Improvement and Estimation of Effect for Speed Limit Tolerance (속도위반 단속 허용범위 개선안 제시 및 효과 추정)

  • In a low speed limit environment, the speed limit tolerance of automated traffic enforcement devices is very high, which is one of the main factors for the low compliance rate. Therefore, in this study, we aimed to the improve the speed limit tolerance and to present a new standard. The effects of the operator and user errors that can cause speeding by drivers were analyzed. Based on the results of the analysis, an improvement of the tolerance was proposed by applying an error in the enforcement device and GPS speed. In addition, long-term expected safety effects such as the accident rate and severity were estimated from the operator's perspective when improving the tolerance. As a result of the estimation, the speed limit compliance rate, accident rate, and change rate of a number of severe accidents due to speed change, and pedestrian traffic accident mortality rate were all improved in all speed limit environments. The introduction of the proposed improvement is expected to improve road safety significantly.

Development and Application of the High Speed Weigh-in-motion for Overweight Enforcement (고속축하중측정시스템 개발과 과적단속시스템 적용방안 연구)

  • Korea has achieved significant economic growth with building the Gyeongbu Expressway. As the number of new road construction projects has decreased, it becomes more important to maintain optimal status of the current road networks. One of the best ways to accomplish it is weight enforcement as active control measure of traffic load. This study is to develop High-speed Weigh-in-motion System in order to enhance efficiency of weight enforcement, and to analyze patterns of overloaded trucks on highways through the system. Furthermore, it is to review possibilities of developing overweight control system with application of the HS-WIM system. The HS-WIM system developed by this study consists of two sets of an axle load sensor, a loop sensor and a wandering sensor on each lane. A wandering sensor detects whether a travelling vehicle is off the lane or not with the function of checking the location of tire imprint. The sensor of the WIM system has better function of classifying types of vehicles than other existing systems by detecting wheel distance and tire type such as single or dual tire. As a result, its measurement errors regarding 12 types of vehicle classification are very low, which is an advantage of the sensor. The verification tests of the system under all conditions showed that the mean measurement errors of axle weight and gross axle weight were within 15 percent and 7 percent respectively. According to the WIM rate standard of the COST-323, the WIM system of this study is ranked at B(10). It means the system is appropriate for the purpose of design, maintenance and valuation of road infrastructure. The WIM system in testing a 5-axle cargo truck, the most frequently overloaded vehicle among 12 types of vehicles, is ranked at A(5) which means the system is available to control overloaded vehicles. In this case, the measurement errors of axle load and gross axle load were within 8 percent and 5 percent respectively. Weight analysis of all types of vehicles on highways showed that the most frequently overloaded vehicles were type 5, 6, 7 and 12 among 12 vehicle types. As a result, it is necessary to use more effective overweight enforcement system for vehicles which are seriously overloaded due to their lift axles. Traffic volume data depending upon vehicle types is basic information for road design and construction, maintenance, analysis of traffic flow, road policies as well as research.

  • According to the current Road Traffic Act, the 2020 amendment bill is currently in effect as a system that designates vehicle types for each lane for the purpose of securing road use efficiency and traffic safety. When comparing the number of traffic accident fatalities per 10,000 vehicles in Germany and Korea, the number of traffic accident deaths in Germany is significantly lower than in Korea. The representative case of the German autobahn, which did not impose a speed limit, suggests that Korea's speeding laws are not the only answer to reducing the accident rate. The designated lane system, which is observed in accordance with the keep right principle of the Autobahn Expressway, plays a major role in reducing traffic accidents. Based on this fact, we propose a traffic enforcement system to crack down on vehicles violating the designated lane system and improve the compliance rate. We develop a designated lane enforcement system that recognizes vehicle types using Yolo5, a deep learning object recognition model, recognizes license plates and lanes using OpenCV, and stores the extracted data in the server to determine whether or not laws are violated.Accordingly, it is expected that there will be an effect of reducing the traffic accident rate through the improvement of driver's awareness and compliance rate.

  • In this paper, we proposed an intelligent surveillance system which can be determined by the overspeed of vehicle which continuously collects by video imaging device. Imaging device to capture images continuously, and filtering errors that occur as a natural, long-distance moving objects by comparing the images collected before and after the images. To measure the size of things, it proves that able to measure speed of the vehicle, depending on the amount of growing pixels using the pixel processing.

  • Speeding is one of the major causes of traffic accidnets in urban areas. Driver feedback sign(DFS) is a traffic control device that can be used for many traffic environments including work zones, school zones, and roadways. In this paper, the effectiveness of DFS was evaluated through a field study using speed data collected from before and after study periods. In addition traffic safety improvement was also quantitatively estimated using the variance of speed data collected. Staistical test results showed that the speed difference was statistically significant, and the distribution of speed data was also shifted greatly. Therefore, it was concluded that installing the DFS in roadways might lead to unifomity of speed of traffic flow, thus, potential safety improvement might be expected.

