A Study to Apply the Logic Model for Evaluating Outcomes of Revitalization Projects of Rural Centers: Focusing on Regional Capacity Strengthening in Yeongwol-gun (농촌중심지활성화(선도지구) 사업에 대한 성과평가 방안으로서의 논리모델 적용 가능성 탐색: 영월군 지역역량강화 분야를 중심으로)

  • This study aims to apply the logic model in order to evaluate outcomes of revitalization projects of rural centers as a part of the regional capacity strengthening in Yeongwol-gun. According to the study results, first of all, it was unclear to answer for questions what, how and why to lead the project, when examining logical associations among program inputs, activities, outputs and outcomes. As an alternative method, the logic model has been applied, and this in turn led to clarify the goals, inputs, contents, outputs, outcomes as well as overall outcome goals and purpose of the current projects. Second of all, the initial, intermediate and long term outcome goals of the current project were indistinctly specified, and moreover, their evaluation methods were also unclear. By applying the logic model to the current regional capacity strengthening project, it was able to figure the distinction between program outputs and outcomes, and specify initial, intermediate and long term target goals as well as their evaluation tools. It is therefore to conclude that the logic model has a possibility to apply to a project evaluation, especially in the sense that this method considers efficiency, effectiveness and accountability of each project.

A Study on the Oxidative Damage Induced by UVB Irradiation to Mouse Skin (UVB 조사로 인한 마우스 피부조직의 산화적 손상)

  • The backs with a hair cut of 6-week-old healthy ICR male mice were once exposed to a dose of $400mJ/cm^2$ UVB. An acute dermal inflammation was observed, and the inflamed skins were almost completely cured after 6 days of the exposure. At 24 hours after exposure, the epidermal keratinocytes showed a cell-membrane damage with the destruction of intercellular junctions, agglutination of tonofilaments within the cytoplasm and nucleus damage. The activity of XO showed a significant increase (p<0.05) in up to 144 hours. The activities of CAT and SOD showed a significant decrease (p<0.05) in up to 96 hours, but they were not significantly different from the normal value at 144 hours. The GST activity was significantly decreased (p<0.01) in up to 96 hours, not so at 24 hours. However, that was not significantly different from the normal value at 144 hours. There was a significant decrease (p<0.01) in the contents of TBARS at 48 and 96 hours, without any significant difference at 144 hours. While the content of GSH was significantly lower (p<0.05) at 24 hours, that was not significantly different thereafter up to 144 hours from the normal value. Therefore, it is assumed that skin damage with a dose of $400mJ/cm^2$ UVB irradiation might be caused by the oxidative stress which was resulted from the unbalance of oxygen fret radical generating and scavenging enzymes.

The effects of leisure activities on learning agility for youths: Mediative effects of interpersonal relationship (청소년의 여가활용이 학습 적응성에 미치는 영향: 대인관계의 매개효과)

  • This study aims to examine the effectiveness of leisure activity on learning agility and to verify the mediative effectiveness of interpersonal relationship between leisure activity and learning agility for youths. To achieve these purpose, 6,637 data that sampled by 'IEA ICCS 2016' were analyzed with structural equation. The results of study were as follow. First, leisure activity directly effects on learning agility for youths. Second, leisure activity directly effects on interpersonal relationship. Third, interpersonal relationship directly effects on learning agility and partial mediative effects between leisure activity and learning agility. These results implies that youths' leisure activity is not only directly affecting learning agility, but also affecting interpersonal relationship. And this interpersonal relationship also effects learning agility. Based on these results, some practical implications were proposed to develop learning agility in terms of leisure activity and interpersonal relationship.

Responding to negative emotions in COVID-19 (코로나 19상황에 발생하는 부정적 정서에 대한 대처)

  • This study was attempted to grasp the negative emotions of college freshmen in the COVID-19 situation and how to cope with them. The survey was conducted online from April 6 to 13, 2020, and the results were analyzed using a total of 220 copies of the survey data, excluding insufficient surveys. As a result of the analysis, the subject's negative emotion was the most frustrating, and the average value was highest in the order of helplessness, anxiety, and anger. As a result of verifying the differences according to gender, it was found that anxiety, lethargy, anger, fear, and confusion all experience statistically significantly more women than men. As a result of analyzing the correlation between the negative emotion of the subject and the method for resolving the negative emotion, the helplessness was found to have a significant negative correlation with the activities of talking with family, friends, and acquaintances. Showed statistically significant positive correlation. Based on these results, some practical methods that can be applied in universities are suggested.

