Status and Development Direction of Incheon Free Economic Zone - Through comparison with the Special Economic Zone of China - (인천 경제자유구역의 현황과 발전방향 - 중국 경제특구와의 비교를 통해 -)

  • Abstract: Korea has designated free economic zones to build the foundation for national economic development by setting up special economic zones to be more competitive in cities. On August 5, 2003, the government designated Songdo, Yeongjong and Cheongna districts in Incheon as free economic zones. But while the development should have been completed nearly three years before the end of the development, the development has been slow and the population, foreign direct investment and other business results are far from the initial plan. Therefore, in this study, we will investigate the various problems occurring in the Incheon Free Economic Zone, investigate the causes of the problem, and then compare and analyze the Incheon Free Economic Zone and China's special economic zones. The two institutions share similar characteristics in many areas, but the Incheon Free Economic Zone system has yet to be settled, as the special economic zone has played a significant role in economic development in China. Therefore, the study is expected to find a solution to the problems of the free economic zones in Incheon and provide directions for future development.

Evacuation and Sheltering Assistance for Persons with Special Needs at Times of Disaster: Lessons Learned from Typhoon 23, Heavy Rainfall and Earthquake Disasters in the Year 2004

  • A series of heavy rainfall, typhoon and earthquake disasters caused a proportionately large number of deaths among the elderly in the year 2004 in Japan. In response to these tragedies, the national government set up committees to reduce damage within the disaster vulnerable population for the next three years. The discussions in the committee led to a new conceptualization that disaster vulnerability was caused by a lack of interaction between a person's special needs and the environment's capacity and resources to meet them. This person-in-environment model of hazard vulnerability was applied to those who resided in the Nankai-Tonankai tsunami hazard-prone area. 123 home care service users were interviewed in terms of their self-evacuation ability, degree of social isolation, and building weakness as well as tsunami exposure risks. Results were quantified and scores of person-in-environmentmodel hazard vulnerability were obtained. These scores were then used to visualize socially created vulnerability by means of weighted kernel density mapping of both persons with special needs (PSN's) and persons with special needs at times of disaster (PSND's).

Study on Development of Basic Fire Evacuation Scenarios considering Characteristics of Special Schools (특수학교 특성을 고려한 화재대피 기본 시나리오 개발 연구)

  • Although the school-age population is continuously decreasing, the number of people eligible for special education is increasing every year. Special schools, which are comprised entirely of students with special education needs, are vulnerable due to restrictions on evacuation in the event of a fire. However, the characteristics of special schools are not reflected in the plans related to firefighting and safety in special schools. In this study, essential items such as placement of helpers were selected through analysis of firefighting and school safety plans and collection of faculty and staff opinions. Afterwards, through analysis of experts' opinions, a basic fire evacuation scenario was presented that reflected the characteristics of special schools. We hope that this scenario will contribute to the development of customized fire evacuation scenarios for each special school in the future.

Progress and prospect of social and population geography in Korea (한국의 사회 . 인구지리학의 발달과정과 전망)

  • Social and population geography in Korea has been developed somewhat later than other special subjects of geography. But in recent years, it has attracted much interests of geographers, and accumulated a considerably large amount of research products. Seen in this context, it is resonable to expect that social and population geography will not only lead the development of geography in the future, but also contribute to the resolution of socio-spatial problems in Korea. From this point of view, we shall retrospect in this paper the progress of social and population geography in Korea since the 1950s, and look out its future prospect and further research tasks. In the first place, we discuss general concepts and major themes of social and population geography, and overview its development process, and than review in more details some important research products which would be categorized into five main subjects, that is, research methodology, urbanization and urban population phenomena, population movement and changing rural life, residential differentiation and urban redevelopment, and urban social life and regional social well-being. Finally, we consider briefly the future prospect and further tasks of social and population geography in Korea.

  • The exposure of human beings to toxic trace metals (Cu, Zn) continues to be an important public health issue and concern. This study was conducted to assess the exposure to trace metals (Cu, Zn) in the general Korean population by inductively coupled plasma mass spectrometry (ICP-MS) and Atomic absorption spectrometry (AAS). Serum samples were obtained from 40 healthy volunteers. Specimens were collected in special container and we applied sample processing to minimize contamination. We used ICP-MS and AAS to analyze simultaneously the concentration of metals including copper, zinc. Distribution of trace metal levels in the general healthy population showed lower values. The results in this study can provide background data for clinical studies associated with trace metal exposure in the korean population.

