공간자료 교환을 위한 법.제도적 해결방안 (Institutional Issues of the Spatial Data Exchange in Korea)

  • The information system fields of spatial applications have rapidly grown during the last decade in Korea. Spatial data has been produced for a variety of systems without common standards until national GIS Committee defined the data exchange formats among spatial databases in the middle of 1990's. It aimed at promoting data sharing between the different systems in similar application fields. However, a considerable number of databases built prior to the introduction of the standards are not yet standard compliant but still play the roles of the main producers/consumers in the data collection field such as early developed huge AM/FM systems maintained by governmental organizations. The strong autonomy of these databases keeps their own data models, formats and descriptions from being standardized, which leads the sharing to a more difficult stage. Sharing is another way of data acquisition with least efforts and time away from direct collection. A data clearinghouse is the core module which directs users to the relevant data resources. The contents of datasets should be described with predefined metadata standards for precise indexing. Moreover, a number of technical problems have to be resolved for the common use of data between heterogeneous spatial database systems. However, the technical issues can be covered by the present information technologies. The difficulties persist in the political/institutional issues. Institutional issues are derived from the diverse sources such as political background, governmental policies, related laws and/or regulations. The paper will firstly make an analysis of current situation in terms of Korean policies, laws and regulations, secondly abstract the institutional issues from the situation analysis, lastly present guidelines for promoting spatial data sharing in Korea.

한.중.일 화재조사 운영체제 비교연구 (A Study Comparing Korean, Chinese, and Japanese Fire Investigation Operating System)

  • 화재조사를 실시할 때, 기본원칙과 조사책임, 보고기한, 각종 표준서식 등은 내부 훈령인 화재조사보고 규정을 통해 업무가 이루어지고 있다. 본 연구는 우리나라를 비롯한 일본과 중국의 화재조사보고규정을 통해 운영체제를 비교 검토하여 우리나라 규정에 없거나 보강이 이루어져야 할 대안을 마련하는데 목적이 있다. 결과적으로 추가조사가 필요할 경우 긴급화재와 일반화재에 대한 보고기간을 30일로 표준화하고, 화재조사가 보고기한을 초과할 경우 지연보고서를 작성토록 하여 업무공백이 발생하지 않도록 하여야 하며, 화재관계자에게 자료를 요구할 때 자료보관증과 자료 반환증 서식안을 신설하여 운영하는 제도개선 사항 등이 필요한 것으로 나타났다.

  • 고층건물 화재 시 소방대원은 구조장비 및 진압장비를 가지고 안전하고 신속하게 화재현장에 도착하여야 하고, 장시간 소요되는 인명구조 및 화재진압활동을 위해서는 충분한 에너지를 가지고 있어야 하므로 이를 위해 비상용승강기의 설치를 법으로 규정하고 있다. 그러나 현재 국내에 설치되는 비상용승강기는 그 기능과 구조적인 면에서 많은 문제점을 노출하고 있어 소방활동에 적합한 방향으로의 성능개선이 절실히 요구되고 있다. 따라서 본 연구에서는 국내외 비상용승강기 관련 규정을 살펴보고, 화재 시 비상용승강기를 운용하는 소방공무원을 대상으로 설문조사를 실시하여 문제점 등 현황을 파악하고, 그에 따른 개선방안을 제시하였다.

건축법(建築法)에서의 건축물(建築物) 높이제한규정(制限規定) - 지표면산정기준(地表面算定基準)을 중심(中心)으로 - (A Study on the Height Limitation of a Building in Building Law - Focusing on the Standard of the Ground Level Calculation -)

  • The articles on building height limitation are very important to form buildings to be. The application of the articles is based on the surface of the building site ground, that is, the definite judgment of ground level should ensure the correctness of building height limitation. This study surveyed the recognition degree of practitioners about the building height limitation regulations by questionnaires, and analyzed its results and compared them to related building laws and letter of reply from the office to practitioners' inquiry on related regulation. The study summarized the results as follows; 1. It is not clear to judge the ground level. Especially in cases of pilotis structure, there would be various interpretations to define its ground level. 2. According to present building regulations, the site would be confused to define by practitioners whether it is stiff or plain. 3. In case of regulation of a right to enjoy sunshine, it is hard to calculate the average horizontal level(ground level) with neighboring sites. 4. If there were a manual with illustrations for judging and calculating the ground level of various cases, civil petitions would be reduced.

  • The wide spread of DC electric railway systems such as urban rapid transits including heavy rail and light rail transits has significant ramification as the stray currents from return conductor rails can cause the electrochemical interference, that is, the electrolytic corrosion of both rails and outside underground metallic infrastructures. The immature understanding of either the railway authority who is responsible for establishing the necessary provisions at the design stage or the affected parties makes it difficult to prepare the optimum range of solutions for the long-pending interference problem. In advanced countries, however, numerous assessment studies have been carried out on the stray current interference, by which protective standards and regulations are provided under the collaboration and agreement of the related parties. In this paper, we introduce a european standard from IEC, namely, "IEC 62128-2:2003 railway applications-fixed installations -part 2: protective provisions against the effects of stray currents caused by d.c. traction systems" and a "Code of Practice" produced by Victorian electrolysis committee (VEC) based on "Electricity Safety Act 1998" and "Electricity safety (stray current corrosion) regulations 1999" of Victoria state, Australia.

