Location and Urban Network Hierarchy Analysis of the Seven Major Test and Certification Institutions in Korea (시험인증 기관의 입지 및 도시 네트워크 위계 분석: 국내 7대 시험인증기관을 대상으로)

  • In this study, the location and network hierarchy of the seven major test and certification institutions in Korea were analyzed. First, like other APS, the test and certification institutions are concentrated in the metropolitan area, and the spatial spread of the branch is developing. Second, unlike other APS, branches do not accumulate in large cities. It is deeply related to regional economic geography characteristics such as proximity to manufacturers and specificity of regional strategic industries. Third, despite the spatial spread, workers are concentrated in the metropolitan area. Fourth, urban-regions are mainly formed between the metropolitan area of test certification and the Chungbuk(Cheong) area.

Location Efficiencies of Host Countries for Strategic Offshoring Decisions Amid Wealth Creation Opportunities and Supply Chain Risks

  • Purpose - Offshoring has emerged as one of the major trends in international trade and has become one of the strategies for achieving competitiveness in the global market. In spite of this, the expected gains of offshoring can be offset by hidden costs and risks, such as those associated with the COVID-19 pandemic, the trade war between the USA and China, and the ongoing trade dispute between Korea and Japan. To obviate such business failure and prevent critical business blunders, offshoring strategies that efficiently consider both risk elements and potential wealth creation are urgently need. The first purpose of this study is to contribute to the development of more advanced offshoring strategies to help host countries select the best locations to manage supply chain risks and create unique value. The second purpose is to specifically analyze the current status of Korea and provide Korean companies with implications to be considered when deciding whether to offshore or re-shore. Design/methodology - A Network DEA model was applied to measure the comparative location efficiency of national competencies for offshoring strategy from perspectives of wealth creation opportunities (profitability and marketability) and supply chain risk management. The location efficiencies are compared among a total 70 countries selected from the Global Competitiveness Index (GCI) and globally attractive locations outlined by Kearney (2017). For the secondary analysis of efficiency, a t-test examining the nature of competitive advantage and the level of sophistication in production processes was implemented in three divisions. We then analyzed differences in offshoring performance in terms of the identified national traits. Moreover, Tobit regression analysis is conducted to investigate the correlation between value-added business activities and each divisional efficiency, seeking to determine how each degree of value-added business activity influences the increase in offshoring productivity. Findings - Regarding overall location efficiency for offshoring performance, only the USA and Italy were identified as being efficient as host countries for offshoring, under circumstances of advanced development, such as productivity and risk management. Korea ranks 13th among 70 countries. The determinants of national competitiveness depend on national traits (the nature of competitive advantage and business sophistication). Countries with labor/resource advantages and labor-intensive industries are more competitive in terms of marketability than others. In contrast, countries with strong technology-intensive industries benefit offshoring companies, particularly in the technology sector, with the added advantage of supply chain risk management. As the perception of a value chain is broader in a country, it can achieve both production sophistication and competitive advantages such as marketability and SCRM. Originality/value - Existing studies focus on offshoring effectiveness from a company perspective. This paper contributes to comparing country efficiency in producing core competencies related to an offshoring strategy and also segments countries into three performance-based considerations associated with the global offshoring market. It also details Korea's position as an offshoring location according to national efficiency and competency.

  • This study aims to present about current status of logistics in Mongolia. As a landlocked country have limited the role of a maritime transportation is a very poor country. However, Mongolia is a rich country in mineral resources in the world and became a center of increasing international trade. Therefore, Mongolia wants to develop logistics as other developed countries using a strategic location. Mongolia uses international port for transit China and Russia by railway. First, this paper focuses on discussing the current situation of logistics. Second it points out some issues currently facing by the governmental policy to promote. Finally, this paper presents some recommendations for developing logistics in Mongolia. The geographical remoteness of Mongolia which results in high cost of transport causes problems for trade relations with the rest of the world to grow.