A Study on the Support Policy for Woman Farmers by Role Types in Korea (여성농업인에 대한 정책적 지원 강화 방안;여성농업인 육성 5개년계획 평가와 제언을 중심으로)

  • The objectives of this study were: a) to analyze the upbringing policy for woman farmers in Korea, b) to find out the needs for the policy related to women's roles in decision making of farming activities, and c) to promote the programs in agricultural system for supporting rural women according to their role types and needs. This study was based on a literature review and discussions with the panel of experts witness and professionals including rural women. The major findings and conclusions from this study were as follows: 1 ) First of all, the policy for upbringing woman farmers had been improved. however, policy measures were still inadequate and were plenty of room for development. 2) Government policies were not focussed directly to meet the actual needs of rural women according to their various roles. 3) More government efforts should be enhanced to modify the policy and social system for rural women, and should be organized into the practical programs after careful considerations on the status of woman farmers according to their role types. 4) The five-year upbringing plan for woman farmers should be expanded to include strengthening economic power, widening woman farmers' influence. development of intellectual capacity and strengthening of self-enlightenment better health care and welfare services. and providing equal opportunities for women farmers.

The correlations between fall experience, balance, mobility and confidence in persons with stroke

  • Objective: This study conducted in order to investigate the correlations between fall experience, balance, mobility, and confidence. We examined the difference between fall experience, and Berg Balance Scale (BBS), Timed-Up-and-Go test (TUG), Tinetti balance assessment (Tinetti balance [TiB], Tinetti gait [TiG]), and Activities-specific Balance Confidence (ABC) scale scores to see how fall experience, balance, mobility, and confidence of the persons with stroke affects their balance. Design: Cross-sectional study. Methods: Forty-one subjects participated in this study. The BBS includes 14 items, consisting of a 5-point scale from 0 to 4, totaling up to 56 points. The Timed Up and Go-Alone (TUGA) was used to measure the average time to take a 3 m round-trip by getting up and down from a 46-cm high chair with an armrest on a flat floor. The Timed-Up-and-Go-Cognitive (TUGC) was performed by counting backwards and the Timed Up and Go-Manual (TUGM) is performed by holding a cup full of water. The total score for the TiB is 16 points, and the TiG is 12 points, making a total of 28 points. There are 16 items total for the ABC scale. Results: According to the fall experience, BBS, the TUGA and TUGC values were significantly higher in the inexperienced group compared to the experienced group (p<0.05). The number of falls was significantly correlated with BBS, TUGA, TUGC, TUGM, TiB, TiG, TiB+TiG (p<0.05). Conclusions: This study supports that falls experience is strongly related to balance, mobility, and confidence. Optimal balance training programs for fall prevention is still insufficient and must be developed.

  • The purpose of this study is to resolve the factors that affect happiness levels and leisure life satisfaction of middle-class and to find way to incorporate them into policy. In this study, a status analysis on leisure life and One-Way ANOVA conduct a study on leisure resource and income levels that affect the happiness level and leisure life satisfaction. To recap briefly, to reduce the social and cultural polarization caused by economic disparity and to promote leisure life satisfaction and happiness level is possible quantitative-qualitative growth and maturation of middle class. The most important thing here is increasing in leisure time and leisure costs that consumed in real leisure life. In other words, leisure life satisfaction and happiness levels in the middle class has seen a significant difference in depending on whether and how much to spend on leisure time and cost, rather than differences of the monthly average household income. More particularly, analysis results seem to hoping of the extra leisure costs about 50,000 won per person and increasing the leisure time on weekdays and long weekend holiday. Above all, It is important to redefine the middle class that meets the recognition of the people and it should reflect government policy. Ultimately, The state of the socio-economic-welfare policies will be further expanded in the direction for the middle class, thinking of themselves as middle class and leading national consciousness.

