Prioritizing Telecommunications Service Policies in South Korea: An Innovation System Approach

  • Although the telecommunications service industry has become a basic infrastructure component of the information and communication technology (ICT) industry, it is now losing its reputation as a cash cow due to achieving a saturation of service subscribers, especially in South Korea. With the exception of improving network speeds, network operators are experiencing difficulties in creating new innovations. Therefore, new innovations for the telecommunications service industry should be identified in conjunction with government policies for industry promotion. To examine the innovative capabilities of a specific industry, innovation system theories were used as a framework for research. However, existing innovation systems are limited with regard to explaining the openness of relationships and user participation which are general properties of the ICT industry. Moreover, as sources of innovative activity, additional values such as financial support and collaboration are more appropriate. This study presents a new innovation system based on innovation values. We analyze the telecommunications service industry and prioritize the importance of telecommunication policies within South Korea. An in-depth interview with experts based on the innovation system framework is conducted first. Next, innovation factors derived from the interview are applied within an analytic hierarchy process (AHP), leading to a prioritization of innovation factors for the telecommunications service industry.

The Impact of Ecosystem-based Alliance Formation on Financial Performance in the Korean Telecommunications Industry

  • The diffusion of smart devices has greatly influenced the market dynamics of the telecommunications industry. The competition paradigm has shifted from individual firm-based competition to ecosystem-based competition. To satisfy the diverse needs of market customers, it has become more important for telecommunications companies to form alliances with complementary partners in the ecosystem. This study empirically investigates the influence of ecosystem-based alliance formations on the financial performance of firms in the Korean telecommunications market. Specifically, the impact of a CPND (Content, Platforms, Networks, and Devices) alliance in the ICT (Information and Communications Technology) sector on firms' profitability is examined using a structural equation model. The results indicate that before the diffusion of smart devices, ecosystem-based alliance formations with other firms in the ICT ecosystem were not effective for enhancing profitability. However, after this diffusion, alliance formation between members of the value chain in the ICT ecosystem contributed significantly to firms' financial performance. This implies that recent alliances with firms that are constituents of the ICT ecosystem are an important element of profit generation in the ICT market in Korea.

  • This research is focusing on industry dynamics of Korean Mobile Telecommunications Industry. Industry data from 1997 to April 2004 are used to analyze industry dynamics through variety use of case study and system dynamics modeling. As results, we found the importance of initial endowment, firm reputation, and handset subsidy strategy. Along with these player-based characteristics, government impacts on dynamics of competition are also investigated.

  • This study analyzed Korean Fair Trade Commission's judgemental cases of cartels in telecommunications and media industry and presented the following results. First, cartels were formed frequently in multi-channel broadcasting industry, telecommunications industry, movie industry, and newspaper industry. In addition, price-fixing were observed in almost all subfield of telecommunications and media industry. Second, administrative guidance facilitated more opportunities for collusion in the telecommunications industry than in the media industry. Third, the telecommunications and media industry, similar to overall domestic industries, had a high proportion of hard-core cartels. Fourth, the depth of judgemental case in evaluating agreements among competitors was generally low, even though detail evaluations were found in the cases of large fines. Fifth, the overall level of sanctions was relatively low.

  • A multi-channel network(MCN) is an organization that works with video platforms, such as YouTube, to offer assistance to channel owners in areas such as "products, programming, funding, cross-promotion, partner management, digital rights management, monetization/sales, and/or audience development" in exchange for a percentage of the ad revenue from the channel. This paper examines the market trends, business trends, and future evolution of an MCN. It also examines the status of the MCN industry in the media industry and the strategic direction for future industry development.

  • The rapid technical development is changing the environment in the telecommunications industry that is the convergence among technologies, the intensive competition, and so on. Standardization is the core issue in the telecommunications industry, and it is recognized the important strategy to preempt a market by all firms. The telecommunication industry has far-reaching effects to the other industries, so firms in the telecommunications industry compete intensively against one another build on early lead. Because the defeat in standardization competition cause the pertinent nation a great loss. Therefore it shows the intense competition from the early stage in the telecommunications industry. In this paper, we'll examin the change in environment in relation to standardization in the telecommunication and suggest the national policies of standardization.

In this paper, based on the survey or 60 telecommuiucations service cases in Korea, determinants or telecommunications service performance are identified and managerial implications are derived Understanding factors contributing to the performance would provide meaningful insights into how to improve the new telecommunications service development.

A New Venture Performance Model in the Korean Information and Telecommunications Industry

  • In this paper, we investigate on the determinants of new venture performance empirically and suggest a new venture performance model in the Korean Information and Telecommunications (IT) industry. A total of seven hypotheses is established and tested using a combination of factor analysis, cluster analysis, analysis of variance, and correlation analysis. Ninety-two sample ventures in the Korean IT industry were investigated and analyzed to test hypotheses. We found that new ventures performance depends on their environment, strategy, internal resources factors, and, most importantly, two-way and three-way interactions of these factors. These findings could be interpreted as supporting the general strategy theory that when environment and internal resources and fitted, performance might be maximized and, further, strategy is the means that make internal resources and environment fit. The venture performance model presented in this paper can explain how new ventures achieve their successes. The strategic implications to the venture firms are also discussed.

A Study on Validity of New Mobile Policies in Korea

  • The world mobile service is growing sharply and became bigger market than wired. So it is very needed to find the political way to promote mobile industry. The United States government recently decided to introduce new mobile policies for promoting mobile industry. Until now the telecommunications policies of the United States have affected policy developments for many countries including Korea. In this context, we studied the validity of introducing new mobile policies of the United States in Korea. We found that new mobile policies can cause the change of mobile market environment; mobile market power will be dispersed from network to content, application and devise, and new mobile market environment where consumers freely select and use network as well as content, application and devise will be made. Also we found empirically that if new policies are introduced in Korea, mobile industry will be promoted as Korean consumers use mobile services and goods quite actively in new mobile market. We think our results provide reasonable evidence to introduce new mobile policies in Korea.

  • The remarkable growth of Korean telecommunication market has based on the introduction of competition as well as mobile technology like CDMA. It was well Down that such a conspicuous growth has been towed by mobile service rather than fixed telephone service. In telecommunications service the number of subscribers to mobile was over 40 millions in 2006 and also, while the traffic amount of fixed telephone has been more decreased, that of mobile, which already outnumbers the fixed, has been constantly increased and will be much more in future. It will accelerate the substitution of access and call demand of fixed service by mobile. This change of technology and demand does affect directly the market performance of telecommunications. And regulation has also an effect on market structure, which finally affects on market performance. In this paper we suppose the fixed and mobile telecommunications services are in a same industry. After reviewing the relations among the demand, cost, charge structure and revenue structure in the one fixed and mobile telecommunications market using the framework of an industrial structure analysis, we discuss the current issues of telecommunications regulation and implications for the future regulation.
