A Study on the Systematization of the Technology Act for Platforming the Fourth Industrial Revolution

  • Korea has the potential to lead the era of the Fourth Industrial Revolution, which succeeded in the information and communication revolution, including the establishment of an e-government. The Go match between humans and computers has led to the realization that humans are starting to live in a new era that they have never experienced before. In 2018, the Federation of Science and Technology Organizations conducted a recognition survey on "what is the most urgent thing?" in the era of the Fourth Industrial Revolution. As a result, it has been shown that the readjustment of the laws of science and technology is most urgent, so it is necessary to analyze the laws of science and technology. According to the research, more than 400 laws are diagnosed, and laws that serve as basic laws cannot lead the Fourth Industrial Revolution. The Framework Act on Science and Technology provides an emphasis on the promotion and management of R&D projects. When analyzing the regulations on 'Development of Science and Technology Innovation System', 'Basic Plan of Science and Technology', and 'Comprehensive Plan for Promotion of Local Science and Technology', there is no suggestion of the Fourth Industrial Revolution. After all, a comprehensive analysis of the current Framework Act on Science and Technology indicates that it is in effect the R&D and Management Act. The "Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee" poses the problem of defining parliamentary legislation as administrative legislation. 'In addition, if we analyze the Smart City Act, the lack of logical links with the Framework Act on Science and Technology and the Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee is a major problem. In conclusion, in order to platform the Fourth Industrial Revolution, two improvements can be put forward. First, the Framework Act on Science and Technology shall be abolished to enact the National Research and Development Administration Act, and secondly, the Framework Act on the Fourth Industrial Revolution shall be enacted to absorb the contents of the Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee.

  • 이 논문의 목적은 산업혁명들의 역사적 흐름을 정리하고 이를 통해 2016년 세계경제포럼이 촉발한 4차 산업혁명론의 위상을 점검하는 데 있다. 우선, 이 논문에서는 1차, 2차, 3차 산업혁명의 전개과정을 검토한 후 해당 산업혁명의 특징을 도출하였다. 그 결과 4차 산업혁명에 관한 논자들이 인식하고 있는 산업혁명의 역사에는 핵심 기술과 시작 연도 등에서 상당한 문제점이 있다는 점을 확인할 수 있었다. 또한 4차 산업혁명이 또 하나의 새로운 산업혁명인지에 대해 의문을 제기하면서 산업혁명이 성립될 수 있는 몇 가지 조건을 제안하였다. 결론적으로 최근에 열광적으로 논의되고 있는 4차 산업혁명은 일종의 작업가설에 불과하며, 한국적 상황에 적합한 미래 비전을 정립하는 것이 필요하다고 지적하였다.

서비스 산업의 4차 산업혁명 기술 혁신 특성과 시사점 (Characteristics and Implications of 4th Industrial Revolution Technology Innovation in the Service Industry)

