Phoenix from the Ashes: Dortmund's Cluster Policy and Urban Development Since 2000

  • This paper discusses Dortmund's municipal economic development policy, in particular during the period 2000-2010 in the context of the "Dortmund-project", a strategic concept designed at the end of the last millennium. Its core elements and key projects are presented in the following. We draw much attention to the interplay of cluster policy and urban development. In an earlier paper, Becker and Hermann (2013) had discussed some of other important milestones reached in the context of structural change in Dortmund, with a particular focus on the development of the TechnologieZentrum (=Technology Center) and the TechnologiePark (=Technology Park) Dortmund from its beginning in 1984. The "dortmund-project" was not addressed in detail. This present article and their paper are complementing one another.

Government Policies and Measures in Supporting Technological Capability Development of Latecomer Firms: A Tentative Taxonomy

  • This paper focuses on the significant issues of technological capability development of latecomer firms, and government policies enabling such firms to attain certain level of technological capability. The survey and case studies of manufacturing firms in Thailand were conducted to substantiate and investigate the process of technological capability development of latecomer firms. The analysis portrays a dynamic view of technological capability development that comprises three key elements namely strategic capability, internal capability, and external linkage capability. The paper, subsequently, discusses and suggests a tentative taxonomy of government policies and measures to support firms' technological capability development.

  • Purpose: To increase the competitiveness of the university and improve the quality of education by providing education services that meet the student's satisfaction needs based on the education service quality survey of university students. Methods: A questionnaire consisting of 6 elements and 38 questions was prepared and students were surveyed. The importance and satisfaction ISA analysis was conducted. Results: The results of this study are as follows; there was a difference in the perception of importance and satisfaction by student characteristics regarding the results of educational service quality measurement. Working students need an extra effort in the educational environment and foreign students in student services. Conclusion: The importance of educational service quality-satisfaction survey should be used to identify the factors of educational service quality by student characteristics to improve student satisfaction, improve the quality of education, and support educational services with a strategic approach.

  • Supply chain management(SCM) has been recognized as a major strategy in today's market place. A growing number of researchers have begun to realize the strategic importance of model construction, planning, controlling and operation for SCM. Also various researches of supply chain model building are going on. In this paper, we synthesis key elements of supply chain model such as performance factors, decision variables and constraints. We have reviewed past and present supply chain models and then analyzed those in view of environment factors, operations, solution approaches.

  • Supply chain is the link that moves products between suppliers, manufactures, wholesalers, distribution, retailers and ended consumers. Supply chain management(SCM) is a way to supervise the flow of products, materials and information as they move along the supply chain. In the recent years, Most of the companies are in a hurry the introduction of SCM to obtain international competitiveness. The goal of SCM is to optimize the supply chain, which can not only reduce inventories, but may also create a higher profit margin for finished goods by giving customers exactly what they want. There are four major decision areas (location, production, inventory, transportation) in supply chain management, and there are both strategic and operational elements in each of these decision areas. This paper is concerned with the integrated production planning problem including not only the production cost but also the transportation cost in supply chains, and an efficient algorithm using genetic algorithm and quickest path method is presented to solve the problem.

  • Serious game played with a computer in accordance with specific rules, that uses entertainment to further government or corporate training, education, health, public policy, and strategic communication objectives. The main goal of a serious game is usually to train or educate users while giving them an enjoyable experience. Serous games are video games with serious purposes such as teaching or training and whose principal aim is education. The major characteristics of serious games involve pedagogy which are all of the activities that educate, train, or instruct the player. Other characteristics of serious games are that they use entertainment principles, creativity and technology to build games that carry out serious purposes. This study is to introduce a serious game for the military training and to describe the elements of game design for developing it.

  • In railway business plan, operations require a strategic and sustained level of planned investment to ensure assets are fit for purpose over the whole of their planned life. Therefore it is essential that operator can confidently plan and predict capital investment requirements over a number of years. This research addresses that how the London Underground apply a systematic risk based approach to their health and safety planning and investment decision making. Through this case study, we investigate the elements of management system that includes arrangements for the ongoing identification of hazards, assessment of risks and the implementation necessary control measures. Risk based business planning processes are also addressed.

  • IPS(Ideal Production System) is a strategic cost management establishing ideal target cost, innovating cost structure and reduction. However, IPS was commonly used in assembly industry acquiring components and using them to assemble vehicles etc. Applying IPS to steel industry is a new try and not easy because cost elements in flow manufacturing are clustered and obfuscated in a complicated way. This paper proposes ICM (Ideal Cost Management) method adaptive to steel industry. One of the biggest advantages is that ICM could classify and categorize costs in detail according to accounts and manufacturing machines. Based on ICM information, steps of extracting and maximizing ideas are followed effectively. From 2013, ICM was applied successfully to POSCO Pohang Steel Works 38 factories.

  • The importance of efficient Supply Chain Management is increasing in accordance with recent industrial environment, such as globalization of business, complexity and diversity of company's management structure, and variety of customer's demand. In a rapidly changed environment of business, quick and efficient decision making is the important matter to the survival of the company. The purpose of this study supports decision making for efficient supply chain management. In this study, we consider simultaneously and mutually reflecting the preference of each constituent (Supplier, Manufacturing plant, Distribution center, Customer) on supply chain network, and decide company's strategic choice and coordinated production/distribution models of company. The Analytical Hierarchy Process is used for decision making of qualitative and quantitative elements. We use the results of AHP as inputs and propose mathematical models thru Mixed Integer Programming.

  • This paper is focused on the introduction of the types of models and explanation of the fundamental concepts and theory for development and use of the corporate planning and modeling system. Nowadays, a great deal of companies have been or experimenting with some form of a corporate planning and modeling system to support managerial and strategic decision making. From previous studies it was noted that most applications have tended to be financially based. This trend will probably continue. However, with the software and hardware currently available it is likely that companies will move more toward integrated models that link marketing, production, as will as financial areas. More emphasis will undoubtedly be placed on the use of econometric modeling, since this subelement of the overall planning and modeling process is closely tied to the market place and the economy. At any rate, wherever the development of corporate planning and modeling system is directed, clear understanding for the fundamental concepts and elements of the system is settled in advance in order to develope and use it.
