The building design codes and standards in many countries usually are either fully or partially adopted from the international codes. However, regional conditions like the quality of construction industry and different statistical parameters of load and resistance have essential roles in the code calibration of building design codes. This paper presents a probabilistic approach to assess the reliability level of adopted national building codes by simulating design situations and considering all load combinations. The impact of the uncertainty of wind and earthquake loads, which are entirely regional condition dependent and have a high degree of uncertainty, are quantified. In this study, the design situation is modeled by generating thousands of numbers for load effect ratios, and the reliability level of steel elements for all load combinations and different load ratios is established and compared to the target reliability. This approach is applied to the Iranian structural steel code as a case study. The results indicate that the Iranian structural steel code lacks safety in some load combinations, such as gravity and earthquake load combinations, and is conservative for other load combinations. The present procedure can be applied to the assessment of the reliability level of other national codes.

Librarians long ago proclaimed themselves professionals. Until recently, however, librarians and information professionals gave very little thought to professional ethics, which have corne to play an increasingly important role in all areas in modern society. They have been stimulated to consider their specific domain within an ethical context now. Professional norms express obligations which include prescribing standards, principles of responsibilities, and rules of duties. Professional codes attempt to formulate the norms of professional ethics and are the basis for disciplinary measures of various kinds. This paper discusses professional properties and characteristics of libarianship with a special reference to the code of professional ethics. The codes of ethics of the American Library Association, the Library Association, and of the Japanese Library Association have been reviewed and compared. The arguments on the enforcibility of the professional codes of ethics, therefore, on their effectiveness have been discussed. Author concludes that, despite some doubts on the practical effectiveness of the ethics code expressed by a number of scholars, a code of ethics is very much required in the information professions. Properly disseminated, a code would enhance the status and standing of the profession by demonstrating concerns for the maintenance of the highest possible level of standards of professional services. It would also play an important role in raising consciousness of the clients by communicating the value of the works.

Much activity is occurring throughout the world with respect to the implementation of new concepts and technology for fire detection and fire suppression applications. Obvious advances include tangible detection and suppression improvements, and also new methods and approaches such as performance based codes and standards. Examples of tangible advances include addressable detection systems, wireless detection technology, halon alternatives, water mist systems, advanced sprinkler technology, and so on. Examples of new approaches and methods include a revitalized focus on disaster planning and the need for a total fire protection plan. The concept of performance based codes and standards for the design and installation fire detection and suppression systems will be explored in detail.

The objective of this study is to develop the evaluation checklist in the public interior spaces for the elderly and the Disabled people. The propriety and intensity of three architectural codes and two standards were examined by comparing with each other and the score was made according to the value. Findings revealed that Korean accessibility code had more mandatory items than others. The essential items to the handicapped's behaviour should be preserved, but less important things could be reconsidered. Also Korean code stressed the vertical moving equipments. But Swedish code had obligatory items in fire refugees facilities, and American code emphasized the corridor and sanitary facilities. Therefore, American and Swedish mandatory items and recommendations which were not addressed in Korean code and guidelines should be considered to apply to ours by investigating a user's problems and adaptation. This research can be used as a basic checklist for public spaces by users as well as guidelines of final design.

Because National Fire Safety Codes is mixed performance criteria and specification, and it defines the fire extinguish equipment type and standards that need to be installed in a building as one method. Therefore, to fully reflect the fire risk characteristics of the building, such as the wooden building there is a limit. In this study, suggested to the performance criteria drawn methodologies through fire load of wooden buildings studies, theory on performance and performance analysis to fire extinguish equipment of the wooden buildings is installed according to current fire safety codes.

Reliability of fire protection systems is often discussed, written about, and even put into codes and standards. However, reliability is seldom considered for the fire protection system as a whole. Why does this happen and why should the designer consider the system as a whole\ulcorner Existing codes and standards incorporate the concept of reliability usually In the form of key component redundancy for some parts of a system. The "Fire Safety Concepts Tree" presented in the National Fire Protection Association Guide 550, Guide to the Fire Safety Concepts Tree, provides a starting point for considering the performance of a water based fire suppression system. Considering fire protection objectives for water based fire suppression systems, means of evaluating system reliability can be developed. This development requires identification of system components that are significant to the overall system reliability.

본 논문에서는 유한 길이 LDPC 부호의 높은 신호대 잡음비(SNR)에서 성능 향상을 위한 방법으로 비균등 전력할당 방법을 제안한다. 밀도진화(density evolution)를 통해서 얻어진 Tanner 그래프의 변수 노드와 체크 노드간의 연결 분포(degree distribution)와 실제 사용되는 부호의 연결 분포 간의 차이를 변수 노드의 차수에 따라 해당 비트에 전력을 비균등하게 할당하는 방법을 이용한다. 본 논문에서는 IEEE 802.16e 표준에 제시되어 있는 부호를 이용하여 모의실험을 수행하였고, 비교적 높은 SNR에서 성능이 향상됨을 볼 수 있었다.

The paper describes the work of the Working Group on Wind Structure, one of the International Codification Working Groups set up by the International Association of Wind Engineering in 1999. The topics of terrain and exposure, shielding and shelter, topographic effects, tropical cyclone and hurricane wind structure, and thunderstorm wind structure, are described with emphasis on their codification in wind loading codes and standards. Recommendations from the working group are given.

System voltages of Republic of Korea have been diversified since 1970s due to the accelerated industrialization of the republic. Although the national standards on system voltages (i. e Korean Industrial Standards KSC 0501) were established in 1974, the standards were not adequately maintained in time. Consequently, national standards on system voltages has some discrepancy not only with the existing voltages of electrical systems of this country but also with the IEC standard voltages in terms of scope and technical requirement of standards. This study is to seek harmonization of national standard voltages with the IEC standards considering existing system voltages, relevant technical regulations and codes etc.

Most of the laws and standards relevant to technology in Korea bear a resemblance to those in Japan. Electricity was not introduced to Korea until Lighting ceremony in Kyong-Bok palace observed in 1887. Since Korea was annexed to Japan in 1910 and our public works were under Japan control we have applied Japanese laws and regulations made by Chosun government-general. Independently from Japan the power electricity accepted power plants of USA, codes of NESC, ASME / ANSI, NEMA. Our generation and distribution system takes American style while our consumer side takes Japanese style. As global trade system was transferred GATT into WTO, the harmonization of technological standards, certification construction testing in the trend of world. This paper is based on WTO / TBT agreement coming in effect after 12th, April, 1979. For Korea the distribution system has a strong resemblance to American system so that unconvertible because IEC 60364 originated from Europe while NEC originated from USA. This papers deals with the fundamental elements of electrical safety system with comparing IEC 60364 with NEC. This paper considers how engineers should apply NFPA 70(NEC) and IEC based on the comparison of NEC to IEC in relation to electrical installations.
