건설업은 타 업종에 비하여 정보비대칭 문제가 복잡하게 산재하고 있는 구조를 갖고 있으며, 현행 국내 건설업 등록과 관련된 건설업종 분류 체계는 신설, 통합, 폐지 등의 과정을 거치면서 종합건설업과 전문건설업으로 구분하여 통·폐합을 추진하고 있다. 건설업 업종분류체계는 건설시장에 진입하는데 지침이 되고, 건설수요자가 적정한 서비스를 제공할 수 있는 공급자를 선정하는데 기준이 될 수 있기 때문에 건설업등록제도의 운용 목적이나 취지로 판단할 때, 건설업종 분류 체계를 합리적으로 검토하여 설정되는 것이 매우 중요하다. 본 연구에서는 국내의 건설업 등록 업종 분류체계에 관한 리스크 요인을 고려하여 개선 가능성을 검토하고자 하는데 목적이 있다. 이를 위하여 일본, 미국, 호주 등의 해외의 건설업 면허나 등록제도에서 운영하고 있는 건설업종 분류 체계에 대한 사례 조사를 수행하여 이를 국내 업종 분류 체계와 비교하여 시사점 및 개선 방향에 대하여 검토하였다.

Korean construction companies are recently facing stiff competition in free market economy, and construction projects tend to be complex and large-scale. Such an environment demands that construction companies ensure specialized subcontractors. This paper suggested a subcontractor evaluation model for selection of competent subcontractors which are equipped with operational, technical and productive ability. For designing a subcontractor model, AHP method as a group decision-marking method is applied in assigning weighting indices of evaluation elements. To verify this method, actual data collected in one of construction companies are analysed statistically.

우리나라 건설업의 생산성은 매우 낮은 수준으로 평가되고 있으며, 제4차 산업혁명의 요소 기술 활용도도 다른 산업에 비해 매우 낮은 실정이다. 이러한 문제점을 해결하기 위해 시공단계에서 직접적으로 시공을 담당하는 전문건설업의 기술 개선 수요를 파악할 필요가 있다. 따라서, 본 연구에서는 우리나라 전문건설업의 기술개선 수요를 조사, 분석하여 시공경쟁력을 향상시키기 위한 시사점을 제시하고자 한다. 이를 위해 국내 전문건설업종의 분류 개념과 현황을 파악하고 이를 기반으로 설문조사지를 구성하였다. 그리고 전문건설업 종사자를 제외한 전문가를 대상으로 조사를 실시하였으며, AHP와 클러스터링 기법을 활용하여 전문건설 업종별 기술 개선 수요에 대해서 도출하였다. 본 연구의 성과는 향후에 시공 경쟁력을 높이기 위한 정책개발과 R&D 투자방향, 그리고 기술개발 로드맵의 실질적인 참고자료가 될 것이며, 국내 건설산업의 시공 경쟁력을 향상시키기 위한 방향성을 제시하는데 도움이 될 것이다.

Recently, the items of construction planning have magnified and specialized and the problems occurring at the first step of the construction planing process have complicated. In this research, AHP(Analytic Hierarchy Process) method which is simple to apply and clear to decide has been proposed when a people making a plan at the first step of the construction planing process. As an example, the best solution has been obtained in a railway construction line choice that consist of various items by applying for this method, which proves the possibility of application of this method to the complicated problems.

As amount of information in construction industry is growing, the role of information system in project management is becoming increasingly important. With the emerging IT application to the advancing construction industry, construction project management system with advanced technology has been progressed vigorously to improve construction productivity and management efficiency. Recently, a web-based Project Management Information System (PMIS) is developed to support decision-making process by efficiently managing project related information generated from various discipline. Many firms are in the process of developing the PMIS system or already have been applied the system to various projects. However, PMIS is still in its early stage of development to be applied at industrial plant construction projects that process management is significantly emphasized for the successful execution of the project. With the complexity of the industrial plant projects, the industry practitioners need to be able to visualize the construction schedule information to manage the project efficiently. This study suggests methodologies for improving PMIS specialized for industrial plant piping construction projects to estimate the baseline schedule and performance measurement more accurately by developing a framework for the piping construction projects. By using this developed system, the researchers expect that piping construction projects will be more efficiently managed on a real-time basis through measuring progress of piping at each and every state of progress milestone and provide management with opportunities to forecast the level of efforts required to execute the remaining work scope in a timely manner

정부는 생산체계 개편을 주제로 건설업역 간 기존 체제를 변경하는 건설분야 생산구조 개편을 추진 중이다. 그러나 이는 날로 높아가는 조경분야의 전문성과 기술성에 역행하는 것이라는 지적이 높다. 이에 건설업 업종 통합 정책에 대응하고 적절한 조경분야 업무체계와 내용을 개선하는 것이 시급하다. 이에 본 연구는 적절한 조경분야 생산체계와 생산구조 개편의 방향을 모색할 수 있도록 실무 업계의 의사를 조사하여 참조자료로 활용할 수 있도록 하는데 목적을 두고 연구하였다. 설문을 진행한 결과, 1) 개편 정책의 인식은 업계 의사를 반영한 단계적 추진을 높게 요청하고 있었고, 2) 종합과 전문으로 나뉜 체계는 통합에 반대하는 의견이 높게 나타났으며, 3) 조경공사업 개선 방향으로는 적절한 설계안과 공사비가 가장 높게 지적되었으며, 4) 세부공종 개선 방향으로는 부대 토목공사와의 관계 재정립이 중요하게 지적되었다. 전반적으로 현행 조경 전문공사는 변화하는 조경업무를 충분히 반영하지 못하고 있고, 타 공종의 부대공사 형식에 그치고 있다는 지적이 높았다. 따라서 이를 반영한 정책 추진이 필요하다. 장기적으로는 조경공간을 독립 대상물로 하는 조경공사의 위상 정립이 시급하며, 이를 위한 법제의 보완과 그에 따른 업종 변화가 필요하다.

