Air Pollution Reduction Strategies of World Major Ports

  • Pollution emissions from international shipping and port activities have a significant impact on public health and global climate changes. The purpose of this paper is to review the status of pollution mitigation measures implemented to date in port industry and find out some implications for Korean ports. For this aim, the clean air strategies of the world major ports including six USA ports (Los Angeles/Long Beach, Now York/New Jersey, and Seattle and Tacoma), two European ports (Rotterdam and Gothenburg) and Busan Port were considered. Various measures to reduce emission from ports are evaluated by sectors-ocean going vessels, cargo handling equipments, truck and rail-, on the basis of categories such as reduction control technologies, operational changes and market-based measures. The policy implications of this paper are as follows. First, Clean Air Act Plans of Korean ports are required as soon as possible. Second, integrated approach is required to reduce emission effectively. Finally, the effect of port-related emission reduction can be maximized when various measures are conducted on a regional basis including neighboring ports. Furthermore, regional or global-based approach is useful to guarantee the level playing field among ports.

Comparative Analysis on the Pilotage System among Major Hub Ports (부산항 및 주요 항만간 도선요율체계 비교분석)

  • The pilotage tariff system in port operations has received little attention in the academic literature. While studies addressing legal issues-such those concerning liability, marine accidents, and compensation for accidents-and institutional aspects have been prevalent, scant research has been conducted in the form of comparative analysis of pilotage tariff systems and current levels of pilotage charges in major ports. The purpose of this research is to investigate the rate structure of pilotage tariffs of major ports. Specifically, this study explores the current level of pilotage price and regulations by comparing the pilotage systems of six major hub ports in the world: Busan, Kobe, Hong Kong, Los Angeles, Singapore and Rotterdam. Results show that Busan Port's pilotage tariff system ranks low (5th) among these six ports. Another finding is that the simplification of Korea's pilotage tariff system will yield productivity and efficiency improvements in this area.

A Study on the evaluation of the safety of berthing maneuver by the Analytic Hierarchy Process (계측분석법에 의한 선박 접리안 안전성의 평가방안)

  • On developing port system, the performance tests of system in relation to ship maneuver generally consists of the three parts: the channel transit, the manoeuvring in a turning basin and the docking/undocking. The quantifications of risk of an accident has priviously been difficult due to the low occurrence of accidents relative to the number of transits. Additionally, accident statistics could not be related port system because of the large number of factors contributing to the accident. such as human error, equipment failure, visibility, light, traffic. etc. In case of the channel transit, "Relative Risk Factor(RRF)" or "Relative Risk Factor for Meeting Traffic" was proposed as the as the measures derived to quantify the relative risk of accident by M.W.Smith. This factor measure the tracking performance, the turning performance and the passing performance at meeting traffic. On the other hand, the safety of berthing maneuver is not measured with a few evaluating factors as controlled due to complex controllabilites such as steering, engine, side thrusters or tugs. This work, therefore, aims to propose the evaluating measure by the Analytic Hierarchy Process(AHP). Six experimental scenarios were establised under the various environmental conditions as independent variables. In every simulation, the difficulty of maneuver was scored by captain and compared with AHP scores. The results show almost same and from which the weights of eight evaluating factors could be fixed. Additionally, the limit value of relative factor in berthing safety to six scenarios could be estimated to 0.11.e estimated to 0.11.

Analysis of the Impact of Investment in National Fishing Ports on Fishery Income Opportunities Using the Propensity Score Matching Difference-in-difference Method (국가어항 투자의 어업소득 기회 영향 분석: 성향점수매칭 이중차분법을 이용하여)

  • This study analyzed the performance of the national fishing port development project, which lacked ex-post impact evaluation despite a lot of investment in terms of fishery income opportunities. Using micro data from the Census of Agriculture, Forestry, and Fisheries, the sales amount of fishery products and the proportion of fishery-related businesses were used as performance indicators. The fishery households in the fishing port area (treatment group) and those not in the area (control group) were classified through data pre-processing, and factors unrelated to the fishing ports were controlled using the propensity score matching difference-in-difference method. The analysis target is six fishing ports with large investment in from 2010 to 2014. As a result of the analysis, it was confirmed that the sales of fishery products increased significantly in four of the six fishing ports, and the proportion of fishery-related businesses increased in two fishing ports. The analysis method of this study can be fully utilized in the evaluation of the Fishing Community New Deal 300 Project, which is in need of performance analysis.

  • With its foreign trade rapidly expanding and with economic growth continuing at a substantial rate, China has become the largest container traffic generating country in the world. And with trend of container ships becoming larger and faster, the environment surrounding ports in North-East Asia are rapidly changing. The Yangsan, offshore port for Shanghai, being developed on the islands of Da Yangsan and Xiao Yangsan, some 30km offshore, and connected to the mainland by the six-lane highway Donghai bridge, opened phase one in late 2005 and phase two in 2006 respectively and will have 29 berths by 2012 and be able to handle 15 million TEU. The Port of Shanghai which passed Busan in terms of container volume further consolidated its position as the world's No. 3 port with an annual volume of 21.7 million TEU in 2006 and is likely to have emerged as the biggest container port in the world. The Port of Busan, the world's fifth largest container port, wants to survive as regional hub port. In this circumstance, the strategies of the Port of Busan should be established.

