Public Policy Research on Maker Cultre: the case of Makercity Sewoon (메이커문화를 대상으로 한 공공정책 연구 - '메이커시티 세운'을 중심으로 -)

  • Maker culture in Korea began to receive public attention after the 2012 Maker Fair Seoul. Central and local governments took note of this trend and subsumed makers' culture into its policy domains such as Creative Industry, Creative Cities, 4th Industrial Revolution, and the all-encompassing Creative Economy. Creative Economy was a public policy discourse formed in the public sector for the purpose of overcoming economic depression and revitalizing the economy. Under Creative Industry and Creative Economy, creativity and culture/arts are deemed indispensable but at the same time objectified and alienated as their ultimate value are recognized only as the basis for economic production. In this article, makers' culture itself goes through the same process of objectification and alienation that creativity and culture/arts suffered as the relevant policies were pursued under Creative Economy. The authors attempted to corroborate this through the case of Makercity Sewoon, and found that the Seoul City's urban development plan surrounding Sewoon Plaza proceeded in a direction destructive to the local technological ecosystem and therefore conflicts with the pronounced goal of leading 4th Industrial Revolution by encouraging and nurturing makers' culture. Makercity Sewoon, although packaged in a discourse of Creative Economy and Creative City, betrayed the same problem of alienating arts/culture and labor that the previous discourse showed.

  • Recently, green processes that can be directly used in an energy-efficient and electrified society to achieve carbon neutrality are attracting attention. Existing heat and pressure-based desalination technologies that consume tremendous amounts of energy are no exception, and the growth of next-generation electrochemical-based desalination technologies is remarkable. One of the most representative electrochemical desalination technologies is electrochemical ion separation (EIONS) technology, which includes capacitive desalination (CDI) and battery desalination (BD) technology. In the research field of EIONS, various system applications have been developed to improve system performance, such as capacity and cyclability. However, it is very difficult to understand the meaning and novelty of these applications immediately because there are only a few papers that summarize the research background for domestic readers. Therefore, in this review paper, we aim to describe the technological advances and individual characteristics of each system in clear and specific detail about the latest EIONS research. The driving principle, research background, and strengths and weaknesses of each EIONS system are explained in order. In addition, this paper concluded by suggesting the future development and research direction of EIONS. Researchers who are just beginning out in EIONS research can also benefit from this study because it will help them understand the research trend.

Graphene Anode Material Technology Patent Trend Analysis for Secondary Battery (이차전지용 그래핀 음극소재 기술 특허 동향 분석)

  • The need for miniaturization, high efficiency, and green energy resources as an energy storage device through the development of various electronic device has emerged. Accordingly, nanomaterials with excellent electrochemical properties, such as graphene and graphene hybrids, are attracting attention as promising materials. In particular, in the electric vehicle industry, cost reduction of secondary batteries is a key factor that can determine the spread of related industries, and it is most important to analyze R&D trends for battery material technology and respond to future technological development directions. Therefore, in this study, we tried to suggest a direction for R&D activities in the future by analyzing patent trends for graphene anode material technology for secondary batteries and deriving implications. As a result, in the case of anode material technology, the proportion of foreigners in the US and European patent markets was higher than in the Korean and Japanese patent markets, which means that the US and European marketability is high. In addition, Japanese applicants are filing high-level applications not only in the Japanese patent market but also in other countries suggests that Japan is leading the technology in this field. Lastly, the proportion of research institutes in the patent market of Korea and the US remains high compared to that of Japan and Europe, indicating that the commercialization of technology is still slow in those countries. Therefore research institutes and companies in Korea will have to establish their own strategies for developing and securing materials using the results of patent trends in major countries and major companies analyzed in this study.

