The AHP Analysis of Critical Factors on Social Enterprise Policy (사회적기업 지원정책 중요도에 대한 연구 -부산지역 전문가 AHP분석을 통한-)

  • There are many questions about the sustainability and nurture of social enterprises as an important governmental issue in Korea. But because of the social system and the deficiency of experience about social enterprise, the solution of problems included in social enterprise are very difficult. For these reasons, the purpose of this paper is to find critical factors on social enterprise policy in Korea. For this study 30 experts who work in various fields in Busan about social enterprise was selected and 23 valuable questionnaires was collected. And AHP analysis suggests critical factors(public procurement and partnership with corporation and various organizations) on social enterprise policy in Korea. When we consider many realistic problems for the social enterprises, just depending on the passion and dedication of social entrepreneurship is highly insufficient for the sustainability of social enterprises Effective and strategic governmental support for social enterprises will be a great help to the development and sustainability of social enterprises. In this sense, results of this study is meaningful to the social enterprise policy maker.

  • The purpose of this study is to compare and analyze the impact of self-leadership by worker in social enterprises and profit enterprise. For this purpose, 36 social enterprises and commercial enterprises in Chungcheongnam-do and 303 workers were surveyed. Main results are as follows. First, the workers in social enterprises and profit enterprises have many different characteristics. The workers who work in social enterprise is more women, less educated and were the elderly than profit enterprise. This is the reason that social enterprises are employing women, elderly and vulnerable groups by the government's social work support policy. Second, self leadership and all organizational Performance areas in social enterprises is higher than that of profit companies. Third, self-leadership in social enterprise and profit enterprise has positive effect on organizational performance. Therefore, in order to improve the organizational performance of social enterprises must share organizational vision and goals for the workers. It will increase the organizational competitiveness.   • Recently, social enterprises in the korean are gaining more interest but, it seems that many social enterprises are not successful in their sustainability. Therefore government implements various supporting policies for social enterprise. The purpose of this paper is to find new criteria of business development expense through the analysis of submitted application of business development expense. For this study, business development expense data of 126 social enterprises(applied to the Busan in 2013 year) for supporting money are analyzed. The result shows that (1) need to apply 1 or 2 business that is the most important in their business (2) concerns about the patent, engineering development, prototype model development, program development taken IT business are very desirable (3) need to feedback about last year result (4) need to make more elaborate guideline for application (5) none of social enterprise applied co-marketing (brand), therefore a strong inducement plan is need In conclusion, effective and strategic policy of business development expense will be a helpful for the sustainability of social enterprises. In this sense, the results of this study is meaningful to the social enterprise policy, especially business development expense, maker.

Empirical Model Building and Analysis for Performance of Social Enterprises (사회적 기업의 성과분석 실증모델 구축 및 분석)

  • Social enterprise has been increasingly recognized for as important economic and social contribution to modern society. Recently, many efforts and academic researches related to social enterprise are now emerging from practitioners and academics. This work focused on the key elements affecting the performance of social enterprises such as specifically social entrepreneurship, relationship-oriented organizational culture and government support policy. In this empirical model, two performance variables such as economic and social performance represent the dependent variables. And the size and age of the social enterprises are the controlled variables. By analyzing survey data of 107 social enterprises interesting and meaningful results are obtained. Social entrepreneurship influenced economic and social performance of social enterprises. And relationship-oriented organizational culture influenced economic and social performance of social enterprises. On the other hand, government support policy influenced economic performance of social enterprises, but did not influence its social performance. The developed empirical model of social entrepreneurship in this study showed that community-oriented organizational culture and government policy are important factors for the efficient and successful management of social enterprises in Korea.

  • The purpose of this study was to understand social enterprise business operations experience converted from a self-sufficient enterprise. In-depth interviews with representatives of the 4 recycling social enterprises from self-sufficient enterprise which located in Chungbuk province were performed to collect data and analyzed by grounded theory method. As a result, configured 88 concepts and classified into 28 sub-categories 12 categories. According to a paradigm model, Core category, conditions, strategies and consequences were derived from the grounded theory. Especially, the core concept of enterprise management experience of the participants was 'An effort to overcome the harsh business conditions by pursuing sense of community and trying to secure its own competitiveness'. Based on the result, practical and policy proposal for management of the social enterprises were suggested.

