The conspiracy theories of political events are occurring in every country and society. In Korean society, conspiracy theories about political events are constantly happening. Conspiracy refers to the phenomenon of a particular individual or group who oppose the official causes of social phenomena. Conspiracy is a resistance to the credibility of the state and the government. In Korean society, conspiracy occurs mainly in political events. The conspiracy theories of political events appear in the form of conservatism and progressivism, which seeks to replace political power and political power to stabilize political power. The purpose of this study is to suggest safety education on life science inquiry activity, which subjects on the exploration and autonomous research to the relevant topics, mainly done by the science high school students. Investigation was made on subjects of research activity proposed from Life science and autonomous research from science high school students by examine thoroughly 2009 revised education curriculum. To prevent school laboratory accidents, education of basic safety regulations and general precautions should be repeatedly notified by clear statements and expression to each topic. Expressing the safety factors considering the themes of autonomous inquiry and activities presented in the course of education should be done, so that students should not experience laboratory accidents by reason of ignorance. From the beginning of organization to performing research, safety rules about disposing chemicals and tools wastes occurring during research should be noticed and expressed in precautions following waste disposal system should be adopted. It is necessary to level up the accessibility of information about the laboratory safety rules to confirm to the every student, and also ensure the takeover of the clean-up and use of utilities at the time of search end in order to prevent the incidence of laboratory accidents during the thorough stages of biological inquiry activities.
As foreign investors' share holdings in Korean firms have dramatically increased since 1998 following the financial deregulation on the limit of foreign stock investment, the concern over the negative impacts the foreign investors would bring on the firms' financial policy has been growing too. Foreign investors were perceived to require the firms of excessive payments of cash dividends sometimes with threat of hostile takeover trials detering the firm from investing its cash flow in the physical facilities and RandD eroding their potential growth capabilities. We examine the impact of foreign investment on the firms' dividend policy using 234 listed firms' panel data over the sample periods of 1998 to 2005 employing various panel regression methodology. Foreign shareholders are found not to be related or even negatively related to the payout ratio(dividend/net income), but positively and statistically significantly related to the ratio of cash dividends to book of asset, negatively to the dividend yields. Considering the payout ratio is the most appropriate measure for the dividend payment, we can not support the arguments that the foreign investors' holdings have induced the excessive dividend level in Korean firms.

Large-scale discount stores, that were in charge of leading role up to recently, reach the limit of growth because of increasing competition, saturation of domestic market, and shortened product life-cycle. As per the limit of domestic market, large-scale discount stores are trying to various global market entry strategy and global marketing strategy like new store entry, takeover of foreign distribution chain, and global sourcing strategy. In the past, global companies of advanced country have been entering to Asian market with leading position. But, as per the rapid growth of Asian economy in the late 1980's, East Asian distribution companies like Japanese company were trying to enter the Asian market. In Asian market, starting with China, that was relatively not advanced in comparison with economic development, not only western advanced countries but also East Asian countries like Japan and Korea are entering actively for overcome their limitations of domestic market. Many of distribution companies experienced success and failure for various reason already. Korean large-scale discount stores are relatively late starters in Asian market. So, this paper purposed to review global market entry strategy of Japanese large-scale discount stores, and find out strategic implications for successful global market entry strategy of Korean large-scale discount stores.

As facilities have become larger, more complex, and advanced, the importance of the facility management in the operation phase of the building is increasing. As a result, the scope of the facility management function is expanding, and the requirements of information are ever-increasing. However, inefficient exchange of information occurs due to duplicated tasks and lack of collaboration among the construction life cycle phases, resulting in cost loss. These low interoperability issues can be complemented by construction information management from a life cycle perspective. Efficient construction information management at each life-cycle stage is derived from the owner's will and is materialized through the construction information handover requirements by the owner. The purpose of this study is to develop an evaluation method of construction information handover requirements for facility management. In order to develop the method, facility management types and business functions are also classified and defined in this paper. Using the methodology proposed by this study, a case-study of evaluating the 'takeover items' submitted by contractors was performed for the purpose of research validation. The results of the case-study found that the most effective areas are in the order of 'legal informations', 'drawings', 'guides', etc. This study can be used as a reference data for deriving handover requirements for construction information at the early stage of the project.

Recently, with highly Interest In Location-Based Service(LBS) utilizing location data of moving objects, the GALIS(Gracefully Aging Location Information System) which is a cluster-based distributed computing architecture was proposed as a more efficient location management system of moving objects. In the SLDS(Short-term location Data Subsystem) which Is a subsystem of the GALIS, since the SDP(Short-term Data Processor) Master transmits current location data and queries to every SDP Worker, the SDP Master reassembles and sends query results produced by SDP Workers to the client. However, the services are suspended during the SDP Master under failure and the response time to the client is increased if the load is concentrated on the SDP Master. Therefore, in this paper, the extended SLDS was designed and implemented to solve these problems. Though one SDP Master is under failure, the other can provide the services continually, and so the extended SLDS can guarantee the high reliability of the SLDS. The extended SLDS also can reduce the response time to the client by enabling two SDP Masters to perform the distributed query processing. Finally, we proved high reliability and high availability of the extended SLDS by implementing the current location data storage, query processing, and failure takeover scenarios. We also verified that the extended SLDS is more efficient than the original SLDS through the query processing performance evaluation.

