An Introduction and Developing guide to the Online Submission and Peer Review System (학술논문투고관리 시스템의 소개 및 발전 방향)

  • In this paper, introduction and developing guide to the online submission and peer review system is studied. Such system must provides fare and fast review of drafted papers. In addition, the publication of accepted papers by reviewers is quick and easy. Today, Some societies use KISTI-ACOM which is supplied freely by KISTI(Korea Institute of Science and Technology Information) and some other societies develop and use their own system in Korea. It is sure that each system will be improved and developed further. Based on the consideration about a typical peer review and publication in online submission system, the guideline of online submission and peer review system is suggested in this paper.

  • As the academic publishing environment evolves rapidly and the open science paradigm emerges, the demand for efficient and transparent peer review is growing. This study outlines efforts to actively introduce advanced concepts in scholarly communication into the submission and review system. AccessON Peer Review Management System Plus (ACOMS+), developed and operated by the Korea Institute of Science and Technology Information, is an online submission and peer review system that aims for open science. This study provides an overview of ACOMS+ and presents its four main features: open peer review, open access publishing and self-archiving, online quantitative/qualitative evaluation, and peer reviewer invitation. The directions for further developing ACOMS+ to fully support open science are also discussed. ACOMS+ is the first system in Korea to introduce the open peer review process and is distinguished as a system that supports open access publishing and digital transformation of academic journals. Furthermore, ACOMS+ is expected to contribute to the advancement of the academic publishing environment through the increasing shift toward open access publishing, transparent peer review, and open science.

Automated Reviewers Recommendation on Online Submission System in Journal Publishing (국내외 학술지 투고관리시스템의 심사위원 추천 기능 분석)

  • Finding and selecting proper reviewers is a burden on the publisher of the journal. In order to solve this problem, the online submission system started to recommend appropriate reviewers automatically. It includes a variety of new features, from recommending authors in the references of submitted papers as reviewers to finding similar papers by searching the citation index and suggesting reviewer candidates extensively. This study investigated how the online submission system provides functions such as recommendation of reviewers. As a result of examining major online submission systems, ScholarOne and Editorial Manager were recommending reviewer candidates by commercial citation index and review history platform. On the other hand, JAMS, a domestic online submission system, did not have any advanced functions such as recommendation of candidates for reviewers. Sooner or later, in Korea, it seems that more efforts should be made to improve the function of online submission system, such as recommending suitable reviewers for papers.

  • In order to design a web-based English Article Submission & Management System for science and technology research papers, Elsevier Editorial System and KISTI-ACOMS, international and domestic models--respectively--are studied and analysed. Through this analysis, a web-based paper submission and review system which can be applied to Ocean Science Journal, a research journal in the field of Oceanography, is developed. The web-based system is not only able to solve problems such as complex manuscript management, delays in the reviewing process, and loss of manuscripts that occur often in off-line paper review processes, but also is able to construct the basis for e-journal electronic publication. As a result, an effective and rapid scholarly communication environment can be made. The development and utilization of this system can improve the reputation and the globalization of science and technology research journals.

Results and Implications of Unannounced Supervision of MSDS Implementation Status at Chemical Handling Workplaces (화학물질 취급사업장 대상 물질안전보건자료 제도 이행실태 불시감독 결과 및 시사점)

  • Objectives: Since the material safety data sheets(MSDS) submission and non-disclosure review system was introduced in January 2021, the implementation status of MSDS for chemical manufacturing and importing workplaces being supervised for the first time. Methods: A supervisory team consisting of two labor inspectors and one from the Korea Occupational Safety and Health Agency directly visited the selected workplaces to check compliance with the MSDS system as a whole. Results: As a result of supervising 214 chemical substance manufacturing/importing workplaces, a total of 241 violations of the law were found in 121 workplaces, or 57% of them. In response, the Ministry of Employment and Labor took legal action on 8 cases in 6 locations, imposed a fines totaling of 249.69 million won on 120 chemical handling workplaces, and took action to correct the violations immediately. Conclusions: Major violations were in the order of non-request for warning signs, non-submission of MSDS, non-execution of MSDS training, and non-posting of MSDS. This shows the reality that employers who handle chemical substances are sufficiently communicating chemical information to workers. In the future, the government will actively implement preparation and submission support and system guidance for the implementation of the MSDS system, while making efforts to ensure that the MSDS system works well in the field through thorough on-site supervision in the future.