The Delineation of Water-Pollutant Buffering Zone for Sustaining Better Drinking Water Quality Using a GIS (GIS를 이용한 상수원 보호를 위한 수변구역 지정에 관한 연구)

  • The aggravating water quality from the expansion of industrialization along with increasing population lead to develop more intensive physical measures to secure better drinking water quality. This study was mainly initiated to establish a water-pollutant buffering zone for the upper stream basin of Paldang--the major source area of drinking water for the metropolitan Seoul and suburban areas with a population more than 13 million. Two different criteria were considered in determining the buffering distance from the edge of the streamflow : 1km-width buffer zone for the special protection area which has been strictly controlled by the conventional laws for the protection of drinking water supply, and 500m-width buffer zone for the rest of the area. To delineate the exact boundaries of the water-pollutant buffering zone, GIS database was created integrating topography, hydrography, cadastral, and other related layers. The newly designated water-pollutant buffering zone would contribute to improve the water quality in a long term along with the conservation of the wet land. More study, however, should be made within the water-pollutant buffering zone such as the detailed survey of the pollutants, vegetation, and ecosystem for more effective management of the buffering zone.

Duties of Nurse Practitioners in the Community and Management of Primary Health Care Posts (보건진료원의 업무 및 보건진료소 운영에 관한 고찰)

  • By the rural area health care special law in 1980, Primary health care posts were established in rural areas as fundamental elements of the national health system. Nurses have been deployed to the posts after taking an education course mandated by the special law. However, health care posts have confronted environmental changes over the past 30 years such as an aging and decreasing rural population and advanced traffic systems, which make it necessary to reshape their form and role. Therefore, some guidelines are suggested for future role enlargement of health care posts by analyzing their current management and duties. The guidelines are as follows: 1) enlarging the portion of prevention and management of chronic degenerative diseases, 2) development and practice of diverse health promotion programs, 3) extension of primary health care for the increasing older population, 4) development of health programs for married immigrants, 5) practice of timely maternal child health programs, 6) development of adequate health care posts for low-income people in rapidly urbanizing rural areas and in poor areas in big cities, and 7) revision of laws and institutional arrangements for the role enlargement of health care posts to match social changes and customer needs.

  • The necessity of a management for a metropolitan has long intrigued many urban scholars and researchers who are interested in Busan metropolitan spatial structure and its problems. The purpose of this study is to investigate the dynamic changes of spatial structure in Busan Metropolitan by analyzing the population, employment and Land prices, for the period of 1993, 2001. The major results in this study are as follows; While main-centers have experienced significant loss of population, sub-centers have been growing. Jung-Ang Dong still has high accessibility in population potentials, but its accessibility has declined since 1993. Pu-Jeon Dong had increasing trend of population until 2000, but its population has also descended since that time. Meanwhile, the population of sub-centers has increased in its accessibility. And The spatial pattern of the population in Busan has changed from monocentric to polycentric. This phenomenon was almost spontaneously generated from population dispersion from existing main-centers. In terms of change of land values are there is a spatial and temporal rhythm in the urbanization of Busan. The highest land value in Busan is shown in CBD. The development of Busan proceeded along the north-south belt and extended to west Busan.

Leaf Morphological Characteristics and Variation of Sorbus alnifolia (Sieb. et Zucc.) K. Koch in 11 Natural Habitats (국내자생 팥배나무 11개 천연집단의 잎 형태적 특성과 변이)

  • This study was conducted to provide a basic data such as leaf morphological characteristics, total 110 individual trees selected from 11 wild population, for selective breeding. As a result of investigation of the twenty morphological characteristics of the leaf, there were statistically significant differences in all leaf characteristics among the populations. Especially, Mt. Mani population had larger leaf length (LL), width (LW) and area (LAR) than other populations. On the other hand, Mt. Beakwoon and Mt. Duryun had smaller leaf size (LL, LW and LAR) among the populations. Its principal component analysis (PCA) results showed that it represented 72.9% accumulated explanation from three principal component. The characteristics such as leaf area, leaf length and leaf width were highly contributed for classification among populations. According to the cluster analysis, the natural S. alnifolia populations were classified into five groups and Mt. Mani population was different from the other population.

  • Through reorganization in 2008, The ministry of Agriculture, Food and Rural Affairs integrated management of the food industry by transferred functions which was scattered in the Ministry of Health and Welfare, and established comprehensive policies covering the primary, secondary, and tertiary industries. In the agricultural industry sector, new business concepts such as smart farm and food tech have recently emerged alongside the fourth industrial revolution. In order for the Ministry of Agriculture, Food, and Rural Affairs to develop appropriate policies for the fourth industrial revolution, it is necessary to accurately estimate the size of agricultural and livestock-related businesses. In 2017, the Ministry of Agriculture, Food, and Rural Affairs initiated research for the agriculture, livestock and food industry's special classification, which was approved by the National Statistical Office in 2020. The estimation of the agriculture, livestock and food industry's size based on special classification is crucial because it has a substantial impact on the formulation and significance of policies. In this paper, the appropriate rate was derived from samples extracted from the special classification and the Korean standard industrial classification. Proposed are a method for estimating the population of the agricultural and livestock food industry, as well as a method for calculating the appropriate rate that more accurately reflects the population than the method currently in use.