Determining the Reuse of Frying Oil for Fried Sweet and Sour Pork according to Type of Oil and Frying Time

  • Food Codex regulations have set freshness limits for oils used to fry food, such as potato and fish products, and fried food itself; however, no such freshness limits have been set for meat products, such as sweet and sour pork. The freshness standard suggest that acid values (AVs) and peroxide values (POVs) for frying oil should be less than 2.5 and 50, respectively, whereas AVs and POVs for common fried food should be less than 5.0 and 60, respectively. Therefore, in this study, we investigate the effect of the number of frying cycles on oxidation-promoted changes in the oils used to fry sweet and sour pork and fried food itself during repeated frying over 10 d by determining their AVs and POVs, which were found to be highly correlated. Soybean, canola, palm, and pork lard oils could be reused approximately 37, 32, 58, and 87 times, respectively, to fry sweet and sour pork based on oil freshness, and 78, 78, 81, and 286 times, respectively, based on the freshness of fried food. Our data may help establish food-quality regulations for oils used to fry animal-based foods.

우리나라 약사면허 국가시험제도 변천과정과 향후과제 (Historical Transition and Future Task of Pharmacist License Examination in Korea)

  • Objectives of this study are to investigate transition history of pharmacist license examination in Korea and to compare three suggestions for new examination system proposed by National Health Personnel Licensing Examination Board, Korean Association of Pharmacy Education, and Korean Pharmaceutical Association. Future task to help the examination system meet global standard is also discussed. Regulations on the examination system were retrieved from the sources posted in Ministry of Government Legislation homepage. Efforts devoted by the three organizations to make amendment on the regulations were collected from reports, official documents, minutes, and handout materials issued by the organizations. Ministry of Health and Welfare made amendment on the examination system in 2013 by rearranging the existing natural science-based eleven subjects to two subjects along with addition of a new subject named clinical-practical pharmacy. Unfortunately, however, the amendment stipulates that the new subject should include manufacturing and quality control of pharmaceuticals as part of contents in the examination. It is strongly urged that the contents of the examination should focus on professional competency as pharmacist in clinical situation. Future task to make revision on this issue is warranted to help new pharmacist enable to provide pharmaceutical care service to patients.

해상통신 디지털화를 위한 최근 기술 및 표준화 동향 연구 (A Study on Recent Trends of Technology and Standardization for Modernizing Maritime Mobile Radiocommunication)

  • 본 논문은 해상통신 환경의 현대화를 위해서 기존 통신시스템을 아날로그에서 디지털로 대체하고 새로운 통신기술을 도입하기 위한 시스템의 기술적 특성을 연구하고 이러한 시스템이 국제적으로 조화된 주파수에서 디지털 통신을 효율적으로 할 수 있는 새로운 주파수 대역 확보 및 기존 할당된 주파수 조정 등에 관해서 국제 표준화기구의 최근 연구 동향을 분석해서 기술하였다. 특히 국제전기통신연합 무선통신부문(ITU(International Telecommunication Union)-R(Radiocommunication sector))에서는 IMO(International Maritime Organization)와 IEC(International Electrotechnical Commission)와 긴밀한 협력으로 결과를 도출해서 해상통신 현대화를 추진하고 있다. 본고에서는 ITU-R의 해상통신 현대화를 위한 최근 회의 결과(WP(Working Party)5B회의, WRC(World Radiocommunication Conference)-12 결과 등)를 분석해서 기술하였다.

WLTC 시험 모드에서 소형 경유자동차의 후처리 시스템에 따른 질소산화물 및 입자개수 배출 특성 (Characteristics of NOx and PN According to After-treatment for Light-duty Diesel Vehicles in WLTC Test Mode)

  • Since September 2017, a small diesel vehicle certification test mode has been enhanced from NEDC to WLTC. The main reason for the change of the certification test mode is that the certification test mode of the emission control standard of the diesel vehicle does not sufficiently reflect various driving patterns of the actual roads. Several automakers have developed after-treatment systems such as LNT, SCR, and DPF to meet enhanced emissions regulations. In this study, four small diesel cars were selected for sale in Korea, and the exhaust gas measurement test was performed in the WLTC mode, which reflects the driving characteristics of the actual roads. As a result of test, LNT vehicle exceeded Euro 6 NOx regulation and SCR vehicle satisfied Euro 6 NOx regulation. In addition, both LNT and SCR systems showed high NOX emission characteristics due to speed, RPA and Vxa. For the PN, all test vehicles were fitted with a DPF and met the Euro 6 PN regulations, with similar PN emissions results in LNT and SCR system.

지속적 거주(Aging in place)를 위한 국내·외 주택설계지침의 비교 (Comparative Analysis on Domestic and Overseas Design Guidelines for Aging in place)

  • Domestic and international laws and regulations on design of residential environment are adopted, revised and supplemented to solve the problems such as access, safety and privacy in the residential space of the elderly and the disabled. This study is an comparative analysis of Korea and Japan, USA, UK laws and regulations on environment design by literature review. The purpose of this study is to present the basic materials required for development of the standard that would supports the undiscriminatory physical environment for the socially weak who are experiencing aging and disability, due to the restricted scope of entrance, bathroom and kitchen spaces with high frequency of safety accident. The results of this study are as follows. (1) Design guidelines on residential environment were compared under five residential factors for aging in place: safety, accessibility, amenity, usability and privacy. (2) The guidelines of each country applied to the entrance, bathroom and kitchen space were compared. (3) The results showed present guidelines should be completed with 'safety', 'accessibility', 'amenity', 'usability' and 'privacy' for Aging in place.
