The tropical wet evergreen, tropical semi evergreen and moist deciduous forest types are projected to be impacted by climate change. In the Western Ghats region, a biodiversity hotspot, evergreen forests including semi evergreen account for 30% of the forest area and according to climate change impact model projections, nearly a third of these forest types are likely to undergo vegetation type change. Similarly, tropical moist deciduous forests which account for about 28% of the forest area are likely to experience change in about 20% of the area. Thus climate change could adversely impact forest biodiversity and product flow to the forest dependent households and communities in Uttara Kannada district of the Western Ghats. This study analyses the distribution of non-timber forest product yielding tree species through a network of twelve 1-ha permanent plots established in the district. Further, the extent of dependence of communities on forests is ascertained through questionnaire surveys. On an average 21% and 28% of the tree species in evergreen and deciduous forest types, respectively are, non-timber forest product yielding tree species, indicating potential high levels of supply of products to communities. Community dependence on non-timber forest products is significant, and it contributes to Rs. 1199 and Rs. 3561/household in the evergreen and deciduous zones, respectively. Given that the bulk of the forest grids in Uttara Kannada district are projected to undergo change, bulk of the species which provide multiple forest products are projected to experience die back and even mortality. Incorporation of climate change projections and impacts in forest planning and management is necessary to enable forest ecosystems to enhance resilience.
지속가능한 산림경영의 새로운 패러다임이 형성되면서, 어떻게 산림의 지속가능성을 객관적으로 평가하고 측정할 수 있는가의 문제가 관심의 초점이 되어 왔다. 본 연구는 산림의 지속가능성에 대한 개념적 전개과정을 정립하고, 비교성과 양립성의 견지에서 국제적, 지역적으로 개발되어온 지속가능한 산림경영 기준과 지표의 진전상황을 분석하였다. 지속가능한 산림경영의 기준과 지표에 대한 자료의 가용성과 적용성을 살펴보기 위하여, 몬트리올프로세스 회원국이 제출한 자료를 근거로 작성된 보고서찰 분석 정리하였다. 우리나라의 경우에는 산림통계 등 기존 자료를 수집 이용하여, 기준과 지표의 개념, 난이도 정도, 측정단위, 자료의 가용성, 문제점과 개선사항 등 6개 항목에 대해 조사 분석하였고, 지속가능한 산림경영 기준과 지표의 적용성을 검토하였다.
This study aims to develop a set of criteria for evaluating the sustainability of forest landuse, which could facilitate the environmentally friendly development of forest lands in Korea. The concept of sustainable development in forest landuse was reviewed from literature and by interviews with experts in forest-related fields. Delphi technique was employed for gathering experts' opinions. According to the results of Delphi test, the concept of sustainable development in forest landuse was confirmed as "Use of forest lands in a lasting manner within the carrying capacity of the ecosystem involved". There are 16 factors which should be considered with care when the development of forest lands is planned. They include the ratio of forest cover left undeveloped, ecological stability, and landscape naturalness. Among them are the ecological factors rated most important. The experts emphasized the importance of local characteristics in setting up the criteria for sustainable forestland development. The study did not attempted to apply the criteria to real settings. Therefore, before applications in real situations, further case studies should be made for the criteria to be safely used in landuse planning.
본 연구에서는 대체에너지로서의 바이오매스에너지원의 정의와 특성 등을 살펴보고, 국내에서의 바이오매스 에너지원의 잠재력과 이용가능성에 대해서 검토하였다. 특히 임지잔재, 간벌재 등의 목질바이오매스는 자원량이 풍부하고, 임업 임산업의 활성화와 인공림의 간벌작업을 촉진하여 산림의 공익적 기능을 증대시킬 수 있는 에너지 자원으로서, 앞으로 지속적인 산림관리를 위한 새로운 임업의 과제가 될 것으로 판단된다.
본 연구는 지속가능한 산림경영에 적합한 표본조사 방법을 제시하기 위해 계통적 추출법, 계통적 집락추출법, 그리고 층화집락추출법을 이용하여 경기도 양평군의 산림을 대상으로 자료를 수집한 후 통계검증을 실시하였다. 표본조사 방법은 계통적 집락추출법이 가장 효율적인 것으로 분석되었는데, 계통적 집락추출법을 적용할 경우 집락의 형태와 집락 내의 표본점 간의 거리를 결정하기 위해 5가지 집락의 형태와 표본점간의 거리 4가지에 대하여 통계검증을 실시하였다. 그 결과 집락의 형태는 삼각형 그리고 집락 내의 표본점 간의 거리는 50m가 가장 적합할 것으로 평가되었다.
