  • According to railway safety regulations for securing the railway vehicle's quality and performance, it can be partly exempted that the performance tests and production inspections on the railway vehicles which are produced and assembled for the purpose of test and research. The reasons of this exemption are for ensuring maximum autonomy and for saving time considered the development period of railway vehicle. However, it was continuously demanded the necessity of supplementation on the confirmation about railway vehicle's quality & performance. Therefore, we added "The monitoring step" which is for securing the quality and performance in high speed railway vehicle's subsystem & compartment to supplement those tests & inspections in development. In this paper, based on a standard ABS(Activity Breakdown Structure) of railway vehicle and a WBS(Work Breakdown Structure) of the railway vehicle system, we investigate the necessity of monitoring in the High speed railway vehicle development. And by comparing and analyzing the essential requirements of international standard, IRIS(International Railway Industry Standard) & TSI(Technical Specification for Interoperability), we try to examine a standard monitoring procedure.

A Study on the Determination of Recycling Standard and Stage in Paper Scrap (폐지 재활용 기준 및 재활용 단계 설정에 관한 연구)

  • Objectives: The purpose of this paper is to define the level of recycling standards and its process in paper scrap. As pollution is increased by improperly treated paper scrap, the government has recently strengthened the management of the paper scrap. Methods: In this study, the current status of paper scrap recycling was investigated through a 2012 field survey, and the classification and recycling standards for paper scrap in developed countries and institutions were also investigated through a literature review in order to introduce optimal recycling standards. Results: As a result, the contents of contaminants were identified as the most important recycling standard, and the contents of contaminants in paper scrap was measured at less than 1.0% at most companies. The recycling standard for paper scrap was determined to be below 3% contaminants in the case of paper and 5% in the case of board. In this study, recycling stage was determined by considering regulations on resources and practices in the field. Conclusions: The recycling standard for paper scrap was determined to be below 3% and 5% contaminants for paper and board, respectively.

  • Sustainable building is getting more and more important topic in 21C. Following this trend, building energy saving standard has been reinforced in Korea. Especially, insulation standards are revised continuously after1979. This study aims to evaluate the correlation between the revised insulation standards and heating and cooling loads of a residential building. This study shows that the standard of insulation is more related with heating load than cooling load, and cooling load is more related with other sources such as glass types and solar incidence through windows. In case of highly-insulated building such Passive Houses or Zero Energy Houses, the cooling load should also be considered as important as heating load when revising the building energy saving regulations in the future.

  • The aim of this study is to propose suggestions for establishing Korean regulatory standards of infant formula. Accordingly, the regulatory standards for food contaminants and additives in Korean infant formulas were compared and analyzed with those in CODEX, EU, Australia and New Zealand. Several suggestions for regulations were found from different countries. Firstly, it is advisable that additives for nutrient supplement of infant formula be classified as types of nutrients. Secondly, it is proposed that guidelines should be set on the maximum amount of additives in infant formula. Thirdly, pathogens such as Staphylococci and Salmonella of infant formula should be regulated. Finally, present regulations need to establish the maximum permissible levels of some pesticides, Pb and Al, that other countries are already regulating. These proposed recommendations would broaden the scope of infant formula regulatory standards needed for infants' health.

  • The computerization project for underground facilities in Korea began in earnest after the city gas explosion in Seoul in 1994, and the Daegu subway explosion in 1995. As such a large-scale gas explosion accident caused enormous economic loss including human casualties and potential benefits, the need for computerized for efficient management of underground facilities was greatly emphasized in society. Meantime, computerization of underground facilities has been carried out according to the basic plan for building national geographic information system. In this study, problems were identified based on the current status of construction and management of underground facility information, as well as laws and regulations, and directions for establishing quality standards were presented. In addition, construction work standards such as 「Public Survey Work Regulations」, design standards, standard specifications, and technical specifications, gas technology standards, design standards, and communication works so that underground facility information can be linked and utilized in construction work by examining the linkage of the underground facilities, the targets that can be used for quality level information on underground facilities were derived, and a proposal to revise the construction standards was presented. In the future, if the quality standards are established, it is expected that the accuracy and utilization in the construction field will be increased.