  • The purpose in this study is development of model for the Container Terminals of Pusan Port, First of all, Quantitive and Qualititve factors are characterized which effects on Physical Distribution System in Container Terminals. The System Dynamics method is used to develope the model by using these factor. This model is able to present the timinig of investment in Container Terminals of Pusan Port. Six models are showed by change of parameters in System Dynamics, in this paper. In the model, Five feedback loop were found. Negative loop was acquired. Loop 4 : Number of Congested ships$\rightarrow$Planning for future development$\rightarrow$Extent of stacking area$\rightarrow$Number of handling equipmint$\rightarrow$Number of Congested ships. Negative loop was acquired. Positive loop was acquired. System's level variables were selected as followings ; Number of Liners, Number of Congested ships, Export & Import Carge Volumes, Length of berth, and Port's Charges. As result of simmulation of model, fluctuation of respective year was found in level variables. This fluctuation can be used properly to present timing of investment.

Design and fabrication of power detector for multi-band six-port direct conversion method (다중대역 6단자 직접변환 방식을 위한 전력 검파기 설계 및 제작)

  • In this paper, the power detectors using metamaterials were designed and fabricated for multi-band six-port direct conversion method. The RF short-stubs for power detector were designed by using metamaterials which provide multi-band characteristics. The power detectors with metamaterial RF short-stub were analyzed and fabricated by using lumped and distributed element. The measured results of metamaterial power detectors show the good agreement with the simulation results. The performance of lumped-metamaterial RF short-stub shows the insertion loss below 1 dB and the good frequency response characteristics. Also, the distributed-metamaterial RF short-stub shows the good frequency response characteristics and the insertion loss under that of lumped-metamaterial RF short-stub. The multi-band power detectors with metamaterial RF short-stub detect the input RF signal in the designed dual frequency bands very well.

An Empirical Study on the Waterfront Redevelopment in Port City (항만의 재개발에 관한 실증 연구)

  • Waterfront redevelopment is an element in the process of inner-city regeneration now widespread in many ports of the world. Academic interest in the processes involved has yielded a literature biased towards specific locations rather than towards the analysis of processes and issues. The redevelopment of urban waterfronts does not, of course, occur exclusively in port cities but is found as a continuous process in most places where settlement and water are juxtaposed, whether or not commercial port activity is or was present. Port cities, however, as a result of the concentration and juxtaposition of urban and maritime influences, generally present the major issues involved in waterfront redevelopment most clearly. In this context, the general aim is to explore Korean dimensions of waterfront redevelopment in a range of port cities in a context of inner-urban renewal; and a specific objective is to examine the views of decision-makers in Korean port cities on the processes involved by a questionnaire method. The focus is on comparative strategies, and in particular upon the factors affecting the balance between social goals and commercial interests. To test the response of four categories of decision-makers in Korean port cities on a number of issues perceived as underpinning the processes involved in waterfront redevelopment, four catergories of respondents-port authority representatives(PO), urban planners(UP), port specialists(PS) and city-government official(GO)-were asked to fill in a questionnaire form. In three out of ten cases, the overall result broadly confirmed the a priori expectation; in six cases the confirmation was partial; and in one other the view of respondent was generally contrary to those anticipated. In many, but by no means all, cases there was substantial agreement between the four categories of respondents, but the range of scores was generally much wider than expected.

  • The aim of this research is to analyze actual condition of port logistics industries in Busan For this, this research identified logistics, based on the concept and definition of port and logistics, and then, divided them into six categories, transportation, cargo handling, storage, service, packing, and information The results of the paper are, first, it was found that there are much differences among industries, in revenue scale, and number of employee and firm Secondly, it indicated that actual occupation rate of these industries in regional economy was not high, except for transportation related industries. Finally, from these findings, this research suggested that it was necessary to build different policies according to competitiveness level of firms, and strategies to promote many firms with low occupation rate.

Solution and Estimate to the Angular Velocity of INS Formed only by Linear Accelerometers

  • At present, most efforts tend to develop a INS which is only based linear accelerometers, because of the low cost micro-machining gyroscopes lack of the accuracy needed for precise navigation application and possible achieving the required levels of precise for micro-machining accelerometer. Although it was known in theory that a minimum of six accelerometers are required for a complete description of a rigid body motion, and any configuration of six accelerometers (except for a "measure zero " set of six-accelerometer schemes) will work. Studies on the feasible configuration of GF-INS indicate that the errors of angular velocity resolved from the six accelerometers scheme are diverged with time or have multi solutions. The angular velocity errors are induced by the biases together with the position vectors of the accelerometers, therefore, in order to treat with the problem just mentioned, researchers have been doing many efforts, such as the extra three accelerometers or the magnetometers may be taken as the reference information, the extended Kalman filter (EKF) involved to make the angular velocity errors bound and be estimated, and so on. In this paper, the typical configurations of GF-INS are introduced; for each type GF-INS described, the solutions to the angular velocity and the specific force are derived and the characteristic is indicated; one of the corresponding extend Kalman filters are introduced to estimate the angular errors; parts of the simulation results are presented to verify the validity of the equations of angular velocity and specific force and the performance of extend Kalman filter.