지속가능한 산림경영을 위하여 우리나라는 여러 가지 프로세스 중에 몬트리올 프로세스를 채택하고 있다. 본 연구에서는 우리나라에 적용가능한 7개 기준, 27개 지표를 산림의 6가지 기능에 적용하였다. 산림기능에 대표성, 적합성, 가능성 기준과 지표를 각각의 산림 상태와 목표로 하는 방향을 고려하여 가장 비중있게 적용되는 기준과 지표를 선정하였다. 그리고 각각 다른 산림에 모두 같은 기준과 지표를 가지고 산림을 평가할 수는 없으며 이를 적용하기 위해서는 산림에 대한 정확한 데이터와 지식이 필요하다고 사료된다.
In the forest ecosystems, litterfall is an important component of the nutrient cycle that regulates the accumulation of soil organic matter (SOM), the input and output of the nutrients, nutrient replenishment, biodiversity conservation, and other ecosystem functions. Therefore, a profound understanding of the major processes (litterfall production and its decomposition rate) in the cycle is vital for sustainable forest management (SFM). Despite these facts, there is still a limited knowledge in tropical forest ecosystems, and further researches are highly needed. This shortfall of research-based knowledge, especially in tropical forest ecosystems, may be a contributing factor to the lack of understanding of the role of plant litter in the forest ecosystem function for sustainable forest management, particularly in the tropical forest landscapes. Therefore, in this paper, I review the role of plant litter in tropical forest ecosystems with the aims of assessing the importance of plant litter in forest ecosystems for the biogeochemical cycle. Then, the major factors that affect the plant litter production and decomposition were identified, which could direct and contribute to future research. The small set of studies reviewed in this paper demonstrated the potential of plant litter to improve the biogeochemical cycle and nutrients in the forest ecosystems. However, further researches are needed particularly on the effect of species, forest structures, seasons, and climate factors on the plant litter production and decomposition in various types of forest ecosystems.
국내 영농과 영림은 최근 지구 온난화를 비롯한 환경 변화와 더불어 급격한 경제 사회적 변화로 인해 어려움을 겪고 있고 이를 극복하기 위한 열쇠로 "지속가능성"이 검토 되고 있다. 본 연구를 통해 지속가능한 영농 영림을 위한 국내외의 다양한 접근 방법들을 살펴본 결과 1) 지표접근법, 2) 계정접근법, 그리고 3) 생태학적 접근법을 통해 지속가능한 영농 영림 지수 등의 연구개발이 활발히 진행되고 있음을 확인할 수 있었다. 그러나 국내에서는 아직 생태학적 접근법을 통한 지속가능한 영농 영림 관련 연구를 찾기가 쉽지 않다. 이에 대한 연구는 그간 기후변화에 대응하여 기상청 농촌진흥청 산림청 등에서 확보한 영농 영림 기상 및 생태자료와 특히, 지난 10여 년간 농경지와 산림에서 플럭스 관측을 통해 확보하고 있는 대기-생태계간 에너지, 물 및 이산화탄소 교환량 데이터를 기반으로 수행될 수 있다. 국제 사회의 노력에 발맞춰 지속가능한 영농 영림을 위한 연구 역량을 충분히 구축할 수 있도록 하기 위해 단계별 연구 추진을 제안한다.
This study analysed the linkage between national forest policy in Korea, namely the $5^{th}$ National Forest Master Plan, 2016 Korea Forest Service Performance Management Plan, the $3^{rd}$ National Sustainable Development Plan, and UN Sustainable Development Goals (SDGs). The 7 strategies of the $5^{th}$ National Forest Master Plan were related to 11 Goals of SDGs, and 5 strategies of 2016 Korea Forest Service Performance Management Plan were associated with 7 areas of SDGs, and 4 strategies within $3^{rd}$ National Sustainable Development Plan were linked to 7 Goals of SDGs. Among 87 national forest indicators compiled from three respective forest-related policies of Korea, 45 national indicators were related to 18 SDGs indicators. This indicates that 52% of national indicators of Korean forest policy are reflecting the language of SDGs. However, seeing from SDGs perspective, only 18 out of 241, which accounts for 7.8% of SDGs indicators are related to national indicators. The findings imply that a number of national forest-related indicators do not meet the diverse dimension of SDGs which provides potential areas for forest to contribute. Based on the findings, following recommendations were suggested: 1) the term used in forest policy should be aligned to SDGs targets so that it can be embedded in national policies, and 2) indicators should be further contextualized as well as in its assessment system. Lastly, it suggests for leveraging 3) '5 Processes of sub-national climate change adaptation plan' and the core concept of REDD+ MRV which could provide fundamental background for implementing SDGs framework to national forest policy.
This article is composed of three parts in this article. The first part reviews, in the general, condition on Chinese forest resource history and analyzes the change in different historical times. The present condition and existing problems are discussed in the second part, where analyzes the existing problems in different distribution areas. In the third part, the solutions are raised to solve the problems mentioned in the second part. Finally the objective and strategy for sustainable development of Chinese forest resources are put forward.