  • 4차 산업혁명 시대를 맞이하여 서비스 산업에서 4차 산업혁명 기술의 중요성이 증가하고 있다. 본 연구의 목적은 서비스 산업의 4차 산업혁명 기술 개발 및 활용 현황을 파악하고 이에 기반하여 서비스 산업의 4차 산업혁명 기술 혁신 특성과 시사점을 도출하는 것이다. 본 연구에서는 서비스 산업의 4차 산업혁명 기술 혁신 특성을 파악하기 위해 통계청의 기업활동조사 데이터를 기반으로 조사·분석을 수행하였다. 서비스 산업의 4차 산업혁명 기술에 대해 기업 비율, 기술 개발 및 활용 비중, 개발·활용 기술, 기술 활용 분야, 기술 개발 방법측면에서 분석하였다. 또한 서비스 산업 4차 산업혁명 기술 변화 추이도 분석하였다. 서비스 산업의 분석결과를 바탕으로 타 산업의 4차 산업혁명 기술 활용 및 개발 현황과 비교·분석하였다. 특히 서비스 산업의 4차 산업혁명 기술 혁신 유형을 4차 산업혁명 기업 비율과 4차 산업혁명 기업 비율의 증가율 관점에서 4가지 유형으로 구분하고 서비스 산업별 유형을 도출하였다. 연구 및 분석결과를 바탕으로 서비스 산업의 4차 산업혁명 기술 혁신 특성과 시사점을 9가지 관점에서 제시하였다. 연구결과 서비스 산업 기업이 타 산업 기업보다 더 적극적으로 4차 산업 혁명 관련 기술을 개발하거나 활용하고 있는 것으로 나타났고 그 격차는 더욱 확대되고 있는 것으로 분석되었다. 세부 서비스 산업별로는 정보통신업, 금융 및 보험업, 교육 서비스업의 4차 산업혁명 기술 개발 또는 활용 비율이 상대적으로 높았고, 4차 산업혁명 기업 비중이 가장 많이 증가한 서비스 산업은 부동산업, 교육 서비스업, 보건업 및 사회복지 서비스업으로 조사되었다. 특히, 클라우드, 빅데이터, 인공지능이 핵심 3대 4차 산업혁명 기술로 분석되었다. 서비스 산업은 4차 산업혁명 기업 비율과 증가율 측면에서 4개의 유형으로 구분할 수 있으며 유형별 차별적인 혁신 특성을 반영한 서비스 산업 혁신 방안이 필요하다.

The Internet Information and Technology Research Directions based on the Fourth Industrial Revolution

  • The fourth industrial revolution is currently proceeding and is expected to significantly affect the way individuals live and in result change the society in various aspects. The ICT-based convergence industries of the fourth industrial revolution contain various fields such as driverless cars, lighter and tougher materials, robotics, 3D printing and even biotechnology. This paper examines the researches done in fourth industrial revolution field based on the articles submitted to APIC-IST 2015. The topics from articles related to the fourth industrial revolution were categorized based on the keyword frequency of main issues. Results suggested that IoT and Wireless sensor network related researches were among the fields that the most researches were done in it and topics like nanotechnology, biotechnology, driverless cars, sharing economy and 3D printing were not mentioned at all. This paper also suggests necessary contents in the fourth industrial revolution to be focused on for further research in this field.

4차 산업혁명 시대 최신기술 도입에 대한 치기공학과 학생들의 인식(유형) 조사 (Analysis of perception types of dental laboratory technology students about the introduction of emerging technologies during the 4th industrial revolution)

  • Purpose: This study aims to induce interest in the future society that could change with the advance of the 4th Industrial Revolution. It also intends to identify the direction of university education by investigating the perception of university students majoring in dental laboratory technology about the latest technology used in this era. Methods: The study recruited 240 college students majoring in dental laboratory technology at K and D universities in Gangwon-do and Daejeon, respectively. Online and face-to-face surveys were conducted from March 20, 2022 to April 10, 2022. Results: Although their interest in the use of emerging technologies during the 4th Industrial Revolution was above average 3.85, the dental laboratory technology students exhibited relatively high levels of anxiety 3.19 and reluctance 2.96. Second, their interest in emerging technologies demonstrated positive correlations with major satisfaction and understanding of concepts and readiness, whereas reluctance and anxiety pointed to negative correlations with understanding of the concepts of the 4th Industrial Revolution. Conclusion: Formulating guidelines is necessary to help students increase their understanding of the 4th Industrial Revolution and prepare them appropriately by setting an educational direction that can flexibly respond to the rapidly changing industrial environment.

  • Since the announcement of President Klaus Schwab's fourth industrial revolution at the World Economic Forum in Davos, Switzerland in January 2016, the fourth industrial revolution has emerged as a hot topic in our society. The United States, Japan, China, and Germany, which are major advanced nations, are preparing and implementing a strategy and system for responding to the Fourth Industrial Revolution, focusing on information and communication technology (ICT) and manufacturing convergence in response to the fourth industrial revolution era. Korea is announcing the expansion of financial support for R & D investment budget and related industries for major technology related to revolution. In this paper, we analyze the defense R & D project procedure of the Defense Improvement Project, which is responsible for the development of the defense weapon system, and present the development direction of the defense weapon system in accordance with the 4th world industrial revolution trend.

