Government as a Platform Revitalization Strategy Derived from Webtoon Platform Success Factors (웹툰플랫폼 성공요인에서 도출한 플랫폼 정부 활성화 방안)

  • This study postulates that Government as a Platform(GaaP) could be a next generation government model, drawing activation strategy from success factors of webtoon platform by NAVER. It suggests success factors of Naver webtoon case based on three main components of platform strategy. First, in the aspect of platform infrastructure, Naver webtoon was established based on powerful portal site by parent company Naver and improved platform accessibility through using webtoon without login. Second, in the aspect of stakeholder engagement, Naver webtoon has offed webtoon at no cost and it has taken an intermediary role for supporting the stakeholders with PPS. Third, in the aspect of outputs production, Naver webtoon offered real time feedback from webtoon users that could affect webtoon production and established incubating system that allow users to create their webtoon. And due to PPS, it makes possible to various create second outputs based on webtoon, which can contribute to activating webtoon ecosystem.

Effect of the Consensus among Stakeholders on Project Performance in Construction Industry (건설 산업에서 이해관계자들의 인식 부합이 프로젝트 성과에 미치는 영향)

  • Stakeholder management in construction projects is an important factor in project performance creation. The purpose of this study is to verify the effect of the recognition of the importance of the quality influence factors among the stakeholders of the construction project on the perceived quality and the project performance. The impact of the project management methodology on the project performance has been actively researched, but there is little research result on the project stakeholders. The projects to be researched are apartments and buildings that have been completed within the last five years of domestic large construction company. The method of survey is to measure the consensus of the importance of the quality influential factors among the three parties such as the ordering party, the design supervisor and the constructor, and confirm whether the agreement affects the quality of the actual project. Finally, the research model was verified by surveying the satisfaction of the client on the final product. The results are as follow. The degree of agreement on the importance of quality influential factors among stakeholders has a significant effect on perceived quality. In the relationship between perceived quality of influence factors, organizational (support) quality influenced technological quality and managerial quality, and technological quality and managerial quality also have significant influence on resource quality. The results of analysis showed that perceived quality of resources strongly influenced project performance. The remaining three experienced qualities also significantly affect project performance.

  • Patient Navigation Program (PNP) is considered as an important implementation of health care systems that can assist in patient's treatment. Due to the feasibility of PNP implementation, a systematic reuse is needed for a wide adoption of PNP computerized system. SPL is one of the promising systematic reuse approaches for creating a reusable architecture to enabled reuse in several similar applications of PNP systems which has its own variations with other applications. However, stakeholder decision making which result from the imprecise, uncertain, and subjective nature of architecture selection based on quality attributes (QA) further hinders the development of the product line architecture. Therefore, this study aims to propose a quality-driven approach using Multi-Criteria Decision Analysis (MCDA) techniques for Software Product Line Architecture (SPLA) to have an objective selection based on the QA of stakeholders in the domain of PNP. There are two steps proposed to this approach. First, a clear representation of quality is proposed by extending feature model (FM) with QA feature to determine the QA in the early phase of architecture selection. Second, MCDA techniques were applied for architecture selection based on objective preference for certain QA in the domain of PNP. The result of the proposed approach is the implementation of the PNP system with SPLA that had been selected using MCDA techniques. Evaluation for the approach is done by checking the approach's applicability in a case study and stakeholder validation. Evaluation on ease of use and usefulness of the approach with selected stakeholders have shown positive responses. The evaluation results proved that the proposed approach assisted in the implementation of PNP systems.

  • The purpose of this study is to propose the performance measurement model for open big data platform. In order to develop the performance measurement model, we have integrated big data reference architecture(NIST 2018) with performance prism model(Neely et al. 2001) in the platform perspective of open big data. Our proposed model consists of five key building blocks for measuring performance of open data platform as follows: stakeholder contribution, big data governance capabilities, big data service capabilities, big data IT capabilities, and stakeholder satisfaction. In addition, our proposed model have twenty four evaluation indices and seventy five measurement items. We believe that our model could offer both research and practical implications for relevant research.

Comparing Stakeholder Perceptions on the Reasons for Rural Underutilization of Common Facilities (농촌지역 공동시설 저활용 원인에 대한 이해관계자별 인식비교 연구)

  • Despite the serious problem of idle communal facilities in rural areas, previous studies focused on determining their status and grasping their current status rather than proposing fundamental solutions. The purpose is to suggest a direction for activating these facilities. To identify the key factors hindering the use of idle and under-utilized facilities in rural areas, a survey was conducted on three groups of interested parties, public officials, operators, and rural residents, to identify items that were effective and examine significant cognitive differences between the groups. Based on the results of the research analysis, it was concluded that although there are differences between the groups in the level of awareness, the causes of preventing facility utilization appear to be similar. Although local governments desire to avoid criticism for idleness, it was found that they are most aware of the limitations of administrative support. Even within the village, residents do not recognize the need for additional facilities unconditionally but do realize their own inadequacies. Thus, despite the differences among stakeholders, it was found that there is a consensus regarding the problem of idle communal facilities in rural areas. As a result, the operating entity is delegated to an individual rather than a joint entity so as to allow the facility to be operated responsibly, and local ordinances are enacted by a group of local officials in order to overcome administrative guidelines limitations. It is suggested that the main issue is securing manpower.

