The main purpose of this research is to measure and analyze how productive the health centers are and how much inputs(or outputs) in the inefficient health centers should be decreased(or increased) for efficiency. The evaluation of the performance of health centers gives a strong incentive to improve resource allocation in regional health planning. It has been, however, implemented very rarely until now. In this regard, this paper measures the performance of the health centers with a single indicator for multiple-outputs in terms of productivity(technical efficiency), based on Data Envelopment method. The 20 Kyungnam health centers which provide clinic services and specific primary health care services were analyzed. The results show that 50.0% of 20 health centers were productive with respective to overall technical efficiency, 65.0% were productive for pure technical efficiency, and 50.0% for scale efficiency. The inefficient group includes Geoje, Mahsan, Miryang, Sahchun, Tongyoung, Gosung, Nahmhae, Euryang, Hahmahn, Hahbchun health centers. The worst case was identified as Tongyoung health center which represented a 47.5% efficiency, compared with productive health centers. The empirical results for input-output analysis indicates that the low-productive health centers have excessive manpower in administration department, producing low outputs in clinical services and vaccination program. These findings imply that a systemic evaluation of the performance of the Korean health centers and the subsequent structural reform are strongly required.

WTO/TBT requires that, for technical regulations affecting trade, technical regulatory requirements must be specified where possible in terms of performance rather than design or descriptive characteristics. The movement which made "performance" a keyword in landscape architecture was activated in Japan, one of the leading counties in performance-based regulatory system(PBRS). The Japanese recent movement of systematization activity on performance-based standards and specifications was reviewed and operational applications for performance-based regulatory system in South Korea are summarized as follows: 1. The establishment of performance standards that can be properly evaluated by assessment indicators is necessary in cases when quantitative evaluation is difficult. 2. As a preparation for PBRS, a brief procurement system by technical proposal for the landscape design and construction is necessary. 3. As a preparation for PBRS, activation of an environmental performance evaluation on experimental construction is necessary. 4. As a preparation for PBRS, a certification system of environmental performance on various landscape construction methods is necessary. 5. The Private Finance Initiative Project is the most similar to PBRS therefore, activation of the Private Finance Initiative Project is necessary in landscape architecture projects for park rehabilitation.

It can be said that indicator of national competitiveness in 21C knowledge-based society is a ability to create various values of knowledge. Purpose: This study aims to determine the online shop service performance of fresh food products distribution, consumer motivation, and their relationship during the COVID-19 pandemic. Research design, data, and methodology: A survey was conducted online using Google Forms on 100 consumers of TaniHub application users. Data in the form of scale were analyzed descriptively to explain the service performance and consumer motivation. The service performance consists of technical services and marketing services. Technical service indicators consist of payment, delivery, and products. Meanwhile, the marketing service indicator consists of promotions and prices. The consumer motivation is characterized by reference, actualization, and lifestyle. The relationship between the two was analyzed using Spearman's rank correlation. Results: The most consumers are millennial generation who were active in social media. They are employees with Bachelor's and Master's qualifications and included in the middle economic groups. TaniHub online shop had good technical and fair marketing performance. The motivation of online shop consumers of fresh food products through the TaniHub application was high. Conclusions: The findings discovered a significant relationship between online shop service performance and consumer motivation. It indicates the need for improvement in marketing services, especially promotions, to improve the performance of this e-agribusiness company.
The APHA-MPN procedure is the only officially accepted method for classifying shellfish growing areas in U. S. A. The method estimates the levels of fecal coliforms and E. coli, indicators of the sanitary quality of environmental waters. However, the MPN has several disadvantages requiring far more time, labor and expense for assay, as well as providing relatively poor precision. Several membrane filtration procedures have been developed to enumerate these indicators in waters. Of these, the mTEC technique has been shown to provide recoveries of fecal coliforms and E. coli comparable to those of the MPN method. In an abbreviated sanitary survey for Greenwich Bay in Rhode Island, U. S. A., classified as an approved shellfish growing area, the mTEC and conventional MPN methods were again compared for their recoveries of the indicator bacteria. It was found that the recoveries of fecal coliforms and E. coli provided by the mTEC technique are 1.08 and 1.27 times higher than those produced by MPN for water monitoring, respectively, and that the membrane filtration method appears to be a possible alternative to APHA-MPN.