Globalization Development Plans of the Convergence Systems and Policies for Domestic Fire Industry (화재피해자의 긴급복구를 위한 민·관 융합형 지원시스템 방안)

  • This study is related with support system plans of public-private convergence for emergency recovery services to fire victims. The current issues are analysed from the condition and problem analysis results of emergency recovery activities for fire victims. And building plans of an integrated support system based on the government and private sector cooperation are proposed. Overall, the system shows that the government is responsible for the functionality of management and supervision for the system operation, and the private is responsible for the functionality of specialized agencies for practical emergency recovery. Consequently, support system plans include with infrastructure maintenance of laws and regulations, contracting-out of the support system, stable supply of operating budget and function strengthening of public-private convergence for emergency recovery. Especially, plan for stable supply of operating budget in detail including with establishment of the fund and self-financing composition of private corporations for emergency recovery services is proposed. The results of this study will lead strengthening of fire safety welfare and social safety nets at future.

Study on Space Organization Based on Significance Assessment of Interior Space Factors at 119 Safety Center (119 안전센터 실내공간요소 중요도 평가에 의한 공간구성연구)

  • This study has been performed to come up with any rational way for responding to the functions of fire-fighting spaces newly required by the changing social paradigms and to seek for the approach to designing fire-fighting spaces by taking into account the psychological and behavioral factors of fire-fighters who are exposed stress of operations. In particular, it is to satisfy any physical and functional requirements as special working-spaces and to reflect the psychological and behavioral approach to the workers who are forced to be at standby for a long time, which is the characteristic of their operation, to designing. Accordingly, for fundamental appreciation of whether or not such space programs as space organization needed for operational function are being practiced actively, the fire-fighting headquarters of Incheon City has been selected for the research. First, in the process of assessing the trend of organizing the space at safety centers for the recent 20 years, those built more than 20 years ago were left out from the space selection for the research. Second, those with less than 20 operators also were excluded. Third, among those completed in the same year, only one was selected, which was to avoid overlapping, with the consideration its regional representative nature for applying the safety centers in the jurisdiction of the headquarters equally. The study was performed through the visits to and the actual inspections by surveys at the selected 119 Safety Centers as well as the reviews of literature based on case studies. And for the assessment of significance, surveys and analysis of reliability and factors were carried out. The actual users of Safety Centers were picked as objects for the assessment of significance of space factors at 119 Safety Centers, which revealed that there are five types of dimensions for factor-analyzing standard with which users estimate any significance, which are "Area of Mobilization Preparation and Return" "Area of Standby" "Area of Working Activities" "Area of Employ Welfare" and "Area of Support".

Analyzing the Relationships between Changes in Postpartum Depression and Child-rearing System Variables in Korean Mothers (한국 영아어머니의 산후우울 변화와 양육 관련 체계변인간의 관계 분석)

  • This study analyzed changes in postpartum depression in mothers from one month after childbirth to the first year using panel data collected overtime, in an effort to determine the relationship between the amount of change and child-rearing system variables. The subjects were 1097 mothers who belonged to both the lower and upper $30^{th}$ percentile groups in the depression change distribution of the 2008 Korean Children Panel Study (PSKC), a large, population-based study conducted by the Korea Institute of Childcare and Education. The data were analyzed by t-tests, $x^2$ tests, partial correlation coefficient analyses and regression analyses. The results are summarized as follows: First, the mothers' postpartum depression showed a significant increase during the first year as opposed to the first month after birth. Second, after controlling for socio-demographical variables of the mothers, the changes related to depression showed a positive relationship with child-rearing stress, and the child's emotional temperament, but showed a negative relationship with the mother's self-esteem, the child's birth order, and the father's participation in child-rearing activities. Third, variables having a significant effect on changes in postpartum depression were the mother's self-esteem and child-rearing stress, the child's age in months, and social support. Variables pertaining to the mother's characteristics variables had a more powerful effect than other child-rearing system variable categories. The results suggest the necessity to develop a parental education program or a mother-child health service in consideration of the variables that affect mothers, as determined in this study, in an effort to prevent postpartum depression.
