Under the New York Convention, parties can petition the courts of the United States to confirm foreign arbitral awards. Although there is no definition in the Convention for 'non-domestic' awards, in the United States, federal and state courts read the Convention broadly and interpret this as permitting the enforcing authority to supply its own definition of 'non-domestic' in conformity with its own domestic law. There are a number of federal cases on this point. The court preferred this broad construction of 'non-domestic' awards because it comported with the intended purpose of the Convention, which was entered into to encourage the recognition and enforcement of international arbitral awards. This means that in applying the New York Convention, U.S. courts have responded to the underlying spirit rather than the technical letter of the Convention. In brief, the New York Convention has much broader application in the United States. It is applicable not only to awards rendered outside of the United States, but also to non-domestic awards rendered within United States. As this article suggests, the general attitude towards foreign awards is more pro-enforcement in the United States, whether the award is rendered in favor of the American party or in favor of the foreign party.

As exchanges and cooperation of political, economic, social, and cultural aspects among nations are recently vigorous, recognition of the global world has increased. In order to nurture the right talent in this era of globalization, transition into appropriate education for the global age beyond the state centered curriculum is required. Due to the recent explosive spread of smart devices, a new educational paradigm of smart training has emerged. Global learning can be effectively supported in the smart educational environment that entails brisk interactions, active participation and cooperation in a highly connected society. In this research, we suggest an instructional model for effectively supporting global learning in smart learning environments.

The purpose of this study was done to explore and to describe, from a phenomenological perspective. the sexual experience of unmarried males with a spinal cord injury. The methodology used in this study was the phenomenological method. Researcher conducted individual in-depth interviews with persons who had a Spinal Cord Injury. Six males were invited to participate in the study. The data were gathered from November 1999 to August 2000. The finding which emerged from this phenomenological study are as follow: 'Confusion state in shocking situation', 'Reflection on past sexual experience', 'Irresistible impulsive sexual desire', 'Psychological conflict caused by suppression of sexual appetite', 'Groping for a solution to sexual desire', 'Recognition of changed sexual function' and 'Confirmation of changed self'. The conclusion of this study are as follow: The sexuality mankind owns is the criteria of original and common difference in the society of mankind through the categorization of male and female into dichotomy. In fact, the mankind as an social animal is the existence by the sexuality, for the sexuality and of the sexuality. The sexuality has the meaning only within the relationship with the others. The sexuality has the meaning only in the inter-relationship and the sexuality itself in it is already the sexual relationship. Therefore, for the better life of the participants with the spinal cord injury, further understanding of the sexuality of the unmarried male with spinal cord injury is required.

The electric power consumed by the embedded devices has become a critical issue because the reduction of power consumption is an important factor to prolong the battery-operated devices' lifetime. Many researches and techniques to reduce the power consumption have been proposed and developed but any power method cannot guarantee optimal power consumption of an embedded device - it would be faced with numerous situation - in all ways. Specifically, power researches for embedded devices deployed in the industry field have hardly been done. In this paper, low power service is proposed to minimize power reduction with the several usage status of embedded devices in the industry field. The usage status is basically classified according to the distance between the device and the user which is obtained by the ultrasonic and PIR sensor. The performance evaluation shows that the proposed scheme can reduce the power consumption by up to 45.3% compared to the device with no power reduction scheme. It also shows that the power consumption of the proposed scheme is 5.2% ~ 16.8% lower than that of the timeout scheme.

The first part of this paper clarified the importance of teacher's role in activating the school library. In the second pan, the major of this paper, the state of the art of school libraries and the perception of teachers managing school libraries without librarian certificate were investigated by questionnaire. The questionnaire to middle school and high school was planed to survey the functions, the management problems, and the improvement of school library. The followings were analyzed in more detail ; the characteristics of school library teacher, the actual condition of the library, the recognition on school library of teachers and principals, the promotion plans fer library use, and the solution for management problems.

Quantizing and extracting visual features of mushroom(Lentinus edodes L.) are crucial to the sorting and grading automation, the growth state measurement, and the dried performance indexing. A computer image processing system was utilized for the extraction and measurement of visual features of front and back sides of the mushroom. The image processing system is composed of the IBM PC compatible 386DK, ITEX PCVISION Plus frame grabber, B/W CCD camera, VGA color graphic monitor, and image output RGB monitor. In this paper, an automatic thresholding algorithm was developed to yield the segmented binary image representing skin states of the front and back sides. An eight directional Freeman's chain coding was modified to solve the edge disconnectivity by gradually expanding the mask size of 3$\times$3 to 9$\times$9. A real scaled geometric quantity of the object was directly extracted from the 8-directional chain element. The external shape of the mushroom was analyzed and converted to the quantitative feature patterns. Efficient algorithms for the extraction of the selected feature patterns and the recognition of the front and back side were developed. The developed algorithms were coded in a menu driven way using MS_C language Ver.6.0, PC VISION PLUS library fuctions, and VGA graphic functions.

Recently, under recognition that ubiquitous computing is core paradigm to build up a state of new knowledge information and to strengthen the competitiveness of domestic information industry, governments, enterprises, and institutes in United States, Europe, and Japan devote all their energies to develop technologies concerned. In Korea, the government presents ubiquitous technologies as a main part of the next generation growth industry, and also other governmental agencies and enterprises concentrate their energies on early fruition of ubiquitous society. Accordingly, as a foundation research to apply ubiquitous environment which emerged as a next generation high-end telecommunication technology effectively to construction field, this paper will discuss about element technologies to realize changing aspects of construction process under ubiquitous environment and information services by stages.

Though the demand of foreign laborer in the labor market of domestic construction is increasing, systems for managing and supervising them are insufficient. In this study, designated as scenic in the heart of Darangyi rice field in village of Garchon architectural status to preserve the rural town of quantitative analysis of the characteristics village of Garchon traditional rural villages to build the basis for landscape management are the goal. Most of the buildings housing the seting village of Garchon flavor appears in the form of the natural terrain accept the wall which is exposed on the outside of the roof, wall materials and colors, such as the town without a regular basis to undermine the image of the landscape and so Darangyi rice field standard set for maintenance of landscapes that are needed. Regional officer of the private property of individuals, but local and national recognition of the shared property, and only when done in this regard the establishment of asset and as a scenic area that has to cherish the history and culture between the people who live where the feedback through the exchange of sensitive areas and to the people who live in it will be an alternative to a variety of ways.

Objectives: The aim of this study was to establish a fundamental base for hGMP operational systems implementation. Method: The survey was done with a questionnaire developed through consulting specialists, in order to investigate the present state of manpower, facilities and capitalization of private enterprises, and opinions on what the road map for hGMP implementation must include. Results: The results showed that the business scales of related enterprises were relatively small. Education and health monitoring of employees has been done in fair amounts, but a standard must be established. Essential facilities required for herbal product production were present in most cases. Recognition and understanding of hGMP was low. Various opinions on the implementation of hGMP were gathered. Conclusion: Standardized hGMP education programs, plans to modify existing facilities, public announcements and advertisement of the system, and public assistance funds and tax privileges are needed for the successful implementation of the hGMP operational system.