  • Corporate interest and participation to the corporate philanthropy have increased since sustainable business management and win-win business management is on the rise to be the major task of the corporation, due to global economic recession and shrinking of consumption market. Employee participating corporate philanthropy, such as giving or volunteering, are especially increasing recently. This study analyzed the effects of giving and volunteering participation of the employees on job satisfaction and organizational citizenship behavior mediated by recognition and attitude about corporate philanthropy. Structural equation modeling was employed for statistical analyses. As a result of the study, it is clear that giving participation of the employees has a positive influence in job satisfaction and organizational citizenship behavior, mediated by the recognition and attitude about corporate philanthropy. However, the effects of volunteering participation of the employees on job satisfaction and organizational citizenship behavior mediated by recognition and attitude about corporate philanthropy was non-significant. Based on this result from the study, factors to increase the inner stakeholder effect of employee participating corporate philanthropy are proposed.

The Effect of Institutional Pressure on Firm's Compliance and Financial Performance in China: Focused on Institutional Theory and Stakeholder Theory (제도적 압력이 중국 기업의 순응 수준 및 기업 가치에 미치는 영향: 제도이론과 이해관계자이론을 중심으로)

  • This study aimed to understand the relationships among the institutional pressure and the level of compliance and corporate value. The research focuses on four main variables, which are regulatory pressure, normative pressure, and cultural-cognitive pressure as the institutional pressure, and the CSR score as the level of the firm's compliance. We examined the impact of the institutional pressure on the firm's compliance-level, together with the effect of compliance level on the corporate value. We analyzed the 3,792 CSR data listed in China's A market and 31 province and city-level data from China. Results showed that institutional pressure had a positive influence on the firm's compliance level. The corporate value was greater with a high compliance level when the institutional pressure was high. The firm's compliance level negatively influenced corporate value when the institutional pressure was low. This study took into account a level of institutional pressures in three dimensions when investigating the effect of CSR compliance level on the corporate value. Thus, this study has a unique academic contribution by demonstrating that CSR activities can have a positive or negative effect depending on the institutional environment for each firm. The findings of this study also provide valuable insights to industry practitioners by suggesting the importance of considering the institution-specific condition when deciding to comply with the institutional pressure.

Impact of ESG Activities on Brand Value (ESG 활동이 브랜드 가치에 미치는 영향)

  • The purpose of the study is to examine the impact of ESG activities on brand value by linking the effectiveness of ESG activities to marketing, the most core part of a company. This study conducted an empirical analysis targeting companies listed on KOSPI and KOSDAQ from 2016 to 2022. Looking at the empirical analysis results of this study, first, in the individual analysis of ESG activities, it was confirmed that E (Environment) and G (Governance) have a significant positive influence on brand value. Second, in the environmental field, stakeholder response had a significant positive relationship with brand value, and in the governance field, the board of directors had a significant positive relationship with brand value. Through this study, we can provide logical evidence proving that ESG activities are important activities that must be carried out in advance to increase brand value. Among ESG activities, it was found that stakeholder response activities in the environmental field and board-related matters in the governance field play an important role in increasing brand value. It is also expected that it will serve as a catalyst for research on the importance of ESG activities in the marketing field.

  • Background: The design, implementation, and evaluation are three important stages of occupational safety and health (OSH) interventions. Historically, there has been a tendency to prioritize implementation, often neglecting detailed design and rigorous outcome evaluation. Currently, much has changed, and contemporary approaches recognize the interdependence of these stages, considering them integral to the success of any intervention. This work presents a comprehensive procedure for implementing interventions, not only to ensure short-term effectiveness but also their long-term sustainability through continuous monitoring. The focus is on a national OSH project introducing a near-miss management system (NMS) in Italy. Methods: Initial meetings were convened among project partners, complemented by interviews with diverse stakeholders, to plan implementation steps and test the NMS. Tailored questionnaires were designed for diverse stakeholder groups - initial promoters, company managers and employers, and employees - facilitating targeted implementation, and three case studies were started in Italian regions to assess the structured implementation, involving intervention promoters and collaborating companies. Results: The primary outcome is the development of practical tools, specifically three questionnaires, which are considered valuable for establishing an effective human-centered implementation strategy, meticulously designed to facilitate ongoing monitoring of processes and continual enhancement of instruments intended for NMS integration within companies. Conclusions: This work lays the foundation for successful NMS implementation in Italy and, although the outlined procedure had specific objectives, it also provides valuable insights applicable in enhancing the effectiveness and sustainability of interventions across diverse contexts. It underscores the importance of comprehensive planning, stakeholder engagement, and continuous evaluation in achieving lasting OSH interventions.

Research on Improving EIA Through Causality Analysis (환경영향평가 문제의 원인 및 연계성 분석을 통한 제도개선 연구)

  • The Korea Environmental Impact Assessment (EIA) system was introduced in 1977 through the Environmental Conservation Act. It has progressed through many laws and regulations promoting the balance between development and conservation, and functioning as a Preventitive environmental policy. Despite the efforts to minimize environmental damage from development and to uplift social awareness of environmental preservation, deficient impartiality and objectivity in completing and investigating environmental assessments, there have continously existed conflicts among related stakeholder, neglecting arrangements and ineffectiveness of public participation. This research present EIA obstacles and analyzes the overall status of the EIA through surveys from related experts. On the basis of this research, the actual complications regarding the developer, public participation, examiner and consultant are brought about. Also, remedies are proposed to ensure effective EIAs and restore confidence in them.
