An Importance-Performance Analysis of the Healthcare Reform on a Doctor-Designation System - Focused on the Perception of Medical Providers' at Tertiary Hospital in Seoul - (선택진료제도 개편에 대한 중요도-성취도 분석(IPA) - 서울시내 상급종합병원 의료종사자 인식을 중심으로 -)

  • Purpose: The purpose is to understand the perception of medical providers at tertiary hospitals in Seoul on the importance-performance of the reform on a doctor-designation system, and to provide the policy suggestion of the perception on such a system. Methodology: To achieve the purpose, this study utilized structured survey tools to conduct a questionnaire survey of nursing, administrative and medical technology professionals at six tertiary hospitals in Seoul. An importance-performance analysis was utilized for an analysis that showed the perception of the reform on a doctor-designation system. Findings: First, it was identified that those medical providers had the highest perception of the importance about the performance of the reform on a doctor-designation system. Second, according to the result of action grid of an importance-performance analysis (IPA), it can be identified that in the 2nd stage of 'Concentrate here' included are the items as to design and effect of medical care quality and subsidies & patient infection and safety and control fees, effect of income security of the method for compensating for loss established by the government and offering sufficient information on general medical services and doctor-designation medical services. In the 1st stage of 'Keep up the Good Work', and the 2nd stage of 'Concentrate here' included is the item as to the performance of patients of the reform on a doctor designation system. Practical Implications: There could be identified the effect of the reform bill on the perception of medical providers. It is expected that a better environment would be provided for patients to use a hospital and for medical providers to offer medical services, if the goverment makes efforts to improve methods for compensating for loss and continuous monitoring of the performance of patients.

A Comparison of Government Accounting Reform in Advanced Countries and South Korea and Policy Implications (선진국과 한국의 정부회계개혁 비교와 정책적 함의)

  • This study aims to compare the government accounting reform of advanced countries and South Korea and suggest policy implications for South Korea. The reform steps are structured down to institutional introduction, institutional formation and institutional stability. I researched the literatures on the government accounting system and compiled research materials from the Finance Ministries, Audit Offices, and Government Accounting Standards Boards websites of New Zealand, US, UK and South Korea. Analysis showed that advanced countries and South Korea have adopted accrual accounting systems which have provided more comprehensive and objective financial information. But the government accounting system of South Korea compared with those of advanced countries needs reform. The suggestions of this study include: expanding range of whole of government financial statements; giving coherence to the public accounting standards; adopting government audit system; and introducing accrual budgeting. However, there are differences between business accounting and government accounting and the differences are considered for government accounting reform.

  • The present study is designed to trace the successful reform steps taken within the vocational training system in the UK and to extract a set of instructive implications for Korea's future reform path towards an efficient vocational training system conducive to youth employment. To this end, this study focuses on three major aspects of the youth vocational training system: the government's role and partnerships between training and industry, the vocational training system, and the employment support system. Implications drawn from the comparative analysis are as follows. Vocational training reform should be made within the broad paradigm of youth employment promotion. All aspects of the youth vocational training system, such as the training program structure, program content, provider, management, so on, should be reformed, step by step, within a long-term plan. In addition to the vocational training reforms. employment support programs should be enlarged, and the service delivery system should be well structured in order to enhance the effects of the training reforms. For these reforms, it is essential to make fundamental changes in the following areas: integration of youth employment policy making and its administrative structures, reinforcement of partnerships between training and industry, nation-wide standardization of job skins, and the introduction of standardized job certificate classification on a national level.

Orientations and Execution of Beginning Secondary Science Teachers' Teaching Practices: Motivating and Understanding Students (초임 중등 과학 교사의 교수활동에 대한 지향과 실행: 동기 유발과 학생 이해를 중심으로)

  • The purpose of this study is to investigate beginning secondary science teachers' teaching practices in terms of motivating and understanding students. Six first-year teachers participated in this study. Data were collected by classroom observations and structured interviews. Instructional materials used during the class were also collected to understand teaching practice. Lessons observed were video-tape recorded and the teachers were interviewed. Video- and audio-tape recording were transcribed. The framework, developed by Knowles Project Team of Michigan State University, was adopted and revised according to Korean classroom context and employed as an analytical tool for teaching practices. The beginning secondary science teachers intention ranged from 'Managing Work' to 'School Science.' No teachers revealed 'Reform Science Teaching' orientation. For the execution of science lessons, one teacher with 'Managing Work' orientation showed 'expert' level of execution, but the others executed at a 'novice' level. Beginning science teachers need to be guided and informed about 'Reform Science Teaching' for motivating and understanding students to develop professionally.

