A Study on the Response Technique for Toxic Chemicals Release Accidents - Hydrogen Fluoride and Ammonia - (독성 화학물질 누출사고 대응 기술연구 - 불산 및 암모니아 누출을 중심으로 -)

  • Since the unprecedented hydrogen fluoride leak accident in 2012, there has been growing demand for customized technical information for rapid response and chemical accident management agencies including the Ministry of Environment, the National Emergency Management Agency, and the National Police Agency need more information on chemicals and accident management. In this regard, this study aims to provide reliable technical data and guidelines to initial response agencies, similar to accident management technical reports of the US and Canada. In this study, we conducted a questionnaire survey and interviews on initial response agencies like fire stations, police stations, and local governments to identify new information items for appropriate initial response and improvements of current guidelines. We also collected and reviewed the Canada's TIPS, US EPA's hydrogen fluoride documents, domestic and foreign literature on applicability tests of control chemicals, and interview data, and then produced items to be listed in the technical guidelines. In addition, to establish database of on-site technical information, we carried out applicability tests for accident control data including ① emergency shut down devide, safety guard, shut down valve, ground connection, dyke, transfer pipe, scrubber, and sensor; ② literature and field survey on distribution type and transportation/storage characteristics (container identification, valve, ground connection, etc.); ③ classification and identification of storage/transportation facilities and emergency management methodslike leak prevention, chemicals control, and cutoff or bypass of rain drainage; ④ domestic/foreign analysis methods and environmental standards including portable detection methods, test standards, and exposure limits; and ⑤ comparison/evaluation of neutralization efficiency of control chemicals on toxic substances.

  • The paper is aimed at evaluation method for technology-focused professional ESCO. We set up some premise about the evaluation indicators, there are such as the financial soundness, energy savings performance excellence, customer satisfaction, source technology vendor's participation, and guaranteed savings contract. The evaluation indicators consist of the evaluation of expertise (40points), management state (15points), customer satisfaction (20points), technical skills (25points), and detailed indicators were determined. We can apply technology categories such as lighting, cogeneration, process improvement, waste heat recovery, cooling & heating equipments.

  • We developed a smart learning system by using the 'bring your own device' concept, which means the policy of permitting teacher and learners to bring personally owned mobile devices such as laptops, tablets, smart phones, etc. and applied the system to school classes. In addition, we analyzed the learner's satisfaction related to interfaces, interactions, applications, technical support, and evaluation areas. The evaluation system consists of App program for tablet PC's and smartphones, web program for desktop PC and electronic teaching desk, and server program for evaluation and database. Because all the teaching materials, feedback data and evaluation materials about learners are stored on the server, students can receive the necessary data through real-time feedback using their smartphones and desktop PC's. As a result, it could increase educational achievement with interest in learning.

  • Among the several options to solve PWR spent fuel accumulation problem in Korea, the dry storage method could be the most realistic and applicable solution in the near future. As the basic objectives of dry storage are to prevent a gross rupture of spent fuel during operation and to keep its retrievability until transportation, at the same time the importance of a spent fuel integrity evaluation that can estimate its condition at the final stage of dry storage is very high. According to the national need and technology progress, two representative nations of spent fuel dry storage, the USA and Japan, have established different system temperature criteria, which is the only controllable factor in a dry storage system. However, there are no technical criteria for this evaluation in Korea yet, it is necessary to review the previously well-organized methodologies of advanced countries and to set up our own domestic evaluation direction due to the nation's need for dry storage. To satisfy this necessity, building a domestic spent fuel test database should be the first step. Based on those data, it is highly recommended to compare domestic data range with foreign results, to build our own criteria, and to expand on evaluation work into recently issued integrity problems by using a comprehensive integrity evaluation code.

  • This study was carried out to increase the efficiency of site investigation through the evaluation of the applicable methods of investigation for cutting slope design. In an effort to find out the applicability of the method employed during the slope investigation, some tests were carried out on 6 subjects i.e location of weak zones, characteristics of discontinuities, distribution of strata, in situ tests for geo-technical properties, laboratory test and estimation of weathering. The method was highly applicable and produced expected results during the test of weak zones, discontinuities and distribution of strata. In order to apply the method to in- situ test for geo-technical properties and laboratory test on soil and rock slope, a statistic analysis of the existing data were required in advance. However its design applicability on rock slope was good although actual cases of application were not many due to limitation of the cases for investigation. The method was frequently referenced but not actually applied for anti seismic design test and estimation of weathering.