문화콘텐츠는 지역의 문제점을 개선하고 역사적 가치를 제공한다는 점에서 활용이 증가하고 있다. 더욱이 방문객을 지역으로 유입하고, 지역 상권을 활성화한다는 점에서 관심이 높다. 같은 맥락에서, 문화콘텐츠를 활용한 특화거리 조성은 시민과 소통하고 도시의 문제를 융합하는 역할을 한다. 새로운 공간 조성을 우선하기보다 지역이 가진 근본적인 문제를 해결하고, 단계적으로 접근하는 사업이다. 이에, 문화콘텐츠는 지역민에게 친근하고 공감할 수 있는 집약된 경제적 가치를 창출해야 한다. 이런 측면에서 문화콘텐츠를 활용한 정부와 지자체 사업에 대한 경제적 파급효과를 객관적으로 제시하는 노력은 중요하다. 본 연구에서는 문화콘텐츠의 반영이 얼마만큼의 경제적 파급효과를 보이는지 분석하였다. 연구결과, 문화콘텐츠가 적용된 특화거리는 고용유발 승수, 취업유발 승수, 수입 승수, 세수 승수 관광산업이 서비스업보다 집약적인 사업으로 나타났다. 반대로, 서비스업은 생산유발승수, 소득유발승수, 부가가치유발승수, 관광산업의 전 후방 연쇄효과(영향력 계수, 감응도 계수)가 집약적인 승수로 추론되었다. 이러한 결과는 문화콘텐츠를 접목한 특화거리 조성이 지역의 경제적 시너지효과와 관계함을 제시하는 것이다.

현재 건설산업의 업역은 크게 건설용역업과 건설업으로 구분되며 건설용역업은 건축설계업, 엔지니어링, 감리업 등으로 구분되고 건설업은 일반건설업과 전문건설업으로 구분되고 있다. 이런 건설산업의 업역화는 무자격업체가 무차별적으로 건설시장에 진입하는 것을 방지하여 건설업체의 전문성을 유지하고 소비자를 보호하는 긍정적 측면이 있는 반면에 업역화중에서 가장 논란의 대상이 되고 있는 일부 업역간의 겸업을 제한하고 있는 현행제도로 인해 발생되는 문제점들, 즉 건설생산 효율성의 낙후와 지대의 발생 등의 문제점을 야기시키고 있다. 따라서 향후 업역 제한 제도가 폐지되고 의무하도급제 등 건설기업의 의사 결정을 제약하는 각종 규제조치가 폐지될 경우 각 건설주체는 자신의 핵심 역량, 소비자의 니즈, 개별 상품시장을 시도할 것이다. 본 연구에서는 향후 건설시장 구조를 전망해 보고 이에 대한 각 건설기업들의 건설시장에 대한 진출전략을 제시하고자 한다.

현재 건설업체의 건설시장 진입과 관련된 법규인 건설산업기본법에서는 일반 $\cdot$ 전문건설업체간 겸업 및 영업제한을 명시하고 있다. 초기 각 업종별 전문성을 보호 $\cdot$ 육성하고자 하는 취지에서 출발한 이 법규는 각 건설업역을 제도적으로 분할시킴으로서 생산 단계별 분업화된 건설구조체계를 고착화시켰다. 그러나 진입규제는 완화되는 반면 자 업종별 분리발주의 경직성으로 인해 효율적인 건설시스템 형성이 불가능한 실정이다. 업역간 정보의 단절은 물론 업역 제한에 의하여 보호받는 집단들의 지대 행위 추구 등으로 각 집단간의 배타성과 폐쇄성이 짙어짐에 따라 업역 제한 제도의 폐지에 대한 논란이 계속되고 있다. 제도폐지론자들의 의견은 제도에 의한 인위적인 구조형성은 비효율적인 건설생산체계를 초래하기 때문에 각 건설참여주체측들의 자발적인 노력에 맡겨야 된다는 것이 그 요지이다. 본 논문은 동적 게임이론을 통해서 칸막이 규제 폐지의 적합성을 검증함으로서 효율적인 건설 생산 체계 방향을 제시하여 건설국제경 쟁력을 높이는데 일조하고자 한다.

In this paper, we survey and analyze the characteristics of the special health and safety education in the construction industry, and provides a few solutions. In particular, the implementation of special safety and health education conducted a study to target the construction site of heavy chemical plant many domestic. If you look at the results of research and analysis, problems of special health and safety education that are currently being conducted in many cases, the proportion of respondents who do not know the special safety and health education is very high, workers of the scene, this education it is possible to know that the proportion of respondents answered to have the experience that are submitted to the work while not subject to are operated poorly in the field of special health and safety education high. Finally, improve the quality of the most important education has to be done on a priority basis that fixing the safety education system systematically in line with the actual situation in the field and the use of specialized external agency.
