  • Government-sponsored Research Institutes(GRIs) have made a great contribution to the development of Korea's Science and Technology(S&T). However, recently GRIs are facing the challenge of many problems. For instance, absence of reasonable strategies, insufficient resources and so on. Therefore, many GRIs are being asked for solving their problems with successful strategic management. This paper suggests a strategic management model to solve their problems and to cope with the changing S&T environment. In this paper, The strategic management model for GRIs which was thoroughly considered strategic management process suggested to response the need of their change and to perform their strategic management successfully. As a case of GRIs to apply this model, in this paper, Korea Basic Science Institute(KBSI) that is part of the Korea Research Council of Fundamental Science and Technology(KRCF) was analyzed. As a result of analysis with this model which applied to KBSI, various strategies and alternatives were suggested.

  • Project leadership lifts management to a new level where projects are seen as strategic weapons that help firms to develop competitiveness. For too long, the focus on projects has been on short-term, tool-oriented management. There is a need for fresh understanding of project leadership and appreciation of its importance. A state-of-the-art review of research on leadership in project management is presented. Results of an aspect of a global study on leadership in the construction industry are discussed. The need for project managers to be effectively developed as leaders is underscored.

  • 본 연구의 목적은 LOGO를 이용한 프로젝트 학습에서 나타난 초등 수학영재 학생들의 전략적 사고 유형을 분석하여 LOGO 학습과 고등 사고 활동과의 연관성을 구체적으로 밝힘으로써 영재교육 프로그램으로서 LOGO 활용에 대한 새로운 방향을 제시하고 LOGO 교수-학습의 효과적인 접근 방안을 모색하는데 있다. LOGO 프로그래밍을 계획하는 과정에서는 기존의 지식과 절차를 활용하는 유추적 사고, 변수를 이용한 일반화, 여러 가지 명령어의 기능을 통합하여 활용하는 통합적 사고, 문제 해결을 위해 기존 명령어를 평가하는 비판적 사고, 현재의 상황을 새로운 관점에서 이해하고 응용하는 발전적 사고, 여러 가지 해결 방법을 구상하는 유연한 사고 등의 전략적 사고가 관찰되었다. 오류 수정 과정에서 나타난 전략은 명령어의 문법적인 지식, 그림과 절차를 대조하는 방법, 절차를 분해하는 분석적 사고, 도형-분석적 추론, 시각적 추론, 경험적 추론 등이 나타났다.

Development of Tunnel Asset Management (TAM) Program

  • Typical highway infrastructure systems include roadway pavement, drainage systems, tunneling, and other hardware components such as guardrails, traffic signs, and lighting. Tunnels in a highway system have provided significant advantages to overcoming various natural challenges including crossing underneath bodies of water or through mountainous areas. While only a few tunnel failure cases have been reported, the failure rate is likely to increase as these assets age and because agencies have not emphasized tunneling asset management. A tunnel system undergoes a deterioration life cycle pattern that is similar to other infrastructure systems. There are very few agencies in the United States implementing comprehensive tunnel asset management programs. While current tunnel asset management programs focus on inspection, maintenance, and operation safety, there is an increasing need for the development of a comprehensive life cycle tunnel asset management program. This paper describes a conceptual framework for a comprehensive tunnel asset management program. The framework consists of three basic phases including a strategic plan, a tactical plan, and an operational plan to provide better information to the decision makers. The strategic plan is a basic long term approach of tunnel asset management. The tactical plan determines specific objectives and the operational plan actually applies asset management objectives in practice. The information includes operational condition, structural condition, efficiency of the system, emergency response, and life cycle cost analysis for tunnel capital improvement project planning.

도로함몰 현상 대응을 위한 전략과제 도출 (Deriving Strategic Agenda for Response of Road Sink Phenomenon)

  • Road Sink Phenomenon (RSP) is one of the major issues in South Korea. National and local governments are trying to develop effective preventive measures against the RSP. Developing the policy-oriented RSP management is most important to minimize possible losses induced by RSP. In this study, we employed the Futures Wheel (FW) method to derive influence factors for RSP management. FW method is widely used for predicting future social-environmental condition. In addition, RAND Corporation's method is used to derive potential strategic agenda based on derived influence factors by FW method. These derived strategic agenda can contribute to develop the policies related with RSP management.

  • The Singapore construction market has just recovered from the decline of the last seven years. Past annual construction volume remains around S$10 to 12 billion and the market is saturated with local and international contractors. This study examined the competitiveness of the construction market from the perspective of a Chinese contractor. The case company in this study is China Construction (SP) Development Co Pte Ltd. The purpose of this study is to use strategic research and management methods to analyze the case company's internal and external environment and development strategies, so as to bring about the approaches and measures to achieve its strategic targets.

프로젝트 팀 리더의 역할과 팀성과 (Project Team Leader's Roles and Team Performance)

  • This Study has empirically examined the relationship between the role of R & D project leaders and their team performance using data from 87 project teams in 6 R & d organizations. The results reveal that : 1) R & D project leaders play five different roles for performing their jobs-strategic plannar, team builder, gatekeeper, expert and champion : 2) all but the champion role of leaders are positively associated with project team performance unless they have too short team tenure to materialize their role efforts : 3) However, the relationship between the role of leaders and project team performance varies according to characteristics of their team and project tasks. More specifically, it becomes more important for leaders to focus on gatekeeping and championing roles as their team gats older. Team building role of leaders is more important for higher performance of relatively certain R & D projects, while for uncertain R & D projects gatekeeping role appears to be more important.

  • The management systems of defense projects need to be well-maintained because of huge cost and long-terms of acquisition & operation in conducting defense acquisition. In this paper, we use a structural equation model(SEM) to develop an project management index(PMI) for effective defense project. The concept of a customer satisfaction index is used to assess the PMI for strategic improvement plans for various characteristics of project management. It is expected that our model can be used to evaluate and improve the project management capability of defense acquisition.

  • Studies have shown that infrastructure projects have continued to experience significant delays and cost overrun over an extended period of time and no evidence of learning ever have happened [1] [2]. Various causes contribute to the bias towards overrun [3]. This study contributes to literature by developing and subsequently validating a set of hypothesized relationships between project complexity and project performance. The results show that project complexity is associated with both the magnitude and variance of overrun. Further, the extent and magnitude of the positive bias towards overrun are moderated by project complexity.

  • Information Systems have played a strategic role in achieving business goal and become an essential tool in today's business environment. Thus, the number of developing SI project has increased and it becomes complex and sophisticated. It is known that project manager's leadership could lead the project success. In this study, project manager's competencies are divided into two types, information competency(information-oriented mind, information utilization competency, information development competency) and managerial competency(project management, human relationship, project expertise. The purpose of this study is to examine the effect of information competency and managerial competency on the SI project success and to find out the moderating effect of project size. The result of this study reveals that information utilization competency, project management competency and human relationship have a strong relationship with both customers and suppliers side of projet success. Moreover, the relationship between managers' competencies and project success is shown to be different by project size. The result of this study implies that each managers' competencies has to be developed and applied according to project's complexity and size.
