A Study on the Management Plan through Performance Maintenance Analysis of Explosion-proof Facilities (방폭설비 성능유지 실태분석을 통한 관리방안 연구)

  • In Article 311 of the Regulation on Occupational Safety and Health Standards requires the use of Korean Industrial Standards Act in accordance with the Industrial Standardization Act. However, the classification, inspection, maintenance, design, selection, and installation of explosion hazard locations for explosion and explosion prevention and internalization of 'safety' in the performance maintenance phase of electrical machinery and equipment There is no technical and institutional management plan for remodeling and alteration. Analysis of actual conditions and problems related to the installation, use, and maintenance of explosion-proof equipment, comparative analysis of domestic and international technical standards and systems, technical, institutional and administrative systems and systems related to installation, use, and maintenance of explosion-proof equipment, technical personnel and qualifications, etc. It is to propose legislation, system improvement, and technical standard establishment related to the maintenance of explosion-proof facility performance through improvement of the necessity and feasibility study for establishment of the legal status of the management site and management plan. As technical measures, KS standard revision (draft), KOSHA guide (draft) and explosion-proof facility performance maintenance manual were presented. In addition, the institutional management plan proposed the revised rule on occupational safety and health standards, the revised rule on the restriction of employment of hazardous work, and the manpower training program related to the maintenance of explosion-proof facilities and the qualification plan. Enhance safety at the installation, use, and maintenance stage of explosion-proof structured electrical machinery. It is expected to be used to classify explosion hazards, select related equipment, and to update and standardize standards related to installation, use and maintenance.

A Study on Detailed Nondisclosure Criteria for the Administrative Departments (행정각부 비공개 대상정보 세부기준 개선방안 연구)

  • The purpose of this study is to discuss problems and seek improvement plans based on a critical analysis of the detailed standards for nondisclosure of 19 administrative departments in accordance with Article 26 of the Government Organization Act. To this end, the status of information disclosure-related regulations in 19 administrative departments was analyzed, and 6,094 cases of nondisclosed information were investigated and analyzed. In addition, through interviews with seven information disclosure experts, the analysis contents of this study were shared and reviewed. Furthermore, opinions on the effectiveness, problems, and system improvement areas of the detailed standards for nondisclosed information were collected. As a conclusion, three improvement measures were proposed: first, the legislation on the establishment of detailed standards for nondisclosure; second, the establishment of a system for regular substantive inspection of detailed standards for nondisclosure; and third, the improvement in the service of detailed standards for nondisclosure.

Study on the Establishment of Nutrient Requirements for Commercial Supplementary Foods for Infants and Young Children (국내 시판 이유식류의 영양성분규격 설정 방안)

  • This study was conducted to evaluated the nutrition quality of the commercial supplementary foods for infants and young children and to seek a solution to the establishment of standards of nutrient requirements for supplementary foods in Korea. Information on food ingredients, nutrient contents, claims about usefulness of food components and instructions for feeding preparation were obtained from the labels of 33 commercial supplementary foods manufactured by 4 different domestic companies. According to the standard of supplementary foods for infants and young children described in the Korean Food Code, the commercial supplementary foods were categorized into two different types, weaning food and baby food. All the commercial weaning foods were in powder form and mainly composed of cereals, whereas all the baby foods were mainly composed of fruits in the form of canned juice. The weaning foods contained more nutrients than the baby foods did, and the nutrient levels of the weaning foods expressed as nutrient density on energy basis were higher than the RDA for infants aged 5 to 11 months, suggesting that the commercial weaning foods provide adequate amounts of nutrients. If one followed the instructions for feeding preparation appearing on the label, however, recommended amounts of intake of the weaning foods would provide too much energy as well as nutrients. There were many differences in nutrient standards of weaning foods between the Korean Food Code and Codex international food standard. In conclusion, the establishment of standards for nutrient requirements for the supplementary foods requires significant scientific studies on what nutrients are the most inadequate in Korean infants and young children feeds and what levels of nutrients should be added to the foods in order to supplement their nutrition. In addition, it is very important to have a strong scientific basis to support our standard when discrepancies exist between our standard and the international standard. A Comparative Study for Odor Control Regulations (악취관리제도의 국가간 비교연구)