  • Tourism is a sector that plays an important role in the economic growth of Indonesia. Bandung as the capital of West Java province is known as the city with diverse tourism potential, both in the attractiveness of the city and surrounding natural beauty. DHR is a three stars resort hotel in the city with a strategic location. As a three stars resort hotel, DHR has been experiencing occupancy rate problems, consequently, it cannot often reach the set targets, both during high season and low season. The purpose of this study is to identify the factors of hotel performance that influences consumer staying back decision in the future. Questionnaires have been distributed to hotel guests to gather information regarding their interest and the performance assessment of the hotel services and facilities, and staying back decision in the future. Discriminant Analysis and Hypothesis Testing are used to determine which hotel performance variables will directly affect consumer staying back decision. The result of this study provide marketing strategy that should be implemented by the hotel management in order to increase its occupancy rate.

  • Supply chain management(SCM) has been recognized as a major strategy in today's market place. A growing number of researchers have begun to realize the strategic importance of model construction, planning, controlling and operation for SCM. Also various researches of supply chain model building are going on. In this paper, we synthesis key elements of supply chain model such as performance factors, decision variables and constraints. We have reviewed past and present supply chain models and then analyzed those in view of environment factors, operations, solution approaches.

  • Supply chain is the link that moves products between suppliers, manufactures, wholesalers, distribution, retailers and ended consumers. Supply chain management(SCM) is a way to supervise the flow of products, materials and information as they move along the supply chain. In the recent years, Most of the companies are in a hurry the introduction of SCM to obtain international competitiveness. The goal of SCM is to optimize the supply chain, which can not only reduce inventories, but may also create a higher profit margin for finished goods by giving customers exactly what they want. There are four major decision areas (location, production, inventory, transportation) in supply chain management, and there are both strategic and operational elements in each of these decision areas. This paper is concerned with the integrated production planning problem including not only the production cost but also the transportation cost in supply chains, and an efficient algorithm using genetic algorithm and quickest path method is presented to solve the problem.

A Technology of Obstacle Avoidance of Mobile Robot (이동로봇의 장애물 회피기술)

  • We propose a new technique for autonomous navigation and travelling of mobile robot based on ultrasonic sensors through the narrow labyrinth that leave only distance of a few centimeters on each side between the guides and the robot. In our current implementation the ultrasonic sensor system fires at a rate of 100 ms, that is, each of the 8 sensors fires once during each 100 ms interval. This is a very good firing rate, implemented here for optimal performance. This paper presents an extensively tested and verified solution to the problem of obstacle avoidance. Our solution is based on the optimal placement of ultrasonic sensors at strategic locations around the robot. Both the sensor location and the associated navigation algorithm are defined in such a way that only the accurate radial sonar data is used for accurate travelling.

  • The rapidly improving price-performance of wireless technologies is providing an unprecedented platform for the development of wireless applications for the business. Such applications are able to take advantage of a new paradigm of mobility for data services, with the ability to sensitize to location, time and personal features. While big business has been a central feature of wireless implementation, it is now clear that small- and medium-sized enterprises (SMEs) are beginning to take advantage of the strategic benefits of wireless data communications. This study examines the state-of-the-art of wireless data services in New Zealand. It provides a survey of 127 current applications in use, as well as two short illustrative cases of application use. The paper rounds off with a summary and conclusions.

  • Intrusion detection technology is highlighted in order to establish a safe information-oriented environment. Intrusion detection system can be categorized into anomaly detection and misuse detection according to intrusion detection pattern. In this paper, we propose an architecture to make up for the defect of conventional anomaly intrusion detection. This architecture reduces additional resource consumption and cost by placing the agent in the strategic location in Internet.

Turbo Positioning Using Link Reliability in Wireless Networks

  • In wireless positioning systems using range measurements non-line-of-sight (NLOS) links cause estimation errors. Several studies have attempted to improve the positioning performance by mitigating these NLOS errors. These studies, however, have focused on the performance of a dataset consisting of three or more links. Therefore, measurement errors induced by links are averaged, and a reliable link is not fully utilized in the dataset. This paper proposes a Link Reliability based on Range Measurement (LRRM) scheme, which specifies the relative reliability of each link using residuals. The link reliability becomes the input to a Link Residual Weighting (LRW) scheme, which is also proposed as a weighted positioning scheme. Moreover, LRRM and LRW constitute new turbo positioning, where the estimation errors are reduced considerably by iterative updates.