  • Korea Laboratory Accreditation Scheme (KOLAS) introduces a new standard for test and calibration laboratories to operate management system and to produce valid results in accordance with the requirements of KS Q ISO/IEC 17025. The standard is based on the national standard law for the accreditation of test, inspection and calibration laboratories. International Laboratory Accreditation Cooperation (ILAC) has recently established its new criteria. The accredited test and calibration laboratories should complete the transition of their management system by November 2020 following KS Q ISO/IEC 17025:2017. A total of 899 of test, inspection and calibration laboratories in Korea are influenced by the transition policy. This paper summarized general requirements for a competence of laboratory management system.

Machine Reading Comprehension-based Question and Answering System for Search and Analysis of Safety Standards (안전기준의 검색과 분석을 위한 기계독해 기반 질의응답 시스템)

  • If various unreasonable safety standards are preemptively and effectively readjusted, the risk of accidents can be reduced. In this paper, we proposed a machine reading comprehension-based safety standard Q&A system to secure supporting technology for effective search and analysis of safety standards for integrated and systematic management of safety standards. The proposed model finds documents related to safety standard questions in the various laws and regulations, and then divides these documents into provisions. Only those provisions that are likely to contain the answer to the question are selected, and then the BERT-based machine reading comprehension model is used to find answers to questions related to safety standards. When the proposed safety standard Q&A system is applied to KorQuAD dataset, the performance of EM 40.42% and F1 55.34% are shown.

  • Under the establishment and operating regulations of school presented only minimum standard for the founding of the school. Therefore, It is intended to suggest the reasonable space standard of the school facility, through comparison & analysis of facility standard in each city and provincial education office. Especially, The facilities standard of Chungcheongbuk-do Office Of Education has been exceeded standardization of architectural space which is proposed the Ministry of Education, and they has made the various learning space reflected creative ideas by designing all of the new school competition since 2000. In order to deal with reacting the changing method of studying like as the examples of Middle & High school in Chungcheongbuk-do, they need to set aside the enough required area for a head of students and the common space which is more than 40% in the total area according to the various learning space, securing the supporting facilities, and break & movement of the students. Moreover, Each of the city and provincial education offices are needed to establish the standardization of proper area for space organization of the planned school throughout upcoming competition.

  • This study aims to examine Japanese elementary school architecture in Meiji Era, in which Japanese modern education system was settled down and the school architecture flourished by mass construction of stereotyped school buildings. It is assumed that stereotyped school architecture is due to the influence of the standard drawings made by Japanese Ministry of Education, therefore standard drawings could be a key to understand the characteristics of the stereotyped school buildings in Meiji Era. In this perspective this study attempts to analyze 4 standard drawings and interpret it in relation to regulations and design guidelines for school architecture in that time. As results of this study the change and characteristics of stereotyped school architecture in Meiji Era are clarified in several categories. They are as follows : the deviation of classroom and corridor, the change of classroom size fixing to 4 kan(間) by 5 kan(間), the absolute use of north-lacing single corridor type block-plan, and the change of other space such as waiting room(控所), special instruction room, auditorium and gymnasium.

A Study on the Standard of Estimate for Vitalizing the Natural Environment Restoration Industry (자연환경복원산업 활성화를 위한 표준품셈 연구)

  • The natural environment restoration industry has been newly included in the environment area of engineering technology. Accordingly, the enactment of a standard of estimate for determining the 'Cost plus Fixed Fee' method has become necessary for the implementation and vitalization of natural environment restoration projects. The purpose of this study is to determine the standards for which the prices for engineering projects are calculated with respect to the enactment of an engineering project standard of estimate in the natural environment restoration field. These include the scope of the technological work, standard area, manpower requirements by technical grade that are necessary for carrying out the technological tasks. Relevant laws and regulations, systems and precedent case studies were investigated and analyzed to establish a price calculation standard. The overall results of the analysis were used and applied to questionnaires, public hearings, and expert delphi techniques. The study showed the following results: The scope of the technological work was categorized into 'Biotopes', 'Eco-corridors' and 'Ecological restoration'. The standard area was set up as $1,000m^2$ for 'Biotopes' and $5,000m^2$ for 'Eco-corridors' and 'Ecological restoration'. The manpower requirements by technical grade that are necessary for carrying out the technological tasks were determined. The suitability of the costs, standard area, manpower requirements by technical grade of ordered engineering projects that are determined by applying the standard of estimate for natural environment restoration that may be enacted pursuant to this study may be effectively investigated and analyzed. Moreover, further studies on the calculation of standard prices that can ensure the stability of natural environment restoration projects will be necessary.
