Legal Regulation and Ways to Overcome Corruption in The Authorities of Public Administration

  • This study is caused by the urgent need to constantly fight against such a shameful phenomenon of society as corruption, the flourishing of which cannot be overlooked. This phenomenon has many negative manifestations and consequences, undermines the national security of the state, slows down the development of democracy, worsens the state of all spheres of life (economic, political, administrative, etc.), worsens relations with foreign partners, forms tolerance for corruption in the public consciousness. Today, the process of fighting corruption is extremely important for our country, because it depends on the independence, democracy, sustainability of Ukraine. However, there is a complex and ambiguous situation regarding this process, as there is a clear coordination of state policy in the fight against corruption, insufficient and narrow understanding of ways to combat it. There is a lack of efforts by the authorities to overcome corruption challenges and use ineffective means of combating them. Instead, corruption causes great material and moral damage to states as a whole and many of its citizens.

게임 부문 규제 현황 및 특성 분석: 규제개혁위원회 등록 규제에 대한 게임 정책 신뢰에 대한 소고 (A Analysis on the Present State and Character of Game Regulation in Korea)

  • 현재 정부는 한국의 게임 산업 분야에 많은 규제를 시행하고 있다. 이에 따라 게임 분야 규제에 대한 연구도 함께 수행되었는데, 게임 규제의 각 개별적인 특성, 문제점, 한계 등에 대해서는 연구가 진행되어 왔지만, 게임규제 전반에 대한 사항 및 특성 등에 대해서는 제대로 파악하지 못하고 있다. 정부 측에서 볼 때 한 분야의 전체적 규제 특성을 판단하는 기준 중 하나는 바로 규제개혁위원회의 등록규제다. 따라서 본 연구에서는 규제개혁위원회의 등록규제 기준에 따라 게임 규제 현황을 살펴보고자 한다. 현재 규제개혁위원회에 등록된 게임 규제는 22개이다. 하지만 원칙적인 규제등록 기준에 의해 법령을 검토한 결과, 게임 분야에 대해 총 44개, 실질적으로는 60여개의 규제가 시행되고 있는 것으로 나타났다. 그리고 진입규제의 비중이 영업활동규제보다 더 높았으며, 실질적으로 게임 과몰입 중독 및 사행성에 대한 규제에 초점을 맞추고 있다. 이와 같은 게임 등록규제 현황과 실제 게임 규제의 차이는 게임 규제에 대한 정책 및 정부 신뢰에 부정적인 영향을 미칠 수 있다. 게임 부문에 대한 실제 규제내용을 바탕으로, 여타 부문과 비교하여 차별적이지 않은 규제가 시행될 때, 게임 부문에 대한 정책 및 규제 신뢰가 보다 증진될 수 있을 것이다.

Ameliorative effects of atractylodin on intestinal inflammation and co-occurring dysmotility in both constipation and diarrhea prominent rats

  • Intestinal disorders often co-occur with inflammation and dysmotility. However, drugs which simultaneously improve intestinal inflammation and co-occurring dysmotility are rarely reported. Atractylodin, a widely used herbal medicine, is used to treat digestive disorders. The present study was designed to characterize the effects of atractylodin on amelioration of both jejunal inflammation and the co-occurring dysmotility in both constipation-prominent (CP) and diarrhea-prominent (DP) rats. The results indicated that atractylodin reduced proinflammatory cytokines TNF-${\alpha}$, IL-$1{\beta}$, and IL-6 in the plasma and inhibited the expression of inflammatory mediators iNOS and NF-kappa B in jejunal segments in both CP and DP rats. The results indicated that atractylodin exerted stimulatory effects and inhibitory effects on the contractility of jejunal segments isolated from CP and DP rats respectively, showing a contractile-state-dependent regulation. Atractylodin-induced contractile-state-dependent regulation was also observed by using rat jejunal segments in low and high contractile states respectively (5 pairs of low/high contractile states). Atractylodin up-regulated the decreased phosphorylation of 20 kDa myosin light chain, protein contents of myosin light chain kinase (MLCK), and MLCK mRNA expression in jejunal segments of CP rats and down-regulated those increased parameters in DP rats. Taken together, atractylodin alleviated rat jejunal inflammation and exerted contractile-state-dependent regulation on the contractility of jejunal segments isolated from CP and DP rats respectively, suggesting the potential clinical implication for ameliorating intestinal inflammation and co-occurring dysmotility.

