  • The prevention of marine accidents has been a major topic in marine society and various policies and countermeasures has been developed, applied to the industries. Formal Safety Assessment is a structured and systematic methodology, aimed at enhancing maritime safety, including protection of life, health, the marine environment and property, by using risk and cost-benefit assessments. In addition, it provides a means of being proactive, enabling potential hazards to be considered before a serious accident occurs. In this paper, we has been screening and ranking of hazards using fuzzy structural modeling method and quantitative risk assessment for the ship's collision in the last 10 years marine accidents.

  • In order to take account of the statistical properties of probability variables used in the structural analysis, the conventional approach using the safety factor based on past experience usually estimated the safety of a structure. The real structures could only be analyzed with the error in estimation of loads, material characters and the dimensions of the members. But the errors should be considered systematically in the structural analysis. Structural safety could not precisely be appraised by the traditional structural design concept. Recently, new approach based on the probability concept has been applied to the assessment of structural safety using the reliability concept. In this study, safety of structures will estimated by the reliability analysis with commercial structural software that has the tools of nonlinear elastic-plastic 3-D analysis. Experimental test result is compared to results from this research and Coan/sup 1)/ In this paper, AFOSM(Advanced First-Order Second Moment method) is applied with von Mises, Tresca and Mohr-Coulomb failure criterions. The reliability index β and probability of failure P/sub f/ can be obtained by following this practical procedure as judgement a safety of structures and necessity of reinforcing.

  • This study proposes a multi-scale dynamic system reliability analysis of control system as a method of quantitative evaluation of its performance in probabilistic terms. In this second paper, we discuss the control effect of the viscous damper on the seismic performance of the structure-level failure. Since the failure of one structural member does not necessarily cause the collapse of the structural system, we need to consider a set of failure scenarios of the structural system and compute the sum of the failure probabilities of the failure scenarios where the statistical dependence between the failure scenarios should be taken into account. Therefore, this computation requires additional system reliability analysis. As a result, the proposed approach takes a hierarchial framework where the failure probability of a structural member is computed using a lower-scale system reliability with the union set of time-sequential member failures and their statistical dependence, and the failure probability of the structural system is again computed using a higher-scale system reliability with the member failure probabilities obtained by the lower-scale system reliability and their statistical dependence. Numerical results demonstrate that the proposed approach can provide an accurate and stable reliability assessment of the control performance of the viscous damper system on the system failure. Also, the parametric study of damper capacity on the seismic performance has been performed to demonstrate the applicability of the proposed approach through the probabilistic assessment of the seismic performance improvement of the damper system.

A fuzzy expert system for diagnosis assessment of reinforced concrete bridge decks

  • The lack of safety of bridge deck structures causes frequent repair and strengthening of such structures. The repair induces great loss of economy, not only due to direct cost by repair, but also due to stopping the public use of such structures during repair. The major reason for this frequent repair is mainly due to the lack of realistic and accurate assessment system for the bridge decks. The purpose of the present research was to develop a realistic expert system, called Bridge Slab-Expert which can evaluate reasonably the condition as well as the service life of concrete bridge decks, based on the deterioration models that are derived from both the structural and environmental effects. The diagnosis assessment of deck slabs due to structural and environmental effects are developed based on the cracking in concrete, surface distress and structural distress. Fuzzy logic is utilized to handle uncertainties and imprecision involved. Finally, Bridge Slab-Expert is developed for prediction of safety and remaining service life based on the chloride ions penetration and fick's second law. Proposed expert system is based on user-friendly GUI environment. The developed expert system will allow the correct diagnosis of concrete decks, realistic prediction of service life, the determination of confidence level, the description of condition and the proposed action for repair.

  • One of the main objectives of the study is to propose a pratical and realistic reliability analysis by ETCM(Expected Total Cost Minimization). This study is intended to propose the safety assesment and capacity rating of existing reinforced concrete members by evaluating the safety evaluation index, that is RF(Rating Factor) from the results of the field test and inspection for 5 reinforced concrete bridges. ETCM method is used for the reliability analysis of the proposed models. The proposed reliability model and method are applied the safety assesment and system factors of reinforced concrete members.

