrorists may be successful in attracting public attention at the initial stage of terrorism, but usually fail in publicizing their cause. This fact notwithstanding, the authorities concerned and their apologists maintain thar media coverage of terrorism should be controlled, because it works as publicity for terrorists. Now it can be said that there is an intention to control the media when it is asserted that media coverage of terrorism works as publicity for terrorists. To present these arguments, this article discusses the news values and publicity aspect of terrorism, reviews some problems of and misunderstanding about media coverage of terrorism, and for illustrations, look into the American media's coverage of the 9-11 terrorism against the U. S. and "war on terror". that is, state terrorism taken as a countermeasure to it by the U. S.

An analysis of Changes of International Terrorisms of IS (IS테러를 중심으로 한 국제테러의 변화양상 분석)

  • This study analyzes the changes of international terrorisms which are caused by IS through literature investigation, statistics and case analysis, and gives an understanding about recent trend of the terrorisms and aggressive method. Moreover, this study is for presenting a basic standard about an effective counterplan of the terrorisms. The results of this study are summarized as follows. First of all, there is a change of terrorism that homegrown terrorism grows into wolf-pack terrorism. Second, the terrorists show psychological terror by expanding their targets and using brutal and indiscriminate terrorism attacks. Third, the terrorists use networks of internet and SNS as a resource and as a tool for publicity activities of their groups. Forth, the terrorists have form of global organization through ties of other terrorists like middle-east or Africa.

  • As witnessed in September 11 attacks, air terrorism is often the most effective means to achieve their goals, and thereby requires a sophisticated level of security measures. Moreover, considering the nature of air transportation, the prevention of air terrorism demands a wide range of international cooperation and joint efforts such as timely sharing of information related to air terrorism (such as latest terror techniques and list of terrorists) between nations, International Air Transport Association (IATA) and International Civil Aviation Organization (ICAO) As most air terrorism can be effectively prevented through security and search activities in airports, this study has focused on researching security measures and issues in major airports around the world, along with the potential measures to improve them. To achieve this effect, this paper offers solutions to preventing air terrorism by exploring appropriate responses to various type of air terrorism, deployment of advanced security and search equipment, techniques to identify terrorists, R&D on equipments to physically take down terrorists and systematic improvements on airport security search process.

  • This paper provides a simple microeconomic model of terrorist attcks and anti-terrorism policies. The terrorists can be characterised as rational actors, choosing between legal activities and terrorist activities to promote their political goals. Since their resources are limited, one can think of anti-terrorist policies by examining how such policies affect the objectives and constraints of terrorists. Deterrence policy seeks to reduce terrorist attacks by raising the cost of undertaking terrorist acts. Proactive policy aims at preventing attacks by destroying terrorists' resources (fund, personnel, leadership). This paper suggests another type of anti-terrorist policy which is to reduce the benefits of (or in other words, raising the opportunity costs of) terrorist acts. Such a policy is based on decentralisation in political decision-making and economic power.

A Study on the Legislative Conception of Terror of the Advanced European Nations (유럽 선진국의 법제적 테러 개념에 관한 고찰)

  • Many countries throughout the world have enacted laws on terrorism in the light of the changes that time has brought to them, geographical features, cultural values, and environmental elements. Especially some advanced European nations prescribe the definition of terrorism, the purpose of terrorism, the behavior of terrorism, and the types of crimes related to terrorism and so on for the following reason that it is more vital for the authorities concerned to investigate and punish terrorists after the rise of terrorism. In this regard, this paper analyzes legislative countermoves against terrorists of advanced countries such as France, Germany, and England and through this sheds light on the need of future anti-terrorism bills. The legislative basic guidelines directly to manipulate future terrors based on theories derived from this study could be summarized as follows. In the first place, providing laws on direct investigative power and harsher punishment to those involved in terrorism is a prerequisite for social security and thus the presidential directive of the state anti-terrorism action guidelines just deals with administrative measures without any effective response to terrorism. Hence it is urgent to make anti-terrorism bill concerning investigation and punishment of terrorists. In the second place, it is associated with the objectives of terror. The expression "all sorts of" stated in Korean law is so quite unclear that it can not fulfill the required conditions for naming it "crime". Comprehending provisoes of the crime that meets the purpose of the terrorists is necessary in order to investigate and inflict punishment on them. Therefore, it is advisable to establish specific and precise principles such as political, social, ideological, and religious purpose of terrorists in the bill. In the third place, to meet the flow of times of technicalization, informatization, such provisoes as destruction of electronic data system, crimes related to nuclear materials, purchases of weapons by terrorists, tax administration for prohibition of sale, and arson should be considered in terror bill. In the fourth place, nonselective attack toward unspecified individuals has become a serious issue in our society. Terrorists leave poisonous foods or beverages to crowded place or dump toxic chemicals into river intentionally. Therefore more strict regulations must be included in terror bill to prevent possible terrorist attacks.

A review on the Pathogens and Diseases Associated with Biological weapons (생물무기로 사용된 병원균과 질병에 대한 고찰)

  • Recently, biological weapons (BWs) prepared with pathogenic microorganisms, toxins and biological vectors have been used maliciously for biological warfare, bioterrorism and/or agroterrorism by hostile countries and terrorists. In this review, historical background of disease and malicious use of BWs pathogenicity of microorganisms, advanced methodology involved in laboratory diagnosis, and prevention and control of anthrax (Bacillus anthracis), plague (Yersinia pseudotuberculosis subs. pestis), glanders (Burkholderia mallei), and smallpox (Variola virus) which have been abused for biological warfare or bioterrorism were discussed. In addition, the pathogenicity of microorganisms and the methodology needed to diagnose and control 6 diseases identified by WHO/CDC, ie., smallpox, inhalation anthrax, pneumonic plague, botulism, tularemia, and hemorrhagic fevers that would wreak havoc if terrorists successfully disseminated the germs by air were described.

