Effects of Strategic Resources on Technology Commercialization (기술이전을 통한 기술사업화에 영향을 미치는 기업자원요인 탐색연구)

  • The purpose of this research was to examine the factors that affect colleges that play an important role in technology commercialization as technology provider, and enterprises as technology user engaging in technology transfer commercialization by dividing it into strategic resource factor. And this study was also intended to present a strategic meaning and perspective relative to colleges and enterprises as well. To do this, those factors that have influences on technology transfer commercialization were elicited through investigation of literatures, and classified into strategic resource factors to suit research purpose, and based on these information, research hypothesis and research model were established and designed. Research results improved that some enterprises among benefited from technology transfer.

  • We have analyzed technology transfer and commercialization process and factors affecting the outcomes of technology commercialization of public research institutes in Korea. A technology commercialization process model was presented as an input, intermediate outcomes/capabilities, output (outcome) structure using the structural equation model. Input variables include R&D input, technology commercialization strategy/support, collaboration, social capital. The model also includes R&D capabilities and technology commercialization performance as intermediate variable and output variable respectively. The technology commercialization performance was measured as the number of technology transfer and spin-off. We conducted survey and 88 institutes responded. Empirical results show that R&D input influence R&D capabilities and R&D capabilities influence the output of technology transfer and commercialization. Collaboration activities and social capital also appear to have a positive effect on the output. However, the effect of strategy and support on the output appear to be not statistically significant.

  • In a turbulent environment, it is important for a firm to obtain competitiveness through acquiring new technologies and new knowledge. Many studies has shown that R&D has positive effects on innovation and performance. However, the limitation of resources and research personnel for SMEs leads to the needs of collaboration between government R&D and SMEs. The quantitative results of government R&D comes in the form of patents or publication of papers while the qualitative results comes in the form of commercialization (revenue increase or cost reduction) of the SMEs acquiring the technology through technology transfer. Korean government invested 16.9 Trillion Won in 2013 and achieved remarkable quantitative results but the qualitative results are still yet to be improved. The technology transfer rate in 2011 was 26.0% while the success rate of commercialization of the transferred technology is only 23.6%. Therefore it is meaningful to study the success factors of the technology commercialization in Korea. In this study, a case of technology commercialization between ETRI and Initech is studied. Initech was a venture firm which started in 1997 with 2 employees and after transfer of technology from ETRI in 1999, it has grown to a firm of 238 employees. In this study, Jolly's commercialization model was used to analyze the success factors of the commercialization. It was shown that four main factors that leads to the success are (1) mobilizing interest and endorsement through customer oriented R&D by ETRI, (2) mobilizing resources for demonstration through systematic technology commercialization process by ETRI, (3) mobilizing market constitutents through government standardization that leads to the reliability of the participants, and (4) mobilizing complementary assets for delivery by management strategies of Initech.

Factors Impacting Public Technology Transfer and Commercialization and Its Strategy for R&D Management (공공기술이전·사업화 영향요인 및 연구개발 관리전략)

  • The major objective of this research is to suggest the proactive strategy and management of public R&D for the active transfer of technology based on the influential factor analysis of technology transfer. This study identified influential factors which make the greatest impact on the success of public technology transfer and commercialization through three points of view-technology supplier's view, technology adopter's view and view of commercialization-which contribute to successful technology transfer and commercialization. The core influential variables for blocking technology transfer are identified such as additional technological development, search for technology adopter followed by mass production technology and testing of confidence. Technology adopter is to create new markets or expand existing markets through the superiority (innovation) of licensing technology, increasing the internal innovation capabilities and maximizing the impacts of technology. This research suggests two effective strategies for improving technology transfer such as technology planning and marketing in the view of technology license. The strategy of technology planning should be established and executed to meet both technology trends and adopter's needs. And strong patents should be secured in terms of licensing of technology. Also the technological performance should be evaluated at mid-term appraisal, confirming the needs of adopter and competitive advantage of technology and patent. In addition to this, the customized technology marketing strategy for different fields of applications is also required in order to improve the likelihood of technology transfer. If the performance of R&D organization could be evaluated by global technological competitiveness and spillover effects of commercialization rather than quantitative output, the flow of technology transfer and commercialization would be accelerated.

  • An empirical analysis study applied to evaluate the effect of critical factors for technology transfer. The research aims to suggest ways of political support in order to facilitate technological transfer and commercialization of public research institute'technology. Based on previous researches, it is determined that five critical factors which effect on technology commercialization. These critical factors are used to derive the order of priority, attribute of the success, and failure factors. The result of this research emphasized on both roles of technology introduction motivation and type of technology transfer. In order to collect data for this research, it is carried out that survey and field study toward to technology user such as manufacturing companies which have contracted with institute A. This research has a meaning in aspects of verification of previous hypothesis through scientific approach and new findings of a significant factor that motivation determines the success or failure of technology commercialization.

