Some lessons from German startup policies (독일의 창업정책과 정책적 시사점)

  • For a long time the German economy was primarily defined by large corporations and thriving small and medium-sized enterprises. Since about 2005 a second strand has started to emerge and it is one which is becoming increasingly important and is creating jobs - start-ups in the digital sector. This start-up activity is taking an important role in Germany's economic development: Start-up companies spawn innovations and create jobs, thus promoting the concept of competition. In general "start-up" refers to digitally-driven companies that are not more than five years old. Germany's start-up policy consists of three main parts. First of all, Germany has the characteristics of technology-based start-ups. The Hartz reform since 2002 has shown its focus on technology-based start-ups. In particular, it is the most appropriate for a start-up company to take the role of a new technology company to respond to changes in the global industrial structure. Second, it is approaching from a long-term perspective. In this regard, the small business policy, including Germany's new business policy, is seen as a tradition that can be consistent and can make policy decisions based on the basics rather than following the times. Third, the government is implementing policies centered on demand. Germany's start-up policy is summarized as a technology-based policy and new job creation. The policy response is that the government seeks the best combination of policies by adapting them to the times from the broad trend of employment market policies. What is important here is that policies are made based on consumers, not suppliers, in the process of policy making and implementation. With the Digital Agenda 2020 the Federal government has likewise committed itself to preparing the digital economy for international competition and making Germany the "No. 1 digital growth country in Europe". Ever since 1998 the Federal Ministry for Economic Affairs and Energy (BMWi) has awarded the "EXIST" start-up scholarship to students and graduates. The Ministry also invests in the High Tech start-up fund. Together with Kreditanstalt für Wiederaufbau (KfW) and 18 other investors from the world of business the seed investor promotes young technology companies. Germany offers start-ups a good infrastructure and lots of funding opportunities. Berlin is regarded as Europe's start-up capital and also attracts lots of international young entrepreneurs.

Study on Shortening Light-Off Time of Three Way Catalyst and Reduction of Harmful Emissions with Exhaust Synthetic Gas Injection(ESGI) Technology during Cold Start of SI Engines (가솔린 기관의 냉간시동 조건에서 합성가스 배기분사 기술에 의한 촉매의 활성화 온도 도달시간 단축 및 유해배출물 저감에 관한 연구)

  • Since regulations of exhaust emissions are continuously reinforced, studies to reduce harmful emissions during the cold start period of SI engines have been carried out very extensively worldwide. During the cold start period, raising the temperature of cold exhaust gas is a key strategy to minimize the light-off time of three way catalysts. In this study, a synthetic gas containing a large amount of hydrogen was injected into the exhaust manifold to raise the exhaust gas temperature and to reduce harmful emissions. The authors tried to evaluate changes in exhaust gas temperature and harmful emissions through controlling the engine operating parameters such as ignition timings and lambda values. Also the authors investigated both combustion stability and reduction of harmful emissions. Experimental results showed that combustion of the synthetic gas in the exhaust manifold is a very effective way for solving the problems of harmful emissions and light-off time. The results also showed that the strategy of retarded ignition timings and increased air/fuel ratios with ESGI is effective in raising exhaust gas temperature and reducing harmful emissions. Futhermore, the results showed that engine operating parameters ought to be controlled to lambda = 1.2 and ignition timing = $0{\sim}3^{\circ}$ conditions to reduce harmful emissions effectively under stable combustion conditions.

Analysis of Average Waiting Time and Average Turnaround Time in Web Environment (웹 환경에서의 평균 대기 시간 및 평균 반환 시간의 분석)

  • HTTP (HyperText Transfer Protocol) is a transfer protocol used by the World Wide Web distributed hypermedia system to retrieve the objects. Because HTTP is a connection oriented protocol, it uses TCP (Transmission control Protocol) as a transport layer. But it is known that HTTP interacts with TCP badly. it is discussed about factors affecting the performance or HTTP over TCP, the transaction time obtained by the per-transaction TCP connections for HTTP access and the TCP slow-start overheads, and the transaction time for T-TCP (Transaction TCP) which is one or methods improving the performance or HTTP over TCP. Average waiting time and average turnaround time are important parameters to satisfy QoS (Quality of Service) of end users. Formulas for calculating two parameters are derived. Such formulas can be used for the environment in which each TCP or T-TCP transaction time is same or different. Some experiments and computational experiences indicate that the proposed formulas are well acted, can be applied to the environment which the extension of bandwidth is necessary, and time characteristics of T-TCP are superior to that of TCP. Also, the load distribution method of web server based on the combination of bandwidths is discussed to reduce average waiting time and average turnaround time.

