Toshiba Matsushita Display Technology (TMD) has firstly succeeded in mass production of OCB (Optically Compensated Bend) mode liquid crystal display panels which have excellent moving picture quality almost the same as CRT. We have newly developed 32 -inch diagonal HD ($1366{\times}768\;pixels$) panels using OCB mode and low temperature p-Si TFT (LTPS) array substrates. High performance of brightness of $600cd/m^2$ and contrast ratio of 600 : 1 was obtained by using pseudo-impulse driving method to insert a black period between continuous two frames, and also by using blinking backlight method. Furthermore, moving picture response time (MPRT) 6.5ms has been obtained by optimization of black insert driving and backlight blinking, without the great sacrifices of contrast ratio and luminance.

In this paper, we calculates mathematical model of ex-core neutron flux monitoring system for nuclear reactor and design the digital system using the bilinear transformations. The output pulse shape and resolving time of the system determines from the proposed method.

The paper deals with the emergence of creative industries in Germany in the last decade and points out the recent development of creative industries at examples from different sub-segments. Recent national and regional policies are reflected and the importance of creative industries in relation to other economic branches will be discussed. Key factors for the development of creative industries are highlighted based on a literature review and a compilation of several empirical research studies. The paper points out the role of Science & Technology Parks for the development and further development of creative industries, based on German experiences. Finally, the conclusion deals with some ideas to facilitate the impact of Science and Technology Parks on creative industries in Germany.

This study is concerned with the process of technology transfer and commercialization. It is focused on the entrepreneurial development through the university business incubation process of Thailand. The study analyzes the leading university business incubators (UBIs) as well as major science and technology incubators to understand the strategies for commercialization of technology. The analyses of results, based on the Triple Helix model, have shown that the incubation program is one of the major policy mechanisms to support innovation and suggested that UBIs should act as an intermediary between the spheres of university and industry to provide interactive linkages and promote effective utilization of university research. The empirical study provides theoretical and managerial implications on the government policies to support the entrepreneurial development, innovation development and diffusion.

본 논문에서는 정형/비정형/XML 데이터의 검색 및 관리 기능을 갖춘 정보검색 관리시스템을 위한 서버와 클라이언트간의 통신 프로토콜을 설계하는 방법에 대해서 설명한다. 제시된 프로토콜은 정보검색관리시스템에 적절하게 설계되었으며, 확장성 및 호환성을 높이기 위하여 XML 메시지로 이루어져 있다. 그리고 통신 처리 효율을 증가시키기 위하여 TCP/IP 기반의 소켓 통신을 한다. 또한 본 논문에서는 이러한 프로토콜을 기반으로 정보검색관리시스템에서 기본적으로 제공하여야 하는 서비스를 정의한다.

Delay, cost overrun and inferior quality in public works are common in Nepal and Cambodia. Almost 90 percent of the civil construction engineers working in the industry were one-degree graduates without appropriate training. The civil engineering education had provided elemental engineering knowledge to the graduates however integrated engineering and management knowledge and skill are essential for efficient infrastructure development. ODA in developing countries had been concentrated in hard infrastructure development without improving the quality of higher education. Integrating ODA to engineering education system would help develop qualified technical manpower and appropriate technology domestically, and improve the efficiency in infrastructure development in developing countries.

Science and Technology Park (STP) is perceived to be a vehicle in promoting innovation-based economic growth within the framework of regional and national innovation systems. STP is a tool to encourage regional innovation and competitiveness in increasing contribution of science and technology in economic development. STP can also be a leading sector in creating conducive environment for local community's technopreneurship. In relation to the vision outlined in the 2025 Indonesian Master Plan of Acceleration and Expansion of Indonesia's Economic (MP3EI), STP is stated to be an important element in creating innovation within the framework of Special Economic Zone among six Economic Corridors. Hence, the government of Indonesia continues to encourage the development of STPs in Indonesia by involving local governments, universities, business players and stakeholders surround the area. Ultimately, STP is a platform in developing National Innovation System (NIS) and Regional Innovation System (RIS).

In Japan, a long-waited civil aero engine development project has been recently started by the New Energy and Industrial Technology Development Organization, NEDO. “High efficiency,” “environmentally friendliness” and “low-cost” are the key words of the target engine. The target engine is of l0000-lb thrust with project consists of three phases: Feasibility studies and market research in the first phase, FY 2003, engine component development in the second phase, FY 2004-2006, and core and full engine demonstrators in the third phase, FY 2007-2009. In league with this government/industry joint funded project, Institute of Space Technology and Aeronautics, JAXA, has initiated “Clean Engine Technology” project.

Industrial Technology Development Program enables the recipient to set up technology infrastructure and to facilitate technology diffusion. In return, government charges royalty from the program recipient. However, the current royalty system is not in the effective form. This study analyzes the various aspects of royalty collection methods applied to the Industrial Technology Development Program and recommend the following: (1) employ the combination of fixed amount royalty and running royalty with predetermined portion of revenue generated, (2) adjust the royalty collection duration by applying product life cycle, and (3) devise new program to link extra-gain from royalty collection with commercialization and other means to increase the effectiveness of research and development activities.
