Site Analysis and Improvements on Pilot Project of Core-Based Residential Environment Improvement (거점확산형 주거환경개선 시범사업 실태조사 및 개선방향 연구)

  • This study aims to find out the cause of delay by analyzing the process of 12 Core-based Improvement pilot projects, especially focused on lands, buildings, population status. For this purpose, it performed a literature research on maintenance plan reports, various statistics of building and population status analysis, a field research and an individual interview with public officials in charge at local governments of 12 project districts. The findings are as follows; 1) it was difficult to cope flexibly to environmental changes because the core sector was so large that the plan was led to areal improvement. 2) the project was selected without reflecting the characteristics of the core sector and the area of residents-led renovation properly in terms of building status such as building density and old buildings ratio, 3) the coordinator group for socially disadvantaged class in the district was not operated and thus foundation for residents-led renovation was not set up. In conclusion, it should be presented the proper size of the core sector when the core-based residential environment improvement project is initiated in the future. In addition, building status is taken into consideration when designating the core sector and the area of residents-led renovation. The coordinator group needs to be operated from the early stage of the project as well.

  • Because of preferential treatment in PQ judgement, many construction company got the certification of ISO 9000. But the main objective of them was just certification itself. The ISO 9000 certification which was composed of 20 requirements was a standard just for the manufacturing industry, so it was difficult that it was applied to a business of construction industry. In these reasons, they have revised ISO 9000:l994 which was composed or 20 requirements to ISO 9000:2000 which requests to focus on business process. In this research, we'll develop a System for Project Quality Plan that is related with information of site process in an apartment housing project. This system is intended to increase use of project quality plan in construction sites based on the construction process.

Changes in Urban Planning Policies and Urban Morphologies in Seoul, 1960s to 2000s

  • The purpose of this paper is to highlight the main policies of the last half century that have shaped the urban architectural fabric of Seoul today, and explore whether a modified approach might better address the current socioeconomic conditions in Korea. The paper defines and examines urban planning in Korea through an overview of the four main urban project policies implemented in Seoul from the 1960s to the present: Land Readjustment (LR), Housing Site Development (HSD), Urban Redevelopment (UR), and Housing Reconstruction (HR). While the fundamental ideology behind these policies served well during a prolonged period of high economic growth, evidence is growing that these policies are losing steam under today's conditions. A growing legacy of stalled and incomplete urban projects from the mid-2000s-the New Town Project is an example-begs the fundamental question as to whether an alternative urban planning paradigm is needed for Korea in an age of low economic growth, low birth rates and a fossil fuel energy crisis. Through the urban morphologies of the three residential areas in Seoul developed by LR projects, this paper looks at the possibility of urban regeneration through the sustainment of urban architecture in those residential areas that have not been affected by HSD, UR, and HR.

A Construction Supply Chain Management Process with RFID/WSN-based Logistics Equipment

  • Construction supply chain management (CSCM) has become one of the critical factors that determine the success of a construction project as it becomes increasingly complicated and mega-sized. Particularly for high-rise or mega-sized building construction, just-in-time supply chain management is required due to lack of storage space and effective logistics for construction components and materials at a construction site. Despite the fact that research and development of radio frequency identification (RFID) and wireless sensor network (WSN) technology have been performed, construction project managers still need to carry mobile devices and check material and component flow at each stage of the supply chain process. This research proposes that the equipment used in the construction supply chain process, such as movers, trailers, gates, and hoists, can become main actors in the supply chain process using RFID and WSN technologies. And the proposed equipment and process focused on a solution to the redundancy identification problem, which has been observed in operations that use RFID/WSN-based processes for construction logistics. This paper also presents issues identified through verification and validation of the research results and proposes further studies.

A Process Model of E-Government Development: A case of E-Government Portals in Town of Amherst

  • The paper discusses a novel educational initiative in e-commerce pedagogy where students work on an e-government project. The paper describes a two-semester joint e-government project conducted by the town of Amherst, NY, and the State University of New York at Buffalo. During the first semester, students in a graduate e-commerce course in the School of Management were instructed to identify and analyze management issues valuable for small or middle size local government. In the second semster graduate students from the Department of Computer Science and Engineering designed and implemented prototypes of three e-government portals: an on-line action site for governmental procurement (E-Procurement), a portal for reservation of community recreation facilities (E-Recreation), and a portal for online dog registration (E-DogRegistration) combining a central registry of dog owners with distributed veterinarian databases. The objective of this initiative is twofold. First, it saves the local government resources by eliminating duplication of services and by using students as developers. Second, it provides students with real life hands-on experience. The paper discusses both the technical issues involved in the implementation of the project, and the management issues that need to be taken into account to enhance the e-commerce experience for the ordinary citizen and local governments.

  • In order to seek a efficiency of site cooperation and slope stabilization in a rock sloping work, it would rather take into consideration, in its importance, a concurrent performance of civil works and landscaping works than give any part a special priority. It can enable us to achieve an expanded scope of landscaping works and improvement of slope scenery via this sort of cooperation. However, this can not be achieved without assurance on the slope stabilization and scenic view of the project owner, and further via this cooperation, environmentally familiar works can be performed, becoming natural environment and minimizing damages on surrounding scenery and environment. It is foreseeable that improvement of functions of civil equipment, introduction of technology and development of landscaping materials can facilitate an improvement in the betterment of slope scenery. Landscaping related parties need to enhance their understanding of rock sloping and scenic view based on knowledge on the fundermental understanding of slope stabilization and on the base rock characteristics.

