연근해어업 구조개선의 의의, 문제점과 추진 방향 (The definition, problems and policy direction of structure reform in Korean coastal and offshore fisheries.)

  • This paper focused on meaning, problems and prospect of structural reform of coastal and offshore fisheries in Korea. Structural reform can be defined as effective combination of production factors in order to enhance fisheries productivity and it can be realized mainly through fleet reduction, modernization of fishing vessels and fishing gear etc. However, the structural reform alone will not be sufficient to advance Koreanl fisheries facing with severe challenges from both inside and outside. Domestically, worsening status of fisheries resources, decreasing number of fishermen, worsening financial status of fisheries businesses and severe competition cause structural problem in fisheries sector and internationally the pressure from WTO and OECD to reduce tariff and subsides in fisheries poses severe challenges. The structural reform should be carried out in relation with the general adjustment programs across coastal and offshore fisheries such as M&A among fisheries businesses, adjustment of number of fishing permits and fishing areas. And the policy to enhance the fishing productivity is needed for recovery of fisheries resources and for the reduction of fishing efforts, that is, the approach which combines economic and resources concerns is needed. For the effective implementation of the reform, effect analysis of the reform program is needed and at the same time, eradication of illegal fishing, reduction of fishing fleet and reduction of fishing cost should be realized. However, the most important thing is the will and efforts of the government for successful reform. If the government does not exert sufficient efforts for the structural reform, Korea could be degraded into a backward country in fisheries.

A study on Decline and Development Strategy of Local Universities

  • The core of the university policy pursued by the Moon Jae-in administration is to strengthen university competencies through the diagnosis of universities. To this end, the word structural reform evaluation is changed to strengthening the basic competencies of universities, and is trying to escape from the past reduction of pro-class capacity. Deputy Prime Minister Kim Sang-gon insisted, "We will improve the university structure evaluation, which is biased toward quantitative quota adjustment, with a diagnosis of basic university competency to support the autonomous development of the university." The Ministry of Education expressed its intention to strengthen the capacity of local universities by saying that it would also consider regional conditions in reducing the university quota due to the decrease in the school-age population so far. In the meantime, as the school-age population declined, the Ministry of Education promoted the reform of the university structure by dividing it into three cycles from 2014. This paper focuses on the problems of diagnosis of education reform and improvement measures, and tries to find out what is the desirable direction for education innovation. This paper studied the structural reform of universities following the decline of local universities. The policy alternatives in this paper are as follows. First, the contents of the government's push for university structural reform were analyzed. Second, we considered the problems of university structural reform. Third, they sought ways to develop local universities and enhance their competitiveness.

우리나라 철도수송의 생산성 변화 (Productivity growth in Korean Railway Transport)

  • This paper investigates the productivity growth in Korean railway transport. The productivity growth is calculated by a process of measuring of pure efficiency change index(PECI), scale efficiency change index(SECI), and technical change index(TCI), using Data envelopment analysis (DEA) method. The data cover the period 1999$\sim$2006; 1999$\sim$2003 are the pre-structural reform years and the post-structural reform years are 2004$\sim$2006. The framework for the analysis is Malmquist Productivity Index (MPI) of the to investigate the impacts of structural reform on productivity growth, respectively. The inputs considered are the length of operating line, the number of staff, the number of coach and wagon, and the outputs are the trains movement of passenger and freight, and the traffic of passenger and freight. Results indicate that Korean railway experienced a annual productivity growth of approx. 3% after the structural reform.

철도구조개혁 성과분석 -운영비용을 중심으로- (Effect Analysis of Structural Reform of Korea Railroad - Focusing on Comparison of Operating Cost -)

  • 1980년 이후부터 철도산업은 지속적인 경영적자률 기록하였고, 1990년대 이후부터는 수송량의 감소를 가져왔으며 그에 따라 철도 구조개혁을 실사하였다. 철도구조개혁을 실사한 선진국의 경우 철도시설과 운영을 분리한 원칙에서는 우리나라의 경우와 크게 차이가 없지만 각 국가마다 처한 상황에 따라 그 성과가 다양한 결과를 나타내고 있다. 2004년 구조개혁 이후 변화된 정책에 따라 기존에 비하여 어느 정도 성과가 이루어졌는지에 대해서는 연구가 이루어 지지 않았다. 본 연구에서는 비용함수률 통하여 구조 개혁 전후의 비용구조를 알아보고 구조개혁의 성과를 트랜스로그 함수를 사용하여 분석하였다. 비용함수를 통한 분석결과 우려나라 철도에는 규모의 정제가 존재하며 평균수송거리 증가에 따라서도 평균비용이 감소하는 효과를 나타내고 있으며 구조개혁 이전과 이후의 모형을 비교한 결과 구조개혁 이후 평균 비용이 더 적은 것으로 나타났다. 구조개혁 이후 비용구조가 더 나아졌음을 알 수 있었다. 구조개혁과 거의 동시에 KTX의 투입이 발생하면서 두가지 효과가 사너지 효과률 가져와서 구조개혁의 성과률 더 크게 가져온 것으로 추정이 되며 구조개혁 이후에 효율적인 운영으로 인하여 비용이 절감된 것을 알 수 있었다.