우울장애에서 지각된 스트레스 정도가 희망감에 미치는 영향 : 인지적 정서조절 전략 차이 (Effects of Perceived Stress on State Hope in Patients with Depression : Differences of Cognitive Emotional Regulation)

  • Objectives : The aim of this study was to investigate relationship between perceived stress level, cognitive emotion regulation (CER) strategy and hope in group with high depressive symptom and higher-level perceived stress (H-H) and group with high depressive symptom and lower-level perceived stress (H-L) in patients with depression. Method : A total of 85 patients (over score of 16 by Beck depression Inventory; BDI) were surveyed with Cognitive emotion regulation questionnaire (CERQ), Perceived stress scale (PSS), and The state hope scale (SHS). Mean scores of CERQ and SHS were compared between relatively higher perceived stress and lower perceived stress groups. Correlation analysis and multiple linear regression analyses were performed to identify the effect of BDI, PSS and CER strategy on SHS in two groups. Results : In ANOVA, the level of hope and maladaptive CERQ score proved to be significantly lower among the H-H group than among the H-L group, while adaptive CERQ scores were not. In Regression analysis, the effective CER strategy in SHS were 'Refocus on planning' in H-H group, while it was 'Acceptance' CER strategy in H-L group. The final regression model explained 36% of the variance of SHS in H-H group and explained 21% of SHS in H-L group. Conclusion : These findings suggest that 'Refocus on planning' and 'Acceptance' cognitive emotion strategy are helpful in promotion of state hope on depression. Especially, 'Refocus on planning' strategy is more effective in high depressive symptom and high-perceived stress level, while 'Acceptance' strategy help to promote hope in high depressive symptom and low-perceived stress level in patients with depression.

Regulation and Function of the Peg3 Imprinted Domain

  • A subset of mammalian genes differ functionally between two alleles due to genomic imprinting, and seven such genes (Peg3, Usp29, APeg3, Zfp264, Zim1, Zim2, Zim3) are localized within the 500-kb genomic interval of the human and mouse genomes, constituting the Peg3 imprinted domain. This Peg3 domain shares several features with the other imprinted domains, including an evolutionarily conserved domain structure, along with transcriptional co-regulation through shared cis regulatory elements, as well as functional roles in controlling fetal growth rates and maternal-caring behaviors. The Peg3 domain also displays some unique features, including YY1-mediated regulation of transcription and imprinting; conversion and adaptation of several protein-coding members as ncRNA genes during evolution; and its close connection to human cancers through the potential tumor suppressor functions of Peg3 and Usp29. In this review, we summarize and discuss these features of the Peg3 domain.

  • Cell cycle is regulated cooperatively by several genes. The dynamic regulatory mechanism of protein interaction network of cell cycle will be presented taking the budding yeast as a sample system. Based on the mathematical model developed by Chen et at. (MBC, 11,369), at first, the dynamic role of the feedback loops is investigated. Secondly, using a bifurcation diagram, dynamic analysis of the cell cycle regulation is illustrated. The bifurcation diagram is a kind of ‘dynamic road map’ with stable and unstable solutions. On the map, a stable solution denotes a ‘road’ attracting the state and an unstable solution ‘a repelling road’ The ‘START’ transition, the initiation of the cell cycle, occurs at the point where the dynamic road changes from a fixed point to an oscillatory solution. The 'FINISH' transition, the completion of a cell cycle, is returning back to the initial state. The bifurcation analysis for the mutants could be used uncovering the role of proteins in the cell cycle regulation network.

  • We deal with the regulation problem of nonlinear systems with time-varying delays in both the states and input. A new state feedback controller with dynamic gains is developed based on matrix inequality and non-predictor methods. The proposed control scheme is analyzed using the Razumikhin theorem, and its effectiveness is demonstrated with simulation results.

  • This paper investigates a PID fuzzy controller for output voltage regulation of a current-doubler-rectified asymmetric half-bridge (CDRAHB) DC/DC converter. The controller is a PD-type fuzzy controller in parallel with a linear integral controller. The PD type fuzzy controller is for providing the varying gain at the different operating conditions to regulate the output voltage. The linear integral controller is for removing the steady-state error of the output voltage. In order to show the outstanding dynamic characteristics of the proposed controller, PSIM simulation studies are carried out and compared to the results for which the conventional loop gain design method is used.

Static VAR Compensator-based Feedback Control Implementation for Self-Excited Induction Generator Terminal Voltage Regulation Driven by Variable-Speed Prime Mover

  • In this paper, the steady-state analysis of the three-phase self-excited induction generator (SEIG) driven by a variable-speed prime mover (VSPM) such as a wind turbine is presented. The steady-state torque-speed characteristics of the VSPM are considered with the three-phase SEIG equivalent circuit for evaluating the operating performances due to the inductive load variations. Furthermore, a PI closed-loop feedback voltage regulation scheme based on the static VAR compensator (SVC) for the three-phase SEIG driven by the VSPM is designed and considered for the wind power generation conditioner. The simulation and experimental results prove the practical effectiveness of the additional SVC with the PI controller-based feedback loop in terms of fast response and high performances.
