DEVELOPMENT OF STATE-LEVEL APPRAISAL INDICATORS OF SUSTAINABLE CONSTRUCTION IN TAIWAN

  • In this study we examine Taiwan's overall performance in accordance with sustainable construction by developing an appraisal indicator framework. The framework consists of five layers, from bottom to top: the indicator; the indicator category; the core cluster; the theme; and the overall performance. The procedure for the development of a sustainable construction indicator system is outlined. Finally, a framework consists of 3 themes, 10 core clusters, and 33 indicator categories are established. Following the established framework, 67 proper indicators are selected for each category in the framework, and data of the 53 indicators are collected respectively from a nation's statistical databank in Taiwan. Sustainable construction index aggregated step-by-step from the indicators, the indicator categories, the core clusters and the themes is computed to assess Taiwan's progress in sustainable construction. The preliminary results and the discussion are reported.

  • Nowadays, the environmental conservation has become a hot issue. Also the sustainable city issue is recognized as one of the most important tasks to be solved urgently for urban development. Therefore, the current indicator for sustainable city has been analyzed only as a segment of the environmental indicator which is one kind of branch of social indicator. However, considering the degree of pollution and heightened concern, it is time to develop a new and improved framework for the analysis of the sustainable city indicator. This study aims for the development of sustainable city indicator and the examination of practical method for the use of them. Urban sustainable city indicators are based on the "Pressure-State-Response (PSR) framework" which has been adopted by Organization for Economic Cooperation and Development (OECD). The indicators suggested in this study is composed of the following categories: 1. Indicators of natural environment itself, such as land structure (available land use index etc.), bio-species (bio-diversity index etc.), environment resources (water quantity index etc.) 2. Indicators of relationship between man and environment, such as sustainability of using material (recycle of water index etc.), pressure size (pressure index on air etc.), effort of prevention (environmental basic facility index, etc.) 3. Indicators of environmental state, such as landscape and culture (historical & cultural index etc.), environmental pollution (air pollution index etc.) A sustainable city environment is necessary and obtainable, yet its realization seems to be difficult. The urban pollution problems have become more serious than ever before thus requiring much interest. Therefore, this kind of study is meaningful for the establishment of policy objective, and the development and management environmentally sound and sustainable cities.

  • World Business Council for Sustainable Development(WBCSD) is effort to achieve sustainable development in economic growth, environmental preservation and social development. Being this way, it is essential for developing evaluation tool which quantify to fulfill sustainable development. Eco-efficiency is one of the quantitative tools to evaluate environmental impact and economic aspect. Eco-efficiency, in general term, means creating more value of product or services with less impact to environment. It indicates as environmental impact in denominator and value of product or services in numerator. Eco-efficiency shows how much economic value reveals to unit environmental impact caused by product or service as an indicator. This study aims at developing eco-efficiency indicator of railway industry considering use stage among the entire life cycle stage of KTX and Saemaul train and also, figure out eco-efficiency value through indicator. Therethrough, it is enables to evaluate created value per environmental aspects. Since rail vehicles demands a lot of energy to transport people during use stage, the environmental impact is more significant than other lkfe cycle stages. Therefore, it quantified environmental indicator as CO2 emission and economic indicator as transportation record per a year with an annual income. This study contributes to be used as a tool for quantifying indicator of comparison evaluation in respect of rail vehicle in use stage.

Comparative Appraisal of Sustainable Development in Korean Metropolis (우리나라 대도시의 지속가능발전성 비교평가)

  • The paper has its focus on comparative appraisal of sustainable development in korean metropolises. In reference to OECD, UNCSD, PCSD and BBR indicator lists, somewhat transformed 14 themes and 42 quantitative indicators were chosen in economic, social and environmental sector. In next step, for the standardization of the indicators the own value of each Metropolis was relatively appraised based on the mean value of each indicator of the metropolises. If necessary, the indicator which has negative characteristics was transformed into positive scale so as to compare all of the indicators with same scale direction. As a result, it was found out that Seoul and Ulsan, highly concentrated in specific economic sector, reveals high level of sustainable development in economic sector but not in environmental sector. Kwangju is diametrically opposed to the former case. In contrast to the generally low level of sustainable development of Pusan, Taegu and Incheon, the metropolis Taejeon shows equally high level of sustainable development in 3 sectors.