  • The advancement of artificial intelligence on a global scale is significantly transforming life. In the field of education, there is a strong emphasis on actively utilizing AI and fostering creatively integrated talents with diverse knowledge. In alignment with this trend, there is a paradigm shift in AI education across primary, middle, high school, as well as university and graduate education. Leading AI schools and specialized high schools are dedicated to enhancing students' AI capabilities, while universities integrate AI into software courses or establish new AI departments to nurture talent. In AI-integrated education graduate programs, national efforts are underway to educate instructors from various disciplines on applying AI technology to the curriculum. In this context, specialized high schools are also restructuring their departments to cultivate technological talent in AI, tailored to students' characteristics and career paths. While the current education focuses primarily on the fundamental concepts and technologies of AI, there is a need to address the aspect of developing practical problem-solving skills. Therefore, this research aims to compare and analyze essential educational courses in AI-leading schools, AI-integrated high schools, AI high schools, university AI departments, and AI-integrated education graduate programs. The goal is to propose the necessary educational courses for AI education in specialized high schools, with the expectation that a more advanced curriculum in AI education can be established in specialized high schools through this effort.

  • In general, design education related to transportation has been recognized as a department specialized in transportation design or as an area of detailed transportation majors within industrial design majors. However, as technological, social, and environmental factors change, the concept of mobility and the ecosystem related to the mobility industry are diversifying, and accordingly, the category of mobility-related design is expanding further. Based on this background, this study is not a mobility design major, but it aims to find implications by analyzing the trend and type of topic selection related to the mobility ecosystem among the last five years of graduation design topics conducted in the design engineering major. As a result of the study, of a total of 131 graduation design works conducted over the past five years, about 30 works were highly related to mobility, and their types were very diverse. In conclusion, it was confirmed that the change and expansion of the mobility ecosystem expanding from products to services and systems were also reflected in the selection of graduation works in that various topics approached from user-centered and user experience were proposed and made into works.

  • The increased demand for electronic components, spurred by the Fourth Industrial Revolution and the COVID-19 pandemic, has facilitated human life but also escalated the production of e-waste. Discussions on the impact of e-waste have primarily revolved around environmental, health, and social issues, with global legislations focusing on addressing these concerns. However, e-waste poses unique security risks, such as potential technological and personal information leaks, unlike conventional waste. Current discourse on e-waste security is notably insufficient. This study aims to empirically analyze the relatively overlooked trends in e-waste security, employing three methodologies. Firstly, it assesses the general trend in discussions on e-waste by analyzing year-wise documents and media reports. Secondly, it identifies key trends in e-waste security by examining documents on the subject. Thirdly, the study reviews national security guidelines related to e-waste disposal to assess the necessity of designing security strategies for e-waste management. This research is significant as it is one of the first in korea to address e-waste from a security perspective and offers a multi-dimensional analysis of e-waste security trends. The findings are expected to enhance domestic awareness of e-waste and its security issues, providing an opportunity for proactive response to these security risks.

An Analysis on the Critical Startup Success Factors in Small-Sized Venture Businesses (중소·벤처기업의 창업 성공요인에 대한 상대적 중요도 분석)

  • With increasing the importance of venture startup in the national economy, a trend shows that the government's policy support for venture startup is not only strengthened, but also entrepreneurial enthusiasm is increasing. In order for this trend to continue as an ongoing phenomenon, not a temporary phenomenon, venture startups should continue to grow with survival competitiveness. In this respect, there is a time when it is necessary to study the factors affecting the success of venture startups more than ever. There is a limit to seeing main factors, which affect the entry into the growth stage with survival competitiveness for the success of venture startups, as only 'entrepreneur capacity' and 'differentiation strategy' claimed by existing previous studies. As a more fundamental factor, entrepreneurial behavior is important in terms of opportunity discovery and opportunity utilization, but research into this falls short of expectations. This study is intended to look into success factors of venture startup. To achieve this, a survey was empirically carried out to CEOs in 100 small and medium venture startups through AHP analysis. The results are as follows. As stated above, entrepreneurship of success factors in venture startups is considered most critical, followed by innovation, economics, and technology. And 'entrepreneur's competency', 'positive entrepreneurial motivation', 'creative technology utilization', and 'continuous investment in technical development' are considered most critical for 'entrepreneurship', 'innovation', 'technology', and 'economics' as sub-factors, respectively. Consequently, entrepreneur's entrepreneurship that has been required in general startups is a critical factor to be also in common required in venture startups. This means that they can secure the competitiveness of venture startup along with continuous investment support in business startup with a positive mindset and their own technological competence as innovators to overcome the risk and uncertainty of business startup as entrepreneurship that marks the start of a new enterprise.