Waveguide Applicator System for Head and Neck Hyperthermia Treatment

  • The main purpose of this article is a complex hyperthermia applicator system design for treatment of head and neck region. The applicator system is composed of four waveguides with a stripline horn aperture and circular water bolus. The specific absorption rate (SAR) and temperature distribution from this applicator in various numerical phantom models was investigated. For used targets, the treatment planning based on the optimization process made through the SEMCAD X software is added to show the steering possibilities of SAR and thereby temperature distribution. Using treatment planning software, we proved that the SAR and temperature distribution can be effectively controlled (by amplitude and phase changing) improving the SAR and temperature target coverage approximately by 20 %. For the proposed applicator system analysis and quantitative evaluation of two parameters 25 % iso-SAR and $41^{\circ}C$ iso-temperature contours in the treatment area with the respect to sensitive structures in treatment area were defined. To verify our simulation results, the real measurement of reflectivity coefficient as well as the temperature distribution in a homogenous phantom were performed.

  • A selection technique for innovative projects on the beginning stage has been presented in this article. It can be applied in projects assessment in HEI, enterprises, development institutes, etc. It is rather difficult to assess the project quality on the beginning stage of R&D due to the uncertainty in the technical and economic indices but the new development analysis on this stage is of a great interest. By innovative project quality as a management object we will mean those characteristics relating to the results capacity of the projects and its realization process to satisfy the requirements to the innovative products competitiveness and their innovative attractiveness for investors. The most important question in the innovative projects management is the determination of its quality level under modern conditions. The aim of the research is to analyze and evaluate the decision making during the project management process. The objectives and hypotheses are assessment of an innovative project with the application of McKinsey's model is better to realizes by 3 stages: a) selection of optimal criteria; b) determination of weighing coefficients; c) projects positioning in a matrix.

  • This study proposes content and instruction of leadership education based on the results of evaluation and analysis of leadership skill of present levels of students who registered for 'leadership development and training' course which is liberal arts elective course of the 'Accreditation Board of Engineering Education in Korea' and provides best practices to develop leadership skill and to attain academic achievement 2, 4, 6, 7 of 12 academic achievement required by KEC2005. To accomplish a purpose of the study, I divide leadership skill into technical skill, human skill and conceptual skill that suggested by Katz and then measure students' leadership skill. The contents of leadership education to develop and enforce three leadership skills are as follows. First, for developing technical skill, there is a need for systematic education of basic working experience relevant to a major field of study. Second, for developing human skill, there is a need for education of leadership, motivation, conflict management, communication, group dynamics and presentation etc. Third, for developing conceptual skill, there is a need for education of founding vision, business strategy and creative idea etc.

Meta-Analysis of Domestic ST Database Evaluation (데이터베이스 정보 품질 평가의 메타분석)

  • This investigation used meta-analysis to examine the quality of data of domestic ST(Science & Technical) databases. Analyses measured the quality of data itself, determined whether these databases have any critical errors in terms of accuracy, completeness, and consistency by conducting the data retrieval experiments. The purpose of this study was to diagnose the science & technical databases and to find out the problems of them and also to provide possible suggestions for their improvements. The researcher concluded the results by mentioning the three research questions.

Exposure Evaluation to Total Welding Fume and Manganese at Technical High Schools in Choong-Nam Area (충청지역 일부 공업고등학교 실습생의 용접흄 및 망간에 대한 노출 평가)

  • Geometric mean of airborne welding fume concentration at technical high schools was 4.80mg/㎥)N.D~35.39 mg/ ㎥ and the percentage of samples exceeded TLV of the Korean ministry of labor was 43.6%, Geometric mean of airborne Mn concentration was 0.06 mg/㎥(N.D~0.42mg/㎥) and the percentage of samples exceeded TLV of ACGIH was 15.4 % In case of airborne Me concentration, there is a significant difference among schools (p<0.05) Mn concentrations in blood of the exposed and control groups were 1.84$\mu\textrm{g}$/dl and 1.91 mg/dl respectively. Mn concentrations in urine of the exposed and control groups were 1.36$\mu\textrm{g}$/ιand 0.57$\mu\textrm{g}$/ι respectively. In case of Mn concentrations in urine there is a significant difference between both groups(P<0.001) and among schools(p<0.05) Mn concentrations in blood and urine of exposed group were not over BEIs of the Korean ministry of labor. Mn levels in blood and urine were not significantly affected by smoking, drinking and residence, There was no correlation between Mn concentration in air and blood but there was a statistically significant correlation between Mn concentration in air urine(r=0.323). There was no a statistically significant correlation between Mn concentration in blood and urine.