Development of an Intelligent Control System to Integrate Computer Vision Technology and Big Data of Safety Accidents in Korea

  • Construction safety remains an ongoing concern, and project managers have been increasingly forced to cope with myriad uncertainties related to human operations on construction sites and the lack of a skilled workforce in hazardous circumstances. Various construction fatality monitoring systems have been widely proposed as alternatives to overcome these difficulties and to improve safety management performance. In this study, we propose an intelligent, automatic control system that can proactively protect workers using both the analysis of big data of past safety accidents, as well as the real-time detection of worker non-compliance in using personal protective equipment (PPE) on a construction site. These data are obtained using computer vision technology and data analytics, which are integrated and reinforced by lessons learned from the analysis of big data of safety accidents that occurred in the last 10 years. The system offers data-informed recommendations for high-risk workers, and proactively eliminates the possibility of safety accidents. As an illustrative case, we selected a pilot project and applied the proposed system to workers in uncontrolled environments. Decreases in workers PPE non-compliance rates, improvements in variable compliance rates, reductions in severe fatalities through guidelines that are customized according to the worker, and accelerations in safety performance achievements are expected.

  • Government enacted "The special Law on the waterfront-space" to conduct four-river refurbishment project and to construct systematically regions around national rivers from 2009. This law allows public apartments and recreational facilities etc. to be located around four-river, then the law may give rise to serious space change and landscape damage. So we draw some problems of the established development project about the riverside area, and expected a space and landscape change of waterfront-space with a 3D simulation. The result, it is important to adjust the development density of site and apply various contents with take the regional characteristics into consideration for sustainable development.

A Study on Improving the Unbalanced Deployment of Urban Parks (신·구시가지의 도시공원 불균형 분포 분석 및 개선방안 연구)

  • The objective of this study is to analyze the distribution of urban parks and its problems in a city in Gyeonggi-do where new towns and old towns are mixed. The study will also analyze and understand the unbalanced deployment of urban parks - rest areas and carbon absorbers of an entire city - between old towns and new towns, suggest improvement opportunities and examine and suggest plans to create and expand urban parks in old cities that lack urban parks. Findings showed that first, new towns were 1.2~1.6 higher than old towns in the number of parks, park area, and per capita park area, indicating that parks were unbalanced across towns. Second, as for a plan for improving the unbalanced deployment of urban parks, when the use area needs to be changed in an urban development project, it was suggested to donate 10% of the project site to the city to create it into a park and it was suggested to identify and proactively improve alternative park resources that can replace parks such as rivers and recreational sites. Third, regarding a plan for improving urban parks in old towns, it was suggested to secure urban parks by attracting various urban development projects to old town areas. The amendment of related laws was proposed to double required park area to $6m^2$ per household. Amendments were also suggested for one law and four guidelines to specifically define the location of urban parks as well.

The Impact of Characteristics of Communication Media and Instruction Behavior on Collaborative Interaction and Project Performance (커뮤니케이션매체 특성과 교수행위 특성이 협력적 상호작용과 프로젝트 성과에 미치는 영향)

  • In the new web based learning environment which has recently emerged, a variety of new learning objectives and teaching methods suited to this learning environment have been adopted. Recently, web based project-based learning methods have received a great deal of attention from those wishing to improve learning performance. The objective of this study is to identify the impact of characteristics of communication media and instruction behavior on collaborative interaction and project performance through web based group projects. The characteristics of communication media were divided into richness, flexibility, and ease of use, and the characteristics of instruction behavior were divided into support and expression, which are independent variables. Collaborative interaction as a mediate variable, was divided into information sharing and negotiation. Project performance was the dependent variable. To verify the proposed research model empirically, an experiment was conducted in which learners participated in on-line and off-line courses with group projects. The group project was conducted virtual product development(VPD), and designed a web-site about the VPD. At the end of the project, a survey was conducted. Of the 270 students, 239 responded. The students were assigned to groups of 3 or 4 members, and represented different genders and levels of computer competence. The reliability, validity, and correlation of research variables were analyzed using SPSS 14.0, and the measurement model and the structural goodness-of-fit of the research model were verified through SEM analysis using Lisrel 8.54. We found important results as follows; First, richness and ease of use has positive impacts on each of sharing information and negotiation. This suggests that richness and ease of use are useful in sharing information which is related to the task and agreeing in opinions among group members. However, flexibility has not positive impacts on sharing information and negotiation. This implies that there is no great difference in performance of PC and information literacy of user. Second, support and expression of instructor have positive impacts on sharing information and negotiation. This indicates that instructors play an important role in encouraging learners to participate in the project and communicating with them, sharing information related to the project, making a resonable decision and finally leading them to improve a project performance. Third, collaborative interaction has a positive impact on project performance. This result shows that if the ability to share information and negotiate among students was improved then a project performance would be improved as well. Recently, in the state of revitalized web based learning, it is opportune that web-based group project is practically conducted, and the impact of characteristics of communication media and characteristics of instruction behavior on sharing information, negotiating among group members and improving a project performance is verified. On the basis of these results, we propose that forms of learning, such as web based project, could be one of solution which is to enforce interaction among learners, and ultimately improve learning performance. Moreover web-based group project is able to make up for a weakness which makes it difficult to make interpersonal relations or friendship among learners in computer mediated communication or web based learning.