  • These days, the environment surrounding university has been changing rapidly and largely. Especially, the academic entrepreneurship for university spin-offs and wealth creation is being emphasized. And therefore, the importance of industry-academy-research institute cooperation for technology transfer and commercialization is increasing more and more. According to that, government have made various legal system and support the university activities for their autonomous and practical technology use, and one of that core means is to make university establish the special organization for technology transfer and commercialization, and support its activities systematically. This paper aims to study legal system on the special organization for university technology transfer and commercialization in korea. Especially, it is layed emphasis to search the problems and find out the improvement ways about the special organization. For this purpose, the legal system and necessity of special organization in university and other research institute are reviewed in domestic and abroad, the type and operation methodology of special organization in the existing laws are investigated in korea, the operation effects of several organization are analyzed, and lastly the improvement methods for activating the organization are studied and suggested.

Determinants of R&D Commercialization by SMEs after Technology Transfer

  • This study aims to analyze the factors that could influence business decisions of in the commercialization of R&D when technology is transferred from government research institutes (GRIs) to small and medium-sized enterprises (SMEs). We examine 353 such cases of technology transfer. The dependent variable is whether the licensee had the intention of following up with R&D after the technology has been transferred. The independent variables, classified into ex-ante factors and ex-post factors, consist of the involvement of SMEs into GRI R&D, technology readiness level, relatedness to existing technologies, and contribution to sales revenue and level-up of existing technologies. The results of the study show that the contribution to existing technologies has a positive impact on R&D commercialization. However, unlike our expectation, contribution to sales revenue, the involvement of SMEs into GRI R&D, technology readiness level, the relatedness to existing technologies of the technology transferred have no impact on follow-up R&D.

Creating Start-ups through Technology Transfer in Science Technology Park: A Case Study of Daedeok Innopolis

  • The largest and oldest science and technology park in Korea, Daedeok Innopolis has 29 government research institutes and 5 universities. Every year these research organizations of Daedeok Innopolis are generating more than 7 thousands technology patents and the government tries to commercialize technologies through simple technology licensing to private companies. To facilitate the technology transfer, the new mechanism named research institute spin-offs has been exclusively granted to Daedeok Innopolis in 2006. Since then, the Innopolis Foundation has put lots of effort to activate the mechanism in order to create more commercialization of R&D results from government research institutes (GRIs). This study is undertaken to review the interactive environment of the technology transfer in Daedeok Innopolis and study the unique mechanism which enables Daedeok Innopolis to proceed technology transfer effectively and in particular, looks at the role which can be played by the Innopolis Foundation as a government agent of the policy aimed at facilitating commercialization of using technologies developed by GRIs.

Effective Commercialization Strategies for the R&D in the Area of Information & Communication Technology (연구개발된 정보통신기술의 효율적인 상용화 지원방안 연구)

  • In this paper, we use a structural equation model to diagnose success factors on commercialization of information and communication technology considering the characteristics of commercialization process in terms of the type of technology, technology provider and technology receiver. The results of our study indicated the following. The transferor's research ability has significant effects on the commercialization by small businesses with low R&D expenditure to sales ratio, and the business management ability plays an important role in the commercialization by the relatively large (over 100 employees) companies with low R&D expenditure ratio. During the commercialization of the technology independently researched by government run institute or university, the transferee's business management ability is crucial to success. To those companies which run the existing business with high R&D expenditure ratio, their ability to utilize technology is essential. When the independently researched technology is used in the new business, the companies' business management ability and the role of technology transfer center are the important factors on the commercialization. Based on these findings, we suggest some strategies to effectively promote R&D efforts for successful commercialization.

  • This study investigated the success factors of technology transfer and commercialization in the high-technology industries. We specifically analyzed the case of technology transfer between KETI and probe card company. The main purpose of this research is to seek and analyze the most influential factors which can lead to successful technology transfer and technology commercialization both in terms of government policy and corporation strategy. This research oversees the previous research works. framework setting and case study analysis to derive implications in the following points of views: technology receiver, technology provider, technology's characteristics, technology transfer's process. The important findings of this study are as follows. In the terms of technology receiver, the experience in technology transfer and commercialization, will to support for R&BD and rich technology pool are also important. In terms of technology provider, acquisition strategy, will to push, complementary assets and absorptive capacity are very crucial. In terms of technology's characteristics, R&D stage, technology category and connectivity of existing technology are closely related with successful transfer and commercialization. Finally, Support of TLO and active participation of transfer process are important factors in terms of technology transfer's process.