과학기술혁신본부와 정책조정 방식 변화 (The Office of Science and Technology Innovation and its Implications for Policy Coordination)

  • The Office of Science and Technology Innovation (OSTI) was created by a different method of organizational change from that of precedent administrative reforms. According to results of the new method, the OSTI case can be widely applied to other ministries as an alternative model for governmental reform. The theory part introduced two approaches of organizational reform, namely structural approach which focuses on the level of hierarchial authority and process approach which emphasizes the flow of information/expertise in organizational operation. It also discussed various ways of understanding for S&T policy coordination. After this, the paper reviewed details of the OSTI reform with special reference to implications for the mode of S&T policy coordination. It concludes that the OSTI may offer an opportunity to strengthen the coordination mechanism of the process approach.

2015년 공무원연금 개혁의 평가와 향후 개편방향 (Evaluating the Reform in 2015 and the New Reform Plan of the Government Employees Pension Scheme)

  • 본 연구는 2015년 공무원연금 개혁의 성과와 한계를 평가하고, 이들 한계를 극복할 수 있는 개편방안을 제시하고자 하였다. 연구결과에 따르면 이번 연금개혁은 재정적 지속성, 기능적 투명성, 타 공적연금과 형평성 측면에서의 그 성과가 미흡하였다. 이 때문에 향후 공무원연금개혁에 대한 논의는 다시 촉발될 것으로 전망된다. 다음 개혁의 우선 순위는 공적연금 제도 간 통합에 두어져야 한다. 이에 본 연구는 제한적인 효과만을 지향하는 모수적 개혁방안을 지양하고 다양한 정책 목표를 동시에 달성할 수 있는 공무원연금의 구조적 개편안을 제시하였다. 이 개편안의 골자는 공무원연금을 '국민연금 + 직역가산연금(부가연금) + 퇴직수당'의 다층노후체계로 개편하고, 신규 임용 공무원을 국민연금에 가입시키는 것이다. 국민연금이 공무원을 포함한 '전국민'의 '기본적 연금'으로 발전할 때 연금제도간 불평등도 완화되고 사회적 연대연금체제도 구축될 수 있을 것이다.

의료공급체계 구조의 개혁방향에 대한 조직이론적 시각 (An Organization Theory Perspective on the Structural Reform of the Health Care Delivery System)

  • There is a general consensus that many health care problems are attributable to the structural defects of the health care delivery system in Korea. The basic policy aimed to address these problems is to reform the delivery system so as that it incorporates two core principles: (1) stratification of medical care institutions into primary, secondary, and tertiary care providers according to the capability to perform specialized and complex services; (2) patients seeking care starting from the primary care provider and, if necessary, to be referred to the other provider step by step. This policy has been consistently pursued for about 30 years, but the achievement is far from success. Thus it is believed that the feasibility of the policy should be questioned. Starting from this question, based upon the observation of the current structure of the delivery system and its expected changes, the reform policy was discussed focusing on the assessment of its feasibility from both practical and theoretical viewpoints. The discussion leads to cast doubt on the policy for its possibility of making planned changes and producing expected desirable effects. Therefore it is advisable to investigate a wide range of alternative strategies and models for improving health care delivery.

조직문화와 변화개방성의 인과모형 (Causality Between Organizational Culture and Openness for Change)

  • This investigation was carried out in Liaoning, Shandong, and Shaanxi where classified most of their geological organizations into profit organizations, which means they must implement enterprise-oriented reform immediately. The valid 311 questionnaires were collected and used to verify the serial mediating model by AMOS 23.0. Results verified the crucial mediating effects of structural and psychological empowerment between external-focused organizational culture and openness for change. Adhocracy culture positively affects employees' openness for change through three indirect paths, including one mediator and two mediators. Market culture impacts individuals' openness for change through two indirect paths, one is through structural empowerment and another one is through two mediators. The findings provide managers in geological organizations with an empowering management practice model which could promote geological industry reform effectively.

경제개혁이후 중국의 노동시장 역동성과 지역경제발전 : 지역격차변화 이해에 대한 함의 (Labor Market Dynamics and Regional Economic Development in Post-Reform China: Implications for Understanding Changing Regional Inequality)

  • 본 연구는 경제개혁이후 중국의 지역경제성장의 불균등성에 대해 진행된 많은 연구들을 비판적으로 검토하고 시장화 전략에 의한 노동시장성장의 지리적 패턴과 그것이 갖는 지역격차 이해에 대한 함의를 검토한다. 변이할당 분석을 통해 나타난 고용성장의 지리학은 생산량에 기초한 공간경제패턴과 유사한 모습을 나타내고 있는데 이는 시장화의 심화에 따라 노동시장의 성장이 노동수요의 변화에 대응하고 있다는 점을 반증하는 것이다. 또한 생산량과 생산성의 변화가 노동시장의 성장에 대해 갖는 효과를 관찰한 결과, 비국유기업의 생산량 및 생산성의 상대적 증가가 크게 나타나고 있으며 결과적으로 지역변이효과를 통해 지역경제내 고용증대효과를 동남해안지역의 성들 중심으로 가져 온 것으로 나타났다. 반면에 국유기업은 생산량과 생산성의 상대적인 감소로 인하여 고용감소효과를 가져 왔다 결과적으로 노동시장의 성장은 생산의 증대와 함께 지역경제발전의 패턴을 결정하는 중요한 요인으로 작용하고 있다. 아울러 고용성장의 지리적 패턴에 대한 설명과 이해는 나아가 경제개혁이라는 제도적 변화와 관련시킨 연구를 통하여 보다 확대될 수 있다.