Proposition and Evaluation of Parallelism-Independent Scheduling Algorithms for DAGs of Tasks with Non-Uniform Execution Time

  • We propose two new algorithms for parallelism-independent scheduling. The machine code generated from the compiler using these algorithms in its scheduling phase is parallelism-independent code, executable in minimum time regardless of the number of the processors in the parallel computer. Our new algorithms have the following phases: finding the minimum number of processors on which the program can be executed in minimal time, scheduling by an heuristic algorithm for this predefined number of processors, and serialization of the parallel schedule according to the earliest start time of the tasks. At run time tasks are taken from the serialized schedule and assigned to the processor which allows the earliest start time of the task. The order of the tasks decided at compile time is not changed at run time regardless of the number of the available processors which means there is no out-of-order issue and execution. The scheduling is done predominantly at compile time and dynamic scheduling is minimized and diminished to allocation of the tasks to the processors. We evaluate the proposed algorithms by comparing them in terms of schedule length to the CP/MISF algorithm. For performance evaluation we use both randomly generated DAGs (directed acyclic graphs) and DACs representing real applications. From practical point of view, the algorithms we propose can be successfully used for scheduling programs for in-order superscalar processors and shared memory multiprocessor systems. Superscalar processors with any number of functional units can execute the parallelism-independent code in minimum time without necessity for dynamic scheduling and out-of-order issue hardware. This means that the use of our algorithms will lead to reducing the complexity of the hardware of the processors and the run-time overhead related to the dynamic scheduling.

  • This paper introduces a ZigBee network-based four-lane lap time measurement system that can be set up for short-distance races. The instructions "Ready-Set-Go" can be announced at the entry point node when the start button is pushed, and foot switches installed at the exit point node can be stepped on by the runner for lap time measurement of the race. The start and exit point nodes are connected to a ZigBee network to communicate time synchronization packets. The exit point node maintains synchronized local time within 10 ms at most. The system does not need expensive measurement equipment and provides lap time recording in a more convenient manner than conventional lap time measurement methods.

  • The purpose of this study was to examine if there are kinematic variables differences between national representative players (NRP) and non national representative players (NNRP) during 500 m inline skate starting motion. Four NRP and six NNRP were recruited for the study. Each subject executed starting motion five times on a $2{\times}12m$ start way in a gymnasium. Kinematic variables were analyzed by the three-dimensional motion analysis system (60Hz). It was hypothesized that there are difference in elapsed time and center of mass acceleration in starting phase between groups since starting phase has been considered important in sprinting. The results showed that the NRP had significantly shorter starting phase time than that of NNRP. 1) An elapsed time in phase P1 of NRP was shorter than that of NNRP, and excellent players have early started their first stroke. 2) Both NRP and NNRP have started at the same spot, and displacement of the center of gravity in starting posture of NRP group was at the front compared to NNRP group. 3) Average step lengths of NRP were longer than those of NNRP, and a step change of NRP was stabler compared to that of NNRP. 4) In a speed change of the center of gravity NRP showed comparatively high speed from P1 to P4.

  • Web proxy caching provides an effective way to reduce access latency and bandwidth requirement. In particular, prefix caching is considered as an alternative for improving video delivery over wide area networks because video objects are usually too large to be cached in their entirety. Nevertheless, many studies have pointed that the user-perceived latency is often not dominated by object transmission time, but rather by setup process such as TCP connection time that precedes it. We propose pre-connecting techniques and show that the techniques can be used efficiently in TCP splicing. Our analysis shows the pre-connection significantly reduces start-up latency and TCP connection time in simple analytical model. The deployment of the proposed pre-connection does not require protocol modification or the cooperation of other entities.

The supporting agencies will be included government offices, public organizations, research institutes, universities, and industrial associations all over the ministries. In short, Inno-NET forms a real-time decision making system among government, industries, universities and research institutes. by elt:ictronic networking on the Internet.

  • The need increased capacity in the cellular system has resulted in the adoption of digital technology with CDMA as the channel access method. It has been recognized that the distinction of the base station is important for its performance in CDMA, since the same spreading sequences are used by the all base stations. Time offset of the pseudo-random noise binary code are used to distinguish signals received at a mobile station from different base station. But the start of the zero offset PN sequence is chosen arbitrary without the background of the systematic and mathematical elaboration. This paper proposes a mothed that define the start of the zero offset PN sequence mathematically. This paper also discusses a method that can easily calculate the time offset of the received spreading sequence with respect to the zero offset PN sequence.

  • Although the number of medium-length road tunnels, less than 1 km in length, has increased recently more than 30 percent each year, their ventilation and fire safety system design guidelines have not been established yet. The guidelines for long tunnel design are adopted even for the medium-length road tunnels. Therefore the necessity is brought up to optimize the ventilation and fire safety systems based on their own design guidelines. This study aims at determining the optimal start time of jet fan in case of 20 MW fires by analyzing smoke backlayering range, temperature distribution, range of poor visibility, evacuation time and critical velocity. The CFD study results are expected to contribute to propose the optimal fan operation mode.