  • The school complex project is driven by public calling for school facilities change due to the social change followed by the aging society and increasing interest in the lifelong education. The school complex project is defined as an activity in which the school facilities and space are not only used for students, but also for the local residents. Since the project was promoted in a link with reform of the education system in 2001, the demand in the expectation effect has been sharply increasing. Despite of the high expectation and attention, the school complex project, however, has been performed in a limit of efficiency. Consequently, public opinion calling for more structured and effective way on construction and administration has been certainly increasing. According to the strong demand, this study was carried out to provide basic data for, and suggest an approach to, more structured and effective way of establishment and administration of the school complex project by comparing the success cases in Seoul metropolitan city.

  • The Purpose of this paper is how KM is implemented and executed to reform the organization in the change management aspect and how its current KM can be developed in the future, mainly based on the organizational system, business process, and information system related to KM. This Paper is longitudinal case study of Knowledge Management at LG-EDS Systems. The effective approach to undertake KM is phase. First, it is structured to share explicit knowledge for better performance and then implicit knowledge for best performance. But, This method had some limitations. So, LG-EDS systems integrated KMS-Knowledge Portal-to facilitate cooperation and improve contents quality.

The Growth of Private Enterprises in the 1990s and Regional Development in China (1990년대 중국 사영기업의 성장과 지역발전)

  • The economic reform in China since 1978 has been increasingly sped up and deepened. The recent development of private enterprises, especially, has significant economic and political implications, whereas its regional differentiation has considerable impacts on both the development potential of certain regions and overall regional growth pattern. This study aims to understand the regional pattern of private enterprise growth as well as the institutional change which has structured the growth process. The development of private enterprises turned out to be closely tied to the marketization strategy of dual-track system and policy needs to reduce the unemployment level in both urban and 겨ral China. The regional pattern of the private enterprise growth can be characterized as ever-increasing spatial differentiation. Based on the basic statistical analysis results, it is argued that the private enterprise growth is closed related with the marketization level of the regional economy. Therefore, the strategy of developing private sector will be more important in shaping the regional development path as well as potential.

A Phenomenological Study on Husband-Related Changes in the Family Relationship Following the First Born Child (첫 아이 출산 후 남편이 경험한 가족관계 변화에 대한 현상학적 연구)

  • This study examined changes in family relationship focusing on the experience of husbands after the birth of their first child. The research questions were as follows: (1) what social and economic changes are experienced by Korean husbands (2) how to reform the dynamic from a dyad to a triad relationship (3) how the relationship changes with the experience of parenthoods. The participants in this research included six men and the data was gathered through half-structured interviews and analyzed using Van Manen's analysis guideline. The results were as: First, there was a distinct financial change to stabilize the role of the couple. Second, the husbands' voluntary participation in house work was influenced by the couples' intimacy. Third, the enriching dialogue between couples was related to becoming parents. Lastly, after child birth, husbands felt less attraction toward their wives as women and the sexual relationship was almost completely controlled by their wives.

  • Purpose: This study aimed to investigate the awareness and direction of paramedics work and image in hospitals. Methods: From April 16 to May 5, 2015, data were collected through structured questionnaires from 45 paramedics and 81 nurses working in emergency medical institutions. The data were analyzed using SPSS version 18.0. Results: The work of paramedics is evaluated to be highly worthy at the in-hospital level rather than at the injury first-aid treatment level. It appears that paramedics are often forced to do what their hospitals tell them to do concerning matters related to conflicts with them and nurses. Paramedics stated that they experienced greater mental stress than those engaging in other professions, a finding similar to those of other studies. There was no statistically significant difference in opinions between the two groups about a desirable direction for the development of first-aid services at hospitals. More than two thirds of the respondents said that paramedics should be given the right to enter acting check for patients. Conclusion: Paramedics work is shown to differ in the opinions of paramedics themselves and nurses. Paramedics need for reform is associated with expanding the work of the law.

Beginning Science Teachers' Teaching Practice in Relation to Arranging Science Content and Sense-Making Strategy (초임 중등 과학 교사의 수업에서 과학 내용의 전개 방식과 내용 이해 전략)

  • The purposes of the study are to portray Korean beginning secondary science teachers' ways of arranging science content, sense-making strategy, and factors contributing to the tensions between teachers' intentions and actual practice. Six beginning secondary science teachers participated in this study. Science classes taught by the participating teachers were observed and videotaped. Semi-structured interviews were conducted for science teachers participated in this study after science classes were observed. Instructional materials were also collected for each science class. Video- and audio-taped data were transcribed and analyzed using conceptual framework developed by the Michigan State University. The findings of this study produce the following conclusions: (1) beginning teachers' science classes are arranged in ways compatible to traditional school science, (2) frequently used sense-making strategies are procedural display and narrative reasoning, (3) tensions between beginning teachers' intentions and practice arise from two factors such as assessment and differences in educational views with peer teachers, and (4) learning experiences, lack of perceptions and preparations on reform science teaching, and the absence of systematic program for professional development programs for beginning science teachers are major obstacles to reform science teaching for beginning teachers.