Geospatial analysis of terrorist bombing attacks in Afghanistan (아프가니스탄 폭탄테러공격에 관한 지리-공간 분석)

  • Since the launch of Operation Enduring Freedom in 2001, Afghanistan has been a critical battle ground for war against global terrorism. For the last 10 years, the U.S. government and its allies and the Afghan government have put a considerable effort to crush terrorists and insurgents and at the same time to construct nationwide governance system. Yet, the noble mission still seems far from complete. Terrorist or insurgent operations in Afghanistan are still active and troublesome. Thus this subject continues to draw a considerable attention of research or investigative reports to grasp an insightful knowledge or intelligence that may allow a better handling of terrorist troubles in this war-torn nation. This study hopes to serve this purpose by providing analyzed information on terrorist bombings in Afghanistan occurred between 2004 and 2007. It adopts GIS (Geographic information System) analysis technique to uncover spatially patterned aspects of terrorist bombing attacks in Afghanistan. The specific focus of this study is to examine whether terrorists behave rationally when they decide which targets to attack. For analysis, this study will focus on examining whether characteristics of localities have certain impact on the risk of being targets of terrorist bombing attacks. To examine the hypothesis of this study, it will explore how the spatial risk of becoming targets of terrorist bombing attack interacts with cost necessary for executing a ttack paid b y terrorists; 1) by demonstrating the spatial distribution of bombing attacks in Afghanistan and 2) by estimating the distance between headquarters (or home base) of terrorists groups and the bombed target area.

A study on possibility of soft target terrorism by ISIS in South Korea (자국내 IS테러단체에 의한 소프트타깃 테러발생 가능성에 대한 연구)

  • These days, ISIS terrorists have been expanding not only to european countries, but also to asian countries so South Korea is no longer safe from terrorists' attacks. Especially, 'soft target terrorism' makes many people maximizing fear of terrorism because it is caused by small groups - those who are armed with small arms and light weapons - and they are able to carry out hit and run attacks on civilian targets. It poses even more dangerous to kill massively. That is why November 2015 Paris attacks and January 2016 Jakarta attacks killed and injured many people because of 'soft target terrorism.' Therefore, the South Korea has also recognized the seriousness of terrorism by ISIS. The study has shown the precautionary measures about 'soft target terrorism' and how to defend against 'soft target terrorism' by looking through overseas examples. It is for the possibilities of 'soft terrorism' in South Korea because of the expansion of ISIS. As a result, 'soft target terrorism', caused by ISIS, could happen in South Korea. The counterplan is as in the following. First of all, 'soft target terrorism', which is collaborated with ISIS and domestic terrorists, could be caused by negative awareness of foreign residents and xenophobia so the public should change stereotypes about the foreign residents and there should be legislation about racial discrimination enacted by parliament and the government must practice the law. Second, the Korean anti-terrorism laws should be modified to minimize violations of human rights, related to the Korean citizens' personal information, and to stop the concentration of power into the hands of one law enforcement. Third, the government has to develop and to initiate the refuge&evacuation simulation, which prepares for 'soft target terrorism' and minimizes the damages if terrorists attack hot spots like central commercial areas or event halls.

  • Since 11 September 2001, the awareness of terrorists' actions has clearly risen. The potential threat of terrorists using containers poses a large risk to our economies and to our societies. In order to protect cargo from damage and terrorist threats, business and government turn to RFID and IC tags, and tradition container is replaced by IC smart container. In this study, presented application of IC tag and future tasks to Container transport by sea in viewpoint of security strengthening. First, realization and international SCM realization structural order that cover container supply chain whole of international standardization and association between industry are certainly needed. Second, it may have to try in technical development for IC tag Ratio that can read elevation moment develop suitable IC tag or reader in International Standard. Third, Need to establish concrete use policy as soon as possible in national dimension at the same time effort for international standard normalization of frequency. Finally, it shows to uses jointly with electron sealing and must solve problem about usable plan and information leak.

Threats of MANPADS and Its Counter-Measures

  • The International air transportation industry provides a vital communication link which brings prosperity to many states in our modern age. This invaluable link has been threatened by terrorism. Airlines have been one of the most attractive targets in the eyes of terrorists for several reasons, including particularly the international and symbolic nature of aviation, and the potential of multigovernmental involvement which can inevitably generate wide publicity. Terrorist attacks against civil aviation have been committed since the earliest days of civil aviation history. The first attack against civil aircraft dates back to the early 1930s. Since then, aircraft hijacking and other forms of attack against air transport operations have become one of the most serious challenges to the safety of flying. In recent years, a new form of threats against civil aviation has appeared. Man-portable air defense systems (MANPADS) in the hands of criminals, terrorists, and other non-state actors pose a serious potential threat to passenger air travel, the commercial aviation industry, and military aircraft around the world. The purpose of this study is to provide some countermeasures against such attacks. In order to foster a better understanding of the problem, an introduction of MANPADS and a brief history of attacks using MANPADS are presented. It also examines the level of threats, trends of attacks using MANPADS and the possible countermeasures to be taken by the international community.