조직 내 4차 산업혁명의 기술 적용에 관한 연구 (The Technology Application of Fourth Industrial Revolution in Organization)

  • The purpose of this study is to empirically examine organizational change for a technological application of the fourth industrial revolution. The theoretical background of this study utilized organizational change management, the fourth industrial revolution, technological innovation, and voluntary acceptance. This research method used structural equations, cluster analysis, and analysis of variance. According to the results of the study, the organizational implement system, organizational leadership, and organizational operating system provided a positive effect on the voluntary technology acceptance of organization members. The voluntary technology acceptance provided a positive effect on the effectiveness of individual task innovation. However, organizational institutionalization among the independent variables did not affect voluntary acceptance. All independent variables except the organizational institutionalization had a partial mediating effect in the mediating effect verification. Meanwhile, The three groups by the cluster analysis were classified as new technology apathy, preference, and anxiety groups, and differences appeared among groups in the importance of organizational change variables. The organizational implement system in the technology apathy group and the organizational operating system in the technology anxiety group have a positive effect on voluntary technology acceptance. The technology preference group shows that a positive effect on organizational leadership and a negative effect on organizational institutionalization for voluntary technology acceptance. This study analyzed the technology application of the fourth industrial revolution in the organization based on the theory of organizational change. There has been reexamined the organizational change theory based on the new technology acceptance by the change of external environment in the fourth industrial revolution and the importance of technology innovation. As a practical implication, firms that are interested in a new technology of the fourth industrial revolution should prioritize preparing an implementation system when designing organizational changes.

4차 산업혁명 기술 활용이 수출성과에 미친 영향 (The Effect of the Use of 4th Industrial Revolution Technology on Export Performance)

  • With the advent of the 4th Industrial Revolution, there is a rising interest in the impact of these changes on Korea's trade. While the previous studies related to the 4th Industrial Revolution are very limited in the field of trade research, this study attempts an empirical analysis regarding the effect of the use of the 4th Industrial Revolution technology on the performance of exporters, based on the data of the Survey of Business Activities during 2017-2019 by the Korean government statistical office. Through the empirical analysis in combination with the propensity score matching (PSM) and the difference-in-difference (DID) analysis, this research confirms that the use of the 4th Industrial Revolution technology has a positive effect on the export performance of Korean exporters.

The purpose of this study is to review teachers' perception regarding the educational change in the fourth industrial revolution. For this purpose, we surveyed 420 school teachers and administrators. Most teachers highly understand The Fourth Industrial Revolution and they think AI(Artificial Intelligence) is a core technology. They recognize The Fourth Industrial Revolution is very important and great influence in the education field. For this, they need educational innovation in the education field. Elementary school teacher perceive understanding Elementary school teachers think that understand The Fourth Industrial Revolution and change of curriculum is highly important. And, Secondary school teachers perceive that the change of education system and class is very necessary. Lastly, STEAM education is the most appropriate to prepare for a changing society.

  • The world is now going through the era of the Fourth Industrial Revolution. Major global economies, including the United States, Germany, Japan and China, are fostering industries related to the fourth industrial revolution with policies and investments. South Korea is also setting up its fourth industrial revolution committee under the president, expanding policies and investment to foster industries related to the fourth industrial revolution, and increasing investment in research and development. Accordingly, government and private investment in industries and technologies related to the Fourth Industrial Revolution is made extensively around the world, and many related industries and technologies are being developed. In this paper, we will look into the status and problems of Advanced Concept Technology Demonstration projects that can quickly and easily introduce technologies related to the fourth industrial revolution in the private sector where many developments are taking place, and present the direction of development.