  • This study analyzed the regulations concerning odor management or control in Korea, Japan, and developed countries such as USA and Germany. The Korean restriction standards and measurement methods for offensive odor substances are very similar to the Japanese standards and methods promulgated in 1976. Japan promulgated the odor control act and the specific measurement methods of the offensive odor substances in 1973. In Japan, currently, the local governments can establish their own odor restriction areas and proclaim their own standards suitable for their situations. Also, Japan has more strict regulations and more offensive odor substances to be monitored than Korea. The restriction standards of odor in German is quite similar to the permissible limits and standards of air pollutants at emission sources in Korea. Many states in USA are adopting their own restriction standards and measurement methods, e.q., the ambient air pollution standards, organic functionstest methods by dilation, and establishment and addition of air pollution control equipment at emission sources. Finally, this study analyzed the problems of the regulations, standards, and measurement methods concerning the Korean offensive odor management. Since the direct organic fuctions measurement(DOFMM) method is depending upon the personal sensitives of odor substances, the measurement odor value can be equivocal. That is, the odor measurement value by an examines can differ from that by the other examines. Also, there can be conflicts with the measured odor values depending upon the applied measurement methods, e.q., the DOFMM, the dilation method, and the instrumental analysis method.

Establishment of Non-drinking Groundwater Quality Standards: General Contamination Substances (비음용 지하수 오염물질 기준설정체계 구축 연구: (2) 일반오염물질)

  • To data, there was no systematic basis for establishing the content and allowed levels of general contamination substances in the Korean groundwater quality standards for non-drinking water. Recently, use of specific procedures for deriving valid groundwater quality standards have become mandatory. This study first investigated the methodology for deriving groundwater quality standards in the European Commission (EC), considering background groundwater quality and domestic and international standards related to water quality. Furthermore, this study investigated the existing specified procedure of standards related to water quality (e.g. surface water, drinking water, and wastewater). Our findings showed that EC and Member States presented the methods for deriving groundwater threshold values for general chemicals. Finally, we have proposed the following procedures of deriving Korean groundwater quality: (1) Selection of groundwater pollutant population, (2) selection and monitoring of priority substances, (3) monitoring, (4) selection of groundwater quality standard candidates, (5) selection of new substances and values for groundwater quality standards.

  • This paper describes how industry has responded to the environmental challenge. Benefits include compliance with environmental legislation; genuine reductions to environmental impact; sustainable improvements to profitability in the face of increased competitive pressure. National and international Standards for environmental management offer security and direction for a company wishing to improve environmental performance and coupled with a waste minimisation strategy many financial and environmental benefits can be achieved. Introduction of new technical skills, techniques and worker understanding to aid motivation is an essential component of such a strategy. Monitoring and targeting has a key role to play in the establishment of improved environmental performance.

  • The purposes of this study are to investigate the conformity of Korean Standards(KS) according to agreement on WTO/TBT, and to propose systematic frameworks of preparation, adoption, and application for KS in our enterprises. Significant changes in this establishment, revision, and abrogation include the following divisions; i) statistics-vocabulary and symbols, ii) Shewhart control chart, iii) statistical interpretation of data, iv) sampling procedures for inspection by attributes, v) sequential sampling plans for inspection.

  • Establishment of the Quantum Hall Resistance(QHR) Standard as national resistance standard using a room temperature DCC resistance bridge is described. A simple method are used to obtain the current dependence and error of 10: 1 ratio of the bridge instead of the method using a cryogenic resistance bridge. Measurement uncertainty of the system is estimated as $0.14{\times}10^{-6}$ and it is confirmed that the QHR standard is agreed well with the QHR of other NMIs using the cryogenic resistance bridge within the uncertainty, More improvement about performance of the QHR device and 10: 1 ratio accuracy is still under progress.

  • This paper presents a fundamental study to establish a standardization system of the Construction Continuous Acquisition and Life-cycle Support(CALS). A state of the art in standardization of the Construction CALS is reviewed to find some defects in developing CALS system in construction industry. It is analyzed that three major parts were needed to set up a standardization system for the Construction CALS. Firstly, the range of Construction CALS standardization is set up to identifying Construction CALS and defining the standards and standardization. Secondly, the strategy to carry out more effectively in Construction CALS standardization and make the relationship of the concerned system presented here can be used to establish the Construction CALS standardization system. In addition, the spread and application device are proposed to use Construction CALS standards at public institution and construction related companies. Conclusively, a classification of the Construction CALS standards was proposed and some objects to be standardized were represented in that. Results studied in this paper will provide the primary information and basic model to develop a guideline for standardization of the Construction CALS.
