A Study on the Basis of Telehealth Cybersecurity Standards (원격의료보안표준 기반에 관한 연구)

  • 팬데믹 시대를 맞아 전세계적으로 원격의료에 대한 수요가 높아졌고, 이에 따라 원격의료의 보안 위험도 급증하고 있다. 원격의료는 각각의 원격의료 참여자가 서로 보안수준이 상이한 물리적 공간에 있으면서 의료행위에 참여하고, IT와 의료기기 비전문가인 개인이 자신의 공간에서 다수의 의료기기를 운용해야 하는 경우가 많으며, 서비스형태에 따라 실시간 데이터 교환이 이루어져야 한다는 점에서 일반적인 의료와 다른 보안 이슈가 발생한다. 이와 같은 특성의 원격의료 보안 위험 대응방안 연구를 위하여 관련 표준을 검토해 보았으나, ISO/IEC 및 미국 NIST의 일반보안 표준으로부터 분기한 의료 일반에 대한 보안표준이나 의료기기 보안 가이드는 존재하지만 원격의료보안을 포괄적으로 정립한 표준을 찾을 수 없었다. 이에 따라 국제적으로 통용될 수 있는 원격의료보안 표준의 개발이 시급하며, 이를 위하여 원격의료에 대한 용어 정의, 원격의료 참조모델 규정, 원격의료 보안모델 개발이 필요하다. 향후 이와 같은 원격 의료 구성 요소들을 정의하고 구성 요소들 간의 상호작용과 환경적 보안 취약성 및 위협, 보안 요구사항을 정립한 원격의료 보안프레임워크 수립이 수행되어야 할 것이다.

A Systematic Review of the Economic Evaluation of Telemedicine in Japan

  • Objectives: There is no systematic review on economic evaluations of telemedicine in Japan, despite over 1000 trials implemented. Our systematic review aims to examine whether Japan's telemedicine is cost-saving or cost-effective, examine the methodological rigorousness of the economic evaluations, and discuss future studies needed to improve telemedicine's financial sustainability. Methods: We searched five databases, including two Japanese databases, to find peer-reviewed articles published between January 1, 2000 and December 31, 2014 in English and Japanese that performed economic evaluations of Japan's telemedicine programs. The methodological rigorousness of the economic analyses was assessed with a well-established checklist. We calculated the benefit-to-cost ratio (BCR) when a reviewed study reported related data but did not report the BCR. All cost values were adjusted to 2014 US dollars. Results: Among the 17 articles identified, six studies reported on settings connecting physicians for specialist consultations, and eleven studies on settings connecting healthcare providers and patients at home. There are three cost-benefit analyses and three cost-minimization analyses. The remaining studies measured the benefit of telemedicine only, using medical expenditure saved or users' willingness-to-pay. There was substantial diversity in the methodological rigorousness. Studies on teledermatology and teleradiology indicated a favorable level of economic efficiency. Studies on telehomecare gave mixed results. One cost-benefit analysis on telehomecare indicated a low economic efficiency, partly due to public subsidy rules, e.g., a too short budget period. Conclusions: Overall, telemedicine programs in Japan were indicated to have a favorable level of economic efficiency. However, the scarcity of the economic literature indicates the need for further rigorous economic evaluation studies.

  • This paper provides an integrated framework for biometric data and private information protection in TeleHealth. Biometric technology is indispensable in providing identification and convenience in the TeleHealth environment. Once biometric information is exposed to mallicious attacker, he will suffer great loss from the illegferuse of his biometric data by someone else because of difficulty of change not like ID and password. We have to buil by someone esystem data bon the integrated framework for biometric data and private information protection in TeleHealth. First, we consider the structure of the biometric system and the security requirements of y someone esystem data bon the biometrics. And then, we define the TeleHealth system model and provide the vulnerabilities and countermeasures of the biometric-data by someone eintegrated model.byhe TeleHealth sse bec requires two-phata authentication for countermeasure. Finally, we made some functionferrequirements for main componenets of biometric-data bintegrated TeleHealth system framework to protect biometric data.

Smart Healthcare in the Era of the Covid-19 Pandemic: Strategies and Tasks for Mental Health Social Work (코로나시대 스마트헬스케어의 적용가능성과 과제: 정신건강 사회복지 분야를 중심으로)

  • This paper focuses on the usability of smart healthcare based on the development of Information and Communication Technology(ICT), briefly introduces concepts and the current status related to smart healthcare, and discusses strategies and future tasks in the field of mental health welfare in the COVID-19 era. This paper first introduces the smart healthcare programs of the National Mental Health Center and the Seoul Mental Health Welfare Center. Second, we introduce various smart healthcare programs used in Germany, China, the U.S., and Australia, review the actual examples, and examine both public and private responsiveness. Finally, we examine the possibility of using smart healthcare in the mental health social work system in South Korea and examine future tasks and implications. This paper would contribute to the growth of world-class mental health social work services.