Reviewer Recommendation Algorithms in Journal Manuscript Submission and Review Systems (저널 논문 투고 및 심사 시스템에서 심사위원 추천 알고리즘)

  • In journal manuscript submission and review systems, authors can submit their manuscript at any time and editorial members are struggling to find proper reviewers for the submitted manuscripts and assign them to such reviewers. In order to solve this problem, we propose a greedy algorithm and a genetic algorithm to recommend proper reviewers for the submitted manuscripts. The proposed algorithms evaluate reviewers' speciality for the submitted manuscripts by using the submitted manuscripts' keywords and the reviewers expertises. In addition to that, they take the fairness among the reviewers' speciality and the review frequency for consideration. To verify the proposed algorithms, we apply them to the JIPS manuscript submission and review system that the Korea Information Processing Society has operated, and present the results in this paper. By performing the performance evaluation of the proposed algorithms, we finally show that the genetic algorithm outperforms the greedy algorithm in terms of the recommended reviewers' fitness.

WebReview : Web-Based Paper Review Support System (WebReview : 웹 기반 논문심사 지원 시스템)

  • There has been a complaint that current editorial and refereeing system of the traditional journal systems has something to be desired due to long time lag between submission and publication, improper(unfair in some sense, because no communication is allowed between reviewers and authors) review of submitted papers sometimes, and so on. This paper introduces a Web-Based Paper Review Support System, called WebReview, The system helps to reduce the time lag and allows reviewers and authors to communicate anonymously to clarify the research results, if there is any ambiguity. WebReview is implemented in Java, using Oracle as an underlying DBMS, to capture interactions between users and the system.

  • Science and technology-related societies in the interior of a country sum up to approximately 660, and are increasing yearly, due to the development of new research fields and segmentation of past studies. Such societies are contributed with latest academic research information, and the submitted studies go through an review process before publication. A majority of the societies employ the traditional off-line review method; various problems and issues occur in delay of submission, review, revision, and management of the numerous paper submitted and published. Therefore, this study suggests the design of, and implemented an on-line paper review system which processes on-line submission and review of paper, facilitates swift and review progress, and enables efficient control and management on general tasks and academic information through integrated administration of members and published works.

The Characteristics and Limitations of 'Automatic Submission of Budget Bills to Plenary Session', Article 85-3 of the National Assembly Act (국회법 예산안 자동부의제의 성격과 한계)

  • This paper examines whether the budget making process has improved since the Automatic Submission of Budget Bills to Plenary Session Act was enacted. The budget bill was passed before the Dec. 2 deadline from 2014 to 2016. Several researchers, therefore, concluded that the clause is in favor of the ruling party and the majority party. However, this study confirmed that the argument is valid only under the condition of unified government. In other cases, the government party can have a limited impact on the budget-review process, and the aspects of the budget screening process are similar to those before the Act was enforced. Under the conditions of the divided government and two-party system, it is difficult that the budget bill is passed by the legal deadline. In the case of the divided government and multi-party system without majority party, the third party exerts a very significant influence on the budget-review process.

  • Consultation program for pharmaceutical development is a new system in which pharmaceutical companies meet and discuss scientific and/or regulatory issues with drug regulatory authority in the research process and before submitting new drug applications. This program helps pharmaceutical companies reduce uncertainties in the research and development and increase the possibilities of getting drug marketing approval. Developed countries such as US, EU, and Japan have implemented various forms of pre-submission meetings or consultation programs since the mid-1990s. The rapid development of technology in pharmaceutical R&D increases the importance of communication between drug development companies and drug regulatory authority in Korea, too. In designing the consultation program, it is desirable to focus on the stages of clinical trials which take the longest period of time and the biggest amount of money in the pharmaceutical R&D process. We suggested that results or recommendations by drug regulatory authorities in pre-submission meetings or consultations be formally documented and considered in review process. Explicit scientific reasons are required for changing the results from consultations.