  • The purpose of this study is suggesting proper support policy for the social enterprises by investigating the agency's needs of aiming social enterprise. The major findings of this research are as follows. Inter obstacle factors are the lack of operating and investment funds, and preceding condition for social enterprise's conversion is most important is finance support. The preparation of social enterprise's establishment and operating fund is needed in the conversion's process for social enterprise, and the important issues that central and local government have to solve are the support of labor cost and the obligation of trusts and purchases. Therefore, central and local government have to support initially funds for having facilities and staffs in social enterprises, and support forming market for the goods and services of social enterprises.

  • Social enterprise is defined as a sort of companies that pursue both publicity and profitability. It is usual that their business activities and viability are dependent upon localized resources in terms of a labor market, raw material procurement and sales market. Also, the characteristics and viability of social enterprises based on local resources within the framework of social economy policy. The social economic policy in Korea is generally treated as means of local developments. This paper aims to examine the localness and socio-economic foundation of social enterprises which are located in the west of Gyeongnam province in Korea and to provide policy recommendations for promoting local resource-based social enterprises. The selection of the case study firms was chosen by considering various factors such as the viability of the firm, location of a company and the types of organization. The research result shows that most of local social enterprises had a viability and profitability to effectively utilize local resources. But it is claimed that the government policy for promoting local social enterprises reveals some limitations to promoting effectively local social enterprises. First, it is necessary to limit the qualification of applying to the government support program. Second, financial support should be changed from hardware-centered programs to software-centered programs such as training and education for human resource development and the business consulting. Finally, it is necessary for the government policy to focus on follow-up programs for firms which are no more capable of receiving the government financial support. For these firms, the government policy needs to focus on facilitating activities of cooperation between local universities and local social enterprise.

  • After the Enactment of Support of Social Enterprise in 2007, Cultivation of Social Enterprises has been Promoted in Eearnest these days. This Study Attempts to Examine the Factors that Affect the Sustainability of Social Enterprise, Which is the Current Policy Issue Regarding the Social Enterprise. For this Purpose, the Study Developed a Research Model that has Antecedent Factors(strategy, managerial capability, business environment and social entrepreneurship) of Social Enterprise as an Independent Variable, Performance as Parameter and Sustainability as a Dependent Variable. Using this Model, the Study Established Hypotheses that Examine the Performance and Antecedent Factors of Sustainability of Social Enterprise. According to the Hypothesis Testing Results, the Economic Performance Showed Partial Mediating Effect on the Impact of Strategy, Management Capacity, Business Environment and Social Entrepreneurial Spirit on the Sustainability. As for the Social Performance, Strategy, Management Capacity and Social Entrepreneurial Spirit Turned out to Partially Mediate the Impact on Sustainability. Meanwhile, The Social Performance did not Show Mediating Effect in the Impact of Business Environment on Sustainability.

KODIT's Social Value Creation for Inclusive Growth: Focusing on the Supporting Program for Social Enterprise and Job Creation (포용적 성장을 위한 신용보증기금의 사회적 가치 창출 : 사회적 경제 기업 및 일자리 창출 지원 사업을 중심으로)

  • Korea Credit Guarantee Fund(KODIT) is a public financial institution under the provision of the Korea Credit Guarantee Fund Act. Facing the waves of change both locally and globally, KODIT will serve as 'social value creator' in making a paradigm shift from a large corporation(Conglomerate-dominated) economy to a social enterprise-oriented one based on social economy. This study focuses on the supporting service programs for social enterprises and job creation how it affects the performance of social value creation of KODIT. There is currently no detailed research of the social value in terms of the business and management academic agenda. Therefore, the present study describes the importance of social value creation on the policy financial institution. This study conducted in-depth case study for social value performance. As a public policy financial institution, KODIT exert diverse efforts to correct market failure and achieve inclusive growth. For example, KODIT extends credit guarantee services for the liabilities of promising corporations and stimulates financial and non-financial supporting programs for social enterprises. Although the role of social value and social economy has gained business field attention, few investigations have been conducted to explain how social value is achieved. The present study can thus act as the foundation for exploring the social value creation in the circumstances of public financial institution.