A study on the sustainability evaluation of the requirements of the mobile industry closely related to the human factor was needed. We conducted the sustainability evaluation of the mobile industry using a quantitative evaluation method with the AHP tool and a qualitative evaluation method reflecting the technological age flow of the philosophical thoughts to improve the reliability of the evaluation results of the model verification. And this evaluation is to evaluate the consistency of the connection between the national sustainability and the mobile industry. In order to draw the conclusion of the relevance, the team member Delphi 5-point scale was used. As a result, the priority was confirmed in the national sustainable development indicator and mobile industry indicator. Quantitative and qualitative evaluation was applied to the discontinued model of mobile to derive insufficient indicators, and it was confirmed that if the indicators were improved and reflected, it would be sustainable. And in order to secure reliability and accuracy, we made a proposal to apply the systems engineering process to the development of the model evaluation field. The systems engineering technology process meets the needs and requirements of stakeholders throughout the lifecycle and it is suitable for the development model of the industry's sustainability assessment.
Performance indicators haven't been used for the assessment of the wastewater treatment facility or management in Korea yet, therefore they are going to be important parts in wastewater utilities because they are used to understand present situation and to compare one with other wastewater utilities. In this study, we used performance indicators to assess the condition of wastewater utilities and they were divided into four categories (A, B, C, and D). A category represented the condition of the planning & construction and composed of wastewater supply, disaster defence and employees. B category represented maintenance of wastewater utilities and were composed of manhole, sewer, and technical employees. C category showed the operation efficiency of wastewater utilities and D category represented the environmental load. To analyze the situation of wastewater utilities overall, cluster analysis was performed using four categori' es indicators. And CCC (Cubic Clustering Criterion) and R-square were used to decide the proper number of clusters, and wastewater utilities of 48 cities were divided into 5 groups(I, II, III, IV, and V groups). Each cluster was analyzed by average and standard deviation to understand the situation of wastewater utilities. A group analysis showed that IV and V clusters were insufficient, B group showed that I and IV groups were insufficient, C group showed all clusters are above average, and D group was also like C group.

Since 2003, policies and practices related to the reduction of CO2 gas emission from ships has been discussing by the International Maritime Organization. The representative emission index and indicator are the EEDI (Energy Efficiency Design Index) for the new ships and EEOI (Energy Efficiency Operational Indicator) during the voyage. For the CO2 emission monitoring system, the SEEMP (Ship Energy Efficiency Management Plan) is also on the table. This global preparations to reduce theCO2 emission is not except for the surface transportation. This research report elucidates the recent stream on the IMO CO2 emission from ship and detail explanation on the EEDI and EEOI.
The purpose of this study was to develop the evaluation indicator for the health promotion programs of the Community Health Centers and to test its validity. The modified logic model was used as the evaluation model based on the literature reviews. Using this model, four dimensions, eleven subdimensions, and fortyone individual indicators were developed. These evaluation indicators are superior in reflecting the distinctiveness of the community health promotion programs, and also flexible enough to accommodate diverse programs. These indicators also emphasize the role of process evaluation, and the diversity of outcomes. To test content validity, survey method of experts in the community health promotion field was conducted. Eleven in three expert groups(professionals, practitioners in Community Health Centers, and policy makers) generally agreed with the validity of evaluation indicators. To examine criteria and construct validity, these indicators were used to evaluate the health promotion programs conducted by the 18 Key Community Health Centers. The data came from the interview surveys of the main health promotion practitioner and 30 visitors from each center. The ranks of these eighteen Community Health Centers were computed from these data. There was no significant difference in ranking either by these indicators or by the existing indicators, which was developed by Technical Support and Evaluation Team for criteria validity. There was no statistically significant difference in ranking between input, process and outcome dimensions. Based on these study results, evaluation indicators developed in this study are valid to evaluate Community Health Center's health promotion program. It can be used both by the Community Health Center for internal evaluation, and by the stakeholders for external evaluation.
While extensive research is being conducted to reduce greenhouse gases in industrial fields, the International Maritime Organization (IMO) has implemented regulations to actively reduce CO2 emissions from ships, such as energy efficiency design index (EEDI), energy efficiency existing ship index (EEXI), energy efficiency operational indicator (EEOI), and carbon intensity indicator (CII). These regulations play an important role for the design and operation of ships. However, the calculation of the index and indicator might be complex depending on the types and size of the ship. Here, to calculate the EEDI of two target vessels, first, the ships were set as Deadweight (DWT) 50K container and 300K very large crude-oil carrier (VLCC) considering the type and size of those ships along with the engine types and power. Equations and parameters from the marine pollution treaty (MARPOL) Annex VI, IMO marine environment protection committee (MEPC) resolution were used to estimate the EEDI and their changes. Technical measures were subsequently applied to satisfy the IMO regulations, such as reducing speed, energy saving devices (ESD), and onboard CO2 capture system. Process simulation model using Aspen Plus v10 was developed for the onboard CO2 capture system. The obtained results suggested that the fuel change from Marine diesel oil (MDO) to liquefied natural gas (LNG) was the most effective way to reduce EEDI, considering the limited supply of the alternative clean fuels. Decreasing ship speed was the next effective option to meet the regulation until Phase 4. In case of container, the attained EEDI while converting fuel from Diesel oil (DO) to LNG was reduced by 27.35%. With speed reduction, the EEDI was improved by 21.76% of the EEDI based on DO. Pertaining to VLCC, 27.31% and 22.10% improvements were observed, which were comparable to those for the container. However, for both vessels, additional measure is required to meet Phase 5, demanding the reduction of 70%. Therefore, onboard CO2 capture system was designed for both KCS (Korea Research Institute of Ships & Ocean Engineering (KRISO) container ship) and KVLCC2 (KRISO VLCC) to meet the Phase 5 standard in the process simulation. The absorber column was designed with a diameter of 1.2-3.5 m and height of 11.3 m. The stripper column was 0.6-1.5 m in diameter and 8.8-9.6 m in height. The obtained results suggested that a combination of ESD, speed reduction, and fuel change was effective for reducing the EEDI; and onboard CO2 capture system may be required for Phase 5.