  • While the vessel become bigger and high speed, navigational passages become narrow due to an enlargement of all sorts of new ports, sea-crossing bridges and anchorages, leading to the high probability of marine accidents. Furthermore, a constant increase in the maritime transportation and the traffic volume on the sea led to a variety of sea traffic environments and it is a trend for the demand for the sea transportation environment to increase steadily. At this point of time, the Ministry of Land, Transport, and Maritime Affairs introduced the Korea Maritime Safety Laws evaluating the degree that The Safety Audit System for maritime transport, which evaluates the degree that all kinds of port facilities installed temporarily or installed into navigational passages, and the installations and repair constructions of S.O.C. facilities affect ships' traffic safety, was introduced through Korea Maritime Safety Laws and went into effect from November 28th, 2009. This study was performed to introduce an outline including the concept and purpose of the Maritime Safety Audit(MSA) system for maritime transport and the technological guidelines for scientific and standardized enforcement, thereby analyzing the system.

  • Truck weight data are essential for road infrastructure design, maintenance and management. WIM (Weigh-In-Motion) system provides highway planners, researchers and officials with statistical data. Recently high speed WIM data also uses to support a vehicle weight regulation and enforcement activities. This paper aims at developing axle load estimating models with high speed WIM data collected from national highway. We also suggest a method to estimate axle load using simple regression model for WIM system. The model proposed by this paper, resulted in better axle load estimation in all class of vehicle than conventional model. The developed axle load estimating model will used for on-going or re-calibration procedures to ensure an adequate level of WIM system performance. This model can also be used for missing axle load data imputation in the future.

  • Railways are currently subject to the enforcement of speed limits for each curve as prescribed by the Railway Operating Rules in Korea. However, research is required to determine the maximum speed of trains passing through each curve that allows them to run without the risk of derailment in relation to the speed enhancement of existing railway tracks. In addition, factors affecting the running safety of railway vehicles can be classified into those in terms of vehicle aspects and those in terms of track aspects. This study sought to analyze the running safety of railway vehicles according to changes in the inclination of the rail from among the factors affecting the enhancement of safety against derailment. To increase the speed of trains passing through curves that have high derailment risk, this study also analyzed the running safety of railway vehicles according to the inclination of the rail and changes in running speed while a vehicle passes through each curve section in both the up and the down train line sections between Namsunghyun and Chungdo, which represent the actual conditions of railway tracks.

A Study on the Investigation and Analysis of Collisions at Sea (선박충돌사고의 원인조사 및 분석방법에 관한 연구)

  • The collisions at sea among marine casualties are not reduced as the tonnage and speed of ship's increase as well as the traffic quantity increase at sea, in spite of the improvement of nautical equipment, enforcement of crew's education and training as well as improvement of quality standard according to the implementation of ISM code. The measures to prevent the collisions at sea are simple, and are composed of six stage.: The first stage is that the officer on duty detect the target from his eye or radar information. The second stage is determining the type and kind of target-ship. The third stage is target tracking; calculation of target speed, course, CPA and TCPA from radar information or visual check. The fourth stage is determination of vessel in danger after calculation of third stage. The fifth stage is the judgement of situation if own ship is stand-on or give way vessel according to the 1972 COLREG. The last stage is to carry out proper action according to 1972 COLREG, under the circumstances. But by the case, the situations are so different under the different external conditions; for example, natural/navigational conditions, crew's human factors, ship's particular, rule or regulation, management system on board, the condition of watch keeping. Therefore the reasons and casualties are so complicated. This study aims to investigate the collision casualty at sea which needs to clarity all these causal factors of afore-mentioned, and to analyze the causes of problems so as to utilize them to establish the measures of preventing marine accidents. This study, described the concepts of causal factors into three groups; environmental factor, and company/on board management system and navigator's act. Also described how to investigate and analyzes the casual factors. Even though it was described in this paper how to detect the causal factors and reasons of collisions, and how to analyze the inter-relation of each causal factors, it is necessary to do further study how to analyze between the liability of concerned parties and the casual factors involved.

An Estimation of Emission Reduction Rates to Achieve the Target Air Quality in Seoul Metropolitan Area (수도권 지역별 목표대기질 달성을 위한 오염배출 삭감율 산정 연구)

  • This study was carried out to estimate the emission reduction rates for the regional allowable emissions by special measures to achieve the target air quality in Seoul Metropolitan Area (SMA). A modeling system was designed to validate the details in enforcement regulations set up by local governments based on the current status and plans for air quality improvement. Modeling system was composed of meteorological model (MM5), emission model (SMOKE), and air quality model (CMAQ). Predicted results by this system show quiet well not only daily air pollutants concentration but also the tendencies of wind direction, wind speed and temperature. To achieve the target air quality in Seoul Metropolitan Area (SMA), emission allowances are estimated by seasons and regions. Referring to the base year 2002, it was estimated that emission reduction rates to achieve the intermediate goal in 2007 were 14.2% and 16.6% for NOx and $PM_{10}$, respectively. It was also estimated that 52% of NOx and 48% of $PM_{10}$ reductions from the base year 2002 would be required to accomplish the air quality improvement goal of 22 ppb for $NO_2$, and $40mg/m^3$ for $PM_{10}$ in year 2014. To improve $NO_2$ and $PM_{10}$ concentration through emissions reduction policies, it was found that emissions reduction for the on-road mobile sources would be the most effective in SMA.