Take-overs occur in autonomous vehicles at levels 3 and 4 based on SAE. For safe take-over, it is necessary to set the time required for diverse drivers to complete take-over in various road conditions. In this study, take-over time and stabilization characteristics were measured to secure safety of take-over in autonomous vehicle. To this end, a virtual driving simulator was used to set up situations similar to those on real expressways. Fifty drivers with various sexes and ages participated in the experiment where changes in traffic volume and geometry were applied to measure change in takeover time and stabilization characteristics according to various road conditions. Experimental results show that the average take-over time was 2.3 seconds and the standard deviation was 0.1 second. As a result of analysis of stabilization characteristics, there was no difference in take-over stabilization time due to the difference of traffic volume, and there was a significant difference by curvature changes.
The CAMS(Central Archives Management System) of NAK(National Archives of Korea) is an important system which receives and manages large amount of electronic records annually from 2015. From the point of view in database design, this paper analyzes the database schema of CAMS and discusses the direction of overall improvement of the CAMS. Firstly this research analyzes the tables for records and folders in the CAMS database which are core tables for the electronic records management. As a result, researchers notice that it is difficult to trust the quality of the records in the CAMS, because two core tables are entirely not normalized and have many columns whose roles are unknown. Secondly, this study suggests directions of normalization for the tables for records and folders in the CAMS database like followings: First, redistributing the columns into proper tables to reduce the duplication. Second, separating the columns about the classification scheme into separate tables. Third, separating the columns about the records types and sorts into separate tables. Lastly, separating metadata information related to the acquisition, takeover and preservation into separate tables. Thirdly, this paper suggests considerations to design and manage the database schema in each phase of archival management. In the ingest phase, the system should be able to process large amount of records as batch jobs in time annually. In the preservation phase, the system should be able to keep the management histories in the CAMS as audit trails including the reclassification, revaluation, and preservation activities related to the records. In the access phase, the descriptive metadata sets for the access should be selected and confirmed in various ways. Lastly, this research also shows the prototype of conceptual database schema for the CAMS which fulfills the metadata standards for records.
In the global market competition, countries and businesses are actively engaged in technology prediction activities to maximize their profits by attempting to enter and preempting the core technology of the future. In this paper, we propose a growth model based on patent application trends to predict the time to replace a product with a promising new technology to dominate the market. Although the Fisher-Pry model that Bhargava generalized to predict the emergence of promising alternative technologies was relatively satisfactory compared to the original Fisher-Pry model, it was difficult to predict the replacement rate behavior properly due to a parameter problem. The application of the Fisher-Pry Modification Model in the form of a quadratic equation through the patent trend analysis of the optical storage system for the purpose of verifying the time alternative to the light storage technology has resulted in satisfactory verification results. It is expected that small and medium-sized companies and individual researchers will apply this model and use it more easily to predict the time to replace the market for promising replacement technologies.

In a seminal judgment of November 2002 (Case C-476/98) relating to the compatibility with Community laws of the 'nationality clause' in the 1996 amending protocol to the 1955 U.S.-German Air Services Agreement, the European Court of Justice(ECJ) decided that the provision constituted a measure of an intrinsically discriminatory nature and was thus contrary to the principle of national treatment established under Art. 52 of the EC Treaty. The Court, rejecting bluntly the German government' submissions relying on public policy grounds(Art. 56, EC Treaty), seemed content to declare and rule that the protocol provision requiring a contracting state party to ensure substantial ownership and effective control by its nationals of its designated airlines had violated the requirement of national treatment reserved for other Community Members under the salient Treaty provision. The German counterclaims against the Commission, although tantalizing not only from the perusal of the judgment but from the perspective of international air law, were nonetheless invariably correct and to the point. For such a clause has been justified to defend the 'fundamental interests of society from a serious threat' that may result from granting operating licenses or necessary technical authorizations to an airline company of a third country. Indeed, the nationality clause has been inserted in most of the liberal bilaterals to allow the parties to enforce their own national laws and regulations governing aviation safety and security. Such a clause is not targeted as a device for discriminating against the nationals of any third State. It simply acts as the minimum legal safeguards against aviation risk empowering a party to take legal control of the designated airlines. Unfortunately, the German call for the review of such a foremost objective and rationale underlying the nationality clause landed on the deaf ears of the Court which appeared quite happy not to take stock of the potential implications and consequences in its absence and of the legality under international law of the 'national treatment' requirement of Community laws. Again, while US law limits foreign shareholders to 24.9% of its airlines, the European Community limits non-EC ownership to 49%, precluding any ownership and effective control by foreign nationals of EC airlines, let alone any foreign takeover and merger. Given this, it appears inconsistent and unreasonable for the EC to demand, $vis-{\grave{a}}-vis$ a non-EC third State, national treatment for all of its Member States. The ECJ's decision was also wrongly premised on the precedence of Community laws over international law, and in particular, international air law. It simply is another form of asserting and enforcing de facto extraterritorial application of Community laws to a non-EC third country. Again, the ruling runs counter to an established rule of international law that a treaty does not, as a matter of principle, create either obligations or rights for a third State. Aside from the legal problems, the 'national treatment' may not be economically justified either, in light of the free-rider problem and resulting externalities or inefficiency. On the strength of international law and economics, therefore, airlines of Community Members other than the designated German and U.S. air carriers are neither eligible for traffic rights, nor entitled to operate between or 'free-ride' on the U.S. and German points. All in all and in all fairness, the European Court's ruling was nothing short of an outright condemnation of established rules and principles of international law and international air law. Nor is the national treatment requirement justified by the economic logic of deregulation or liberalization of aviation markets. Nor has the requirement much to do with fair competition and increased efficiency.