Trend in Research and Application of Hard Carbon-based Thin Films (탄소계 경질 박막의 연구 및 산업 적용 동향)

  • Diamond-like carbon (DLC) is a convenient term to indicate the compositions of the various forms of amorphous carbon (a-C), tetrahedral amorphous carbon (ta-C), hydrogenated amorphous carbon and tetrahedral amorphous carbon (a-C:H and ta-C:H). The a-C film with disordered graphitic ordering, such as soot, chars, glassy carbon, and evaporated a-C, is shown in the lower left hand corner. If the fraction of sp3 bonding reaches a high degree, such an a-C is denoted as tetrahedral amorphous carbon (ta-C), in order to distinguish it from sp2 a-C [2]. Two hydrocarbon polymers, that is, polyethylene (CH2)n and polyacetylene (CH)n, define the limits of the triangle in the right hand corner beyond which interconnecting C-C networks do not form, and only strait-chain molecules are formed. The DLC films, i.e. a-C, ta-C, a-C:H and ta-C:H, have some extreme properties similar to diamond, such as hardness, elastic modulus and chemical inertness. These films are great advantages for many applications. One of the most important applications of the carbon-based films is the coating for magnetic hard disk recording. The second successful application is wear protective and antireflective films for IR windows. The third application is wear protection of bearings and sliding friction parts. The fourth is precision gages for the automotive industry. Recently, exciting ongoing study [1] tries to deposit a carbon-based protective film on engine parts (e.g. engine cylinders and pistons) taking into account not only low friction and wear, but also self lubricating properties. Reduction of the oil consumption is expected. Currently, for an additional application field, the carbon-based films are extensively studied as excellent candidates for biocompatible films on biomedical implants. The carbon-based films consist of carbon, hydrogen and nitrogen, which are biologically harmless as well as the main elements of human body. Some in vitro and limited in vivo studies on the biological effects of carbon-based films have been studied [$2{\sim}5$].The carbon-based films have great potentials in many fields. However, a few technological issues for carbon-based film are still needed to be studied to improve the applicability. Aisenberg and Chabot [3] firstly prepared an amorphous carbon film on substrates remained at room temperature using a beam of carbon ions produced using argon plasma. Spencer et al. [4] had subsequently developed this field. Many deposition techniques for DLC films have been developed to increase the fraction of sp3 bonding in the films. The a-C films have been prepared by a variety of deposition methods such as ion plating, DC or RF sputtering, RF or DC plasma enhanced chemical vapor deposition (PECVD), electron cyclotron resonance chemical vapor deposition (ECR-CVD), ion implantation, ablation, pulsed laser deposition and cathodic arc deposition, from a variety of carbon target or gaseous sources materials [5]. Sputtering is the most common deposition method for a-C film. Deposited films by these plasma methods, such as plasma enhanced chemical vapor deposition (PECVD) [6], are ranged into the interior of the triangle. Application fields of DLC films investigated from papers. Many papers purposed to apply for tribology due to the carbon-based films of low friction and wear resistance. Figure 1 shows the percentage of DLC research interest for application field. The biggest portion is tribology field. It is occupied 57%. Second, biomedical field hold 14%. Nowadays, biomedical field is took notice in many countries and significantly increased the research papers. DLC films actually applied to many industries in 2005 as shown figure 2. The most applied fields are mold and machinery industries. It took over 50%. The automobile industry is more and more increase application parts. A Comparative Study on the Recognition of Urban Agriculture between Urban Farmers and Public Officials (도시농업인과 공무원의 도시농업 인식 비교·평가)