Reliability-based assessment of steel bridge deck using a mesh-insensitive structural stress method

  • This paper aims to conduct the reliability-based assessment of the welded joint in the orthotropic steel bridge deck by use of a mesh-insensitive structural stress (MISS) method, which is an effective numerical procedure to determine the reliable stress distribution adjacent to the weld toe. Both the solid element model and the shell element model are first established to investigate the sensitivity of the element size and the element type in calculating the structural stress under different loading scenarios. In order to achieve realistic condition assessment of the welded joint, the probabilistic approach based on the structural reliability theory is adopted to derive the reliability index and the failure probability by taking into account the uncertainties inherent in the material properties and load conditions. The limit state function is formulated in terms of the structural resistance of the material and the load effect which is described by the structural stress obtained by the MISS method. The reliability index is computed by use of the first-order reliability method (FORM), and compared with a target reliability index to facilitate the safety assessment. The results achieved from this study reveal that the calculation of the structural stress using the MISS method is insensitive to the element size and the element type, and the obtained structural stress results serve as a reliable basis for structural reliability analysis.

  • There are insufficient models that find problems and solutions for accident prevention through risk assessment and suggest safe work process and work instruction from foundation works to finish work for accident decrease. This paper presents a quantitative risk assessment model by analysis of risk factors in each process such as appurtenant works, temporary works, structural works, equipment work, finishing work and etc based on accident examples and investigation on actual condition in plants construction work. In addition, the safety management system was developed to perform risk assessment of plants construction and use it for effective safety training for labor.

  • A practical approach for the assessment of system reliability-based safety and load carring capacity under vehicle traffics is proposed for the realistic evaluation of safety and rating of cable-stayed bridges. A partial event tree analysis model incorporating major critical failure paths is suggested as a practical tool for the system reliability analysis and system reliability-based capacity rating. The proposed approach for the system reliability analysis and system reliability-based rating is applied to the safety assessment of the Jindo Bridge which is one of two existing cable-stayed bridges in Korea. The results of analyses at the system level based on the system reliability are compared with those at the element level.

  • Ship damage due to maritime casualties lead to marine pollution, loss of life and properties. The maritime casualties come from the rough sea and bad weather condition generally. Therefore the large-scaled casualties will be derived from loss of structural strength and stability due to the progressive flooding and enlargement of damage by the effect of wave and wind. The improvement of damage survivability is very important in maritime safety This paper described the damage survivability assessment system which can be evaluate and improve the ship safety in consideration of loading, sea and damage condition. The components of the system and decision criteria for damage stability and structural safety is established. The ship modeler and behavior analysis program in wave is developed. Finally further research work is also discussed.

Assessment of Structural Safety of Buried Water Mains (매설관의 구조적 안전성 평가에 관한 연구)

  • Criteria for rehabilitation priority are discussed to evaluate structural stability of deteriorated water transport and transmission pipes, in this study. For the purposes, safety factor is introduced and estimated by measuring tensile strength and by analyzing stress caused by the internal-external loads working on buried pipe body. Related informations are surveyed and collected under various conditions in the fields by digging out and the structural stability is assessed. In the evaluation results of structural safety, it is shown that steel pipe is more affected by external load than internal load. The average external load is estimated as $53.7kg/cm^2$ and total hoop stress is estimated by $2676.5kg/cm^2$. Also, Poisson effect into longitudinal direction due to internal and external loads is most influential on hoop stress. The calculated safety factors of hoop stress are ranged from 0.7 to 5.2 with average value of 2.1, considering a bending stress to longitudinal direction. The decision of rehabilitation priority by safety factors show that structural safety of CIP sample 1(S1) was assessed at the lowest order with safety factor value, 0.7 and that of DI sample 15(S15) was evaluated as the most stable in structural aspect.