  • Sustainable development has been praised as important new planning paradigm. The concept is being increasingly used in planning processes to address environmental, social and economic sustainable development. The social sustainability is important as community in modern life. The purpose of this study is to find out the community elements of sustainable housing to make it better life in residential environment. The Methods are content analysis and experts survey. We execute the literature for method to find the importance and indicator of social sustainability. We execute the experts survey to find the adequacy of the classification criteria, the adequacy of the indicators and the adequacy of the classification system. The findings of this study are as following; the social sustainability is important to support the sustainable housing planning. The indicator of the social sustainability is deduced; 'Locality' are deduced 'Native support', 'History and culture' and 'Reflected the local characteristics'. 'Communality' are deduced 'Citizen participation', 'Social integration', 'Community space and facilities' and 'community activities and programs'. 'Organic' are deduced 'Employment', 'Self-sufficiency', 'Safety and convenience', 'Infrastructure and service' and 'Housing condition'.

  • Although the philosophy of sustainable community development does not give the cure-all solutions for the major problems faced in the communities, it is theoretically and practically recognized as a newly emerging paradigm toward community development theoretically and practically. However, more specific tasks and issues of sustainable community development remain unchallenged and descriptive statements. The main objective of this study was to find out the extensive community development practices through the review of current works in the area of sustainable community development indicator, local agenda 21 and the relative issues. The recommendations of this study were the following; 1) The sustainable community development indicators available in the community level should be selected. Also, how to integrate the objective condition and subjective perception in community development practices, and how to weigh the indicator item should be solved in order to compare and measure the implementation of community development works. 2) In relation to local agenda 21, how to secure the implementation mechanism is more important than the developing the local agenda 21. 3) The policies aimed to raise the resident's awareness, formation of community field, create community social capitals, and define strategies to the selective community development programs should be considered to make the philosophy of sustainable community development active in the field level.

Research on the Application of Sustainable Development Assessment System for Fishing Communities in Korea (어촌지역 지속가능 발전지표 적용 연구)

  • This study focused on diagnosing and analyzing the level of sustainable development for each fishing communities by applying the sustainable development index in the fishing communities to support the policy of revitalizing the fishing communities. In terms of methodology, diagnostic indicators for rural areas were used through previous studies and literature surveys, and three categories, five fields and 27 indicators were finally selected through collecting opinions from experts. After deriving the weight for each indicator in detail, the final sustainable development index of the fishing communities was applied to fishing village fraternity. Based on the results of the analysis of the application of sustainable development cases in fishing communities, policy support should be implemented differentially according to regional decline factors and potential growth factors. In the population and social sector, it is necessary to consider ways to reduce population and reduce aging. In the industrial and economic sectors, fishing activation and systematic support for fishing-related industries should be provided. In the marine and built environment sector, the government's active project execution and budget support are required. In addition, it is expected to be used in various ways in the process of developing fishing communities and establishing revitalization plans that reflect the characteristics of the region.

  • In Chapter 40, "Information for decision-making", of Agenda 21, it was Slated that, "indicators of sustainable development need to be developed to provide solid bases for decision-making at all levels and to contribute to a self-regulating sustainability of integrated environment and development systems." Sustainable development has been defined as "development that meets the needs of the present without compromising the ability of future generations to meet their own needs", An indicator that measures sustainability should therefore focus on this definition. One of the most widely used frameworks for environmental indicators is the Pressure-State-Response model proposed by the OECD. And we introduced the the Driving force-State-Response framework, the adaptation of Pressure-State-Response model, for UN sustainable development indicators. Therefore, in our country, indicators for sustainable development should be developed by using the DSR framework.

  • It presented the specialty and efficient evaluation indicator and a method which corresponds in each quality classified with 4 fields - an use and the function, the environment and an equipment, the structure stability, an main finishing material from plan side against an existing school facility in order to suit in development of the standard indicator which has become fixed quantity and demand of evaluation method for an analysis of the object school facilities to rebuild. So it presented the method which is the fixed quantity evaluation from economic viewpoint as possible for evaluating the maintenance cost by the expenses involved and durable years increase in rebuilding of objective school facility.