  • The aim of this study is to be able to understand the problems within the urban agriculture policy promoted by the Government and local autonomous entity base on the comparison of the consciousness of the urban agriculture between urban farmers and public officials and to inquire into the further revitalization scheme in the end. For this purpose, this study drew implications through studying latest trend and the legislation of domestic and foreign urban agriculture and then conducted a questionnaire survey of urban farmers and public officials. Because of this research, the revitalization schemes of urban agriculture are as follows: First, it's necessary to secure the usable arable land, such as the green roof, community garden, as well as urban agriculture park, etc. Second, it is necessary to establish the urban agriculture relations act suited for the actual circumstances of our country and to back up the legislation at an institutional, technological level in terms of a nation in order to secure the durability of urban agriculture. Third, it is advisable to make a proposal about the problems in time of activities for cultivation by forming a network between urban farmers and public officials and to prepare the plan for the active exchange of farming technologies. Fourth, it's necessary to activate the community gardens by supplying the education through cultivation method & its management method, and a variety of urban-agriculture-participation programs. Fifth, it is necessary to set up the specialized and practical education through an institute for landscape architecture. Sixth, it is necessary to induce the spontaneous participation in urban agriculture from urban farmers accompanied by the activities for promotion that are worth arousing urban farmers' interest. Lastly, it is also necessary to establish a legal basis of urban agricultural parks and facilities as well as to promote a search for multilateral policies and their practice so that the further urban agriculture can be stably continued within city boundaries.

  • Water has always played a significant role in the lives of people. In urbanised Rome, with its million people. sophisticated supply systems developed and then fled with the empire. only to be rediscovered later But it was the industrial Revolution commencing in the eighteenth century that ushered in major paradigm shifts In use and altitudes towards water. Rapid and concentrated urbanisation brought problems of expanded demands for drinking supplies, waste management and disease. The strategy of using water from local streams, springs and village wells collapsed under the onslaughts of rising urban demands and pollution due to poor waste disposal practices. Expanding travel (railways. and steamships) aided the spread of disease. In England. public health crises peaks, related to water-borne typhoid and the three major cholera outbreaks occurred in the late eighteenth and early nineteenth century respectively. Technological, engineering and institutional responses were successful in solving the public health problem. it is generally accepted that the putting of water into pipe networks both for a clean drinking supply, as well as using it as a transport medium for removal of human and other wastes, played a significant role in towering death rates due to waterborne diseases such as cholera and typhoid towards the end of the nineteenth century. Today, similar principles apply. A recent World Bank report Indicates that there can be upto 76% reduction in illness when major water and sanitation improvements occur in developing countries. Water management, technology and thinking in Australia were relatively stable in the twentieth century up to the mid to late 1970s. Groundwater sources were investigated and developed for towns and agriculture. Dams were built, and pipe networks extended both for supply and waste water management. The management paradigms in Australia were essentially extensions of European strategies with the minor adaptions due to climate and hydrogeology. During the 1970s and 1980s in Australia, it was realised increasingly that a knowledge of groundwater and hydrogeological processes were critical to pollution prevention, the development of sound waste management and the problems of salinity. Many millions of dollars have been both saved and generated as a consequence. This is especially in relation to domestic waste management and the disposal of aluminium refinery waste in New South Wales. Major institutional changes in public sector water management are occurring in Australia. Upheveals and change have now reached ail states in Australia with various approaches being followed. Market thinking, corporatisation, privatisation, internationalisation, downsizing and environmental pressures are all playing their role in this paradigm shift. One casualty of this turmoil is the progressive erosion of the public sector skillbase and this may become a serious issue should a public health crisis occur such as a water borne disease. Such crises have arisen over recent times. A complete rethink of the urban water cycle is going on right now in Australia both at the State and Federal level. We are on the threshold of significant change in how we use and manage water, both as a supply and a waste transporter in Urban environments especially. Substantial replacement of the pipe system will be needed in 25 to 30 years time and this will cost billions of dollars. The competition for water between imgation needs and environmental requirements in Australia and overseas will continue to be an issue in rural areas. This will be especially heightened by the rising demand for irrigation produced food as the world's population grows. Rapid urbanisation and industrialisation in the emerging S.E Asian countries are currently producing considerable demands for water management skills and Infrastructure development. This trend e expected to grow. There are also severe water shortages in the Middle East to such an extent that wars may be fought over water issues. Environmental public health crises and shortages will help drive the trends.
